In this chapter
This chapter sets out the rules a UAE dental clinic must respect when it markets treatment: who may provide which service, which authority approves an advertisement in each emirate, what the Dubai social media standard requires, and how permits, consent, children's images, patient data and insurance rules shape a campaign. The main rulebook for dental content in Dubai is the DHA social media standard ST-21 version 1.1, in force since 3 October 2022; the rules reported in the press in September 2026 are that existing standard, not a new one (Dubai Health Authority; Khaleej Times). Since 1 February 2026 anyone promoting products or services on social media, paid or unpaid, needs a UAE Media Council Advertiser Permit, and businesses must confirm their advertisers hold one (Gulf News).
In brief
Four licensing regimes apply: DHA in Dubai, DHCA in the Dubai Healthcare City free zone, DoH in Abu Dhabi, and MOHAP with EHS for federally licensed facilities, mainly in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah.
MOHAP's 2024 scope of practice says a general dentist "is not allowed to perform Invisalign or similar systems" and must refer to an orthodontist, and needs separate privileges for implants, lasers and nitrous oxide sedation.
DHA issued Updated Dubai Dental Guidelines Version 2, eleven clinical guidelines including implant, orthodontics and paediatric, by Circular 391 on 26 March 2026 (DHA).
ST-21 requires before-and-after images of the same person with the same lens, no editing and a disclaimer in the same font size, written consent for patient images, and verifiable parental consent before collecting personal or health information of anyone under 18.
A Dubai facility's official social account must display its MOHAP-issued medical advertisement licence number; the MOHAP healthcare advertisement licence carries an AED 100 application fee plus fees by facility category and ad type.
In Abu Dhabi, each licensed facility nominates two representatives for DoH training and then logs advertising material on DoH systems (DoH Abu Dhabi); ADDED licences advertising services at AED 1,250 or AED 5,000 (Gulf News, Jul 2024).
Current fines reported for advertising breaches range from AED 3,000 (ADDED first violation) to AED 1,000,000 (Media Council content breaches); a 2018 federal range started at AED 1,000 (Gulf News, Jul 2024; Gulf News, 2026).
Basic insurance in Dubai and the northern emirates excludes routine dental care: the Dubai EBP table excludes dental treatment, prostheses and orthodontics, and the northern emirates package lists dental care as not covered.
ONS reading This chapter records what the sources found say. It is not legal advice and it is not a certificate that any clinic or campaign complies. Several primary texts could not be read in this research pass, including MOHAP's fee schedule, Sharjah Health Authority advertising rules, the federal health data law and Meta's own policy pages. Before launch, a facility should confirm its regulator, the responsible clinician and the exact claims, prices and offer wording with current primary guidance.
Who regulates whom
Dental clinics in the UAE are licensed by different authorities depending on where they sit, and the authority that licenses the clinic also sets the scope of practice its dentists work within. The table summarises the regimes for which dental documents were found.
