In this chapter
This chapter asks how a UAE cosmetic clinic can reach residents online, how residents choose a provider, which platform and regulator rules shape the advertising, and how the journey from search to attended consultation can be measured. The audience is large and uses mobile devices and messaging widely: Google holds 93.47% of UAE search and 85% of residents say they would prefer WhatsApp to interact with companies (StatCounter Global Stats, 2026; Communicate Online, 2024). The cost evidence is thin: the only UAE clinic cost figures found are agency claims graded Estimate.
In brief
The UAE has 11.3 million internet users (99% penetration) and 12.5 million social media identities aged 18+; these measures must not be added together (DataReportal, 2025).
Every platform's UAE ad audience is majority male; Snapchat has the highest female share at 38.0%, against a 36.3% female population (DataReportal, late 2025; DataReportal, 2025).
Residents hear about new treatments by word of mouth (34%), from dermatologists and aesthetic professionals (31%), social media (30%) and search engines (25%) (Aletihad English citing YouGov, 2025).
59% of UAE respondents use AI to manage their health, against 35% globally (Khaleej Times, 2026); Google AI Mode launched in Arabic on 8 October 2025.
Google bars prescription drug terms in UAE ads and landing pages and blocks Customer Match and lookalikes for cosmetic surgery and injections.
Meta requires 18+ targeting for cosmetic procedure ads; whether its July 2026 rewrite relaxed before-and-after rules is unresolved.
TikTok needs proof of UAE regulator approval for clinic ads; in Dubai the Medical Director must approve any post naming the facility, including influencer posts.
US search CPL medians are USD 39.25 for beauty and USD 40.04 for physicians and surgeons (WordStream by LocaliQ, 2025); Dubai figures such as AED 300 to 800 per surgery consultation are undated agency claims.
Meta restricts event tracking for health advertisers, and UAE law bars non-health use of patient information without written consent (Search Engine Land, 2025 to 2026; Latham & Watkins).
1. The UAE resident digital audience
DataReportal's Digital 2026 report counts 11.3 million internet users and 99% internet penetration in late 2025. It also reports 23.0 million cellular connections (202% of the population) and median mobile download speeds of 614.42 Mbps (DataReportal, end 2025). Its population reference is 11.4 million, 36.3% female, median age 31.6; the official federal figure for end 2024 is 11,294,243 residents, 36% female (DataReportal, 2025; Gulf News citing FCSC). Both show a young, male-majority population in which women, who hold a 68.1% share of the aesthetic market in one paid-report estimate, are the minority of residents (P&S Intelligence, 2024 to 2030). Video and live messaging are within reach of almost every resident; the constraint is trust, not bandwidth.

Platform advertising reach and gender
Ad reach is the audience a platform says an advertiser can target, not a count of active users. TikTok's 18+ reach of 12.5 million equals 134.6% of adults, which DataReportal flags as possibly anomalous. Fusion5's "Outliers" synthesis of the same Digital 2026 data gives TikTok 15.5 million (Campaign Middle East). The figures conflict; this book uses the DataReportal country report as primary.

Instagram added 1.15 million UAE ad accounts in a year, but DataReportal notes Meta revised its audience bases, so year-on-year changes may not reflect real behaviour. Snapchat is the only platform whose female share (38.0%) is above the population's 36.3% (DataReportal, late 2025; DataReportal, 2025). A 2021 Snap claim that almost 50% of UAE and Saudi Snapchatters are female conflicts with that figure and is older and self-reported (Communicate Online).

What it means for marketersLarge numbers of women can be reached on every platform, but each default audience is mostly male. Services used mainly by women need deliberate creative and placement; services used by men, such as hair restoration, sit in the largest segment of all.
Time, video, search and devices
UAE internet users aged 16+ use 8.69 social platforms a month, first in the world, and watch 15 hours 8 minutes of online video a week (Campaign Middle East, 2026). TikTok was the most used social app in the UAE in 2024, with about 2 hours of average daily use per person (Dao Insights). Think with Google reported about 6 million UAE viewers of YouTube beauty videos in late 2022. An older FCSC survey put WhatsApp use at 97% and Snapchat at 62% among citizens; its year is not stated (Gulf Business). In September 2026 Google held 93.47% of UAE search, Bing 3.96% and Yandex 1.8% (StatCounter). Mobile carried 60.31% of tracked web traffic and desktop 38.63%, so pages must work on both, while call, WhatsApp and map links will mostly be used from a phone (StatCounter Global Stats, 2026).
WhatsApp as the default business channel
A YouGov survey of 1,000 UAE residents for Zbooni (2024) found 85% would prefer WhatsApp to interact with companies and 87% want a real person rather than a chatbot or AI. 65% had used WhatsApp to ask about a product or service in the past year, against 55% for a call centre, 48% for email and under 30% for social media inboxes (Communicate Online). Infobip puts UAE WhatsApp adoption at about 90%.

