This chapter sets out what UAE clinics publish about hair restoration prices, which rules govern PRP and transplant services, and how a hair enquiry should move from first concern to the right assessment. The headline finding is that published prices use different bases that cannot be compared directly: a single hair PRP session is listed at AED 150 in Sharjah, while one Dubai clinic lists a full-head transplant range of AED 48,999 to 107,999+, and Dubai's basic insurance plan excludes treatment of hair loss altogether.

In brief

A Fresha analysis of Ahrefs and Google Trends data put average monthly UAE Google searches for hair transplants at 15,000 (Jan to Sep 2025), behind Botox at 35,000 and level with thread lift.

Dubai's Essential Benefits Plan excludes treatment of alopecia, baldness and hair falling, so hair restoration is a self-pay purchase for residents on the basic plan (DHA circular GC 03/2024, Jan 2025).

The DHA Standards for Hair Transplant Services (Issue 3) took effect on 11 Sep 2023; plastic surgeons may be licensed for the service, while dermatologists, general surgeons and GPs need ABHRS or FISHRS certification (Dubai Health Authority; DHA).

In Dubai, PRP injections are permitted only on the face and hair, not on the body, under the v2.1 non-surgical standard as summarised in a June 2025 DHA circular (Dubai Health Authority; DHA).

Clinic-published hair PRP prices observed for a single session run from AED 150 (ESMC, Sharjah) to an AED 750 regular price (VPM International Healthcare, Ajman, area not stated).

One Dubai clinic publishes per-graft ranges: FUE AED 8 to 15, DHI AED 10 to 18, Sapphire FUE AED 12 to 20 and FUT AED 6 to 12 (Dynamic Life Clinics).

Aggregator indicative FUE ranges run from AED 10,000 to 35,000 in Dubai down to AED 7,000 to 20,000 in Umm Al Quwain; these are not quotes (Zavis, 2026).

A medical tourism marketplace lists UAE hair transplants from USD 3,100 against Turkey from USD 1,500 and the USA at about USD 6,000 (Bookimed, 2026).

Dubai Police and DHA arrested a man in October 2025 for performing unlicensed hair transplants in an apartment and promoting them through social media videos (Aletihad).

Why hair restoration needs its own journey

Hair restoration sits apart from the rest of the cosmetic menu for three reasons: the search demand is large and specific, the patient is often male, and the clinical pathway runs from diagnosis through medical or non-surgical care to surgery. The Fresha search analysis ranks hair transplants fourth among aesthetic terms in the UAE at 15,000 average monthly Google searches, ahead of hyaluronic acid filler at 8,000. The figures come from Ahrefs and Glimpse estimates rather than Google Keyword Planner and the source's method section gives an inconsistent period, so they show order of magnitude only.

The resident base is heavily male. Dubai had 4,580,300 residents at the end of 2025, of whom 68.52% were men (Gulf News, end 2025). Abu Dhabi's 2024 population was 67% male and Sharjah's 2025 census found 67% male (SCAD; Khaleej Times). Kaya, a regional skin clinic chain, reported that men make up about 35% of its clientele and said in May 2025 that it planned to add hair transplants to its services (Images RetailME). Burjeel Holdings' Tajmeel Clinic, opened in Jumeirah in April 2026, announced a Suzermed-branded hair transplant facility inside the clinic (Gulf News). New capacity is therefore arriving in Dubai from both established chains and hospital groups.

Insurance shapes the purchase. The DHA Essential Benefits Plan, effective 1 Jan 2025, excludes treatment of alopecia, baldness, hair falling, dandruff and wigs (DHA circular GC 03/2024). A resident with a hair-loss concern on the basic Dubai plan should therefore expect to pay privately for assessment pathways that sit outside covered care. No equivalent official exclusion text was retrieved for Abu Dhabi's insurance products; see the gap section.

The table above sets out a separate commercial measure for each stage. A hair-loss search does not by itself indicate surgical intent: the visitor may need diagnosis, reassurance, medical management or a different referral.

ONS reading Do not send every hair-loss search to a transplant sales page. A strong hair page helps the person reach the right assessment without claiming that one intervention suits every hair concern. Campaigns, landing pages and CRM stages should distinguish enquiries about diagnosis, non-surgical care and transplants. This avoids judging a suitable surgical enquiry, which may take longer to become a booking, against the shorter decision period for a PRP offer.

Regulation that shapes the offer

The DHA hair transplant standard

Dubai is the only emirate for which a dedicated hair transplant standard was found. The DHA Standards for Hair Transplant Services, reference DHA/HRS/HPSD/ST-02, Issue 3, were issued on 11 Jul 2023, took effect on 11 Sep 2023 and are due for revision on 11 Jul 2028 (Dubai Health Authority). The main provisions are set out below.