| Regulator | Where it applies | Dental documents found | Grade | Source |
|---|---|---|---|---|
| Dubai Health Authority (DHA) | Dubai, outside free zones | Dubai Dental Guidelines Version 2 (Circular 391, 26 Mar 2026); Dental Radiology CG-11 v2 (effective 1 Mar 2026); Dental Laboratory Services ST-59 v1 (effective 7 Jun 2025); Telehealth ST-14 v4 (effective 26 Nov 2025); Social media advertising ST-21 v1.1 (effective 3 Oct 2022) | [Official] | DHA; Dubai Health Authority |
| Dubai Healthcare City Authority (DHCA) | Dubai Healthcare City free zone | Standard Dental Services SD/HCO/010/02, issued Feb 2020 (review date Feb 2023) | [Official] | Dubai Healthcare City Authority; DHCA |
| Department of Health (DoH) | Abu Dhabi emirate, incl. Al Ain and Al Dhafra | Jawda dental KPI guidance V1 2026; Scope of Practice for Dental Assistant and Dental Hygienist (Feb 2023); Oral Health Policy (Mar 2019); Circular 26/2023 on advertising | [Official] | DoH Abu Dhabi |
| Ministry of Health and Prevention (MOHAP) | Federally licensed dentists, mainly Sharjah, Ajman, UAQ, RAK, Fujairah | Ministerial Resolution 173 of 2024, General Dentist and Dental Specialists Scope of Practice; healthcare advertisement licence service | [Official] | MOHAP |
| Emirates Health Services (EHS) | Federal public facilities in the northern emirates and some Dubai sites | General dentistry free for UAE citizens and GCC nationals with a valid Health Card; other residents charged per regulations | [Official] | Emirates Health Services |
The MOHAP scope of practice used here is hosted on dha.gov.ae, but it is a MOHAP resolution and applies to MOHAP-licensed dentists. MOHAP recognises 13 dental specialties, including orthodontics, paediatric dentistry, prosthodontics, periodontics and oral surgery, while the DHCC standard lists seven clinical specialties. A clinic's advertising should use only titles and specialties that match each clinician's licence; ST-21 bars titles that do not match the DHA licence, such as "Cosmetic Specialist" or "Beauty Expert" (Gulf News, 2026).
Current clinical rules that shape what can be marketed
Clinical guidelines are not advertising rules, but they decide which services a clinic can legitimately promote and who must provide them. Several changed between 2025 and 2026 (DHA).
Dubai Dental Guidelines Version 2. DHA Circular 391 (CIR-2026-00000050) of 26 March 2026 issued 11 updated clinical guidelines: restorative, endodontics, periodontics, oral and maxillofacial surgery, prosthetic, implant, paediatric, orthodontics, community-based dentistry, infection control and dental radiology (DHA). The text of the version 2 guidelines was not read in this research pass.
Dental radiology. DHA's CG-11 version 2, issued 31 December 2025 and effective 1 March 2026, permits CBCT only when conventional radiography cannot answer the clinical question, requires history and examination first, and requires a quality assurance programme at every CBCT facility (DHA). Marketing that promotes "free 3D scans" for all enquirers sits uneasily with that rule.
Dental laboratories. DHA's ST-59, effective 7 June 2025, allows an in-clinic laboratory to serve only its own or same-group patients, requires at least two dental laboratory technicians for an in-facility laboratory, and keeps the dentist legally responsible; aligners are not mentioned (DHA).
Abu Dhabi quality reporting. DoH's Jawda dental guidance requires all DoH-licensed outpatient dental facilities to report seven KPIs quarterly from Q1 2026, including complications within 14 days, implant late mechanical failure at 3 to 18 months, restoration retreatment within 6 months, root canal retreatment within 12 months and paediatric conservative treatment failure (DoH Abu Dhabi).
Telehealth. DHA's telehealth standard version 4 requires telehealth to be delivered through a DHA-licensed telehealth facility and limits teleprescribing to DHA-licensed physicians (DHA). It mentions dentists only in its definitions and has no teledentistry clause in the text read (DHA).
For marketersAbu Dhabi clinics now report implant and paediatric treatment failure rates to DoH every quarter (DoH Abu Dhabi, 2026). Outcome claims in Abu Dhabi advertising can therefore be checked against data the regulator holds.

