In this chapter
This chapter sets out who pays for dental care in the UAE: mandatory insurance, enhanced and employer plans, government schemes, discount programmes, instalment providers and patients themselves. The central finding is that every emirate's basic mandatory plan leaves routine and high-cost dentistry outside cover: Dubai's Essential Benefits Plan covers dental "in case of emergency only", Abu Dhabi's Basic plan describes dental cover as accident-related only, and the northern emirates' AED 320 workers' package lists dental care as not covered (Al-Futtaim Insurance UAE; Daman). Most implants, aligners, braces and veneers are therefore paid for by patients, often against published "from" prices that are hard to compare.
In brief
Dubai's EBP table of benefits (Orient Insurance) covers dental and gum treatment in emergencies only, subject to 20% coinsurance, and excludes all dental treatment, prostheses and orthodontics.
Abu Dhabi's Basic plan wording limits dental to accidents to sound natural teeth treated within 72 hours (Daman).
Thiqa covers Emirati nationals' dental care at 50% in private providers and 100% at SEHA providers, with prior authorisation for crowns, bridges, orthodontics, dentures and implants at private providers.
The northern emirates' basic package costs AED 320 a year from 1 January 2025 and excludes dental care and cosmetic healthcare (MOHRE; Gulf News).
Enhanced and add-on plans typically carry annual dental limits of AED 1,500 to 3,500 with about 20% co-payment, according to an insurer executive (Gulf News).
Whitening, cosmetic veneers, braces and clear aligners are frequently excluded from standard dental plans (InsuranceMarket.ae).
Tabby offers four interest-free instalments at named dental clinics, and Tamara offers clinics up to four monthly payments with no late fees.
Discount programmes publish member prices well below list prices: an Ajman clinic's zirconium crown is AED 2,000 rack and AED 800 for Ajman Bank members (VPM International Healthcare, 2026).
Preventive and treatment dentistry is zero-rated for VAT; elective cosmetic treatment is standard-rated at 5% unless prescribed to treat or prevent a condition (PwC Middle East, Jan 2018; Gulf News).
How dental cover is structured
UAE health insurance is mandatory but organised by emirate, and each scheme defines a minimum benefit that insurers sell above (Burjeel; MOHRE). For dentistry, the minimum is narrow everywhere. The table compares the basic terms found for each emirate and the main public and top-up routes. It records what the document fetched says; where a schedule of benefits or exclusions could not be read, the row says so.
| Scheme | Who it covers | Dental terms found | Limit or cost | Grade | Source |

Dubai: the Essential Benefits Plan
The EBP table of benefits examined is Orient Insurance's EMed plan, administered by Nextcare and hosted on an Al-Futtaim insurance site in about June 2024. Its benefit line for "diagnostic and treatment services for dental and gum treatments" reads "In case of emergency only - Subject to 20% coinsurance" (Al-Futtaim Insurance UAE). The same document lists as a general exclusion "all expenses relating to dental treatment, dental prostheses, and orthodontic treatments", and sets an annual limit of AED 150,000 per person with no separate dental limit (Al-Futtaim Insurance UAE). The verification pass located the benefit line but could not re-confirm the emergency-only wording in the text extract, so the terms are attributed to this one insurer's table rather than to every EBP policy.
Two other sources agree. A directory's compilation of the Daman Dubai EBP schedule lists emergency dental and gum treatment with 20% co-payment (Zavis Intelligence). A Gulf News explainer from October 2026 says Dubai's mandatory basic plan "generally covers dental emergencies such as acute pain, infection, or injury", and that braces are often excluded or only partly covered (Gulf News). A hospital group's guide likewise says basic plans in Dubai and Abu Dhabi do not cover regular check-ups but do cover emergency dentistry (Burjeel).
For marketersFor an EBP member, an emergency visit for pain, infection or injury may be covered with a 20% share, but the follow-on restoration usually is not (Al-Futtaim Insurance UAE). Emergency pages should say plainly what the plan may pay for and what will be quoted separately, so that patients are not surprised at the second visit.
Abu Dhabi: Basic, Thiqa and Enhanced plans
Daman's 2024 policy wording for the Abu Dhabi Basic plan describes dental cover as "Accident related Dental Treatment", restricted to "sound natural teeth", accidents during the policy period, and "treatment taken within 72 hours of accidental impact", listed under outpatient benefits. That wording sits in the policy's definitions section, which states that it does not itself describe covered services, and the exclusions section could not be retrieved; the Arabic version controls if the two languages differ (Daman). The hospital guide gives the Abu Dhabi basic cap as AED 250,000 (Burjeel).
