In this chapter

This chapter covers the four emirates that this book reports together as "Others": Ajman, Ras Al Khaimah (RAK), Fujairah and Umm Al Quwain (UAQ). The four emirates are grouped for reporting, but each has its own population, available evidence and distance from the larger cities. Only Fujairah has a recent official population figure, 328,495 in mid-2025; all four fall under MOHAP for advertising licences. Clinic-published cosmetic prices were found in Ajman and, on a booking platform, in RAK, but none in Fujairah or Umm Al Quwain.

In brief

Fujairah had 328,495 residents in mid-2025, up from 314,829 a year earlier; 214,313 were men and 114,182 women.

For Ajman, RAK and UAQ, only compiled estimates exist: Ajman 573,886 (2023), RAK 400,000 (2023, rounded) and UAQ 88,000 (2015) (City Population; City Population compiling emirate statistical offices).

RAK had 249 private health facilities in 2023, including 106 private medical centres, up from 227 and 72 in 2019 (RAK Statistics Centre).

Provider presence is documented by CosmeSurge branches in RAK and Fujairah, Oriana's RAK clinic, Dr Sunny's UAQ centre and several Ajman hospitals and medical centres.

Northern emirates clinics need a MOHAP advertising licence: AED 100 to apply plus AED 1,000 a month or AED 3,000 a year for social media, per language, platform and content.

MOHAP facility licence fees under Cabinet Resolution 82 of 2025 are AED 6,000 a year for a specialised clinic and AED 20,000 for a one-day surgery centre (UAE Legislation portal).

Ajman providers publish regular-versus-offer and standard-versus-campaign price pairs, for example PRP at AED 750 regular and AED 350 on a bank offer.

A page titled for Fujairah laser hair removal belongs to a Dubai clinic with only Dubai addresses (Dynamic Life Clinics).

On one directory, healthcare searches naming Ajman fell 23.8% in four weeks of 2026, the largest fall of any emirate, while Fujairah and UAQ rose (Zavis).

Population and demographics

The population figures for the four emirates differ in date and evidence grade. Fujairah's figure is official: the Fujairah Statistics Centre's 29th annual report gave 328,495 residents in mid-2025, up from 314,829 a year earlier. For the other three, no official 2024 to 2026 figure was readable; statistical yearbook PDFs for Ajman and RAK returned no text or were blocked. A compiler of emirate statistical office data gives Ajman 573,886 for 2023 (545,129 in 2020; 504,846 in the 2017 census), RAK 400,000 for 2023 as a rounded estimate, and UAQ 88,000 for 2015, while the official UAE portal still cites UAQ's 49,159 from the December 2005 census. The same compiler gives Fujairah 309,080 for 2023 and Fujairah City 114,356.

Fujairah is the only one of the four with a published sex split: 214,313 men and 114,182 women in mid-2025, so men were 65% of residents, as reported. That is close to the male shares of Abu Dhabi and Sharjah, 67% each, and above the UAE's 64% (SCAD, 2024; Khaleej Times, 2025).

What it means for marketersThe four emirates together are smaller than Sharjah on the evidence available, and each has its own population centre. Budgets should follow appointment capacity and observed enquiries in each emirate, not an even split across a combined "Others" line.

No public data. No official 2024 to 2026 population was readable for Ajman, RAK or UAQ, and no sex, age or nationality split was found for any of the three. Do not derive an "Others" total by subtracting Dubai, Abu Dhabi and Sharjah from a UAE figure. A future edition should obtain the Ajman Statistical Book, the RAK Statistical Yearbook 2025 and any UAQ release directly from the statistics offices.

Healthcare facility and workforce supply

RAK is the only one of the four with published facility data in this edition's research. The RAK Statistics Centre's yearbook counts 249 private health facilities in 2023 against 227 in 2019; private medical centres rose from 72 to 106, and the emirate had 1 private hospital and 3 day hospitals in 2023 (RAK Statistics Centre). Private health facility employment was 1,634 in 2023 against about 1,280 in 2019, a figure obtained by summing categories because the source's total is misprinted; the emirate also had 6 government hospitals and 19 primary care centres (RAK Statistics Centre).

For the other three emirates, only directory coverage exists. MediFinder reports 319+ providers in Ajman, 265+ in RAK, 178+ in Fujairah and 45+ in UAQ, across all healthcare. Okadoc's last public figure, from 2020, was over 1,000 bookable doctors across all seven emirates (MobiHealthNews). Federal open data on facilities by emirate stops at 2021.

No public data. No count of cosmetic, aesthetic or dermatology clinics, dermatologists or plastic surgeons was found for any of the four emirates, and no facility counts at all for Ajman, Fujairah or UAQ (RAK Statistics Centre, 2019; FCSC Open Data; MOHAP, 2021). A future edition should request MOHAP's licensed facilities data by emirate and type, and the RAK yearbook's specialty tables.

