In this chapter
This chapter turns the book's findings into a staged plan for a UAE dental clinic or group: what to do in the first 30, 60 and 90 days, and what to build over 6 to 12 months. The sequence starts with compliance and measurement, not media, because the rules are specific (the DHA social media standard has been in force since 3 October 2022) and no public UAE benchmark exists for cost per lead or case acceptance (Dubai Health Authority, 2026). The plan is an ONS planning framework; dates and figures from the evidence are cited where they appear.
In brief
Days 1 to 30: confirm the regulator, ad licence, permits and approval workflow; fix branch profiles and booking routes; agree shared definitions for enquiry, booking, attendance and paid start.
Days 31 to 60: launch controlled search campaigns for one or two services with real appointment capacity, and publish complete service, price-basis and parent pages.
Days 61 to 90: review cohorts by service, fix response and attendance problems, and decide to scale, revise or pause each service.
Months 6 to 12: add paid social only after policy checks, build AI-search and review programmes, and replace every hypothetical model input with observed cohort data.
Google held a 93.47% share of UAE search in September 2026, so local search and Google Business Profile accuracy come first (StatCounter Global Stats).
65% of UAE residents used WhatsApp to enquire about a product or service in the past year, against 55% for call centres, so WhatsApp handling is part of the first 30 days (Communicate Online, early 2024).
The first Dubai Dental Week runs from 16 to 22 January 2027, inside the 90-day window for a clinic starting in November 2026 (Gulf News, Jan 2026).
Since 1 February 2026, creators need a Media Council Advertiser Permit and businesses must check it (Gulf News).
Principles behind the sequence
Five principles from earlier chapters set the order of work.
Compliance before creative. ST-21 controls claims, prices, before-and-after images, consent and influencer posts in Dubai, DoH requires advertising material to be logged by trained representatives, and MOHAP restricts which dentists may provide aligners, implants and sedation. Campaigns built before these checks are rebuilt later.
Accuracy before reach. A campaign that sends people to a wrong branch, closed phone line or unavailable service wastes media and damages reviews. In a 2024 YouGov survey, 35% of UAE respondents said they regularly use online reviews when choosing healthcare, against 23% across 17 markets.
Measurement before scale. The ONS models in chapter 17 show that acquisition economics depend on six funnel stages; without clinic counts for each stage, a budget decision rests on assumptions.
One service at a time. Start with one branch and one or two treatment families that have real appointment capacity, then add services when the first cohort shows usable results.
Parents, not children. Paediatric marketing addresses parents and guardians, uses minimal data and respects ST-21's parental consent rule (DHA).

Days 1 to 30: foundations
Compliance and approvals
The first task is to confirm, for each branch, the licensing authority and the advertising route. A Dubai facility shows its MOHAP-issued medical advertisement licence number on its official social accounts; the MOHAP licence has an AED 100 application fee plus fees by facility category and ad type. An Abu Dhabi facility nominates two representatives for DoH training and logs materials on DoH systems, and any Abu Dhabi business contracting influencers needs an ADDED advertising licence at AED 1,250 or AED 5,000 (DoH Abu Dhabi; Gulf News, Jul 2024). Every creator the clinic works with needs a Media Council permit (Gulf News, 2026).
| Week 1 to 4 task | Owner | Output | Source |
|---|---|---|---|
| List each branch's regulator, licence and advertising route | Clinic leadership | Regulator map | DHA; DoH Abu Dhabi; MOHAP [Official] |
| Confirm MOHAP ad licence and display the number on official accounts (Dubai) | Clinic leadership | Licence on file; account bios updated | DHA; MOHAP [Official] |
| Nominate and train two DoH representatives (Abu Dhabi) | Clinic leadership | Logging access | DoH Abu Dhabi [Official] |
| Check scope of practice for every advertised service and clinician (aligners, implants, sedation, whitening) | Clinical director | Service and clinician list | MOHAP; DoH Abu Dhabi [Official] |
| Audit existing posts and pages against ST-21 banned phrases, price and before-and-after clauses; remove non-compliant assets | ONS with medical director | Audit log; removals | Khaleej Times; DHA [Official] |
| Set up consent forms for images and testimonials, limited to subject and period, with parental consent for under-18s | Consent owner | Consent templates and register | Dubai Health Authority; DHA [Official] |
| Agree the content approval workflow and archive | Medical director and ONS | Approval log | Gulf News [Official] |
Local presence and booking routes
Google Business Profile treats dentists as individual practitioners; a multi-dentist clinic needs its own location profile, separate from its dentists' profiles, and keyword-stuffed names are not permitted. Departments that operate as distinct entities, such as a hospital dental department, may have their own profile (Google, 2026). In the first month each branch profile should carry the correct name, address, hours, services and booking link, and duplicated or keyword-stuffed profiles should be corrected.