WhatsApp is therefore the main enquiry channel, not an add-on, and the 87% preference for a real person matters more than the channel itself (Communicate Online, 2024). Section 7 covers staffing and measurement.
Arabic and English
No current UAE measure of Arabic versus English use online was found. An Ipsos survey of 4,092 Arabs aged 18 to 25 in 10 countries including the UAE (2025) found 71% prefer media in Arabic, 67% find Arabic content outdated against English equivalents and 77% say English is essential to their goals; there is no UAE split (The National). One UAE healthcare directory's Search Console data shows Arabic-language searches at 15.6% of its impressions in September to October 2026 (Zavis). A 2017 claim that roughly half of UAE expatriates do not speak Arabic is unsourced (Entrepreneur Middle East).
ONS reading Build English and Arabic pages for every core service and branch, and add a third language only where the clinic can show demand and can answer, assess and follow up in it. The 15.6% Arabic share is a single-site proxy; replace it with the clinic's own Search Console language data as soon as possible.
Emirate splits
Platform audiences are published nationally only. The best proxies are population and one directory's healthcare searches that name a city.

Residents often name the city when searching for healthcare, and Dubai dominates such searches on that site (Zavis, 2026). Review standards also differ: 80.8% of rated Dubai health facilities score 4.5 stars or higher on Google against 59.9% in Abu Dhabi (facilities with at least 10 reviews, April to October 2026; dermatology not broken out) (hub, via Zavis).
No public data. No source splits platform audiences, device use, WhatsApp use or language by emirate; DataReportal, StatCounter and YouGov/Zbooni are national. A future edition should field an emirate-level survey and record dated regional reach estimates from Meta, TikTok and Snap planning tools.
2. How residents discover and choose a clinic
YouGov's Anti-ageing Report 2026 (fieldwork December 2025 to January 2026; sample size not stated in the article) found 57% of UAE respondents say preventing signs of ageing is important (Aletihad English). Use is far lower: 6% have had Botox, 14% vitamin injections and 40% none of the listed treatments (Aletihad English citing YouGov, 2025). Marketing should focus on informing interested people who have not yet acted and earning their trust.
Asked how they hear about new treatments, respondents named word of mouth (34%), dermatologists and aesthetic professionals (31%), social media (30%) and search engines (25%) (Aletihad English citing YouGov, 2025). Two of the top three channels are people, not media. Among "preventers", 64% find AI analysis of skin or biological age appealing and 72% would trust AI facial analysis for recommendations (Aletihad English citing YouGov, 2025). Among 783 female college students in the UAE (2025), the main motive was improving appearance (67.9%) and the main barrier cost (49.4%) (Al-Bashaireh et al., Heliyon 2025).

Reviews
No UAE review survey was found; the evidence is from the US. BrightLocal's 2026 survey of 1,002 consumers found 97% read local business reviews, 74% only care about reviews from the last three months and 47% will not use a business with fewer than 20 reviews. 68% require at least 4 stars and 31% only use businesses rated 4.5 or higher; 89% expect owners to respond and 50% are put off by templated replies. An ASDS survey of more than 3,500 US consumers (2025), reported through an agency page, found 94% use rating and review websites before a cosmetic procedure decision and 74% follow the social media of a provider they consider. With 80.8% of rated Dubai facilities already at 4.5 stars or more, a lower rating is likely a visible disadvantage in Dubai, though the link to UAE bookings is unmeasured (hub, via Zavis, 2026).
Social media, influence and body image
Allergan's 2025 US data says over two-thirds of patients use social media and online videos as a trusted source of filler information (report fights misinformation on HA fillers, via Dermatology Times). In a survey of 568 Saudi women (2024), 42.6% cited surgeons' self-advertising and 42.6% before-and-after photos on social media as influences; across Saudi studies, 27% to 52.7% reported social media influence on cosmetic surgery decisions, while one Makkah study found no significant association (Taishan et al., Cureus; Timraz et al., Journal of Medicine and Life, 2019 to 2024). The GCC evidence is mixed and is not UAE evidence. A 2021 YouGov survey found 75% of UAE residents follow some kind of influencer; a 2024 Statista survey found nearly one third of UAE internet users do. The two conflict and use different bases.
UAE research raises a welfare issue. In a University of Sharjah-led survey of 403 UAE men (2025), 13.2% met the body dysmorphic disorder (BDD) questionnaire cutoff, and men who screened positive had 5.8 times the odds of considering cosmetic surgery (Haj Hussain et al., Frontiers in Psychiatry 16). Among men reporting a negative social media impact 10.6% screened positive, against none of the 189 reporting none (Haj Hussain et al., Frontiers in Psychiatry 16, 2025). A UK study found Instagram lip filler before-and-after posts showed thin pre-treatment lips in 66.7% to 73.3% of cases against 22.4% to 28% of clinic patients (Harris et al., Aesthetic Surgery Journal Open Forum, 2024).
