In this chapter
This chapter brings together published evidence on dental care in Dubai: residents, dentists, facilities, the regulator, insurance, advertising rules, published prices and the named providers that publish them. Dubai is the only emirate with a current official dentist count, 4,580 licensed dentists in 2024 for a resident population of 4.58 million at the end of 2025 (Dubai Health Authority; WAM reporting Digital Dubai). It is also the emirate with the most published clinic prices, and those prices are hard to compare because providers price different components of the same treatment (Truly Dental, 2026).
In brief
Dubai had 4,580 licensed dentists in 2024: 107 consultants, 1,204 specialists and 3,269 general, resident or privileged dentists (Dubai Health Authority). A Gulf News report in January 2026 gave 4,651 (Gulf News, Jan 2026; newer than DHA Yearbook 2024).
Dentists were 6.9% of a licensed health workforce of 66,070; 258 were Emirati and 2,646 were women.
The DHA "general dental clinic" licence category counted 82 facilities in Q1 2023, 75 in 2024 and 70 in 2025 (Gulf Business citing DHA; Dubai Health Authority). This is one licence type, not the number of places that offer dentistry, which a January 2026 press report put at 1,353 (Gulf News, Jan 2026; newer than DHA Yearbook 2024).
Dentistry was the leading specialty for Dubai health tourists in 2023 at 29% of demand, up from 24% in 2022 and 18% in 2021 (DHA via Dubai Media Office and Al Ain News, 2021 to 2023).
The Dubai Essential Benefits Plan excludes routine dental treatment and covers dental and gum treatment in emergencies only, subject to 20% coinsurance, in the Orient Insurance table of benefits read for this book.
Dental advertising on social media is governed by DHA standard ST-21 version 1.1, in force since 3 October 2022; the rules reported in September 2026 are that same standard, not a new one (Dubai Health Authority; Khaleej Times).
Published Dubai implant prices range from component prices of AED 1,905 for surgery alone to "from" prices of AED 6,160 for an implant with the crown charged separately (Truly Dental, 2026; The Dome MedDental Clinic, 2026). They cannot be compared without the basis.
The first Dubai Dental Week, backed by DHA and Dubai Economy and Tourism, runs from 16 to 22 January 2027 with clinic discounts and a listings portal (Gulf News, Jan 2026).

Population and demographics
Dubai's resident population passed 4.58 million at the end of 2025, according to Digital Dubai as reported by WAM (WAM reporting Digital Dubai). The notes for this book do not hold an official Dubai split by age, sex or nationality for 2025, so this chapter cannot say how many residents are children, parents of young children or adults in the age bands that seek orthodontic and cosmetic care. A gap box at the end records this.
Births are the nearest proxy for the size of the youngest patient group. The DHA Health Statistical Yearbook 2024 is internally inconsistent: its text and Table 2 give 37,834 live births for 2024, but its Tables 3 and 4 show 37,834 as the 2022 value and give 34,354 for 2024 (7,072 Emirati and 27,282 non-Emirati) (DHA). This book uses 34,354 for 2024, with that caveat. The Federal Competitiveness and Statistics Centre figure for 2022 is 34,056 live births in Dubai (7,041 Emirati, 27,015 non-Emirati) (GLMM / FCSC). Read together, the two sources put Dubai births in the 34,000s in both 2022 and 2024; each annual cohort reaches the age for a first dental visit within a few years (DHA; GLMM / FCSC).
School enrolment gives a second family signal: Dubai private schools had 406,563 pupils at the start of 2026-27, up 4.6%, according to KHDA as reported by Gulf News (Gulf News).
What it means for marketersPaediatric and family dental demand in Dubai is driven by a large and growing school population, but the clinic has to reach parents, not children. Birth and enrolment figures indicate the size of the audience; they do not measure dental need or willingness to pay.
