In this chapter
This chapter covers the whole emirate of Abu Dhabi, including Al Ain and Al Dhafra. Abu Dhabi had 4,135,985 residents in 2024, but the latest official dentist count found is from 2017, so the assessment of supply relies on older statistics and directory listings (DGE and SCAD; DoH Abu Dhabi). Its insurance system differs sharply by nationality: Thiqa covers Emirati nationals for dental care, while the policy wording of the DoH-mandated Basic plan describes dental cover as accident-related only.
In brief
Abu Dhabi emirate had 4,135,985 residents in 2024, up 7.5%; about 2.8 million lived in Abu Dhabi Region, nearly 1 million in Al Ain Region and 325,735 in Al Dhafra (SCAD).
The population is 67% male, the median age is 33 and 54% of residents are aged 25 to 44 (SCAD, 2024; DGE and SCAD, 2024).
The latest official dentist count found is 1,920 dentists in 2017, of whom 8% were UAE nationals (DoH Abu Dhabi). No later figure was found.
One directory lists 188 dental providers in the emirate: 140 in Abu Dhabi city and 48 in Al Ain. This is an undated directory count, not a licence census (Zavis).
Thiqa covers dental care at 50% at private providers and 100% at SEHA providers; crowns, bridges, orthodontics, dentures and implants need prior authorisation at private providers.
The Daman Basic plan wording describes dental cover as accident-related only, for sound natural teeth treated within 72 hours.
The Department of Health (DoH) requires every licensed facility to nominate two trained representatives who log advertising materials on DoH systems (Circular 26/2023) (DoH Abu Dhabi).
From Q1 2026 all DoH-licensed dental facilities report 7 quarterly Jawda quality indicators, including implant failure from 3 to 18 months (DoH Abu Dhabi).
Published Abu Dhabi prices include a Mediclinic self-pay offer of AED 3,500 per implant placement including VAT and a True Smile menu listing Straumann placement at AED 5,500 to 6,500.

Population and demographics
SCAD's 2024 population update recorded 4,135,985 residents in the emirate of Abu Dhabi, a rise of 7.5%. Men made up 67% (about 2.77 million) and women 33% (about 1.37 million) (SCAD, 2024). About 84% of residents were aged 15 to 64 and the median age was 33 (SCAD, 2024). The Department of Government Enablement summary of the same update gives a rounded 54% of residents aged 25 to 44 (DGE and SCAD, 2024). Neither figure measures dental demand or disposable income; they are context for service access, not a reason to exclude other age groups.
The emirate has three regions with different access patterns. Abu Dhabi Region had about 2.8 million residents (68%), Al Ain Region nearly 1 million (24%) and Al Dhafra 325,735 (8%) (SCAD, 2024).

For births, the latest full figures in the notes are for 2022: 36,923 live births in Abu Dhabi, of which 16,303 were Emirati and 20,620 non-Emirati, according to FCSC data reproduced by the Gulf Labour Markets and Migration programme. That made Abu Dhabi the emirate with the most births in 2022, slightly more than Dubai's 34,056 (GLMM / FCSC). Emirati births were 44% of the Abu Dhabi total, against 21% in Dubai (ONS arithmetic), which matters because Emirati nationals are covered by Thiqa (see below) (GLMM reproduction of FCSC/MOHAP data, 2022; GLMM / FCSC, 2022).
What it means for marketersA third of the emirate's residents live outside Abu Dhabi Region. Al Ain and Al Dhafra need local search coverage, access information and appointment schedules suited to their residents.
Dentist and dental facility supply
The latest official dentist count found for Abu Dhabi is from the DoH Abu Dhabi Health Statistics 2017: 1,920 dentists, of whom 8% were UAE nationals and 15% worked for SEHA, the public provider (DoH Abu Dhabi). In the same year, dental services accounted for 9.3% by value of the 115.3 million health activities recorded (DoH Abu Dhabi, 2017). At the end of 2018 the emirate had 715 clinics, 61 hospitals with 6,020 beds and 9,753 doctors, with no dentist figure given (Al Bayan citing Abu Dhabi in Numbers).
No later count exists in the public sources checked. The DoH health workforce page compares 2022 supply with demand to 2040 but publishes no profession counts (DoH Abu Dhabi). A Statista chart of health worker density by emirate puts Abu Dhabi highest at 212.3 per 10,000 in 2022, with no dentist split. The UAE federal statistics centre's Unified UAE Numbers 2024 also gives no dentist line (FCSC, 2022).
