This chapter covers the emirate of Abu Dhabi, including the Al Ain and Al Dhafra regions, which are included within Abu Dhabi in every table in this book. The emirate had 4,135,985 residents in 2024, of whom 986,910 lived in Al Ain and 325,735 in Al Dhafra (Department of Government Enablement and SCAD; SCAD). Abu Dhabi has its own regulator, the Department of Health (DoH), its own non-surgical cosmetic standard in force since January 2025, and an advertising approval route that runs through the DoH Health Media and Advertising System and the TAMM portal. Outside Dubai, it also has the deepest set of clinic-published cosmetic prices found for this edition.

In brief

Abu Dhabi's 2024 population of 4,135,985 grew 7.5% on a revised 2023 figure of 3,847,585; men were 2,767,060 (67%) and women 1,368,925 (33%) (Department of Government Enablement and SCAD; SCAD).

The Abu Dhabi Region held 2,823,340 residents (68.2%), Al Ain 986,910 and Al Dhafra 325,735; Al Ain grew 4.4% and Al Dhafra 6.2% in 2024 (SCAD).

Residents aged 25 to 44 were 54% of the emirate and the median age was 33; no nationality split was published for 2024 (Department of Government Enablement and SCAD; SCAD).

SCAD counted 1,309 health centres in 2025, a broad outpatient definition that is not a cosmetic clinic count (Statistics Centre Abu Dhabi).

The DoH non-surgical cosmetic standard limits GPs to facial toxin and filler, bars aestheticians from injecting, and excludes under-18s except laser hair removal from 16 (DoH Abu Dhabi, 2025; DoH Abu Dhabi).

Since DoH Circular 26/2023, every licensed facility must nominate two trained representatives to log advertising materials for approval; TAMM lists "Log a Health Advertisement" as a DoH e-service. No fee was published (DoH Abu Dhabi).

DoH ran 3,485 compliance audit rounds in 2025, up from 2,401 the previous year, and closed 7 healthcare facilities; none of the reported closures was identified as cosmetic (Abu Dhabi Media Office; Lexis Middle East, 2024).

Published single-session HydraFacial prices in Abu Dhabi range from AED 249 to AED 900 across four clinics, and one hospital's laser promotion priced a full-body session at AED 399 (Central Clinic, 2026; EDCC).

Healthcare searches naming Abu Dhabi produced 51,715 impressions on one directory in four weeks of 2026, and Al Ain 20,027 (Zavis).

Population and demographics

The Statistics Centre Abu Dhabi (SCAD) put the emirate's 2024 population at 4,135,985, growth of 7.5% on a revised 2023 population of 3,847,585. Residents aged 25 to 44 made up 54%, those aged 15 to 64 about 84%, and the median age was 33 (Department of Government Enablement and SCAD, 2024; SCAD, 2024). SCAD's 2024 release does not publish a nationality split.

The emirate is divided into three planning regions. The Abu Dhabi Region had 2,823,340 residents, 68.2% of the total (SCAD, 2024). Al Ain had 986,910 (24%) and Al Dhafra 325,735 (8%), as SCAD rounds them. Growth in 2024 was uneven: the Abu Dhabi Region grew 8.8%, Al Dhafra 6.2% and Al Ain 4.4% (SCAD). Al Ain alone is larger than the populations recorded for Fujairah, Ras Al Khaimah or Umm Al Quwain in chapter 07.

Men numbered 2,767,060 (67%) and women 1,368,925 (33%) in 2024 (SCAD). The female share is higher than Dubai's 31.48% and lower than the UAE's 36% (Gulf News, end 2025; Gulf News citing FCSC, 2024). No regional sex split was found, so the book cannot say whether Al Ain or Al Dhafra differ from the capital region.

What it means for marketersAl Ain and Al Dhafra are separate appointment catchments with their own growth rates, not suburbs of the capital. A single radius around an Abu Dhabi city clinic misses most of these areas, and a patient enquiring from Al Ain may not attend an appointment offered in the capital.