Dentist supply
The DHA yearbook for 2024 lists 4,580 licensed dentists in Dubai, counted as professionals, not clinics (Dubai Health Authority). Table 13 splits them into 107 consultants, 1,204 specialists and 3,269 resident, general or privileged dentists (Dubai Health Authority, 2024). Recomputed from the table counts, the shares are 2.3%, 26.3% and 71.4% (DHA, 2024). The chart printed beside the table in the yearbook uses percentages that do not match these counts, so this book uses the table counts and the recomputed shares, not the yearbook chart labels (DHA, 2024).
Dentists made up 6.9% of the 66,070 licensed health workforce in 2024. Of the 4,580 dentists, 258 (5.6%) were Emirati and 4,322 were non-Emirati; 1,934 were men and 2,646 were women (Dubai Health Authority, 2024). The yearbook also has a dentist age table, but the column order in the extracted text is uncertain and the result is implausible, so the age profile is not published here (DHA, 2024).

Dentist counts from different publications do not form a clean series, and the table below keeps each figure with its source. The Gulf News figure of 4,651 for January 2026 names no source (Gulf News, Jan 2026; newer than DHA Yearbook 2024). The step from 4,071 in 2023 to 4,580 in 2024 is +509 (+12.5%), but the two DHA publications may count differently, so the growth is approximate (DHA, 2023 to 2024). The 2022 yearbook also gave a health workforce of 72,569, higher than later totals, which shows that the yearbooks define the workforce differently (Aletihad English, 2021 to 2022).

The density figure depends on the population base; both Dubai ratios in the table are ONS arithmetic, as the yearbook states no ratio (DHA, 2024).
Specialist mix
The DHA yearbook does not split dental specialists by type. The only breakdown in the notes is a partial count by the Zavis directory from the DHA Sheryan public register, read on 3 April 2026, for two areas. Only 3,021 of 5,505 Dubai facilities have an address naming a mapped area, so these are area samples, not totals (Zavis).
| Dentist type | Business Bay | Umm Suqeim | Source |
|---|---|---|---|
| Dentists matched (facilities) | 122 (32) | 243 (52) | Zavis [Platform] |
| General dentist | 86 (70.5%) | 160 (65.8%) | Zavis [Platform] |
| Orthodontics | 10 (8.2%) | 31 (12.8%) | Zavis [Platform] |
| Paediatric dentistry | 2 | 13 (5.3%) | Zavis [Platform] |
| Prosthodontics | 4 (3.3%) | 11 (4.5%) | Zavis [Platform] |
What it means for marketersUmm Suqeim, a family residential area, has a higher share of orthodontists and paediatric dentists in this partial count than Business Bay, a business district. A clinic can check its own area on the public register before deciding how much emphasis to give a specialty in its local marketing.
Dental facilities: three counts that measure different things
Dubai has three kinds of facility count, and they should never be placed on one axis. The first is the DHA licence category "general dental clinic": 82 in Q1 2023, 75 in 2024 (1.4% of 5,372 licensed facilities) and 70 in 2025 (Gulf Business citing DHA; DHA Health Statistical Yearbook 2024). This category excludes polyclinics and hospitals with dental departments, where most dental practices sit (Dubai Health Authority, 2024). DHA news release 879 also counted 2,315 specialised outpatient clinics in 2023 (Dubai Health Authority, 2019 to 2023).
The second is the number of places that offer dentistry: 1,353 dental clinics, polyclinics and hospitals in a January 2026 Gulf News report (Gulf News, Jan 2026; newer than DHA Yearbook 2024). The third is directory listings, such as the 433 Dubai dental providers in the Zavis directory, built from regulator registers, Google Places and provider websites. The Doctify figure in the table comes from a radius search that likely covers wider Dubai, and Practo shows consultation fees of AED 185 to AED 500.
Total licensed facilities for 2024 also differ by publication: 5,340 in the Dubai Media Office release, 5,372 in yearbook Table 10 and 5,505 in Zavis workforce pages, date unclear. This book uses 5,372 for yearbook shares and 5,340 for growth to close to 5,800 in 2025 (Dubai Media Office).