Directory listings give a broad indication of current supply. The Zavis dental directory lists 140 providers in Abu Dhabi city and 48 in Al Ain, which together make 188 for the emirate. The directory lists Al Ain as if it were separate from Abu Dhabi; Al Ain is part of Abu Dhabi emirate, so the emirate figure is 188, not 140 (Zavis). The count is undated and counts every listed provider that offers dentistry, so it is not comparable with a regulator's licence category. WhatClinic lists 2 Invisalign clinics in Abu Dhabi by address, against 9 in Dubai. No listing was found for Al Dhafra.
Abu Dhabi emirate has 188 listed dental providers, second to Dubai's 433 in one directory

Regulator, licensing and quality reporting
The Department of Health Abu Dhabi licenses facilities and professionals across the emirate, including Al Ain and Al Dhafra. Four DoH documents in the research notes are directly relevant to dental clinics.
Jawda Dental Guidance V1 2026. It applies to all DoH-licensed facilities with outpatient dental services from Q1 2026 and requires quarterly reporting of 7 indicators, including complications within 14 days (DQ01), late mechanical implant failure from 3 to 18 months (DQ02), restoration retreatment within 6 months (DQ03), root canal retreatment within 12 months (DQ04) and paediatric conservative treatment failure (DQ07) (DoH Abu Dhabi).
Oral Health Policy for the Emirate of Abu Dhabi (2019). It sets four priorities: service delivery for those most at risk; promotion and prevention, with a shift "from a treatment model to a preventive one"; research and surveillance; and workforce. It proposes a Dental Council and school oral health work with ADEK, without quantified targets (DoH Abu Dhabi).
Scope of practice for dental assistants and hygienists (February 2023). Dental hygienists may perform teeth whitening "if trained and competent" and work independently with general supervision from a dentist; dental assistants may only assist in whitening (DoH Abu Dhabi). The document sets no peroxide concentration limit (DoH Abu Dhabi).
Medical tourism programme. The DoH network lists 40 Jawda-compliant facilities and more than 287 treatment packages by more than 173 doctors; dentistry is not among its featured specialties (DoH Abu Dhabi, 2024).
DoH takes enforcement action against dental clinics. In February 2024 it closed one dental clinic for unlicensed staff, non-compliant sterilisation, non-sterile supplies, incomplete records and operating outside its licensed field, and fined a separate centre AED 1 million and banned it from offering dental services at all its branches over suspected fraud; 8 facilities were shut in total (Arabian Business citing DoH; LexisNexis).
What it means for marketersJawda indicators such as implant failure and retreatment rates will exist inside every DoH-licensed dental clinic from 2026. They are quality data, not marketing claims: a clinic should not publish them as superiority claims without legal review, but they give marketing a factual basis for explaining follow-up and aftercare.
Oral health evidence from the emirate
Abu Dhabi has more published oral health data than the other emirates, but most of it is old. DoH data for 2017 on adult Thiqa cardholders recorded more than 85,000 periodontal disease cases (27 per 100) and 134,110 caries cases (48 per 100); among children under 18, caries was 44 per 100 and gum disease 10 per 100 (Gulf News; Gulf News, citing DoH). A 2021 systematic review of 29 UAE studies found child caries prevalence as high as 99.4% in an Al Ain paediatric department sample (Al Anouti et al., Frontiers in Oral Health). Caries severity (dmft) in primary teeth ranged from 0.75 in Abu Dhabi nurseries to 10.9 in Al Ain (Al Anouti et al.). In one Al Ain study of preschool children attending a paediatric dentistry department, about two-thirds had never visited a dentist and the care index was 6.4%; this is a clinic sample, not a community survey (Al Anouti et al.).
School programmes exist but publish little data. Dental tests are part of student screening for Grades 1, 5 and 9, with 361 schools taking part in recent years, according to a 2022 report (Dubai Eye 103.8). ADPHC ran Oral and Dental Health Week workshops in schools in 2022, with no screening counts stated (Gulf News).
Insurance scheme and dental coverage
The research notes describe three types of plan with very different dental benefits.
Thiqa (Emirati nationals). Thiqa's provider training page states that dental care is covered at 50% at private providers and 100% at SEHA providers. Bridges, crowns, orthodontics, dentures and implants require authorisation at private network providers only (Thiqa). Daman states that maternity, dental and optical benefits are offered under Thiqa Top-Up plans. A 2018 report on 2010 records said 569,000 Emiratis had dental access through Thiqa (Gulf News).