Enquiry routes need the same attention. UAE residents favour WhatsApp, and 87% prefer a real person to a chatbot (Communicate Online, early 2024). The first month should map every route (phone, WhatsApp, web form, booking platform), assign an owner and response hours to each, and test them from a phone. Missed calls and unanswered messages should be logged from day one.
65% of UAE residents used WhatsApp to enquire with a business in the past year, ahead of call centres at 55%

Measurement and baseline
Agree definitions before any campaign launches: a valid unique enquiry, a qualified enquiry, a booking, an attended assessment, a clinically eligible case and a paid start, matching the formulas in chapter 17. Pull a baseline for the previous 3 to 6 months from the clinic's own systems where the data exist. Tracking should be built with minimal data: Meta's Business Tools Terms bar sharing data that includes or is based on health information, and Meta may restrict lower-funnel events for advertisers it classes as health and wellness (ConductAtlas, 2025; Triple Whale, 2025). Keep diagnoses, clinical notes and child details out of URLs, event names and ad platforms.
ONS reading The most common reason a dental campaign cannot be judged after 90 days is that the clinic and agency counted different things. Thirty days spent agreeing what an enquiry, booking and paid start mean is the cheapest work in the plan and the one that makes everything after it measurable.
Days 31 to 60: controlled launch
Search campaigns
Launch search campaigns for one or two treatment families with confirmed capacity, grouped by service and branch: brand and branch, implants or full arch, aligners or braces, veneers or bonding, parents and paediatric, and general or urgent care. Review search terms weekly and separate irrelevant, wrong-geography, unsupported-service and job-seeker queries. Google's personalised advertising policy restricts advertiser-curated audiences for sensitive categories including invasive procedures and excludes under-18s, so the launch should rely on search intent rather than health-based audiences.
Budgets should be set from capacity and from the break-even limits of the clinic's own version of the chapter 17 model, not from US benchmarks. The 2026 US dental median search CPL of USD 72.97 and Meta CPL for dentists of USD 61.56 are context only. The only Dubai figures are agency claims, such as AED 10 to 15 per click for "veneers dubai" (Admoon, 2024).
Pages that answer patient decisions
| Page | Must contain | Rule to respect | Source |
|---|---|---|---|
| Treatment assessment page | Named clinician, options, suitability discussion, next step | Risks stated; no banned absolute phrases | Khaleej Times [Official] |
| Cost and inclusions page | Unit (per tooth, per arch, per course), starting basis, exclusions, VAT, quote process | Prices with conditions; VAT 5% on elective cosmetic work | DHA; PwC Middle East [Official] |
| Aligner page | Treating orthodontist named; course inclusions (refinements, retainers) | MOHAP: GDs may not provide Invisalign or similar | MOHAP [Official] |
| Parent and first-visit page | First visit process, adult contact route, branch and team | Parental consent; no fear-based content | DHA; Dubai Health Authority [Official] |
| Insurance page | Plans accepted, services usually covered or excluded, verification process | Basic plans exclude routine dental care | Al-Futtaim Insurance UAE; MOHRE [Official] |
| Clinician profile | Licensed title, qualifications, services and branches | Titles must match the licence | Gulf News [Official] |
Arabic matters. On one healthcare directory, Arabic-language queries made up 15.6% of Google impressions in the 28 days to 16 October 2026; this is one directory's search data across all specialties, not UAE search behaviour, but it supports reviewed Arabic versions of the main service pages (Zavis).
Response and attendance
Set a response standard the clinic can meet during advertised hours, then measure actual response time and contact success. Cross-industry US studies quoted second-hand found leads contacted within 5 minutes 9 times more likely to convert than at 30 minutes (Viva, 2007 to 2011). For attendance, the only UAE dental study found reported 22.5% missed appointments at two private clinics, published in 2011. Confirmation and reminder messages should be permission-based and should not repeat clinical details.