| Teeth whitening | Listed in the general dentist's restorative scope; GDs may not provide other cosmetic or aesthetic services outside the document | MOHAP, 2024 | [Official] | MOHAP |
| Teeth whitening | Hygienists may "Perform teeth whitening (if trained and competent)"; hygienists work independently with general supervision from a dentist; assistants only assist and construct bleaching trays to a dentist's prescription | DoH, Feb 2023 | [Official] | DoH Abu Dhabi |
| Whitening agents | No peroxide concentration limit in the DoH scope document or the GSO 1943:2021 summary read | DoH 2023; MoIAT/GSO 2022 | [Official] [Industry] | DoH Abu Dhabi; Intertek |
| Neurotoxin injection | Appears only under oral and maxillofacial surgery, for the muscles of mastication in TMJ disorders; dermal fillers not mentioned for dentists | MOHAP, 2024 | [Official] | MOHAP |
Two marketing consequences follow. First, in MOHAP-licensed clinics an aligner advertisement fronted by a general dentist describes a service that dentist may not provide. Naming the treating orthodontist in aligner pages and ads is the safer pattern. Second, whitening is a clinical act in every scope document found. DoH lists whitening among tasks that need specific training and competency evaluation, while MOHAP places it in the general dentist's scope. No document found authorises salons to whiten teeth, and none found explicitly bans them. A 2018 Gulf News report found home whitening kits sold by deal sites for under Dh100, with a DHA dentist warning about poorly fitted trays (Gulf News).
Sedation is also marketed. DentalDate, Dubai, lists nitrous oxide at AED 450 per 30 minutes as an adjunct. Any sedation offer should name the qualified provider and match the facility's sedation licence, because the sedation rules differ by regulator (MOHAP; Dubai Healthcare City Authority).
Advertising approval routes by emirate
The approval route depends on the licensing authority, and a group with branches in several emirates may need more than one process. The table brings together what the sources found; blank areas are listed in the gap section.
| Emirate or regime | Approval or licence step | Fee found | Grade | Source |
|---|---|---|---|---|
| Dubai (DHA-licensed facility) | Official social account must state its MOHAP-issued medical advertisement licence number (ST-21 clause 5.2); content must meet ST-21; medical content and procedure details may be advertised only by DHA-licensed professionals (7.1.12) | MOHAP licence: AED 100 application plus category and ad-type fees | [Official] | DHA; MOHAP |
| Federal (MOHAP) | Healthcare advertisement licence for a licensed healthcare institution, via MOHAP website or smart app; further fees by facility category (clinic, centre, hospital) and ad type (print, audio, audiovisual) | AED 100 application; schedule amounts not on the page | [Official] | MOHAP |
| Federal (MOHAP) | Cabinet Resolution on Service Fees and Administrative Fines at MOHAP, issued 16 Jun 2025, Official Gazette No. 802, effective 22 Dec 2025; advertising clauses not readable on the legislation page | Not readable | [Official] | UAE Legislation portal |
| Federal (2018 position) | Press report of the 2018 federal law: permit approval normally 1 to 3 working days | Not stated | [Official] 2018 | Gulf News |
| Abu Dhabi (DoH-licensed facility) | Circular 26/2023: nominate two representatives for training on the Abu Dhabi Healthcare Guidelines for Health Media and Advertising, then log advertising materials on DoH systems | Not stated | [Official] | DoH Abu Dhabi |
| Abu Dhabi (ADDED) | Licence for advertising services; businesses contracting influencers need a valid ADDED licence; effective 1 Jul 2024 | AED 1,250 individual establishments; AED 5,000 businesses | [Official] | Gulf News |
| Sharjah, Ajman, UAQ, RAK, Fujairah | MOHAP-licensed facilities use the MOHAP advertisement licence; Sharjah Health Authority rules not retrieved | AED 100 application (MOHAP) | [Official] | MOHAP |
| All emirates (people promoting) | UAE Media Council Advertiser Permit, mandatory from 1 Feb 2026 for paid or unpaid promotion; free for citizens and residents for the first 3 years; 1-year validity for residents, 3 months for visitors; own-business accounts exempt | Free for first 3 years (residents) | [Official] | Gulf News |
| All emirates (individuals) | National Media Authority permit service for individuals providing paid or unpaid advertising content on digital platforms | Not stated | [Official] | National Media Authority |
Two points need care. The DHA standard refers to a MOHAP-issued licence number on Dubai accounts, so a Dubai clinic deals with both DHA content rules and a MOHAP licence (DHA). And the 2019 enforcement case against a Dubai dental clinic described a promotional campaign run "without DHA final approval", which shows that DHA expected to approve campaign activity at that time (Gulf News). Whether every 2026 social post needs a separate approval was not established from the documents read.