Basic plan. The Daman Basic Abu Dhabi Plan policy wording (2024) describes dental cover in its definitions as "Accident related Dental Treatment", restricted to "sound natural teeth", accidents during the policy period and "treatment taken within 72 hours of accidental impact". The definitions section states that it does not itself describe covered services, and the schedule of benefits and exclusions were not readable (Daman). Burjeel describes the Abu Dhabi basic plan as covering emergency dentistry but not regular check-ups, with an annual cap of AED 250,000.
Enhanced plans. A broker guide says Daman Enhanced plans "often allow add-ons for maternity, dental and optical at extra premium" (InsuranceMarket.ae). An older report quoted the then regulator HAAD as saying that companies tend to give employees basic plans that exclude oral health (Gulf News). UAE-wide, Gulf News in October 2026 put typical dental limits on such plans at AED 1,500 to 3,500 a year with co-payments of around 20% (Gulf News).
| Plan | Who it covers | Dental position in the source | Source |
|---|---|---|---|
| Thiqa | Emirati nationals | 50% at private providers, 100% at SEHA; prior authorisation for crowns, bridges, orthodontics, dentures, implants at private providers | Thiqa [Official] |
| Thiqa Top-Up (Daman) | Thiqa members buying extra cover | Dental benefits offered | Daman [Platform] |
| Basic (Daman wording) | Basic plan members (DoH-mandated plan) | Accident-related treatment of sound natural teeth within 72 hours | Daman [Platform] |
| Basic (provider summary) | Basic plan members | Emergency dentistry only; annual cap AED 250,000 | Burjeel [Platform] |
| Enhanced (Daman) | Enhanced plan members | Dental often an add-on at extra premium | InsuranceMarket.ae [Platform] |
What it means for marketersAn Abu Dhabi clinic sees three different patients at the same front desk: an Emirati with Thiqa who needs prior authorisation for implants or orthodontics at a private clinic, an enhanced-plan employee with a capped dental benefit, and a Basic plan member with accident-related cover only. Messages about "insurance accepted" mean little unless the clinic explains which plan, which treatment and what authorisation is needed.
Advertising approval route
The notes hold three Abu Dhabi-specific advertising rules and two federal ones.
| Rule | What it requires | Source |
|---|---|---|
| DoH Circular 26/2023 | Every licensed facility nominates two representatives for training on the Abu Dhabi Healthcare Guidelines for Health Media and Advertising; trained representatives log advertising materials on DoH systems | DoH Abu Dhabi [Official] |
| Abu Dhabi DED (ADDED) advertising licence, from 1 Jul 2024 | AED 1,250 for individual establishments, AED 5,000 for businesses; businesses that contract influencers need a valid ADDED licence; fines AED 3,000 to 10,000 for the first to fourth violation; a Media Council permit does not exempt from ADDED licensing | Gulf News [Official] |
| UAE Media Council Advertiser Permit, from 1 Feb 2026 | Mandatory for anyone promoting products or services; AED 10,000 first-offence fine; businesses must check their advertisers hold a permit; own-business accounts exempt | Gulf News [Official] |
| National Media Authority permit service | Covers paid or unpaid advertising content by individuals | National Media Authority [Official] |
The DoH guidelines on health media and advertising themselves, and the current procedure for logging and approval, could not be retrieved for this book; the circular is the only primary text held (DoH Abu Dhabi). Dubai's DHA social media standard is written for DHA-licensed facilities and professionals, so an Abu Dhabi clinic should not assume that a Dubai-compliant post meets DoH requirements (Khaleej Times, 2026).
ONS reading For an Abu Dhabi dental clinic the minimum compliance set is: two trained representatives who log every advertisement on DoH systems; an ADDED advertising licence where the clinic pays or contracts influencers; and a Media Council permit check for any creator. Clinics that run campaigns in both Dubai and Abu Dhabi should keep separate approval records for each regulator and should not reuse a Dubai approval as evidence in Abu Dhabi.

The prices below are single-provider observations, read on 27 October 2026 unless stated. VAT, validity and inclusions are as published. They are not an Abu Dhabi market price.

Mediclinic's offer is for self-pay patients only, cannot be combined with the ESAAD or FAZAA discount cards, and applies to its Abu Dhabi and Al Ain branches; its Dubai branches are not part of it. It is the only clinic-published price set in the notes that covers Al Ain.