No public data. SCAD's 2024 release gives no Emirati and expatriate split and no sex or age breakdown by region or district. A future edition should request SCAD census tables by region, sex and nationality.

Healthcare facility and workforce supply

SCAD's health centres indicator records 1,309 centres in Abu Dhabi in 2025, a broad outpatient definition that includes many non-cosmetic providers (Statistics Centre Abu Dhabi). It should not be used as a denominator for cosmetic clinic density. No DoH or SCAD publication found for this edition counts cosmetic, aesthetic or dermatology clinics, or licensed dermatologists and plastic surgeons, in the emirate (Statistics Centre Abu Dhabi, 2025; FCSC Open Data; MOHAP, 2021).

On payment, a broker page states that health insurance has been mandatory in Abu Dhabi since 2007, and an insurer FAQ says most UAE plans do not cover cosmetic or elective procedures. Unlike Dubai's Essential Benefits Plan, no official DoH exclusion text for cosmetic services was retrieved (Dubai Health Authority circular, hosted by April International, Jan 2025). Weight-loss medicines are a related case: DoH Circular 2025/10 states that Ozempic and Mounjaro are prescription-only in the UAE and tells the public not to buy them online or through ads (DoH Abu Dhabi).

No public data. No count of cosmetic or dermatology clinics, licensed dermatologists or plastic surgeons, or cosmetic procedures was found for Abu Dhabi, Al Ain or Al Dhafra (Statistics Centre Abu Dhabi, 2025; FCSC Open Data; MOHAP, 2021). A future edition should request DoH facility and professional counts by licence category and region.

Cosmetic clinic supply and provider groups

Branch evidence comes from provider pages and press reports. CosmeSurge lists Abu Dhabi branches at Delma and Al Karamah, Bawabat Al Sharq Mall, Khalifa City and Al Jimi in Al Ain; a trade report on its 17th clinic says it opened a second Al Ain clinic in Zakher and has a clinic in Ruwais, in Al Dhafra. Novomed opened Novomed MBZ in Mohamed Bin Zayed City in June 2024, described as its 10th branch with plastic surgery, dermatology, beauty and laser services, and publishes breast augmentation prices for Abu Dhabi and Al Ain. Cocoona reported a planned aesthetic hospital in Abu Dhabi, in an undated article (Arabian Business). Silkor and VLCC list Abu Dhabi and Al Ain among their branches, and Snö Clinics has branches in Al Nahyan and Al Raha.

Clinics whose own price pages were read for this edition are spread across the capital: Central Clinic on Hamdan Street, the SSMC clinic on Najda Street, EDCC in Al Nahyan, Enfield Royal Clinic in Shakhbout City, Emirates Hospital Day Surgery in Khalidiyah, Aesthetic Clinic Abu Dhabi and Amaryllis Clinic. A Dubai-based doctor's price list also covers sessions at Louvre Medical Clinic in Abu Dhabi on Wednesdays (Dr Azra). Marketplaces list Burjeel Medical City, NMC Royal Hospital Khalifa City and NMC Specialty Hospital Al Ain for cosmetic surgery (MediGence, 2026). SEHA, the public provider, runs a WhatsApp booking channel (MobiHealthNews, 2021).

ONS reading Visible branch networks reach Al Ain and Al Dhafra, but the sample is thin outside the capital: one group's branches and one surgical price page for Al Ain, and a single branch in Ruwais. These observations establish that providers operate there; they do not show whether the market is underserved. Before investing in Al Ain or Al Dhafra campaigns, a clinic should confirm that a suitable practitioner works there on enough days to take bookings.