Emirati nationals in Abu Dhabi are covered by Thiqa. Its provider training page states that dental is covered at 50% in private providers and 100% at SEHA providers (Thiqa). Bridges, crowns, orthodontics, dentures and implants need prior authorisation, but only at private network providers (Thiqa). Daman says maternity, dental and optical benefits are offered under Thiqa Top-Up plans; an overall limit was recorded in the research notes but could not be confirmed on the page and is not used. Daman's Enhanced plans "often allow add-ons for maternity, dental and optical at extra premium", according to a broker guide (InsuranceMarket.ae).
The historical position explains why employer cover matters. In 2018 the former health regulator said its role was to verify and approve insurers' schedules of benefits, and that companies tended to give employees basic plans excluding oral health (Gulf News). The same report cited 569,000 Emiratis with dental access through Thiqa in 2010 records (Gulf News).
ONS reading Thiqa's 50% and 100% split is the clearest price signal in the UAE insurance system. A private clinic competing for Emirati patients in Abu Dhabi is asking them to pay half of a treatment that SEHA would cover in full, so the case for the private clinic has to rest on access, waiting time, continuity with a named dentist and service, all of which must be described accurately. For crowns, implants and orthodontics, the prior-authorisation step at private providers is part of the patient journey and should be explained on the relevant pages.
Northern emirates: the basic workers' package
From 1 January 2025, private-sector and domestic workers in Sharjah, Ajman, Fujairah, Ras Al Khaimah and Umm Al Quwain must hold a basic health insurance package costing AED 320 a year (MOHRE). The policy runs for two years, with the second-year premium refundable on visa cancellation, and the MOHRE page says dependants can join on the same benefits and prices. A legal commentary said dependants were not explicitly covered; this book follows the MOHRE wording. The package is a condition of residency issue or renewal and applies from age 1 to 64 (LexisNexis blog citing Khaleej Times).
The MOHRE page lists dental care as "not covered", alongside pregnancy and childbirth. A Gulf News guide to the plan, sold as Workers' Health Insurance by Dubai Insurance through the DubaiCare network, lists "Dental care" and "Cosmetic healthcare" among exclusions and describes no dental benefit (Gulf News). Other exclusions include hearing and vision aids, vision correction surgery, obesity treatment and smoking cessation; medicines are covered up to AED 1,500 with 30% co-insurance and laboratory tests at 25% (Gulf News). Outpatient visits carry 25% co-payment up to AED 100 a visit (MOHRE).
For marketersIn the northern emirates, a worker on the basic package pays for all dental care out of pocket (MOHRE). Clinics serving these catchments compete on published entry prices, discount schemes and instalments, which is consistent with the low "from" prices seen in Sharjah and Ajman (see the pricing sections below and chapter 8).
Enhanced and employer plans
Routine dental cover for residents depends on plans above the basic level, usually provided by employers. An insurer executive quoted by Gulf News in October 2026 put typical annual dental limits at AED 1,500 to 3,500, with co-payments of about 20%, and said a dental add-on can cost a few hundred dirhams per person (Gulf News). A broker cites dental co-insurance of 20% to 30% per visit as a typical example (InsuranceMarket.ae). An expatriate guide gives an illustrative plan with dental cover of only AED 1,000 a year (ExpatDen).
Older evidence is consistent. In 2020, medium-priced white-collar group plans carried annual dental limits of AED 2,000 or 3,000 with 20% co-insurance, and adding dental to basic plans was estimated to cost about AED 15 more per person for large groups and up to AED 50 for small groups (Gulf News). In the 2019 YouGov survey, one third of UAE respondents had dental in their insurance; of those, 47% were covered for AED 3,000 or less a year and 20% for up to AED 5,000 (Arabian Business).
Typical annual dental limits on UAE plans sit between AED 1,000 and AED 3,500

These limits are small next to high-cost treatment. Gulf News's expert estimates put a dental implant with restoration at AED 5,000 to 15,000 per tooth and a root canal at AED 1,200 to 4,500 (Gulf News). Even at the lowest quoted implant price, an annual dental limit at the top of the typical range would not cover one implant with restoration (Gulf News).
