Body contouring and weight management20 min read · Sources & credits
In this chapter

This chapter covers non-surgical body contouring (fat freezing, injection lipolysis, device-based body treatments) and medical weight management, including GLP-1 programmes. Published clinic prices for body devices are scarce and mostly come from offer pages outside Dubai, such as fat freezing at AED 200 a session in Sharjah, while GLP-1 medicines are prescription-only, excluded from Dubai's basic insurance plan and barred from Google prescription drug advertising in the UAE.

In brief

Clinic-published fat freezing prices found: AED 200 per session at ESMC, Sharjah, and AED 700 regular or AED 350 bank-offer per session at VPM International Healthcare, Ajman.

No clinic-published CoolSculpting or Emsculpt price was found; a 2026 guide gives an unsourced UAE-wide CoolSculpting range of AED 2,000 to 5,000 per cycle (UAE Free Zone Finder).

One Dubai clinic lists fat dissolving injections from AED 949 and cellulite treatment from AED 2,000 (Perfect Doctors).

Under DHA rules in force from 2025, only licensed plastic surgeons may perform invasive procedures that open the skin to dissolve fat, and PRP may not be injected into the body (DHA).

DoH Abu Dhabi confirmed in February 2025 that Ozempic and Mounjaro are prescription-only in the UAE and warned against counterfeits bought online or through ads (DoH Abu Dhabi).

Dubai's Essential Benefits Plan excludes surgical and non-surgical obesity treatment, weight control programmes and pharmacological weight reduction regimens (DHA circular GC 03/2024, Jan 2025).

Observed Mounjaro prices: AED 1,560.60 per KwikPen at a UAE pharmacy chain (Aug 2026) against "often above AED 1,700" in a February 2026 press report; the two sources conflict (Zavis; Gulf News, early 2026).

Google requires certification to advertise prescription drug services and the UAE is not on its list of allowed locations; prescription drug terms are barred from UAE ads and landing pages.

The only priced clinic weight management package found, AED 2,500 at Emirates Hospital Jumeirah, lists consultations, labs and scans and does not mention GLP-1 medication (Emirates Hospitals Group).

Scope: three service lines that should not be merged

Body treatments in a cosmetic clinic fall into three service lines with different regulatory requirements, evidence and economics: non-surgical body contouring, medical weight management, and surgical body contouring. Surgical liposuction and abdominoplasty are covered in chapter 14 and appear here only as context. ONS's guidance is set out below.

Service lineRecommended marketing treatmentEvidence required before promotion
Non-surgical body contouringArea-specific assessment and a transparent planDevice, scope and clinically reviewed claims
Medical weight managementA separate medical assessment journeyPrescribing and product rules where relevant
Surgical body contouring (chapter 14)Surgeon consultation and complete quotationScope, anaesthesia, facility and inclusions

ONS reading Do not count a medical weight management patient as a cosmetic surgery patient, and do not combine drug revenue with a device treatment package without a clear accounting definition. Identify the service line and clinical pathway clearly in internal reports. Surgery, non-surgical body treatment and medical weight management should remain separate campaigns, separate landing pages and separate lines in financial reporting, because each has a different first conversion and a different set of advertising restrictions.

Regulation of non-surgical body treatments

Dubai's rules are the most specific. A DHA circular of 4 Jun 2025, summarising v2.1 of the Standards for Non-Surgical Cosmetic Procedures, states that only licensed plastic surgeons may perform invasive skin procedures that open the skin for tightening, lifting or dissolving fat on the face and body (DHA). The same circular restricts PRP injections to the face and hair, so PRP cannot be offered as a body treatment in Dubai, and it bars beauty therapists from manual lymphatic drainage and LPG (DHA, 2025; Dubai Health Authority, 2025).