The DHA social media standard, clause by clause
DHA's Standards for Medical Advertisement Content on Social Media, code DHA/HRS/HPSD/ST-21, version 1.1, was issued on 3 August 2022 and took effect on 3 October 2022 (Dubai Health Authority, 2026). Gulf News and Khaleej Times reported its rules on 1 September 2026. Neither article named a new version number, and the clauses they describe match the 2022 document, so this book cites the 2022 standard as the primary source and treats the September 2026 coverage as reporting of existing rules (Dubai Health Authority; Gulf News). The standard has no dental-specific clause (DHA).
| Clause | What it requires | Dental relevance | Source |
|---|---|---|---|
| 5.2 | Facility's official account states its MOHAP-issued medical advertisement licence number | Every clinic Instagram, TikTok or Facebook account | DHA [Official] |
| 6.5 to 6.6 | Professional competence, substantiation and risks | Claims for implants, aligners, veneers need evidence and risk statements | Dubai Health Authority [Official] |
| 6.10.1 | Patient consent is limited to the subject for which it was requested and cannot exceed the period granted | Smile-makeover reels reused months later | DHA [Official] |
| 6.11 | Banned phrases include "the best", "safest", "the only", "magic", "miraculous", "assured success", "has no side effects", "100%", "pioneer", "immediate results", "very limited quantity", "get money back" | Common in Hollywood smile and same-day implant ads | Khaleej Times; DHA [Official] |
| Reported with 6.11 | Ads must state treatment risks; visible warning for surgical or invasive procedures; comparative claims banned | Implant surgery, extractions, bone grafts | Khaleej Times [Official] |
| 7.1.12 | Medical content and procedure details may be advertised only by DHA-licensed healthcare professionals | Influencers cannot explain the procedure | DHA [Official] |
| 8.1.12(a) | Verifiable parental consent before collecting personal or health information of anyone under 18 | Paediatric lead forms and orthodontic content | Dubai Health Authority; DHA [Official] |
| 8.1.14 | Misleading content, fear and creating unnecessary demand | Fear-based decay or gum-disease messaging | Dubai Health Authority [Official] |
| 9.1 | Documented written consent for patient pictures, video and statements | Testimonials and case photographs | Dubai Health Authority [Official] |
| 9.6 and Appendix 2 | Before-and-after images of the same individual, same lens, no editing, disclaimer that results vary in the same font size; show only patients who received the treatment | Veneers, aligners, whitening, smile design | DHA; Gulf News [Official] |
| Appendix 1(m) | Inaccurate prices, prices without conditions, and time-limited discounts or inducements that cannot be met are not acceptable | "This week only" implant offers | DHA [Official] |
| Appendix 1 (acceptable)(h) | Fee statements, insurance arrangements and instalment plans may be stated | Published prices and payment plans are allowed | DHA [Official] |
| Influencer rules | Influencer posts naming or identifying a facility need prior approval by the facility's medical director; the facility remains liable for content filmed on its premises, even from an influencer's own account | Clinic visits by creators | Gulf News [Official] |
| Filming and accounts | No promotional filming or live-streaming while a patient is under surgery or general anaesthesia; patients treated in Dubai cannot be featured on international social accounts; "Dr" prefix limited to physicians, dentists and recognised PhDs | Group brands with regional accounts | Gulf News [Official] |
| Governance | Medical directors approve posts naming the facility, train staff, appoint moderators and archive posts for DHA audit; testimonials comparing health professions not allowed | Approval log and archive | Gulf News [Official] |
Three clauses matter most for dental campaigns. The price clause allows published fees, insurance arrangements and instalment plans, so transparent pricing is permitted; what it rules out is an unconditional or unmeetable price (DHA). The before-and-after clause allows smile images only under strict conditions (DHA, 2022). And the governance clause makes the medical director the approver of record for posts that name the facility (Gulf News, 2026).