Medical tourism

Abu Dhabi publishes information about medical tourism providers, but not patient demand. DoH's medical tourism network lists 40 JAWDA-compliant facilities, more than 287 treatment packages and more than 173 doctors, and the specialities it lists exclude cosmetic services (DoH Abu Dhabi). A 2019 DoH standard requires participating facilities to hold an international medical tourism accreditation from a DoH-approved list, handle complaints and report periodically on treated tourists (DoH Abu Dhabi). DCT Abu Dhabi and DoH signed a memorandum to boost health tourism at Arabian Travel Market 2023, without visitor figures. Marketplaces list Abu Dhabi surgical clinics as "price on request" for international patients (Bookimed, 2026). The only claim that the 2026 conflict lowered bookings at high-end Abu Dhabi and Dubai cosmetic clinics names no clinic and gives no data (Nomad Lawyer).

No public data. No Abu Dhabi health tourist count, spend or speciality mix was found; the DoH medical tourism page publishes no patient or revenue figures (DoH Abu Dhabi). A future edition should request DoH reporting on treated tourists under its 2019 standard (DoH Abu Dhabi).

Regulator and advertising approval route

DoH regulates healthcare facilities and professionals across the emirate, including Al Ain and Al Dhafra. Its rules for cosmetic clinics differ from Dubai's in several respects, so a group operating in both emirates cannot use one compliance checklist.

The injector rules are the clearest contrast with Dubai. DoH lets GPs inject toxin and filler on the face, and lets specialty dentists do so on the face excluding the nose and eyes after training, while aestheticians may not inject (DoH Abu Dhabi, 2025). DHA's v2 standard (2022), since updated to v2.1, also allows trained, privileged GPs to do facial toxin and filler, but bars general dentists and lists orthodontists, prosthodontists and maxillofacial surgeons for the face (DHA). DoH allows laser hair removal from age 16 with dermatologist referral, while DHA bars cosmetic toxin and filler under 18 (DoH Abu Dhabi; DHA). A trade press summary says the DoH standard requires a logbook of at least 20 independently performed procedures, but this was not seen in the primary text (Zavis Intelligence).

The advertising route in Abu Dhabi is administrative rather than standard-led. DoH Circular 26/2023 requires every licensed facility to nominate two representatives for training on the Health Media and Advertising System, after which they log advertising and communication materials on DoH systems for approval (DoH Abu Dhabi). On TAMM, the services are "Log a Health Advertisement" and "Re-log a Health Advertisement", with no fee shown (DoH Abu Dhabi). No DoH equivalent of DHA's social media standard was found; the non-surgical standard says only that marketing must be "honest and transparent" (DoH Abu Dhabi). The route has changed over time: a 2015 law firm summary said facilities registered with DHA or HAAD, now DoH, had to apply to the federal Ministry of Health for each healthcare ad (Al Tamimi & Company).

Federal media law applies on top. Fines under the Federal Media Law reach AED 1,000,000 for serious breaches, administrative fines can double to AED 2m for repeat offences, and the rules name health advertisements as regulated content (Gulf News; Khaleej Times). Influencers need a UAE Media Council Advertiser Permit, mandatory from 1 February 2026 (Gulf News). For patient data, ADHICS V2 applies to clinics and to their web and app providers (DoH Abu Dhabi). A US government trade note says the 2019 version of ADHICS barred cloud storage of health information without a DoH exception. Federal Law No. 2 of 2019 requires written consent to use patient information for non-health purposes (Latham & Watkins).

ONS reading In Abu Dhabi, the practical control point is the logged approval of each advertising asset by the facility's trained representatives. Clinics should keep a register of every asset logged, its approval reference and its live dates, and treat re-logging as part of any creative refresh. Because DoH has no published social media standard comparable to Dubai's, groups operating in both emirates should apply the stricter DHA content rules everywhere and add the DoH logging step for Abu Dhabi branches.

Enforcement cases in Abu Dhabi

The public record shows DoH enforcement activity but no cosmetic-specific case. In February 2024, DoH fined one healthcare centre AED 1 million and closed eight healthcare facilities, plus home care and a dental clinic, with no cosmetic violations reported (Lexis Middle East). In 2025 it ran 4,540 licensing audit rounds and 3,485 compliance audit rounds, up from 2,401 the previous year, issued 223 corrective actions, closed 7 healthcare facilities and handled 1,831 CRM cases (Abu Dhabi Media Office). The February 2025 counterfeit Ozempic and Mounjaro alert is the nearest product warning relevant to medical weight management (DoH Abu Dhabi).