ONS reading Content should inform without exploiting insecurity: no "fix your flaws" framing, no zoomed-in imperfections, nothing that suggests a normal body is a problem. The UAE evidence links negative social media experience with body image risk and interest in surgery; Meta's body-image rule and Dubai's social media standard point the same way (sections 3 and 6).
AI tools and online booking
The 2026 Edelman Trust Barometer health report found 59% of UAE respondents use AI to manage their health (global 35%), 89% trust their doctor to tell the truth on health and 90% trust health authorities (Khaleej Times). Microsoft found 64% of the UAE working-age population used generative AI by the end of 2025. In the US, use of generative AI for local recommendations rose from 6% to 45% between 2025 and 2026 (BrightLocal). The Edelman figure is general health, not cosmetic research, but high AI use alongside high trust in doctors suggests clinician-reviewed content is the material AI answers should draw on. A 2021 BCG survey found 66% of UAE respondents book medical appointments online; booking platforms publish little, with Okadoc's last figure "over 1,000 bookable doctors" in 2020 and Vezeeta not operating in the UAE (Arabian Business; MobiHealthNews).
No public data. No UAE study measures how residents weigh credentials, reviews, price, before-and-after images or influencers when choosing a cosmetic clinic, how long they take, or how they use AI for cosmetic decisions. A future edition should field a UAE resident survey (18+ only) split by emirate, sex and age.
3. Platform policies that shape cosmetic clinic advertising
Platform rules decide what a clinic can say, which audiences it can build and what it can measure. They sit on top of UAE health advertising law (chapter 18): platform approval does not replace a regulator licence, and a licence does not guarantee platform approval. Pages were checked on 27 October 2026.
Google Ads
Google requires certification for prescription drug service ads, and the UAE is not a location where such ads or prescription drug keywords are allowed. Outside Canada, New Zealand and the US, "You may not use prescription drug terms in ads or landing pages"; enforcement began on 29 October 2025 (Google Ads Policies). Google's drug list was not accessible, so this book does not say which brands are on it; in the UAE, Ozempic, Wegovy and Mounjaro are prescription-only. "Speculative and experimental medical treatments" are not allowed, and cell and gene therapy ads only if "exclusively educational or informational". Google's personalised advertising policy treats "cosmetic surgery, surgical procedures, or injections" as sensitive: Customer Match, your data segments, audience expansion and lookalikes cannot be used, while predefined in-market, affinity, demographic and location targeting remain.
ONS reading Treat toxin and GLP-1 brand names as restricted terms in UAE Google ads, keywords and landing pages until the clinic has checked Google's current list, and describe the service ("anti-wrinkle consultation", "medical weight management assessment") rather than the drug.
Reviews. Google Maps prohibits paid or incentivised reviews, selective solicitation of positive reviews, staff reviews and staff review quotas; the quota clauses were added in April 2026. Google removed more than 292 million policy-violating reviews in 2025, and since 2025 Maps asks users whether a business offered rewards for reviews. Discount-for-review offers now risk review removal.
Meta (Facebook and Instagram)
Meta states: "Ads marketing cosmetic surgeries and procedures must be targeted to people at least 18 years or older", with the same rule for weight loss products and services. On 27 October 2026 that URL redirected to a "Health and Wellness" page whose text could not be read (Meta). On before-and-after and body image, the evidence conflicts and this book does not resolve it:
Meta's live "Personal health and appearance" page still says "Ad content must not imply or attempt to generate negative self-perception" and lists wrinkle images, zoomed-in abs and a before-and-after weight loss image as non-compliant.
A Conduct Atlas diff of Meta's policies dated 5 May and 23 July 2026 shows "Weight Loss and Cosmetic Products and Procedures" removed from Health and Wellness scope and the negative self-perception sentence replaced by "Ads must not contain certain claims prohibited by our policy"; the tracker said the practical effect is "unclear from the change text alone". Other trackers report the same July 2026 rewrite (AuditSocials, Jul 2026; ConductAtlas).
Agency readings disagree: one says before-and-after is now allowed "unless paired with a prohibited claim"; another says side-by-side comparisons for Botox and fillers remain banned; a third quotes Meta as permitting 18+ ads "depicting before and after transformation" but banning "statements of inferiority about physical appearance" (Adligator, 2026; Aimerce, 2026). All are graded Estimate.
ONS reading Until Meta's live Health and Wellness page is confirmed, treat side-by-side before-and-after for wrinkle and weight-loss treatments as high risk on Meta, avoid zoomed-in body parts and keep 18+ targeting on every cosmetic campaign. In Dubai the DHA's before-and-after rules apply whatever Meta allows (section 6).
Instagram requires the paid partnership label on organic branded content.