ONS reading The banned-word list catches a large share of current dental creative. A content-analysis study of 150 Arabic Instagram posts on smile alteration found that 84.0% contained non-factual claims and 69.3% had a marketing theme. That study is GCC-wide with Saudi-based authors, not a UAE measurement, but it shows how far common practice sits from the standard. A clinic that writes to ST-21 is unlikely to look like its competitors' feeds, and that is acceptable.
Influencers, creators and advertiser permits
From 1 February 2026 the UAE Media Council Advertiser Permit is mandatory for anyone promoting products or services, paid or unpaid (Gulf News). Operating without a permit carries a fine of AED 10,000 for a first offence and AED 40,000 for a repeat, and content breaches carry fines of AED 5,000 to AED 1,000,000 (Gulf News, 2026). Businesses must confirm that the advertisers they use hold a permit; accounts promoting the holder's own business are exempt (Gulf News, 2026). The National Media Authority runs the individual permit service for paid or unpaid advertising content (National Media Authority).
In Abu Dhabi, businesses contracting influencers also need a valid ADDED advertising licence, at AED 1,250 for individual establishments and AED 5,000 for businesses, with fines of AED 3,000, 6,000, 8,000 and 10,000 for the first to fourth violations (Gulf News, Jul 2024). In Dubai, ST-21 adds the health-sector layer: the medical director approves influencer posts that identify the facility, and the facility is liable for content filmed on its premises (Gulf News, 2026).
The one dental influencer case found is from 2019 (MOHAP). MOHAP reported that a Dubai dental clinic posted an unlicensed Instagram giveaway video offering phones and TVs for a branch opening and used influencers to attract young followers; DHA fined the clinic and Dubai DED was asked to act on the influencer promotion (MOHAP, 2019). DHA separately announced legal action against the clinic for running the campaign without DHA final approval (Gulf News, 2019). The two releases describe one case. MOHAP said at the time that its inspection teams monitor online healthcare ads on weekdays and public holidays, including paid influencers.
For marketersThree permissions now stack for a creator post about a Dubai clinic: the creator's Media Council permit, the clinic's MOHAP advertisement licence shown on its account, and the medical director's approval of the post (Gulf News, 2026; DHA). Abu Dhabi adds the ADDED licence (Gulf News, Jul 2024).
Before-and-after images, testimonials and consent
Smile results drive cosmetic dental marketing, and ST-21 sets four conditions on them: the same individual, the same lens, no editing, and a disclaimer that results may vary in the same font size as the rest of the ad (DHA, 2022). Only patients who actually received the treatment may be shown (DHA, 2022). Written consent is required before any patient picture, video or statement is used, and the consent covers only the stated subject and period (Dubai Health Authority, 2022; Gulf News, 2026).
Platform rules add a second layer, and their primary texts were not all readable:
Meta. Agency summaries from August 2026 say Meta allows before-and-after imagery for general cosmetic procedures with 18+ targeting (Accelerated Digital Media; Aimerce). The 18+ exemption reported for "dental products" concerns products, not procedures, so clinic ads for veneers or whitening procedures should not be treated as exempt (Accelerated Digital Media; corroborated by Aimerce, 2026). An archive of Meta's policy shows the Health and Wellness page changed between 5 May and 23 July 2026, removing the cosmetic category from that page and replacing the self-perception sentence with a general reference to prohibited claims (ConductAtlas; ConductAtlas, Jul 2026).
TikTok. The healthcare policy (updated September 2026) requires proof of approval, certification and 18+ targeting for medical institutions in Bahrain, Egypt, Iraq, Kuwait, Morocco, Oman and Saudi Arabia; the UAE entry could not be read. In the US and Canada, TikTok's 2026 cosmetic surgery update bans before-and-after imagery that exaggerates results.