TopicProvision in the DHA hair transplant standardGradeSource
Who may performPlastic surgeons may be licensed; dermatologists, general surgeons and GPs only with ABHRS or FISHRS certification, 2+ years of recent experience with a logbook and a DHA assessment; GPs also need 5 years in the field[Official]DHA

Graft numbersNo numeric graft limit in the standard[Official]DHA
AgeEarly surgery at ages 21 to 23 only in specified situations[Official]DHA
AdvertisingMust follow DHA medical advertisement standards[Official]DHA

For marketers the practical points are the credentials of the operating physician and the facility permission. A hair page that names the doctor should be able to show that the doctor holds the qualifying specialty or certification under the standard (DHA). The one-procedure-at-a-time rule also caps how many transplant slots a single surgeon can sell in a day, which matters when setting the campaign budget (DHA).

PRP scope and the non-surgical standard

A DHA circular of 4 Jun 2025, summarising v2.1 of the non-surgical cosmetic standard, permits PRP injections only on the face and hair, not the body (Dubai Health Authority; DHA). The DHA non-surgical standard also requires face-to-face assessment before non-surgical cosmetic procedures and written informed consent that is reconfirmed on the day of treatment (Dubai Health Authority). Written information must cover risks, financial implications and possible outcomes (Dubai Health Authority). These rules directly affect how a PRP course is described and sold: a session price on a website does not replace the assessment and consent steps.

Abu Dhabi has its own non-surgical cosmetic standard from the Department of Health, in force since January 2025. It requires facility privileges plus DoH permission applied for through TAMM and written consent before each procedure (DoH Abu Dhabi). A trade press article reports that the DoH standard requires a logbook of at least 20 independently performed procedures, but that figure was not confirmed in the primary text (Zavis Intelligence). No DoH or MOHAP standard specific to hair transplant was found; see the gap section.

Enforcement

In October 2025 Dubai Police, working with DHA, arrested a man performing unlicensed hair transplants in a converted room of a three-bedroom apartment; the activity was promoted through social media videos, and the apartment was closed and equipment and anaesthetics seized (Aletihad). Two months earlier, police and DHA arrested three women for unlicensed cosmetic procedures in a residential apartment (Gulf News, 2025). During COVID-19 in January 2021, MOHAP temporarily halted cosmetic services nationwide, with hair transplants named among them (Gulf News, Jan 2021).

For marketersLicensed clinics compete with unlicensed operators who sell through the same social channels. Showing the licensed facility, the operating doctor's DHA registration and the setting where surgery takes place is a practical trust signal, and the public has been told to verify licences on the DHA Sheryan app (Khaleej Times, 2025).

Non-surgical hair treatments: published prices

PRP is the most widely priced hair service. The table separates clinic-published prices from aggregator figures and records each provider's basis as published. Prices are single-provider observations; VAT, validity and inclusions are as published, and most pages are silent on VAT.

The same clinic shows two different hair PRP entry prices. The Dr Maliha Dar offers page lists hair PRP plus biotin at AED 250 for a session, while Instagram promotions embedded on the clinic's Glamorous Dubai page show hair PRP at AED 149 per session or AED 399 for three. The two figures conflict and the second is a social promotion with no stated validity; both are shown.

Three points stand out. First, Sharjah and the promotional Dubai prices sit at a fraction of the Ajman regular price, which shows how far offer pricing has moved hair PRP towards a low-ticket entry product. Second, only the Aster packages state that VAT is included (myAster). Third, only Aster publishes a priced hair-fall screening step, at AED 599; most other pages move straight from service description to treatment price (myAster).

Exosome treatments are also sold for hair. Emirates Hospital Day Surgery in Motor City lists an exosome session for hair or face, with specialist consultation, at AED 999, and Dr Azra lists exosome therapy for face and hair from AED 1,000. Chapter 15 covers the evidence and approval cautions that apply to these regenerative labels.

ONS reading A low PRP session price brings volume, but the clinical step that should come first, a diagnosis of the type of hair loss, is rarely priced. Clinics that publish a defined assessment step, as Aster does, give the patient a clearer start and give the marketing team a measurable first conversion that is not tied to a course of injections.

Hair transplant: published prices

Bases used

Transplant prices are published on at least four incompatible bases: per graft, per session by technique, per zone of the scalp, and package by graft count. A promotional "1 dirham per hair graft" offer appears on one Dubai clinic page for limited periods, and an Abu Dhabi commentary cites AED 1 per graft and AED 4,999 "from" figures as marketing hooks (Estheticare; Bellora Team, 2026). None of these can be compared without the graft count, technique, team and inclusions.