ONS reading The licence-category figure is the one most often misquoted. A sentence such as "Dubai has 70 dental clinics" is wrong: it describes one licence type. For competitive planning, the 1,353 facilities offering dentistry is the closest official order of magnitude, and directory counts help a clinic map named competitors near its branch. None of these counts tells a clinic how many chairs or dentists compete for a given treatment in its catchment.
Regulator and licensing
The Dubai Health Authority (DHA) licenses facilities and professionals in mainland Dubai. Dubai Healthcare City is a free zone with its own regulator, the Dubai Healthcare City Authority (DHCA), which has a separate dental services standard.
Clinical guidelines and standards
Dubai Dental Guidelines Version 2. DHA Circular 391 of 26 March 2026 issued 11 clinical guidelines: restorative, endodontics, periodontics, oral and maxillofacial surgery, prosthetic, implant, paediatric, orthodontics, community-based dentistry, infection control and dental radiology (DHA). This is the current orthodontic guideline. Under the earlier 2021 orthodontic guideline (CG-08), treatment was directed by DHA-licensed consultant or specialist orthodontists, general dentists referred, written consent was required with a parent or guardian present for children, and records were kept for 10 years (DHA). The text of version 2 was not checked for this book.
Dental radiology and laboratories. Radiology guideline CG-11 version 2 took effect on 1 March 2026 and limits CBCT to cases where conventional radiography cannot answer the clinical question (DHA). Laboratory standard ST-59 took effect on 7 June 2025; an in-clinic laboratory may serve only its own or group patients and does not mention aligners (DHA).
Telehealth. DHA standard ST-14 version 4 took effect on 26 November 2025; dentistry, teledentistry and aligners are not specifically mentioned (DHA).
Dubai Healthcare City. The DHCA dental services standard (issued February 2020, review date February 2023) requires sedation to follow a separate standard and nitrous oxide for children to follow a paediatric policy, and lists seven clinical specialties, with no clause on whitening or aligners.
The MOHAP scope of practice for general dentists (Ministerial Resolution 173 of 2024), which bars general dentists from Invisalign and similar systems, applies to MOHAP-licensed dentists, not DHA licensees. In Dubai, the equivalent position rests on the DHA orthodontic guideline. A commercial set-up guide claims that IV sedation or general anaesthesia needs DHA day-surgery classification and that a one-chair, two-dentist clinic needs AED 400,000 to 800,000 in year one, but cites no regulator source (UAE Free Zone Finder).
Recent enforcement in the notes is not dental: in October 2025 Dubai Police and DHA closed an unlicensed hair transplant clinic in a residential flat promoted on social media (Aletihad News Center). The last dental case is from 2018, when DHA inspectors found a dismissed hospital dentist running cosmetic procedures from a flat advertised on Facebook (Gulf News).
Insurance scheme and dental coverage
Health insurance is mandatory in Dubai, and the minimum product is the Essential Benefits Plan (EBP). The table of benefits read for this book is an Orient Insurance EBP plan administered by Nextcare and hosted on an Al-Futtaim insurance site. It lists "Diagnostic and treatment services for dental and gum treatments" as "In case of emergency only - Subject to 20% coinsurance", and its general exclusions include "All expenses relating to dental treatment, dental prostheses, and orthodontic treatments" (Al-Futtaim Insurance UAE). The EBP annual limit is AED 150,000 per person, with no separate dental limit (Al-Futtaim Insurance UAE). A Zavis compilation of a Daman EBP schedule also lists emergency dental and gum treatment at 20% co-payment, and Gulf News in October 2026 described the Dubai basic plan as generally covering dental emergencies such as acute pain, infection or injury.
Routine, restorative and cosmetic dentistry therefore depends on enhanced or employer plans, or on self-pay. Gulf News, quoting an insurer executive in October 2026, put typical annual dental limits on such plans at AED 1,500 to 3,500 with co-payments of around 20%, and said a dental add-on can cost a few hundred dirhams per person (Gulf News). The same report said braces are often excluded or only partly covered (Gulf News). A broker page gives dental co-insurance examples of 20 to 30% per visit and says whitening, cosmetic veneers, braces and clear aligners are frequently excluded (InsuranceMarket.ae). An expatriate guide cites an example Dubai plan with dental cover capped at AED 1,000 a year (ExpatDen).