TikTok and Snap
In TikTok's market table for Qatar, South Africa and the UAE, cosmetic clinics and medical institutions are conditionally allowed with "proof of approval and certification from appropriate local regional regulating authorities" and 18+ targeting; prescription medicines and claims to treat, cure or prevent conditions are not allowed. Beauty ads may not claim to "remove wrinkles, or treat hair loss", and aesthetic ads must not promote harmful body image (TikTok Business Help Centre). TikTok's March 2026 cosmetic surgery update applies to the US and Canada only, and its branded content rules have no UAE health requirement. Snap requires 18+ targeting for plastic surgery and non-surgical cosmetic ads such as fillers and Botox (21+ for surgery in Bahrain), bans skin lightening, and does not list the UAE among countries where surgery ads are barred. Snap allows prescription medication ads in the UAE with pre-approval and bans before-and-after images in diet and fitness ads.

"Not researched" means the notes hold no fact for that cell, not that the platform has no rule.
4. Search: Google Ads by intent
Search captures residents who already have a treatment or question in mind. Paid search should match the decision being made, start with small, clearly defined campaign groups and keep brand and non-brand demand apart.
Search demand evidence
No UAE keyword planner extract was available. A Fresha analysis of Ahrefs, Glimpse and Google Trends data for January to September 2025 gives UAE average monthly searches of 35,000 for Botox, 22,000 for IV drip, 18,000 for polynucleotide injection, 15,000 each for hair transplants and thread lift, and 2,000 for fat dissolving injections. The analysis gives inconsistent periods and third-party estimates, so these are directional. Google's UAE Year in Search 2025 has no health, beauty or cosmetic category (Gulf News). One directory's Search Console data shows Dermatology and Skin Care impressions of 20,650 in September to October 2026, down 13%, with "near me" at 3.3% and price searches at 0.6% of impressions (Zavis).
ONS reading Several high-volume searches in the Fresha data are prescription product names (Botox, Juvederm, Restylane, Xeomin), which Google may not allow in UAE ads or landing pages. Meet that demand with patient-focused organic content and service-level ads, and test brand-name keywords only after checking Google's current list.
Campaign structure by intent
| Intent group | Illustrative themes | Destination | Notes |
|---|---|---|---|
| Branch navigation (brand) | Clinic name, practitioner name, directions | Verified branch or practitioner page | Report separately from non-brand |
| Treatment and location | Laser hair removal Dubai; dermatologist Sharjah | Matching local service page | Google Ads Policies No prescription brand names |
| Price and package | Facial price Abu Dhabi; laser package Ajman | Defined price basis and terms | Dubai Health Authority Prices without conditions not acceptable in Dubai social ads |
| Provider selection | Plastic surgeon consultation; hair clinic assessment | Practitioner and consultation page | Dubai Health Authority Titles must match the DHA licence in Dubai |
| Research | Treatment options, process, cost inclusions | Clinician-reviewed explanation | Also feeds organic and AI visibility |
| Correction or concern | Problems after a procedure; revision | Clinical care route, not a sales offer | Not cosmetic shopping traffic |
Use the real branch catchment and current location controls, and audit user-location reports. Review jobs, training, wholesale, do-it-yourself and dental terms as negative keyword candidates, without applying exclusions mechanically. Do not imply branches that do not exist: several "Sharjah" and "Fujairah" price pages found for this book belong to Dubai clinics with no branch in those emirates.

The WordStream medians are calculated separately, so dividing median CPC by median conversion rate will not reproduce median CPL; that is not an error to "correct". An Unbounce "conversion" is each customer's page goal, not an attended consultation. Dubai agency case claims, such as an 83.4% revenue uplift for SKIN111 in 2023 with baseline and period behind a paywall, cannot be verified (Econsultancy; Web Tonic).
ONS reading Use US benchmarks to ask whether a funnel is plausibly working, not to set a Dubai bid. Affordability comes from contribution per appropriate paid treatment and the clinic's own lead-to-treatment rate (chapter 17). After two or three months of consistent tracking, the clinic's own baseline is more useful than any figure in this table.
No public data. No UAE keyword volumes from Keyword Planner, Semrush or Ahrefs in English or Arabic beyond Fresha's estimates; no non-agency UAE CPC or CPL for aesthetics; no UAE GLP-1 search trend. A future edition should obtain dated Keyword Planner extracts by emirate and language, and aggregated account data from several clinics.
5. SEO, local SEO and AI visibility
Google says that for E-E-A-T "trust is most important", that for health and other YMYL topics its systems "give even more weight to content that aligns with strong E-E-A-T", that E-E-A-T "isn't a specific ranking factor", and that mass AI text without oversight is "little to no effort" content. Many thin templated pages, or unreviewed AI text, work against the signals Google says it weighs most for health content.
Local search, the Business Profile and reviews
In the Whitespark 2026 survey of about 50 experts, the Google Business Profile was the top weighted local ranking factor at 32%, ahead of reviews at 20% and on-page signals at 15%; for AI search visibility, on-page signals led at 24%, reviews 16% and the Business Profile 12% (BrightLocal). These are global expert opinions, not measured effects.

Invite reviews consistently after an appropriate milestone; do not pay, offer discounts, select happy patients or set staff quotas (Google Maps User Contributed Content Policy). Never disclose medical details in a reply: in Dubai, testimonials need written consent and patients must not be identifiable, and full-face photos count as identifiers of protected health information.