Snap. Plastic surgery ads must target 18+ and non-surgical cosmetic procedures must target 18+; the UAE is not among the 14 countries where plastic-surgery targeting is blocked, and dental and whitening are not addressed.
Google. Google's personalised advertising policy treats invasive medical procedures, including cosmetic surgery, as a sensitive category and restricts advertiser-curated audiences. Its healthcare policy prohibits promotion of speculative or experimental medical treatments and does not mention before-and-after images (Google, 2026).
Reviews are covered by a separate rule. Google Maps bans incentivised reviews, including "discounts, free goods and/or services" in exchange for a review, bans selective solicitation of positive reviews, and says merchants should not pressure users to leave reviews while on the premises. ST-21 bars testimonials that compare health professions (Gulf News, 2026).
Children's images and paediatric marketing
The paediatric rules are the strictest. Under ST-21, verifiable parental consent is required before collecting personal or health information of anyone under 18, and parental consent is required before a minor patient's picture, video or statement appears in an advert. Under the 2021 DHA orthodontic guideline, children's orthodontic treatment required written consent with a parent or guardian present (DHA). On platforms, Google does not allow personalised advertising to users under 18, and the agency summaries of Meta policy say cosmetic procedure ads may not target under-18s.
Children are also a target of official campaigns. The inaugural Dubai Dental Week, announced for 16 to 22 January 2027 by AEEDC Dubai with Dubai Economy and Tourism and DHA, plans mall, school and office activations aimed at children and young residents, with participating clinics offering discounts and free consultations (Gulf News, Jan 2026). Clinics joining such initiatives remain bound by ST-21's offer and consent rules (DHA; Gulf News, 2026).
ONS reading Address paediatric advertising to parents and guardians, never to children. Use staff, illustrations and facilities rather than identifiable child patients. Keep the enquiry form to adult contact details and the appointment request; a child's medical history belongs in the clinic's own system, not in an advertising form or a platform pixel.
Patient data and health data in marketing systems
The primary texts of the federal health data law and the federal personal data protection law were not fetched in this pass, so this section relies on the rules that were read. ST-21 requires verifiable parental consent before a facility collects personal or health information from a minor (DHA). Under the 2021 orthodontic guideline, records were kept for 10 years after the last visit (DHA). DHA telehealth must run through a licensed telehealth facility (DHA).
Platform terms now restrict health data directly:
Meta's Business Tools Terms (dated 3 November 2025) require advertisers not to share data that "includes or is based on, directly or otherwise, health information" (ConductAtlas).
From 2 September 2025 Meta flags custom audiences that suggest health conditions and prevents their use; lookalikes cannot be built from flagged audiences (Jon Loomer).
Advertisers Meta classes as health and wellness, including businesses "associated with medical conditions, specific health statuses, or provider/patient relationships", lost bottom-of-funnel event tracking from early 2025; sources disagree on whether this is global (Triple Whale; Haus, Jan 2025).
Meta removed detailed targeting options for health causes from January 2022.
Google restricts advertiser-curated audiences for sensitive health categories, which include invasive procedures.
ONS reading The safe design is minimal data. Do not send diagnoses, clinical notes, child details, treatment narratives or free-text form answers to advertising systems; keep health details out of URLs and event names; do not upload patient lists as audiences by default; and report outcomes in aggregate from the clinic's own systems. Clinics should confirm their legal basis for each data flow with counsel, because the federal health data law was not reviewed here.

The two Media Council ranges are not a conflict but different violation categories under the same media law: AED 5,000 to 1,000,000 for content breaches as reported by Gulf News, and AED 5,000 to 150,000 for false or harmful content as reported by Khaleej Times. The 2018 federal fine range is shown as the 2018 position only, because the Cabinet Resolution on MOHAP service fees and administrative fines took effect on 22 December 2025 and its advertising clauses could not be read (Gulf News; UAE Legislation portal). No 2024 to 2026 public case of fake dental advertising or illegal whitening in the UAE was found (Khaleej Times, 2025).