Body injectables are also restricted. Under the DHA non-surgical standard v2 (2022), since updated to v2.1, body toxin and body fillers are limited to consultant or specialist dermatologists and plastic surgeons (DHA). Each facility offering non-surgical cosmetic procedures needs at least one DHA-licensed consultant or specialist plastic surgeon or dermatologist to supervise, with 3 years of post-qualification experience and at least 150 cases of the procedure, again per v2 (2022), since updated to v2.1 (DHA). Face-to-face assessment and written informed consent, reconfirmed on the day, apply to all non-surgical cosmetic procedures (Dubai Health Authority).

In Abu Dhabi, the DoH non-surgical standard excludes patients under 18 from non-surgical cosmetic procedures except laser hair removal from 16, does not permit procedures in pregnancy and requires an OB-GYN assessment first for breastfeeding patients (DoH Abu Dhabi). Procedures needing general anaesthesia may be performed only in facilities licensed for it (DoH Abu Dhabi). No MOHAP or Sharjah Health Authority standard for non-surgical body treatments was found.

Non-surgical body contouring: published prices

Few clinics publish prices for device-based body treatments. The research found no clinic-published price for CoolSculpting, Emsculpt or branded radiofrequency body devices in any emirate. What is published is mostly generic "fat freezing" on offer pages, injection lipolysis "from" prices and body filler prices. Every figure below is a single-provider observation; VAT, validity and inclusions are as published.

The Ajman figures come from a bank customer offer that shows a regular price beside an offer price, which is unusual in UAE clinic publishing. The offer halves the fat freezing price and takes the weight-loss package from AED 3,500 to AED 1,200; it applies to Ajman Bank customers only and the PDF states no validity or VAT.

Estimates published by guides and clinic blogs

Where clinics do not publish prices, guides and blogs fill the gap. These are estimates and are kept apart from the clinic prices above.

The gap between these estimates and the published offer prices is wide. A Sharjah clinic's AED 200 fat freezing session sits at one-tenth of the low end of the CoolSculpting estimate (ESMC, 2026; UAE Free Zone Finder). Without the device, applicator, area and number of cycles, the figures cannot be compared, and a low "fat freezing" price may describe a different device class from a branded system.

ONS reading Generic labels such as "fat freezing" or "inch loss" invite comparison with branded systems that may be different devices. Clinics should name the device, the area, the number of cycles or sessions and who performs the treatment. A package named for a weight outcome, such as "5 kg weight loss", reads as a guaranteed result; the DHA social media standard bans wording such as "100%" and "immediate results", and federal health advertising rules have long barred ads that guarantee effectiveness. Name packages for what they include rather than a promised outcome.

Search interest and acquisition cost

Fresha's UAE search analysis records 4,000 average monthly searches for "lemon bottle" and 2,000 for fat dissolving injections between January and September 2025. One Dubai agency site claims Google Ads CPCs of AED 10 to 20 for body contouring terms, with no method or date. A US agency compilation gives body contouring CPCs of USD 10 to 22 and weight loss or semaglutide CPCs of USD 15 to 35; these are US figures and do not describe the UAE (Web Tonic, 2025 to 2026).

For marketersSearch interest for named injection products such as "lemon bottle" shows that people search for products before they search for clinics (Salon Today citing Fresha analysis of Ahrefs, Glimpse and Google Trends data, Jan to Sep 2025). A page that answers that search should explain what the clinic actually offers, who assesses the patient and which product is used, rather than borrowing the product name for a different service.

Medical weight management and GLP-1 programmes

Prescription status and approvals

GLP-1 medicines are prescription-only. DoH Abu Dhabi Circular 2025/10 of 4 Feb 2025, an alert on counterfeit Ozempic and Mounjaro, states that both are prescription-only in the UAE, tells the public not to buy them online or through ads, and requires pharmacies to buy only from authorised UAE suppliers (DoH Abu Dhabi). A January 2026 press report states that Wegovy, Ozempic and Mounjaro are prescription-only, that pharmacies must verify prescriptions, and that oral Wegovy was not yet approved or registered in the UAE (Gulf News, Jan 2026). A July 2026 press report, sourced to doctors, states that Wegovy is approved for obesity in adolescents aged 12 and over under specific medical criteria and that Mounjaro is approved for type 2 diabetes from age 10, not for weight loss in children (Khaleej Times, Jul 2026). Those approvals concern clinical prescribing; cosmetic clinic marketing must not be aimed at under-18s, and Meta requires weight loss ads to target people aged 18 or over.