AI Overviews and AI Mode, including Arabic
Google made AI Overviews available across MENA and in Arabic in May 2025, and launched AI Mode in Arabic on 8 October 2025; it says AI Mode questions are two to three times longer than standard searches. No data on AI Overview frequency for UAE or Arabic health queries was found. US studies differ by method: BrightEdge found AI Overviews on 89% of tracked healthcare keywords in December 2025, with treatment and procedure queries at 100% and "near me" provider queries at 0%; WebFX found 51% of 130,070 health queries in July 2025 (CNHI News via Stacker, Jul 2025); Statista reports about 48% in September to October 2025.

In that pattern, treatment explanations compete for citation inside AI answers while branch details compete in the map (BrightEdge, 2023). A US index of aesthetics AI answers (April 2026) found the top 15 product brands took about 62% of citations, leaving 38% for clinics, surgeons and others; it is graded Estimate because the publisher shares ownership with its authors (Everything-PR). Google's structured data guidance for medical businesses could not be reached, so this book makes no claim about specific markup. Mark up only facts visible on the page, keep prices and credentials in text rather than images, keep name, address and phone identical everywhere, and distrust anyone selling guaranteed AI inclusion.
ONS reading A mention in an AI answer is an observation, not a ranking. Each month, run a fixed set of neutral English and Arabic questions, record date, platform, query and cited source, track AI referral traffic, and ask an optional "how did you find us?" at booking. Report assisted discovery separately from attributable bookings.
No public data. No study measures AI Overview prevalence or AI citation shares for UAE or Arabic cosmetic queries. Google Business Profile healthcare rules were not researched. A future edition should run a dated query panel from each emirate group.
6. Paid social and creators
Paid social reaches people before they search. Its job for a clinic is familiarity with the clinicians and the consultation process among adults who may later search, ask friends or message. It also requires particular care to meet platform rules and regulatory requirements while protecting patient welfare.
Platform roles and costs
Meta. Instagram reaches 8.05 million UAE ad accounts and is more female (34.0%) than Facebook (25.8%) (DataReportal, 2025). Superads, a tool vendor with a partly undisclosed method, reports an all-industry UAE Facebook CPM of about USD 15.8 for July 2025 to July 2026, ranging from USD 8.92 to USD 23.52, about 23% below the global figure; its global healthcare cost per lead median is about USD 61.30. A UAE agency blog claims healthcare ROAS of 2.5 to 4x with no data source. US Meta lead benchmarks differ by edition: USD 51.42 for beauty and USD 47.47 for physicians and surgeons in the 2025 edition, against USD 50.91 and USD 32.14 as quoted for 2026.

In Liine's analysis of 145,000+ US aesthetics leads (2023), Facebook leads were the lowest quality. Two US agency compilations claim Google leads book more often than social leads but give conflicting ranges (Web Tonic, 2025 to 2026; Prospyr, 2026).
TikTok has the largest reported 18+ reach at 12.5 million (DataReportal, late 2025). TikTok has published no UAE clinic case study; a Riyadh clinic's Ramadan campaign recorded 3,496 website clicks at a CPC of SAR 1.32. Snapchat reaches 5.13 million; a Snap and Publicis whitepaper reports a cost per action 14% below other social platforms in MENA, naming no healthcare advertisers (DataReportal, late 2025; Communicate Online, 2026). Older Snap claims of reaching more than 60% of UAE 13 to 24 year olds are a reason for care: every cosmetic ad must be targeted 18+, and Dubai bars cosmetic toxin and filler under 18. YouTube reaches 8.37 million and suits longer clinician explanations of consultation and recovery (DataReportal, late 2025).
Influencers and the Advertiser Permit
Statista puts UAE influencer advertising spend at USD 69.35 million in 2024, forecast at USD 96.97 million by 2030 (Aletihad, 2024 to 2030). Rates are modelled or anecdotal: Elev8or models beauty Instagram posts at AED 220 to 1,101 for nano creators up to AED 22,020 to 52,848 for macro creators (Elev8or, 2026). The Media Council's Advertiser Permit has been mandatory since 1 February 2026 for anyone creating advertising content, paid or unpaid; personal accounts promoting their own business are exempt, and organisations must check that advertisers hold permits (Gulf News). The permit is free for citizens and residents for the first three years, but press reports differ on whether it is valid for one year, renewable, or for three years (Gulf News; Communicate Online, 2026). By October 2025 more than 3,000 permits had been issued, and the Council was preparing health content rules under which creators "must have the necessary qualifications and knowledge" (Gulf News). Advertising on social media without a licence carries AED 20,000 to 50,000 in fines, and in September 2025 the Council initiated legal proceedings against an account over an ad with unverified medical claims lacking scientific backing and health authority approval (Bird & Bird; Khaleej Times). MOHAP fines AED 4,000 per ad for promoting a facility through influencers without a licence (UAE Legislation portal, 2025).