Insurance rules that marketing must reflect
Insurance determines what a patient will pay, and ST-21 allows clinics to state insurance arrangements in advertising (DHA). The rules differ by emirate and by plan tier, and basic plans cover little dentistry.
| Plan | Dental cover found | Emirate and date | Grade | Source |
|---|---|---|---|---|
| Dubai Essential Benefits Plan (Orient Insurance table of benefits) | Dental and gum treatment in case of emergency only, subject to 20% coinsurance; general exclusion of dental treatment, prostheses and orthodontics; annual limit AED 150,000 per person | Dubai, c. Jun 2024 | [Platform] | Al-Futtaim Insurance UAE |
| Abu Dhabi Basic plan (Daman wording) | Policy definitions describe dental cover as accident-related only: sound natural teeth, accidents in the policy period, treatment within 72 hours; exclusions section not readable | Abu Dhabi, 2024 | [Platform] | Daman |
| Basic plans, Abu Dhabi and Dubai (hospital summary) | Regular check-ups not covered; emergency dentistry covered; annual caps AED 250,000 (Abu Dhabi) and AED 150,000 (Dubai) | Abu Dhabi, Dubai, 2023 | [Platform] | Burjeel |
| Thiqa (Emirati nationals) | Dental covered at 50% at private providers and 100% at SEHA; bridges, crowns, orthodontics, dentures and implants need authorisation at private network providers | Abu Dhabi, undated | [Official] | Thiqa |

| Label | Annual dental limit low (AED) | Annual dental limit high (AED) |

For advertising, three consequences follow. An implant, aligner or veneer page should not imply insurance will pay, because brokers report these are frequently excluded or limited to higher tiers (InsuranceMarket.ae). A claim that "insurance is accepted" should state which plans and which services. And a family or paediatric campaign in the northern emirates should assume many workers' families hold a basic package that does not cover dental care (MOHRE; Gulf News). Google does not restrict ads exclusively for dental insurance coverage, but a clinic ad that mentions insurance remains subject to the health-advertising rules above.
VAT also affects advertised prices. Preventive and treatment services by a licensed dentist are zero-rated, while cosmetic services that are neither treatment nor preventive are standard-rated at 5% (PwC Middle East, Jan 2018). Elective cosmetic treatments are not zero-rated unless prescribed to treat or prevent a condition (Gulf News). A published veneer or whitening price should say whether VAT is included; ST-21 treats prices without conditions as unacceptable (DHA).

Gaps in the evidence
No public data. The current fee schedule for the MOHAP healthcare advertisement licence and the advertising fines in the Cabinet Resolution on MOHAP service fees and administrative fines (effective 22 Dec 2025) were not readable. Sharjah Health Authority advertising rules and the DoH Abu Dhabi Healthcare Guidelines for Health Media and Advertising text were not retrieved. A future edition should fetch the MOHAP fee table, the Sharjah Health Authority procedure and the DoH guideline, and confirm whether DHCA free-zone clinics follow a separate advertising route.
No public data. The text of the Dubai Dental Guidelines Version 2 (including orthodontics, implant and paediatric guidelines) could not be read (DHA, 2026). No UAE regulator text was found on peroxide limits for whitening, whitening by salons, or direct-to-consumer aligners (DoH Abu Dhabi; Intertek). The DoH paediatric dental sedation standard and DHA's paediatric guideline were not readable. The federal health data law and the federal personal data protection law were not fetched; a future edition should review both against clinic CRM, WhatsApp and advertising data flows.
No public data. Meta's own policy pages did not render, so Meta rules rest on agency summaries and a third-party archive (Accelerated Digital Media, 2026; ConductAtlas, 2026). TikTok's UAE country entry could not be read. No 2024 to 2026 public enforcement case specific to dental advertising was found; the latest dental advertising case is from 2019 (MOHAP).