Counterfeits are a recurring risk. Besides the DoH alert, press reports from April 2023 described Mounjaro and Ozempic shortages in Dubai and Sharjah pharmacies driven by weight-loss demand (DoH Abu Dhabi, 2025; Burjeel).

Insurance exclusion

The DHA Essential Benefits Plan, effective 1 Jan 2025, excludes surgical and non-surgical treatment for obesity, including morbid obesity, weight control programmes and pharmacological weight reduction regimens (DHA circular GC 03/2024). Press reports in 2026 state that GLP-1 drugs are largely paid out of pocket and that insurance is typically limited to diabetes or specific metabolic conditions (Gulf News, early 2026; Gulf News, Jan 2026). For a resident, a weight management programme in a cosmetic or wellness clinic is therefore a self-pay purchase unless a separate medical indication applies.

Observed prices

No clinic-published GLP-1 programme price with stated inclusions was found in any emirate. The observations below are drug prices, a clinic "from" price with no basis, and clinic programmes without medication. They are not comparable with each other.

The Mounjaro figures conflict. The pharmacy listing gives AED 1,560.60 per pen for all strengths, while the February 2026 Gulf News report says Mounjaro pens are often above AED 1,700 (Zavis; Gulf News, early 2026). The 2023 figure of AED 1,734 is older and the report does not state the pen strength (Burjeel). A clinic "from" price of AED 2,699 may include clinical services but its basis is not stated (Perfect Doctors).

Market context

No UAE GLP-1 or obesity drug market estimate was found. The only regional figure is a projection of USD 9.10bn for the Middle East and Africa obesity drugs market by 2030, from a page last updated in January 2023, which does not show a UAE value (Insights10).

Advertising medical weight management

Weight management is the most restricted category in this book for paid media, because the core product is a prescription medicine. The platform rules found are summarised below.

Platform or rulePosition for UAE weight management and body adsGradeSource
Google prescription drug servicesAdvertisers must be certified; the UAE is not on the list of locations where prescription drug service ads or prescription drug keyword bidding are allowed[Platform]Google Ads Policies

SnapPrescription medication ads permitted in the UAE with pre-approval; weight loss ads 18+; diet and fitness ads may not use before-and-after images[Platform]Snap Values
MOHAP social media ad licenceApplication requires product registration certificates among other documents[Official]MOHAP

Two further rules shape measurement. Google treats invasive procedures including injections as a sensitive health category in which Customer Match, own data segments and lookalikes cannot be used. Since the third quarter of 2025, Meta has flagged and disabled custom audiences and conversions whose names imply sensitive health traits, with "appointment booked" cited as an example (Accelerated Digital Media, 2025 to 2026). On the content side, the UAE Media Council initiated legal proceedings in September 2025 against a social media advertising account over an ad with unverified medical or therapeutic claims lacking scientific backing and health authority approval, and the DHA social media standard requires claims to be substantiated.

ONS reading A UAE GLP-1 campaign cannot lead with a drug name on Google, and should not do so on any channel. The compliant proposition is a medical assessment: a named physician, the tests involved, how eligibility is decided, and what follow-up looks like. The Emirates Hospital package shows how such a programme can be priced and described without naming a medicine. Body-image creative should stay neutral until Meta's live policy pages agree with each other; a clinic gains little from a before-and-after weight image that may be rejected and that also falls under DHA before-and-after rules.

The first conversion and patient data

For both body contouring and weight management, the appropriate first conversion to measure is an assessment rather than a treatment purchase. The DHA non-surgical standard requires a face-to-face assessment before non-surgical cosmetic procedures and written information on risks, financial implications and possible outcomes (Dubai Health Authority). A weight management assessment also generates health data that is more sensitive than a facial enquiry: weight, laboratory results, medication history and body photographs.