Health regulator rules for social content
The DHA Standards for Medical Advertisement Content in Social Media (v1.1, effective 3 October 2022) govern Dubai (DHA). In August 2026 the DHA warned that non-compliance "could result in disciplinary action" and that edited before-and-after images are barred (The National).
| Rule | Requirement | Scope | Source |
|---|---|---|---|
| Medical Director approval | Anyone promoting services that name the facility, including influencers, needs approval (5.3); facility liable for influencer content (5.5) | Dubai | Dubai Health Authority [Official] |
| Licence number | Facility account shows its MOHAP-issued medical advertisement licence number (5.2) | Dubai | Dubai Health Authority [Official] |
| Before-and-after | Same person and lens, no editing, "there is no guarantee that the result will be the same" and risks in the same font size (9.6) | Dubai | Dubai Health Authority [Official] |
| Consent and identity | Written consent for patient images or statements; patients not identifiable; no promotional filming during minor or major surgery, under general anaesthesia or in procedure rooms (9.7) | Dubai | Dubai Health Authority [Official] |
| Claims and prices | No "the best", "100%", "has no side effects"; prices without conditions and unmeetable time-limited discounts not acceptable | Dubai | Dubai Health Authority; DHA [Official] |
| Who may post | Only DHA healthcare professionals post medical content; no titles beyond the DHA licence; separate personal and professional accounts | Dubai | Dubai Health Authority [Official] |
| Disclosure | Benefits for promotion disclosed; DHA-facility patients not featured on international accounts | Dubai | Dubai Health Authority [Official] |
| MOHAP social media licence | AED 100 plus AED 1,000 a month or AED 3,000 a year, per language, platform and content; one account per institution | Federal | MOHAP; UAE Legislation portal [Official] |
| DoH approval | Two trained representatives log materials on the Health Media and Advertising System; TAMM e-service | Abu Dhabi | DoH Abu Dhabi [Official] |
| SHA licence | Prior MOHAP approval, then SHA licence in 8 working days | Sharjah | Sharjah Health Authority [Official] |
Chapter 18 covers these rules in full. Across platforms and regulators the creative rules converge: no negative self-perception or zoomed-in body parts, no skin lightening on Snap, no guarantees or "100%" in Dubai, and no promotion to under-18s. Face-to-face assessment is required before non-surgical cosmetic procedures in Dubai, so "book an assessment" is a more accurate call to action than "book your treatment" (Dubai Health Authority). Good themes are the clinician, what happens at the consultation, how the price is built, the branch and aftercare.
ONS reading Choose creators for relevance and accuracy, not follower totals. Before publishing, check the Advertiser Permit, get the Medical Director's written approval of script, caption and landing page in Dubai, confirm the MOHAP, DoH or SHA approval, and require the paid partnership label. Unlicensed practitioners have used social media to promote illegal procedures in Dubai, so verify any creator's clinical claims on the regulator's register. Measure creators on valid consultations through unique links or codes, not views.
No public data. No measured UAE influencer rates, UAE clinic case studies from any platform, or final Media Council health creator rules were found, and Meta's live Health and Wellness wording was not read.
7. Landing pages, WhatsApp and reception as the conversion system
Advertising attracts interest; the website, WhatsApp conversation and reception team help turn that interest into an attended consultation. In US aesthetics data only 50.1% of new patient enquiries became a scheduled appointment, and most recorded reasons for the rest were behavioural or operational (Liine, Jan to Dec 2023; Liine, 2023).
The landing page and price clarity
A page should state the service, the real branch and that it is for adults; the clinician's name and licensed title; what the face-to-face assessment establishes; the cost basis (session, unit, area, millilitre, graft or case) with inclusions, validity and VAT; risks reviewed by the clinical team; address, hours, call and WhatsApp links; and a minimal booking form with a stated response time (Dubai Health Authority). In Dubai, written information on risks, financial implications and outcomes is required before non-surgical procedures (Dubai Health Authority).
Price presentation is weak across the market. Only three pages in this book's price research stated VAT treatment: Central Clinic in Abu Dhabi excludes 5% VAT, Reveal Medical Center in Dubai is exclusive of VAT, and one Dubai surgeon's liposuction fee includes it. Elective cosmetic treatment is subject to VAT unless prescribed for a medical condition (Gulf News). One Sharjah page shows a "from AED 149" headline beside an AED 189 named package, and one Dubai page shows an AED 499 Botox offer beside an AED 1,999 starting price (Samnan Medical Center, 2026; Estheticare). Tamara and Tabby list aesthetic and cosmetic surgery clinics as merchants, so instalments can be stated. Test clarity before persuasion, never remove risk information to lift conversion, and judge tests on attended consultations, on both mobile and desktop (StatCounter Global Stats, 2026).