Tajmeels' page has internal inconsistencies: its FAQ package for 3,000 grafts at AED 12,999 to 17,999 sits below its crown-only range of AED 12,999 to 36,999. Dynamic Life Clinics states that "most patients achieve results in a single session" and offers a free consultation; that claim is the provider's, not a finding of this book.

Where are the Sharjah and Abu Dhabi prices?

Both detailed price pages titled for Sharjah list Dubai addresses: Dynamic Life Clinics in Al Barsha and DSO, and Tajmeels on Al Wasl Road. This book treats both as Dubai prices. No clinic-published transplant price from a verified Sharjah or Abu Dhabi branch was retained. For Sharjah, the only named-hospital figure is a medical tourism marketplace listing for Zulekha Hospital Sharjah "from USD 4750" (MediGence, 2026). For Abu Dhabi, the nearest data are a commentary range of AED 8 to 25 per graft and a realistic total of about AED 5,199 to 20,000+ for 2,000 to 3,500 grafts (Bellora Team, 2026).

ONS reading Location pages that name an emirate where the clinic has no branch confuse patients and distort any price comparison by emirate. A clinic that serves Sharjah or northern emirates residents from Dubai should say so plainly on the page: where the procedure takes place, how follow-up visits work and what travel is involved. That is more useful to the patient and less likely to mislead than a page that implies a local branch.

Aggregator and survey estimates by emirate

Aggregators fill the gaps in clinic publishing with indicative ranges. Zavis states its ranges are "not taken from a published price list and are not quotes". They are shown here separately from clinic prices and must not be read as observed prices.

Zavis' emirate category pages and its hair transplant procedure page give the same FUE ranges, for example AED 8,000 to 24,000 for Ras Al Khaimah on both and AED 7,000 to 22,000 for Ajman on both. EdhaCare's graft-count bands, by contrast, run far higher than the clinic package of AED 12,999 to 17,999 for 3,000 grafts published by Tajmeels. The difference illustrates why survey figures and clinic prices are never merged.

Zavis also models a full "journey" cost, adding consultations and a blood test to the FUE range. Its Sharjah journey page sets out totals for every emirate and a Sharjah specialist consultation range of AED 200 to 800 per visit (Zavis, 2026). For Ajman it assumes two specialist visits at AED 200 to 700 each (Zavis).

Price by emirate: what the evidence supports

Dubai. Dubai holds almost all clinic-published transplant prices in this book, on per-graft, per-session, per-zone and package bases. Hair PRP is published by at least five Dubai providers (Dr Maliha Dar, 2026; Glamorous Dubai).

Abu Dhabi. Clinic publishing is thin. Dr Azra's joint Dubai and Abu Dhabi list prices PRP from AED 500, and Emirates Hospital Day Surgery in Khalidiyah advertises 30% off PRP and hair restoration with no base price. Transplant figures are commentary or aggregator estimates (Bellora Team, 2026; Zavis, 2026).

Sharjah. ESMC publishes a hair PRP session at AED 150. Transplant figures are a marketplace listing in USD and aggregator ranges, plus Dubai clinics' Sharjah-titled pages.

Others. In Ajman, VPM International Healthcare publishes PRP and mesotherapy session prices through a bank offer. In Fujairah, AlSharq Hospital lists mesotherapy for hair loss without a price. No clinic-published transplant price was found for Ajman, Ras Al Khaimah, Fujairah or Umm Al Quwain; a marketplace claims Ajman clinics are "10-15% lower" than Dubai, without data (Bookimed, 2026).

The medical tourism angle

Hair transplant is the procedure where the UAE most visibly competes with Turkey on price. Bookimed, a medical tourism marketplace, lists UAE hair transplants from USD 3,100 for FUE, USD 2,800 for DHI and USD 1,800 for FUT, and compares the UAE from USD 3,100 with Turkey from USD 1,500 and the USA at about USD 6,000. The same page lists Aster Hospitals Dubai from USD 6 per graft (Bookimed, 2026). EdhaCare gives a different picture: its city table for 2,000 grafts shows Dubai at USD 2,980 to 4,890, and its Dubai versus Turkey comparison shows USD 1,630 to 8,160 for Dubai against USD 2,000 to 9,000 for Turkey. The two surveys conflict on whether Turkey is cheaper at the top of the range; both are shown.

International providers also operate local clinics. Este Medical Group, a Turkish group, invested more than AED 40 million in a Dubai clinic on Jumeirah Beach Road that opened in May 2024 and reported customers from 64 countries in its first year (Gulf News partner content, 2024 to 2025). For inbound tourism, the latest official Dubai data is for 2023: 691,478 health tourists, with dermatology at 27% of demand (Government of Dubai Media Office; DHA news 909). DHA does not publish a hair transplant share. ISAPS names the UAE among locations with the highest average share of foreign patients, without a UAE figure.