The rules on using that data for marketing are strict. Federal Law No. 2 of 2019 bars using patient information for non-health purposes without written patient consent (Latham & Watkins). The DHA data protection policy classes marketing as a secondary use of patient health information that needs the data subject's consent and DHA permission, and treats full-face photographs as identifiers. The same policy says patient health information "should not be transferred" outside the UAE except under exemptions in the UAE ICT Health Law and Decision 51 of 2021 with DHA approval, and requires third parties processing it, such as CRM vendors, to sign a data sharing agreement or contract; processors may not engage sub-processors without prior written authorisation.

Published funnel benchmarks for this category come from the US. A 2024 report on more than 145,000 new patient inquiries to US aesthetics practices found that 50.1% converted to a scheduled appointment (Liine, Jan to Dec 2023). No UAE equivalent was found, so a UAE clinic should measure its own enquiry-to-assessment and assessment-to-programme rates separately for body devices and for weight management.

ONS reading Weight management leads should be handled by clinical staff trained to discuss eligibility, and the CRM should hold the minimum data needed to book an assessment. Pixel events and audience names must not reveal weight or medication status, both because of Meta's health-trait enforcement and because of the consent and transfer rules above. Report programme outcomes to marketing only as aggregated, minimised figures.

Body contouring by emirate

Dubai. Published body prices are injection-based: lipolysis from AED 949 and cellulite treatment from AED 2,000 at one clinic, plus body and buttock filler listings on a booking platform (Perfect Doctors; Fresha). The only priced weight management programme found is in Jumeirah (Emirates Hospitals Group). No Dubai clinic-published fat freezing, CoolSculpting or Emsculpt price was found.

Abu Dhabi. No clinic-published body contouring or weight management price was found. The DoH counterfeit GLP-1 alert is the main Abu Dhabi source (DoH Abu Dhabi, 2025).

Sharjah. ESMC publishes fat freezing at AED 200 per session, with area, device and inclusions to confirm.

Others. Ajman has the most detailed body offer in the book, from VPM International Healthcare. Thumbay University Hospital in Ajman lists fat freezing without a price. No price was found for Ras Al Khaimah, Fujairah or Umm Al Quwain.

Where non-surgical ends and surgery begins

Patients compare non-surgical fat reduction with liposuction, and pages often place the two side by side. A Dubai clinic blog gives non-surgical fat reduction at AED 800 to 4,000 per session and liposuction by area from AED 5,000 to 12,000 for the chin up to AED 20,000 to 40,000 for a 360 torso (Noor Al Mamzar Medical Center). In Dubai, liposuction may be performed only by DHA-licensed specialist or consultant plastic surgeons in a general hospital, specialty hospital or day surgical centre, with a maximum aspirate of 5,000 ml per procedure, or 2,000 ml when combined with other procedures (DHA, 2019; DHA). Chapter 14 sets out surgical prices and rules in full.

For marketersComparison content between non-surgical and surgical options is useful to patients if it is balanced: it should say who is eligible for each, who performs each, where it takes place and what recovery involves, and it should not imply that a device session replaces surgery or that surgery is the only route.

Gaps in the evidence

No public data. No clinic-published price was found in any emirate for CoolSculpting, Emsculpt, branded radiofrequency body devices or body HIFU. No clinic-published GLP-1 programme price with inclusions (consultations, tests, medicine, follow-up) was found. No price was found for body contouring in Abu Dhabi, Ras Al Khaimah, Fujairah or Umm Al Quwain. A future edition should mystery-shop written quotations naming device, applicator, area and cycles, and GLP-1 programme quotations that separate medical fees from medicine cost.

No public data. No UAE GLP-1 market estimate, no UAE search trend data for GLP-1 or Mounjaro terms and no official count of weight management clinics were found. No MOHAP, DoH or Sharjah Health Authority rule specific to weight management programmes in cosmetic clinics was located, and the status of compounded or non-branded GLP-1 products was not researched. A future edition should obtain Keyword Planner data for English and Arabic weight terms and read DoH and MOHAP circulars on GLP-1 prescribing.