Cosmetic clinic supply and provider groups

The table summarises the provider evidence and population figure for each emirate. Branch locations are observations from provider pages, not a licence census.

CosmeSurge's network extends into RAK and Fujairah, part of 16 UAE clinics (Mediworld ME). Oriana's RAK clinic lists dermatology, injectables and laser. AlSharq Hospital in Fujairah lists Botox and fillers, chemical peels, laser hair removal, vitiligo laser, mesotherapy and HydraFacial, with no prices. Dr Sunny's UAQ centre offers facials and laser with a booking and telephone route. In Ajman, hospital and university medical centres publish laser menus, and Thumbay University Hospital lists fillers, Botox, PRP, Profhilo and fat freezing without prices alongside a few priced offers. Two booking-platform listings in Ajman and RAK are beauty centres rather than medical clinics and are flagged as such below (Salonist; Fresha).

ONS reading The published evidence identifies local providers in all four emirates. The sample does not show an underserved market, and it does not support claims that residents must travel to Dubai for quality. What it does show is that, outside Ajman, providers rarely publish prices, so a clinic in RAK, Fujairah or UAQ that states its price basis and booking route clearly would be unusual in search results.

Medical tourism

No official health tourism data exists for any of the four emirates. Marketplace pages quote Ajman starting prices in USD, such as breast augmentation from USD 8,500, rhinoplasty from USD 6,000 and abdominoplasty from USD 9,000, and one marketplace claims Ajman clinics are "10-15% lower" than Dubai for hair transplant (MediGence, 2026; Bookimed, 2026). None of these is a resident price or a measured comparison.

No public data. No health tourist counts, spend or speciality mix were found for Ajman, RAK, Fujairah or UAQ (Bookimed, 2026). Medical tourism is not a planning basis for these emirates on current evidence.

Regulator and advertising approval route

Clinics in Ajman, UAQ, Fujairah and RAK fall under MOHAP licensing and its fee schedule (UAE Legislation portal, 2025). MOHAP's advertising services and Cabinet Resolution 82 of 2025 set the approval route and fees below.

Step or rulePublished termsSource

MOHAP's monitoring page still shows the older Cabinet Resolution 7 of 2007 schedule of AED 4,000 per language and product for an unlicensed ad, AED 8,000 for a breaching ad and AED 2,000 for altering a licensed ad. Resolution 82 of 2025 was published in Official Gazette No. 802 on 26 June 2025 and took effect on 22 December 2025, and the UAE legislation portal lists it as active; its newer schedule of advertising fines is not yet shown on the monitoring page. The history of MOHAP oversight goes back further: a 2018 federal law required health establishments to obtain MOHAP permits before social media ads, and a 2020 law firm summary said influencers needed MOHAP approval for health product ads at the same AED 100, AED 1,000 and AED 3,000 fee levels (Gulf News; Bird & Bird).

Federal media and data rules apply on top, as in the other emirates: Federal Media Law fines up to AED 1,000,000 for serious breaches, the Advertiser Permit for influencers from 1 February 2026, and Federal Law No. 2 of 2019 on health data, which requires written consent for marketing use of patient information (Gulf News; Latham & Watkins). Health insurance became mandatory for private sector employees in all seven emirates from 1 January 2025, according to a broker page (Policybazaar UAE).

No public data. No MOHAP or Emirates Health Services standard for non-surgical cosmetic procedures in the northern emirates was found, so injector scope, age limits and before-and-after rules cannot be stated for Ajman, RAK, Fujairah or UAQ as they can for Dubai and Abu Dhabi. Whether RAK or Fujairah has any local health authority role in cosmetic licensing or advertising was not established. A future edition should request MOHAP's cosmetic practice rules and check for RAK and Fujairah health authority requirements.

ONS reading The MOHAP fee is charged per language, platform and content, so a clinic running English and Arabic creative on Instagram and TikTok needs four licensed combinations, not one. Plan a small number of approved, reusable assets per quarter rather than frequent new posts. The one-account rule also matters: a branch should not open its own social account if the institution already has one.

Enforcement cases

No enforcement case against a cosmetic clinic, practitioner or advertisement in Ajman, RAK, Fujairah or UAQ was found for 2023 to 2026. The federal record applies: MOHAP warned in 2018 that unlicensed centres using visiting doctors or cosmeticians commit a criminal offence (Gulf News); MOHAP halted cosmetic services nationwide during COVID-19 in January 2021; and 2026 counterfeit Botox alerts were federal (Gulf News, Jan 2021; Khaleej Times).

No public data. No inspection, fine or closure figures for cosmetic facilities in the four emirates were found (Gulf News, 2018; MOHAP). A future edition should request MOHAP enforcement statistics by emirate.

Published prices in the other emirates

All clinic-published prices found for the four emirates come from Ajman and RAK. Each is a single-provider observation; VAT, validity and inclusions are as published, and none of these pages states VAT treatment. Two listings are from beauty centres, not medical clinics, and are flagged.