Forms and privacy
Ask only for contact details, preferred branch, contact method and a general appointment category; no mandatory medical history in a marketing form. Federal Law No. 2 of 2019 bars non-health use of patient information without written consent and requires 25-year retention; transferring health data outside the UAE without approval risks fines of AED 500,000 to 700,000. The DHA treats marketing as a secondary use needing consent and DHA permission, says protected health information "should not be transferred" abroad except under legal exemptions with DHA approval, and requires a signed data sharing agreement with processors such as CRM vendors; a US government summary reads DHA policy as allowing cross-border flows, which conflicts. Abu Dhabi's ADHICS V2 has applied since August 2024 to facilities and health web and app providers, and the PDPL does not apply to health data covered by the 2019 law (DoH Abu Dhabi; protection regime, via Pinsent Masons Out-Law).
ONS reading Keep clinical details out of ad platforms, analytics and marketing spreadsheets, and collect them only in the clinic's clinical system. Take legal advice before routing enquiries through an overseas-hosted CRM, chatbot or messaging tool, given the conflicting readings of cross-border rules.
Speed of response and reception skill
The well-known response studies are old, US and cross-industry. A 2011 audit of 2,241 US companies found 37% responded to a web lead within an hour, and average response time among those replying within 30 days was 42 hours; a separate study of 1.25 million leads found firms contacting within an hour were nearly 7 times as likely to qualify the lead as those trying even an hour later; a 2007 study found 5-minute contact gave about 21 times higher odds of qualifying than 30 minutes (SmartCompany; Callingly). In US aesthetics mystery shopping, 40% of weekend test leads had no reply by Monday (Etna Interactive, 2024). Liine's measured data is more useful: among staff handling over 250 new patient calls, booking conversion ranged from 12.5% to 91.1%. Of enquiries that did not book, 41.7% were put down to caller procrastination, 15.6% to staff taking a message and 6.0% to scheduling issues (Liine, 2023). That spread is the strongest published evidence that reception skill is a conversion variable.
WhatsApp and reception
SEHA reported in 2021 that its WhatsApp booking channel in Abu Dhabi automated 70% of interactions, so routine scheduling can be automated; but only 17% of UAE consumers thought chatbots useful when buying beauty products online and 87% want a real person. Automate confirmations and reminders, and have staff answer questions.
| Situation | Useful response | Record internally |
|---|---|---|
| Price enquiry | Explain the published basis and what needs assessment | Price question resolved or open |
| Practitioner request | Confirm branch and available slots | Requested and assigned clinician |
| Unsure about treatment | Offer the assessment route | General category only |
| Clinical question or complication | Escalate to the care team | Escalation status, no marketing use |
| Enquirer appears under 18 | Dubai Health Authority Explain cosmetic injectables are not offered under 18 | Closed, not serviceable |
| No suitable slot or no reply | Offer alternatives; follow the agreed follow-up policy | Capacity loss or closure reason |
ONS reading A suggested first reply (a draft, not a triage script or any clinic's policy): "Thank you for contacting the clinic. We can help arrange a consultation at the branch you prefer. The clinician will assess suitability and confirm the plan and final price. Please share your preferred time and contact method. If your question is clinical or about a recent procedure, we will connect you with the care team." Give each enquiry one owner, agree response times the clinic can meet, and report staffed-hours and overnight response times separately.
No-shows and online booking
Published no-show figures conflict. Zenoti's North America data puts med spa no-shows at 4% and cancellations at 14% in 2025; an agency compilation claims 15% to 25% with no method; Dubai Healthcare City once cited an estimated 37% UAE outpatient no-show rate, undated and not specific to aesthetics. None is a UAE clinic benchmark. Zenoti also found a median online booking share of 13% of med spa bookings, and Boulevard reports a 14% fall in no-shows among US med spas after adopting its platform; vendor before-and-after figures are self-reported.
No public data. No UAE data on clinic response times, enquiry-to-booking rates, consultation show rates, no-shows or online booking shares was found, and no consultation show rate for aesthetic clinics anywhere.
8. Measurement and attribution
A dashboard should separate acquisition, operations and clinical decisions and keep the same denominators every month. Each stage has a different owner: media, reception, clinician and patient.
| Metric | Definition | Published reference (geography, grade) |
|---|---|---|
| Valid enquiry rate | Deduplicated relevant enquiries divided by clicks or visits | Unbounce Landing page median 5.1% to 5.3% (cross-market) [Industry] |
| Booking rate | Booked consultations divided by valid enquiries | Liine 50.1% (US aesthetics, 2023) [Platform] |
| Attendance rate | Attended consultations divided by bookings | Zenoti The Check-In; Foundry CRO No-show 4% (North America) [Platform]; conflicts with 15% to 25% [Estimate] |
| Suitability rate | Clinically suitable divided by attended consultations; never a sales target | None published |
| Paid-treatment rate | Paid starts divided by suitable consultations, matured cohort | American Med Spa Association blog, by DermAesthetic Consulting Group CEO "Seven out of 10" (US guidance on AmSpa site) [Estimate] |
| Media and fully loaded CAC | Media spend, or media plus agency, creative and CRM costs, divided by new treatment patients | American Med Spa Association blog by Growth99 CEO US med spas spend about 7% of revenue on marketing [Industry] |
| Retention | Share of patients returning within a defined window | Zenoti The Check-In Top med spas retain 70% to 80% (North America) [Platform] |
Keep each consultation linked to the group of enquiries it came from, even when treatment takes place in a later month. Report monthly activity alongside financial results for groups that have had enough time to complete the booking and treatment process. Email is a cheap retention channel: MailerLite's global 2025 medians give medical and healthcare senders a 43.75% open rate and 2.25% click rate.