Payment options visible in Dubai include buy now, pay later and card-linked discounts. Tabby offers 4 interest-free instalments at The Curve Dental Clinic, and Tamara tells dental clinics and chains that patients can split fees over up to 4 months. Emirates Islamic advertises 15% off treatments at Dr. Michael's Dental Clinic for some cardholders, valid to 17 February 2027 (Emirates Islamic). Across the UAE, preventive and treatment services by licensed dentists are zero-rated for VAT, while elective cosmetic treatment is standard-rated at 5% unless prescribed to treat or prevent a condition (PwC Middle East, Jan 2018; Gulf News).
What it means for marketersMost Dubai residents on the minimum plan have no routine dental benefit. Insurance messages should name verified networks and say that a benefits check is needed; price and instalment messages matter more for implants, aligners and veneers, which are often excluded even from enhanced plans.
Advertising approval route
The DHA document is "Standards for Medical Advertisement Content on Social Media", code DHA/HRS/HPSD/ST-21, version 1.1, issued 3 August 2022 and in force since 3 October 2022 (Dubai Health Authority, 2026). In September 2026 Gulf News and Khaleej Times reported its rules again; the clauses they describe match version 1.1, and neither article names a new version, so these are existing rules, not new ones. The standard has no dental-specific clause, but it applies directly to smile makeovers, aligners and children's content (DHA).
| Rule (DHA ST-21 v1.1) | Effect on dental marketing | Source |
|---|---|---|
| Clause 5.2: the facility's official account must show its MOHAP-issued medical advertisement licence number | Every clinic profile needs the number visible | DHA [Official] |
| Clause 7.1.12: medical content and procedure details may be advertised only by DHA-licensed professionals | Treatment explanations should come from licensed dentists | DHA [Official] |
| Clause 9.6: before-and-after images of the same individual, same lens, "results may vary" disclaimer in the same font size | Veneer, whitening and aligner cases need matched photography | DHA [Official] |
| Section 9.1: documented written consent for patient images and statements; clause 6.10.1: consent limited to the subject and period requested; 8.1.12(a): verifiable parental consent before collecting data of anyone under 18 | Consent records before any case is posted; lead forms aimed at parents need consent design | Dubai Health Authority; DHA [Official] |
| Appendix 1(m): inaccurate prices, prices without conditions and time-limited inducements that cannot be met are not acceptable; fee statements, insurance arrangements and instalment plans may be stated | Prices can be advertised with conditions; "limited time" offers are risky | DHA [Official] |
| Clause 6.11 and reported list: bans "the best", "safest", "100%", "immediate results", "has no side effects", "very limited quantity", "get money back"; risk statements required | Copy review before publication | Khaleej Times; DHA [Official] |
| Influencer posts naming the facility need medical director approval; facility liable for content filmed on its premises | Influencer contracts and approval workflow | Gulf News [Official] |
The MOHAP healthcare advertisement licence for licensed institutions carries an AED 100 application fee, with further fees by facility category and advertisement type. The federal Cabinet resolution on MOHAP service fees and administrative fines was issued on 16 June 2025 and took effect on 22 December 2025; its advertising clauses were not readable for this book (UAE Legislation portal). A 2018 press report described approval in 1 to 3 working days and fines of AED 1,000 to AED 1 million under the then-new federal law; this is the 2018 position only and may have been replaced (Gulf News).
The UAE Media Council Advertiser Permit became mandatory on 1 February 2026 for anyone promoting products or services, paid or unpaid (Gulf News). The fine is AED 10,000 for a first offence without a permit, businesses must confirm that their advertisers hold a permit, and own-business accounts are exempt (Gulf News, 2026). The National Media Authority permit service covers paid or unpaid advertising content by individuals (National Media Authority).
Dubai has a record of action against dental promotions. In March 2019 MOHAP reported that a Dubai dental clinic ran an unlicensed Instagram giveaway (phones and televisions) and used influencers for a branch opening, and DHA fined the clinic; this one case was reported by both regulators.