What insurance usually excludes
Exclusions fall into three groups. First, the basic mandatory plans exclude dental treatment generally, as shown above (Al-Futtaim Insurance UAE; Gulf News). Second, standard dental plans frequently exclude aesthetic work: a broker states that teeth whitening, cosmetic veneers and purely aesthetic procedures are often not covered (InsuranceMarket.ae). Third, orthodontics and implants: "braces and clear aligners are frequently excluded from standard dental plans", and implants may be limited to higher tiers (InsuranceMarket.ae). Gulf News adds that braces are often excluded or only partly covered (Gulf News). Thiqa is the exception that covers orthodontics and implants, subject to prior authorisation at private providers.
ONS reading The high-cost services this book focuses on (implants, full-mouth rehabilitation, aligners, braces, veneers and many crowns) are, for most residents, self-pay purchases. Marketing for these services is therefore closer to selling a considered consumer purchase than to filling insured appointments. That raises the importance of clear price bases, written quotations and payment options, and it raises the regulatory risk of misleading price claims, which the DHA standard addresses directly.
Self-pay: what residents are told to budget
For patients without dental cover, the most recent public guidance is a Gulf News article of 22 October 2026 compiled from interviews with an insurer and dentists (Gulf News). Its figures are expert estimates for the UAE as a whole, not a price survey, and are labelled as such here.

The same article notes that private clinics offer preventive packages, family memberships or instalment plans, and that university clinics at Ajman University and the University of Sharjah offer supervised student treatment (Gulf News). No dental membership plan with a published price was found in this research. The nearest published preventive product is a Dubai kids' basic dental package at AED 350, covering consultation and full-mouth assessment, professional cleaning and fluoride (Emirates Hospitals Group, 2026).
Public routes reduce self-pay for some groups. EHS general dentistry is free for UAE citizens and GCC nationals with a valid health card, and EHS reported 813 dental implant procedures in 2024 to early October, up from 110 in 2020. Thiqa members pay nothing at SEHA providers.
Instalments and buy now, pay later
Two UAE buy-now-pay-later providers explicitly serve dental clinics. Tabby's merchant page for The Curve Dental Clinic offers payment in four interest-free instalments of 25%, at checkout and after one, two and three months. Tabby also has merchant or store pages for dental clinics including Pearly White, Al Bahri Dental and Orthodontic Center, Avance, Shams, Minha Dental Surgery, Safe Care, Sahara Dental and Orthodontic Center, Holistic Dental Center and Dr. Al Jundi; Tabby does not publish a count of its dental merchants.
Tamara's healthcare page tells clinics that patients can "split clinic fees into up to 4 months, no late fees", names dental clinics and dental chains among supported businesses, offers "reliable 7-day cash settlement" and claims "over 10 million users in the region". It publishes no merchant count, uplift figure or dental case data (Tamara, 2026).
Longer financing is emerging for larger healthcare bills. In December 2023, the UAE BNPL provider Cashew and Mashreq announced a pilot of "instant, high-value loans" with "extended loan tenures", compared with typical BNPL tenures of three to four months, with key healthcare and telecom providers; dentistry was not named (Zawya press release). In 2022, Cashew could draw up to USD 10m in debt and equity from Mashreq and targeted 5,000 merchants and 500,000 users by the end of that year; these were targets, not results (PYMNTS citing Reuters).
For marketersDHA's social media standard lists fee statements, insurance arrangements and instalment plans among acceptable content (DHA). Instalment availability can therefore be stated, but the same standard rejects inaccurate prices, prices without conditions and time-limited inducements that cannot be met (DHA). A BNPL message should state the instalment terms and the full price together.