Health-data limits on tracking
| Limit | Effect | Geography and date | Source |
|---|---|---|---|
| Meta health data tiers | Core Setup blocks custom parameters and URL data, so dependent custom audiences may shrink or stop and automatic advanced matching may be unavailable; second tier blocks optimising to mid and lower funnel events such as add to cart and purchase; full tier blocks all events | Specific regions or all regions; varies by country; rollout date not stated by this source | Search Engine Land [Industry] |
| Meta categorisation | Core Setup stays until categorisation is appealed; status in Events Manager, Manage Data Source Categories | Global; dated January or February 2025 by different sources | Ours Privacy blog; Triple Whale; Angler AI [Estimate] |
| Meta flagged items | Audiences and custom conversions implying health traits, such as "appointment booked", disabled | No region limit stated; from Q3 2025 | Accelerated Digital Media [Estimate] |
| Google sensitive category | No Customer Match, data segments, expansion or lookalikes | Global | Google Ads Policies [Platform] |
| UAE Health Data Law and DHA policy | Written consent for non-health use; marketing a secondary use needing consent and DHA permission; localisation | UAE federal; Dubai | Latham & Watkins; Dubai Health Authority; in the UAE: how the Health Data Law works [Industry] [Official] |
The Meta descriptions come from agencies and trade press; Meta's own page was not fetched and no source confirms whether UAE clinic pixels are categorised, though none says the rules are US-only (Angler AI, Jan 2025; Accelerated Digital Media, 2025 to 2026). One US agency reports a 34% rise in health ad rejections in Q1 2026 (Jetfuel).
ONS reading Check the Meta data source category before planning conversion-optimised campaigns, name custom conversions neutrally ("form submit", "message start"), and never pass treatment names, health-term URLs or patient details to ad platforms. Link source to booking, attendance and treatment through an access-controlled internal enquiry key, and let only aggregated counts leave the clinical system. Report platform conversions, internal last-known source and patient-reported discovery side by side without forcing them to reconcile, never add platform conversions together as unique patients, and separate brand search, which often reflects word of mouth, residents' top discovery channel.
No public data. How Meta categorises UAE clinic accounts, regulator guidance on pixels and messaging analytics, and UAE lead-to-consultation or consultation-to-treatment rates were not found.
9. A channel plan by service family and by emirate
The two tables are ONS judgement: a starting allocation of roles, not a budget split, to be replaced by each clinic's results. Cited cells hold the evidence behind the judgement. The market backdrop is uncertain: WARC's severe 2026 conflict scenario cuts GCC advertising growth from about 11.7% to about -0.2%, with no clinic split (AdNews).

By emirate (ONS judgement)
| Emirate group | Context | Search and local priority | Social approach | Ad approval route |
|---|---|---|---|---|
| Dubai | Gulf News; Zavis 4,580,300 residents; most city-named searches on one directory | hub Highest competition; 80.8% of rated facilities at 4.5+, so review volume and recency matter | Dubai Health Authority Full platform mix; Medical Director approves every creator post | Dubai Health Authority DHA standard; MOHAP licence number on account |

ONS reading For most clinics the first 90 days should fund accurate English and Arabic branch and practitioner pages with a Business Profile per real branch, service-level Google Ads that avoid restricted drug terms, and a staffed, measured WhatsApp and reception process. Paid social and creators follow once the platform check and each emirate's regulator approval are in hand. Search and WhatsApp capture residents already looking; public UAE evidence that social or creators produce attended consultations does not yet exist. Do not promise or accept guaranteed AI citations, a fixed cost per patient, a fixed map position or a universal channel winner.
Gaps in the evidence
No public data. Looked for and not found, for the next edition to fetch: emirate splits of platform audiences, devices, WhatsApp and language; current UAE Arabic versus English search data beyond one directory (Zavis, 2026); UAE keyword volumes and CPCs in English and Arabic beyond Fresha's estimates; non-agency UAE CPC, CPM, CPL, conversion, show-rate, no-show and lifetime value data for clinics; UAE studies of provider choice and AI use for cosmetic decisions; Meta's live Health and Wellness wording and its treatment of UAE accounts; AI Overview prevalence in Arabic; platform-published UAE clinic case studies and measured influencer rates; Google's medical structured data and Business Profile healthcare rules; and the effect of the 2026 conflict on clinic digital spend.