ONS reading For Dubai clinics the practical approval route is: hold a current MOHAP advertisement licence and show its number on every official account; run all copy through a check against ST-21 before publication; keep consent records for every patient image, with parental consent for under-18s; and confirm that any paid creator holds a Media Council permit. Price advertising is allowed if conditions are stated. Countdown offers and "limited places" language conflict with Appendix 1(m) and clause 6.11, and Dubai Dental Week promotions in January 2027 will need the same discipline.
Dental tourism and the 2026 conflict
Dental tourism is secondary to the resident market in this book, but Dubai is the only emirate with official specialty data. DHA reported more than 691,000 international health tourists in 2023, spending more than AED 1.03 billion, with indirect revenues of AED 2.3 billion (Dubai Media Office). Dentistry was the top specialty at 29% of demand, ahead of dermatology at 27% and gynaecology at 13% (Dubai Media Office, 2023). The dentistry share rose from 18% in 2021 to 24% in 2022 and 29% in 2023 (DHA via Dubai Media Office and Al Ain News, 2021 to 2023).

The origin mix of dental tourists shifted toward the region. In 2023, 48% came from Arab and GCC countries, 20% from Europe and 19% from Asia; in 2022 the split was 37% Arab and GCC, 29% Asia and 19% Europe (Dubai Media Office). A February 2025 interview quote of 621,000 visitors for 2023 conflicts with the official release and is not used (Emarat Al Youm). No official 2024 or 2025 specialty split was found.

From 28 February 2026 Dubai was under Iranian missile and drone retaliation in a regional conflict (South China Morning Post). Dubai received 6.97 million overnight visitors from January to August 2026, against 19.59 million in all of 2025, and hotel occupancy fell to 36% in March before recovering to 66% in August (The National citing Dubai government/Dubai Media Office). Align said EMEA doctors noted some impact on patient traffic and conversion in Q1 2026, immaterial in the quarter (Motley Fool). No measurement of the effect on Dubai dental clinics or dental tourists was found.
AEEDC Dubai 2026, held with DHA support, closed with more than 80,000 visitors from 192 countries and reported deals exceeding AED 22 billion; these closing figures replace the opening-day release (Aletihad English / WAM, Jan 2026; Dubai Media Office, Jan 2026).

Location flags on Dubai price pages
Al Durar Dental Center appears on the Dubai Government HR Waffer discount programme, but the clinic is on King Faisal Street in Sharjah. Its prices belong to Sharjah and are reported in Chapter 06 (Al Durar Dental Center, 2026).
Mediclinic's dental offer applies to its Abu Dhabi and Al Ain branches only; Dubai branches are not listed on the offer page, so its prices are not Dubai prices (Mediclinic, 2026).
Orthodontix Dental Clinic: the root canal prices Zavis attributes to it sit on a domain carrying another clinic's name.
Prestige Smile Medical Center ran a TikTok lead campaign targeting Ajman, Dubai and Sharjah, but the creative promoted hijama (cupping), not dentistry, so its results are not a dental benchmark.
ONS reading The Dubai menus show the same problem the draft identified: a placement component, an implant-supported crown and a complete case are different products, and orthodontic labels such as "Lite", "simple" and "comprehensive" describe different course limits. A clinic that publishes a low component price will be compared with a competitor's complete price by patients and by AI assistants. The safer approach is to publish the basis next to every figure and keep the same wording in the advertisement, the landing page and the reception script.
Named providers and groups present
The research notes identify Dubai providers through clinic pages, press reports and directories. The list below is not a ranking and does not verify licences or clinical quality.
| Provider or group | What the record shows | Source |

Peer-reviewed research from Dubai offers insight into patients' experiences: 72.3% of 206 adult oral surgery patients at Dubai Dental Clinics reported moderate or high dental anxiety, and 70% preferred the tell-show-do approach (Alansaari et al., IJERPH 20; Alansaari et al.).