No public data. No Abu Dhabi enforcement case against a cosmetic clinic, aesthetic practitioner or cosmetic advertisement was found for 2023 to 2026, and DoH does not publish its closures or fines by speciality (Lexis Middle East, 2024; Abu Dhabi Media Office, 2025). A future edition should request DoH enforcement data by facility type.

Published prices in Abu Dhabi

Prices below are single-provider observations as published, with the basis the provider states. VAT, validity and inclusions are as published. Central Clinic is the only Abu Dhabi provider in the sample whose page states its VAT treatment: prices exclude 5% VAT. The ONS draft recorded the same Central Clinic prices with VAT unconfirmed; the page was modified on 16 October 2026 and now states the exclusion.

Zavis's Al Ain ranges are lower than its Abu Dhabi city ranges in every row, but they are indicative, not quotes, and Zavis found published Botox prices from only one Abu Dhabi provider and none for Al Ain. One agency listicle of Abu Dhabi clinics gives prices and review counts with no method and names clinics that could not be verified; this book does not use its figures (iCreativez, 2026).

No public data. No clinic-published price was found for any service in Al Dhafra, and for Al Ain only Novomed's surgical "from" price applies. No Abu Dhabi clinic published a price for CoolSculpting, Ultherapy, CO2 laser or a GLP-1 programme in this edition's research. A future edition should mystery-shop Al Ain and Al Dhafra branches by phone or WhatsApp.

Digital audience notes for Abu Dhabi

No platform publishes Abu Dhabi-only reach; chapter 16 covers UAE-wide figures. One healthcare directory's Search Console data recorded 51,715 impressions for healthcare searches naming Abu Dhabi between 19 September and 16 October 2026, down 8.1%, and 20,027 naming Al Ain, down 1.1% (Zavis). The same source found 59.9% of rated Abu Dhabi health facilities with at least 10 reviews at 4.5 stars or higher on Google, against 80.8% in Dubai (hub, via Zavis, 2026). SEHA reported in 2021 that its WhatsApp channel automated 70% of interactions and that 70% of surveyed patients asked for self-service (MobiHealthNews).

What it means for marketersLower average ratings among Abu Dhabi facilities mean a well-managed review profile is more likely to stand out than in Dubai. Al Ain generates its own search demand, so it deserves its own location pages and campaign geography rather than a share of a capital-city campaign.

Catchment and campaign architecture

ONS reading Use enquiries about each service to guide the tone, rather than assuming that all Abu Dhabi patients prefer premium or conservative messaging. Present language options and practitioner information clearly without inferring clinical preferences from nationality. Begin with high-intent service and location search, accurate local profiles and clinician-reviewed pages; use social content to explain how assessment works and to introduce the care team. ONS reading Give the reception team a concise service guide: what can be quoted, what needs assessment, where each practitioner works and when a clinical question must be handed over. A good reply confirms the request and offers the next appropriate step; it does not diagnose from a chat, promise an outcome or push a package before suitability is established. Report performance separately by branch and service, even when one campaign manager handles them all. If a central contact centre handles enquiries, record both the requested branch and the branch where the appointment is booked. This helps distinguish patient demand from internal transfers and capacity limits.

Gaps in the evidence

No public data. This chapter could not find: a count of cosmetic or dermatology clinics or of licensed dermatologists and plastic surgeons in Abu Dhabi; health tourist numbers and spend; the fee, validity and document list for DoH advertisement approval; a DoH social media advertising standard; any cosmetic-specific enforcement case; clinic-published prices in Al Dhafra; a nationality split or regional sex split of the population; and Abu Dhabi-only platform audiences or keyword volumes (Statistics Centre Abu Dhabi, 2025; DoH Abu Dhabi). A future edition should fetch the TAMM service cards for health advertisement logging, DoH facility and professional counts by category and region, and SCAD census detail tables.