Discount schemes and member prices
Several government, bank and employer programmes publish dental prices or discounts for their members. They are one of the few sources that show a clinic's list price and its discounted price side by side.
| Programme | Who qualifies | Example clinic and emirate | Example terms | Source |
|---|---|---|---|---|
| Waffer (Dubai Government HR) | Programme members | Al Durar Dental Center, King Faisal Street, Sharjah | Consultation AED 50 list, free for members; scaling AED 150 list, AED 80 member; Hollywood smile AED 3,900 list, AED 2,500 member; valid 29 Apr 2025 to 29 Apr 2027 | Al Durar Dental Center [Platform] |

| ESAAD and FAZAA | Cardholders | Mediclinic, Abu Dhabi and Al Ain | Mediclinic's self-pay dental offer states it cannot be combined with ESAAD or FAZAA discounts; no ESAAD or FAZAA dental terms were found | Mediclinic [Platform] |
| Dubai Dental Week (from Jan 2027) | Public | Participating Dubai clinics | Discounts, free consultations and packages listed on DubaiDentalWeek.ae, 16 to 22 Jan 2027 | Gulf News [Official] |
The Waffer listing needs care: the price is a Dubai Government HR programme member price, but the clinic itself is in Sharjah (Al Durar Dental Center, 2026). The Ajman Bank list is undated, does not state its currency, and its member prices apply only to the bank's customers (VPM International Healthcare, 2026). On that list, the gap between rack and member price is large across services: scaling and polishing is 250 rack and 100 for members, a complete denture 8,000 and 4,000, and 20 veneers 25,000 and 10,000 (VPM International Healthcare, 2026).

| Zirconium crown | 2000 | 800 |
| Complete denture | 8000 | 4000 |

ONS reading Member price lists are valuable to clinics because they reach defined, verifiable audiences such as government staff and bank customers, and they are published by a third party, which gives them credibility. They also expose the gap between list and achieved price. A clinic that publishes rack prices while selling mostly at member prices should expect patients to find both, and should be ready to explain the difference. A clinic should also check that its own advertising of programme prices names the programme and its eligibility, so the price is not read as available to everyone.
VAT on dental care
VAT treatment of healthcare in the UAE has applied from 1 January 2018 (PwC Middle East, Jan 2018). Preventive healthcare and treatment services supplied by a licensed institution, physician, nurse, dentist or pharmacy are zero-rated, while cosmetic surgery and services that are neither treatment nor preventive are standard-rated at 5% (PwC Middle East, Jan 2018). The executive regulations define healthcare as "any service supplied that is generally accepted in the medical profession as being necessary for the treatment of the recipient", including preventive treatment; elective cosmetic treatments are not zero-rated unless prescribed to treat or prevent a condition (Gulf News).
Published prices treat VAT inconsistently. The Dome MedDental Clinic in JLT, Dubai, states its implant, Invisalign and veneer prices as "from" amounts subject to 5% VAT. Mediclinic's Abu Dhabi offer lists an implant placement price including VAT and its veneers, implant crown and whitening prices excluding VAT. Most other menus and aggregator listings do not state VAT treatment at all; one aggregator notes that VAT is not applied consistently in the prices it compiles (Zavis, 2026).
For marketersA cosmetic price shown without VAT and a treatment price shown with it are not comparable. State on every published price whether VAT is included, and for mixed treatment plans (for example, restorative work combined with whitening) explain that some items may carry VAT and others not (PwC Middle East, Jan 2018; Gulf News). No Federal Tax Authority clarification specific to dental cosmetic VAT was found.
How prices are published
UAE dental prices reach patients through at least six kinds of publication. Each has a different evidential weight, and confusing them is the most common error in price comparisons.
| Publication type | Example | What it shows | Main limitation | Source |
|---|---|---|---|---|
| Clinic price menu | True Smile, Abu Dhabi: Straumann implant placement AED 5,500 to 6,500, implant-supported crown AED 5,000 as a separate line | Component prices with ranges | Inclusions and validity rarely stated | True Smile [Platform] |
| "From" or starting price | DentalDate, Dubai: dental implant from AED 6,500, scope unconfirmed; ESMC, Sharjah: veneer from AED 299 per tooth | Entry point | Hides mandatory components and case variation | DentalDate; Erum Saba Medical Center [Platform] |
| Package | Saudi German Hospital Ajman: implant package AED 2,200 including consultation, OPG and 5-year warranty, excluding crown, graft and CBCT | A bundle with stated inclusions | Exclusions can exceed the package price | Saudi German Hospital Ajman [Platform] |
| Third-party member list | Waffer, Ajman Bank lists | List and member price side by side | Eligibility limited; currency or date sometimes missing | Al Durar Dental Center; VPM International Healthcare [Platform] |
| Platform promotion | DrFive: ZeeDent/Pearl implant with crown AED 3,699 to 4,999 (list 8,000 to 13,000) for discount-code holders | Promotional price against a stated list price | Code holders only; list price not independently verified | DrFive listing: ZeeDent / Pearl Dental Clinic [Estimate] |
| Aggregator "indicative" range | Zavis: single implant in Dubai AED 5,000 to 15,000, "not from a published price list" | A compiled range | Not a price any clinic has published | Zavis [Estimate] |
Directories add further variation. WhatClinic lists some UAE prices in USD without an AED figure, such as a Dubai clinic's Invisalign "from USD 2,723". Practo shows consultation fees for Dubai dentists from AED 185 to AED 500. Across 11 provider websites read in October 2026, published cleaning prices ranged from AED 99 to AED 1,300, three of the 12 prices being "from" prices (Zavis). One aggregator found provider-published single-implant prices only in Dubai, ranging from AED 3,627 to AED 9,000, as of mid-October 2026 (Zavis).