The True Smile menu separates implant placement from the implant-supported crown. Adding the listed Straumann placement range of AED 5,500 to AED 6,500 to the AED 5,000 crown gives AED 10,500 to AED 11,500 for the two components, before any assessment, grafting or other requirement (True Smile, 2026). This is ONS arithmetic on listed items, not a complete-case quotation. On the same basis, Mediclinic's promotional placement of AED 3,500 including VAT and PFM crown of AED 1,500 excluding VAT sum to AED 5,000 before VAT on the crown. The materials, implant brands and VAT treatment differ, so the two sums are not like-for-like.

Abu Dhabi capital also flows into dental groups outside the UAE. Mubadala co-invested in the US group Dental Care Alliance (about 390 practices in 22 states), closed in December 2022, and UEMedical bought a controlling stake in Saudi Arabia's Al Muhaideb Dental Group for AED 500 million in 2019. These are investments abroad and do not add to Abu Dhabi supply.
Digital demand signals
Searches that surfaced the Zavis healthcare directory for Abu Dhabi drew 51,715 impressions across all specialties in the 28 days to 16 October 2026, down 8.1%, against 130,863 for Dubai. These are impressions of one directory's pages, not market demand. Arabic-language queries made up 15.6% of directory impressions across the UAE, with no emirate split (Zavis, 2026).
Marketing reading: plan for the whole emirate
Planning for the capital, Al Ain and Al Dhafra must account for different travel and access needs. The draft's area plan remains a sound starting point.
| Area | Initial planning focus | Evidence to request |
|---|---|---|
| Abu Dhabi city | Branch access, specialist care and family appointments | Patient origin, clinician schedules and language demand |
| Al Ain | Local search and repeat-visit convenience | Actual service capacity and travel patterns |
| Al Dhafra | Clear availability and referral pathways | Appointment cadence and travel constraints |
| Cross-area specialist care | Complete assessment and follow-up explanation | Origin-to-attendance and continuation rates |
Complex orthodontic or restorative care requires follow-up visits. A patient willing to travel for an initial assessment may find repeated appointments difficult. Discuss travel constraints when scheduling the consultation and let the clinical team explain the appropriate follow-up; marketing should not promise a single-visit result to overcome travel objections.
| Journey | Page emphasis | Operational handoff |
|---|---|---|
| Implant assessment | Team, stages and quotation components | Assessment slot and clinical suitability |
| Adult orthodontics | Course options and ongoing visits | Orthodontic assessment and course explanation |
| Paediatric first visit | What parents can expect and what to bring | Guardian contact and appointment access |
| Restorative treatment | Tooth-specific assessment and scope | Dentist review before definitive quotation |
| Insured general care | Verified network information and enquiry route | Benefits check by authorised staff |
| Thiqa high-cost treatment | Explanation of prior authorisation at private providers | Authorisation request before treatment is booked |
ONS reading Describe accepted networks only after the clinic has verified them, and say that network participation alone does not confirm a benefit. Collect only the information needed to route a benefits enquiry securely, have trained staff confirm prior authorisation, limits and patient share, and keep plan and financing questions separate from the clinical assessment. Do not import Dubai prices or conversion assumptions into an Abu Dhabi budget: build evidence at branch and service level, and where a group has several branches, distinguish an internal transfer from a new patient and keep the original enquiry source visible.
ONS reading A practical Abu Dhabi programme combines local search, consultation pages and booking improvements. The clinic supplies current service availability, an approved fee basis, a named person responsible for handling escalated enquiries and a small set of de-identified aggregate outcomes, so the agency can improve the journey without access to clinical notes. Jawda reporting from 2026 gives the clinic its own follow-up data; using it to explain aftercare is more defensible than outcome claims. This book does not validate any listed provider's licence or clinical quality; the published examples illustrate how providers communicate their services and do not constitute an endorsement.
Gaps in the evidence
No public data. No Abu Dhabi dentist or dental facility count after 2017 was found; DoH statistics pages were not retrievable and the DoH workforce page publishes charts only. A future edition should request DoH licensed-professional counts by profession and region, including Al Ain and Al Dhafra.
No public data. Abu Dhabi births for 2024 by nationality could not be confirmed: a press headline for Emirati births was found but its body and the SCAD source were not readable. No school-age population count (ADEK) was found.
No public data. The DoH Abu Dhabi Healthcare Guidelines for Health Media and Advertising and the current logging and approval procedure were not retrieved; only Circular 26/2023 is held. The Basic plan schedule of benefits and exclusions, and Daman Enhanced dental sub-limits, were not readable.