Digital demand signals
No public dataset of Dubai dental keyword volumes was found. Searches that surfaced the Zavis directory for Dubai drew 130,863 impressions across all specialties in the 28 days to 16 October 2026, down 9.8%; these are one directory's impressions, not market demand. Agency pages claim Dubai dental cost per click of AED 12 to 18 for "emergency dentist dubai" and AED 10 to 15 for "veneers dubai", with no method stated (Admoon, 2024).
A sector campaign is scheduled: the inaugural Dubai Dental Week, backed by Dubai Economy and Tourism and DHA, runs from 16 to 22 January 2027, with clinic discounts, free consultations, a listings portal at DubaiDentalWeek.ae and school and mall activations (Gulf News, Jan 2026).
Marketing reading: compete at branch and treatment level
A workforce of 4,580 dentists and 1,353 facilities offering dentistry means that generic citywide messages compete with many similar ones (Dubai Health Authority, 2024; Gulf News, Jan 2026; newer than DHA Yearbook 2024). The draft's catchment hypotheses remain useful as test areas, not as measured demand or wealth rankings.
| Catchment hypothesis | Useful proposition | Validation |
|---|---|---|
| Jumeirah and City Walk | Named team and detailed treatment choices | Actual origin and attended consultations |
| Marina and nearby communities | Accessible appointments and continuity | Travel time and repeat attendance |
| Outer residential communities | Convenient family care and parking | Parents booking and children attending |
| Citywide complex-care enquiries | Assessment expertise and complete case explanation | Eligibility, acceptance and mature contribution |
A strong branch page connects local discovery to the right clinical pathway. Each decision type needs its own page and its own definition of a conversion.
| Page or campaign | Required content | Conversion definition |
|---|---|---|
| Branch and brand | Address, hours, access, real team and offered services | Correctly routed appointment |
| Implants and rehabilitation | Components, assessment, alternatives and follow-up | Attended suitable assessment |
| Aligners and braces | Course scope, treating orthodontist, refinements and retention | Appropriate course start |
| Veneers and restorative care | Material, tooth count, alternatives and case planning | Clinically appropriate accepted case |
| Children and families | First-visit process, parent contact and child-friendly access | Child attends the booked visit |
| Urgent care | True availability and clinical escalation route | Suitable urgent patient receives care |
ONS reading Start a Dubai branch audit by following the patient's journey from the search result to the landing page, booking process and attended appointment. Check that reception can explain the same inclusions as the page, find where a shared call centre routes patients to the wrong branch or clinician, and keep a weekly exception report for unavailable services, duplicate enquiries and requests that need a specialist referral. Avoid cloning location pages across neighbourhoods where the clinic has no branch: a location page should help a resident choose a real place and understand whether it can handle the requested care.
ONS reading Three Dubai opportunities stand out. Family dentistry: a large school population and published paediatric packages make a parent-directed first-visit offer credible, if consent and data rules for under-18s are designed in. Price clarity: because the minimum plan excludes routine care, component-by-component price pages are a competitive asset. Dubai Dental Week: clinics that take part should prepare compliant offer wording and booking capacity in advance.
Gaps in the evidence
No public data. No official 2025 or 2026 Dubai population split by age, sex or nationality was in the notes, so the number of children, parents and adults in orthodontic and cosmetic age bands cannot be stated. A future edition should fetch the Dubai Statistics Center population tables.
No public data. No Dubai-wide count of dental specialists by type (orthodontists, paediatric dentists, implantologists, oral surgeons) was found; the DHA yearbook does not split specialties and Zavis gives partial area counts only. The DHA Sheryan register is the place to build one.
No public data. No official 2024 or 2025 specialty split of Dubai health tourism, and no measurement of the 2026 conflict's effect on Dubai dental clinics or dental tourists, was found. DHA health tourism releases should be checked for 2025 data.
No public data. No Dubai dental keyword volumes, Google Trends series or independent cost-per-click benchmark exist in the notes; only agency claims without method. A future edition should take a Keyword Planner export for Dubai dental terms in English and Arabic.