Compare equivalent quotation units
A package, a tooth and a material cannot share one price table without explanation. One Dubai clinic's own menu illustrates the problem: its staged implant menu lists a single implant crown from AED 1,722, its crown menu lists an implant crown at AED 3,500, and a combined implant surgery with crown is listed at AED 3,627 (Truly Dental, 2026). The implant surgery step alone starts at AED 1,905 (Truly Dental, 2026). None of these figures is wrong, but a patient comparing them with another clinic's all-inclusive implant price would be comparing different things.
| Comparison trap | Correct treatment | Data field to record |
|---|---|---|
| Per-tooth price vs smile package | Keep the unit; require tooth count before dividing | Unit and quantity |
| Composite vs porcelain | Keep separate material categories | Material |
| Starting fee vs complete quote | Label "from" prices and their exclusions | Price basis |
| Implant placement vs crown vs abutment | Record each component; never assume a placement price includes the crown | Component |
| Consultation vs treatment | Do not count a consultation fee as case revenue | Revenue event |
| Promotion vs regular price | Record validity and eligibility | Offer status and dates |
The implant examples show why the component field matters. Mediclinic's Abu Dhabi offer prices surgical implant placement with the final transmucosal element at AED 3,500 per implant, and the implant-supported crown separately at AED 1,500. The Dome MedDental in Dubai prices the implant from AED 6,160 and the implant crown from AED 3,850, with bone graft and sinus lift each from AED 6,050 when required. Saudi German Hospital Ajman's AED 2,200 package excludes the crown entirely.
What the rules say about prices
DHA's Standards for Medical Advertisement Content on Social Media (ST-21 version 1.1, effective 3 October 2022) treat inaccurate prices, prices without conditions, and time-limited discounts or inducements that cannot be met as unacceptable, and clause 6.11 bans phrases such as "very limited quantity" and "get money back" (DHA). The same standard lists fee statements, insurance arrangements and instalment plans as acceptable content (DHA). Chapter 18 covers the advertising rules in full.
Patients do look for prices, though less than for other things. On one directory's search data, price and cost searches were 0.6% of impressions across all healthcare specialties, as were insurer-named searches (Zavis, 2026). In a US survey, 8% of consumers who cited a frustration with their dentist named a lack of fee transparency (Becker's Dental Review reporting ADA, 2024).
ONS reading Published prices help patients and clinics only when the basis is clear. A clinic that publishes component prices (placement, abutment, crown, imaging, graft) with VAT status and validity gives patients a better basis for comparison than a single low "from" figure, and it meets the DHA expectation that prices carry their conditions. For high-cost services, the most useful published item is often not a price but a clear description of how the written quotation is prepared after assessment and what it will include.
Gaps in the evidence
No public data. The official Abu Dhabi Basic plan schedule of benefits and exclusions (Daman wording Section 10 could not be retrieved); Daman Enhanced dental sub-limits; the underlying northern emirates basic package table of benefits; any official DHA or DoH statement on cosmetic dental exclusions; ESAAD and FAZAA dental discount terms; a count of BNPL-enabled dental clinics and any dental volume data from Tabby, Tamara or Cashew; any dental membership or subscription plan with a published price; a Federal Tax Authority clarification on VAT for cosmetic dentistry; the share of UAE dental revenue paid by insurers versus patients. A future edition should collect insurer tables of benefits for each emirate's basic and enhanced plans and survey clinics on payer mix.