The regional conflict that began on 28 Feb 2026 disrupted travel (Arab Gulf States Institute). More than 5,000 flights were cancelled in the first 48 hours across the region and a Tourism Economics scenario projected Middle East inbound arrivals down 11% to 27% in 2026 (TradeArabia). No data on the effect on UAE hair transplant volumes was found.

ONS reading UAE clinics are unlikely to win a pure price contest against Turkish package offers for patients who are willing to travel. For UAE residents the stronger proposition is continuity: consultation, surgery and follow-up visits in the same city, with a named DHA-licensed team. Marketing should present that as a service-design difference and must not claim better clinical outcomes than care abroad without evidence.

The consultation pathway

Many hair pages advertise a free consultation, including Dynamic Life Clinics. Where a fee is shown, it comes mainly from aggregators and booking sites: Zavis indicative specialist consultation ranges of AED 200 to 800 in Sharjah, AED 200 to 700 in Ajman, AED 200 to 750 in Ras Al Khaimah, AED 200 to 700 in Fujairah and AED 200 to 650 in Umm Al Quwain, all indicative. Abu Dhabi city's indicative range is AED 250 to 1,000 and Al Ain's AED 220 to 800 (Zavis, 2026).

A practical hair pathway therefore has four checkpoints that a website and CRM can support:

Assessment. A defined first appointment, ideally priced or clearly free, that leads to a diagnosis rather than a treatment sale. The DHA non-surgical standard requires a face-to-face assessment before PRP or other non-surgical cosmetic procedures (Dubai Health Authority).

Plan and information. Written information on risks, financial implications and possible outcomes for non-surgical care, and a written quotation for surgery that states graft count, technique, team and follow-up (Dubai Health Authority).

Consent. Written consent reconfirmed on treatment day for non-surgical procedures, and written consent for surgery under the federal medical liability law (Dubai Health Authority; UAE Legislation portal).

Follow-up. A stated schedule of review visits, which matters most for residents who chose a local clinic for continuity.

ONS recommends recording the dates of first enquiry, consultation, decision and treatment separately. Assess each group of enquiries after allowing enough time for patients to decide and proceed. A channel that generates suitable transplant patients can look weak in a single month's report if those patients take longer to book.

Digital marketing implications

Dubai cost data for hair keywords exists only as agency claims. One Dubai agency site states Google Ads CPCs of AED 12 to 25 for hair transplant terms and AED 18 for "hair transplant dubai", with no method or date. Platform rules add constraints:

Google lists "invasive medical procedures, including cosmetic surgery, surgical procedures, or injections" as a sensitive health category; Customer Match, own data segments, audience expansion and lookalikes cannot be used for such promotions (Google Ads Policies).

TikTok's UAE policy allows cosmetic clinic ads only with proof of local regulator approval and 18+ targeting, and bans claims that cosmetics treat hair loss.

Agency readings of Meta's July 2026 rewrite conflict on before-and-after images; one says hair restoration may use before-and-after if no negative self-perception tactics are used, while the live Meta personal health page fetched in October 2026 still carried the older negative self-perception rule.

Regardless of platform, the DHA social media standard requires before-and-after images of the same person, same lens, no editing, with "results may vary" and risks in the same font size, and with written patient consent (DHA). A DHA circular in August 2026 warned that edited before-and-after images could lead to disciplinary action (The National).

ONS reading Hair transplant results are the most photographed outcome in this category and the most tempting to stage. Clinics should keep a documented consent and approval file for every image, use the same lighting and angle, show the time since surgery, and avoid any suggestion of a guaranteed density. "1 dirham per graft" style hooks attract price shoppers and are hard to reconcile with the DHA social media standard, which treats prices without conditions as not acceptable; a clear package definition is safer and converts better with residents who are comparing options.

Gaps in the evidence

No public data. No clinic-published hair transplant price from a verified Abu Dhabi, Sharjah or northern emirates branch was found; Sharjah-titled pages belong to Dubai clinics. No DoH Abu Dhabi or MOHAP hair transplant standard was found, and no official Abu Dhabi insurance exclusion text for hair loss was retrieved. No official count of hair transplant procedures, clinics or certified surgeons exists for any emirate. No UAE hair transplant market estimate was found. Keyword volumes come only from Fresha's Ahrefs-based estimate. A future edition should mystery-shop written transplant quotations (graft count, technique, team, inclusions, VAT) from at least five providers per emirate, read the DoH standards library for hair transplant rules, and obtain Google Keyword Planner data for English and Arabic hair terms.

No public data. No clinic-published price was found for hair-specific mesotherapy with the area stated, and no hair PRP price was found for Ras Al Khaimah, Fujairah or Umm Al Quwain. No data was found on how the 2026 conflict affected hair transplant tourism or resident demand.