The published prices for Ajman stand out in two ways. Providers publish both a standard and a promotional figure: the university medical centre shows standard and 50% campaign columns, and VPM's bank offer document lists regular and offer prices side by side. And conditions are stated more often than elsewhere: Ajman Specialty General Hospital's laser menu explicitly excludes the doctor's consultation. These distinctions are commercially useful, because an ad should state both the treatment basis and the offer conditions. They do not show that Ajman is uniformly cheaper than another emirate; the observed prices range from an AED 99 "from" offer to an AED 3,800 standard six-session laser course.

Aggregators supply the only figures for Fujairah and UAQ, and for every surgical service in the four emirates.

All of these ranges come from one aggregator, Zavis, which states they are not taken from published price lists; it found no published Botox prices for any of the four emirates. Other sources add only marketplace and blog figures: EdhaCare puts 2,000 grafts in Ajman at USD 2,720 to 4,350, and a Dubai clinic blog gives unsourced "average by city" breast augmentation figures of AED 17,000 for Ajman and AED 16,000 for Fujairah.

A Dubai clinic's Fujairah page. Dynamic Life Clinics' "Laser Hair Removal Fujairah" page lists packages such as female full body with chest and back at AED 449, AED 1,249 and AED 2,399 for one, three and six sessions, but gives only Dubai addresses in Al Barsha and Dubai Silicon Oasis. This book counts those prices as Dubai prices in chapter 04. A Fujairah resident who finds that page is being offered treatment in Dubai.

No public data. No clinic-published price was found for any service in Fujairah or UAQ, and in RAK only booking-platform facial prices; providers checked in RAK and Fujairah list services without prices (AlSharq Hospital; Oriana, 2026). Blank prices mean no sufficiently specified observation was retained, not that services are free or unavailable. A future edition should mystery-shop Oriana, CosmeSurge, Silkor and Dr Sunny branches in these emirates.

Digital audience notes

One healthcare directory's Search Console data for 19 September to 16 October 2026 gives the only emirate-level search signal in this edition. It is a single site's impressions, not market volume, but it allows the four emirates to be compared with the rest of the UAE (Zavis, 2026).

Healthcare searches naming Ajman produced 28,962 impressions, down 23.8% on the prior period; RAK 6,398, down 6.6%; Fujairah 3,631, up 5.4%; and UAQ 3,111, up 6.8% (Zavis, 2026). Ajman's figure is larger than Al Ain's 20,027 although Al Ain's population is larger, which may reflect Ajman's closeness to Sharjah and Dubai rather than local demand alone. No platform publishes reach for any of the four emirates. An Ajman University-led study of 661 young Arab women reported a trend toward minimally invasive methods influenced by online beauty standards, without figures in its abstract and without stating the sample country (Omer and Bali, Academic Journal of Interdisciplinary Studies 13, 2024).

No public data. No platform reach, keyword volume, CPC or review distribution was found for Ajman, RAK, Fujairah or UAQ (Zavis, 2026). A future edition should use location-targeted Keyword Planner data and the clinics' own Search Console accounts.

Catchment and campaign architecture

ONS reading Use the "Others" group in management reports, but keep campaign locations and landing pages specific to each branch. Do not build a single page titled for all four emirates that sends every enquiry to an unrelated branch, and keep residence and treatment location as separate CRM fields so that an Ajman resident treated in Sharjah is not counted as Ajman demand served. Use the same criteria to allocate budgets: the clinic offers a suitable service, can provide consultations within a realistic period, measures attendance and supplies contribution data. Start where those conditions are met. Reallocate budgets only after comparable groups of enquiries have had enough time to result in treatment; do not reward a branch simply for generating more low-value form submissions.

The useful economies of scale across these smaller markets are in production and measurement. The table sets out ONS's suggested division between shared and local work, alongside the relevant MOHAP rules.

ONS reading For a smaller clinic, a well-maintained location page and a working booking process may be worth more than a large content library. Start with a level of activity the clinic can sustain. If a doctor visits only on specific days, state that availability accurately and plan enquiry handling around the schedule. Test one well-defined skin or laser journey first; Ajman's published laser menus show that a transparent single-session option next to a clearly described course is already the local norm.

Gaps in the evidence

No public data. This chapter could not find: official 2024 to 2026 populations for Ajman, RAK and UAQ, or any demographic split for them; cosmetic clinic, dermatologist or plastic surgeon counts in any of the four emirates; facility counts for Ajman, Fujairah and UAQ; a MOHAP cosmetic practice standard for the northern emirates; any local RAK or Fujairah health authority role in cosmetic advertising; enforcement cases; health tourism data; clinic-published prices in Fujairah and UAQ, and beyond facials in RAK; and emirate-level digital audience data. There is no compatible population, provider or spending series for all four emirates, so "Others" remains a reporting convention, not a quantified residual market.