Days 61 to 90: review and decide
At day 60 to 90, review each service separately. Increase spend only when the clinic can serve additional demand and mature results support it. Pause or revise campaigns with misleading price expectations, unavailable services, poor contact handling or unresolved approval issues.
| Decision | Evidence that supports it | Source |
|---|---|---|
| Scale | Enquiry relevance and attendance stable; eligible and paid counts consistent with a contribution above zero; capacity available | ONS decision rule [ONS] |
| Revise | Enquiries relevant but booking or attendance weak; or price wording causing mismatched expectations | ONS decision rule [ONS] |
| Pause | Service unavailable, clinician capacity missing, compliance issue unresolved, or contribution below zero after fixes | ONS decision rule [ONS] |
| Hold as immature | Implant and orthodontic cohorts with open cases and uncollected receipts at day 90 | ONS decision rule [ONS] |
The 90-day window for a clinic starting in November 2026 includes the first Dubai Dental Week, 16 to 22 January 2027, run by AEEDC Dubai with Dubai Economy and Tourism and DHA, with participating clinics offering discounts, free consultations and packages through a listings portal (Gulf News, Jan 2026). Any offer made for the week remains subject to ST-21: prices with conditions, no time-limited inducements that cannot be met (DHA). Activations aimed at children should be directed through parents (DHA).
ONS reading Report immature cohorts as immature. Some implant and orthodontic cohorts will not complete within 90 days. If the clinic cannot reconcile attendance or collections by day 90, improve reporting before claiming a return on advertising. A service that does not justify expansion still produces useful learning about price wording, routing and capacity.
Months 4 to 12: build the system
Paid social, after policy checks
Add paid social only after the clinic has confirmed current platform rules and its own approvals. UAE ad reach in late 2025 was 9.70 million on Facebook, 8.37 million on YouTube, 8.05 million on Instagram and 5.13 million on Snapchat, and TikTok reported 12.5 million adults (DataReportal). Platform rules are in flux: an archive of Meta's policy shows its Health and Wellness page changed between May and July 2026, Meta flags custom audiences that suggest health conditions, and TikTok's UAE country rule could not be read. Cosmetic procedure ads should target 18+ on Snap and, per agency summaries, on Meta.
Facebook reached 9.70m UAE users with ads in late 2025, Snapchat 5.13m
Advertising reach by platform, UAE, late 2025, millions of users. TikTok figure (12.5m adults 18+) is platform-reported on a different base and excluded

|---|---|
| 9.7 | |
| YouTube | 8.37 |
| 8.05 | |
| Snapchat | 5.13 |
| X | 2.85 |
Audience mix differs by platform. Women made up 38.0% of Snapchat's adult ad audience and 25.8% of Facebook's in the UAE in late 2025 (DataReportal). Parent-directed and cosmetic content should be planned with that in mind, but evaluated on qualified enquiries and attendance, not reach or views.
Reviews and reputation
Build a consistent review request process from month 4. Google bans incentivised reviews, selective solicitation and pressure on the premises. On one UAE directory, 88.3% of listed dental clinics were rated 4.5 or higher, so a high rating alone does not set a clinic apart (Zavis, 2026). Replies to reviews should stay general and must not confirm a person's diagnosis or treatment.
AI search visibility
Google launched AI Overviews in the UAE in May 2025 and AI Mode in Arabic in October 2025 (Gulf News; Campaign Middle East). In an Edelman survey fielded in February and March 2026, 59% of UAE respondents said they use AI to manage their health, against a 35% global average (Khaleej Times). Between months 6 and 12, build a dated question set covering branch discovery, implant scope, aligner course costs, first child visits and urgent access; record AI answers as observations, not rankings; and improve the underlying pages where answers are wrong or missing.
Cohort economics and group governance
By month 12, every hypothetical input in the chapter 17 models should be replaced with observed, aggregated clinic counts by service and, for groups, by branch and emirate. Abu Dhabi clinics already report seven dental KPIs to DoH each quarter, including implant late mechanical failure and paediatric conservative treatment failure; the same quarterly rhythm suits marketing cohort reviews (DoH Abu Dhabi, 2026). For paediatric services, follow children through recall visits before adding any follow-up value to acquisition budgets; the only UAE figure found is an expert estimate of about AED 3,000 a year per child without insurance (Gulf News).
Insurance and payment terms should be reviewed in the same cycle. Insurer-quoted annual dental limits are about AED 1,500 to 3,500 with about 20% co-payment, and instalment providers offer clinics up to four monthly payments (Gulf News; Tamara, 2026). Page wording and receptionist scripts should match the current terms.

Gaps in the evidence
No public data. No UAE benchmark exists for the time a dental clinic needs to reach stable enquiry quality, attendance or paid-start rates after a launch, and no public UAE data on dental search volumes, CPC or case acceptance was found (Admoon, 2024). The phase lengths in this chapter are ONS planning judgements. A future edition should report observed time-to-stability from consenting clinics, split by Dubai, Abu Dhabi, Sharjah and the other emirates, and by service.
