This chapter sets out what UAE surgeons and hospitals publish about cosmetic surgery prices, the rules on where and by whom surgery may be done, and what a complete quotation should contain. Almost every clinic-published surgical price found is from Dubai or Abu Dhabi, published as "from" figures or wide ranges, such as rhinoplasty from AED 30,000 at Novomed or a mummy makeover at AED 69,999 to 92,000 at one Dubai clinic, and only one surgeon's page states that the fee includes VAT, hospital and anaesthetist.

In brief

Clinic-published rhinoplasty prices in Dubai run from AED 19,999 (septoplasty-linked) to AED 35,000 (ethnic rhinoplasty) at one clinic, against a hospital package of AED 25,000 to 30,000 in Dubai Healthcare City (Perfect Doctors; Emirates Hospitals Group).

Novomed lists liposuction from AED 15,000 in Dubai and Abu Dhabi, rhinoplasty from AED 30,000 and breast augmentation from AED 25,000 in Abu Dhabi and Al Ain.

One Dubai surgeon publishes an all-inclusive liposuction fee including surgeon, anaesthetist, hospital stay, garment, follow-ups and VAT: AED 15,000 to 25,000 for small areas and AED 40,000 to 50,000 for large or circumferential work (Dr Nazmi Baycin).

DHA limits liposuction to 5,000 ml of aspirate per procedure, or 2,000 ml when combined with other procedures, performed only by plastic surgeons in a hospital or day surgical centre (DHA, 2019; DHA).

Dubai had 58 day-care surgery centres in 2023 and 60 in 2025; DHA does not report how many perform cosmetic surgery (World Health Expo insights citing DHA, 2023; Government of Dubai Media Office, 2025).

No clinic-published surgical price was found from a verified branch in Sharjah or the northern emirates; aggregator indicative rhinoplasty figures run from AED 16,000 in Umm Al Quwain to AED 25,000 in Dubai (Zavis, 2026).

Dubai's basic insurance plan excludes all cosmetic services and replacement of an existing breast implant, while covering breast reconstruction after mastectomy (Dubai Health Authority circular, hosted by April International, Jan 2025).

In 2023, Arab and GCC visitors made up 43% of Dubai's plastic surgery health tourists (DHA news 909).

Published consultation fees are rare; a booking site shows initial specialist consultations at AED 250 to 600 in a Sharjah-area search and AED 0 to 500 in Abu Dhabi's Al Zahiyah (Doctify).

Surgery as a complete case journey

A higher advertised procedure price does not automatically mean a more profitable marketing campaign. A surgical case involves a consultation, eligibility and safety assessment, a facility with the right licence, anaesthesia, the operation, garments and medicines, and follow-up. ONS groups these services into five families, each requiring different information to help patients decide.

Face and neck (rhinoplasty, eyelid surgery, facelift, neck lift, otoplasty): surgeon, assessment, setting and recovery discussion.

Breast (augmentation, reduction, lift and revision): individual plan, implant or technique information and follow-up.

Body contouring (liposuction, abdominoplasty, BBL, mummy makeover, body lift, fat transfer): scope, anaesthesia, facility and complete quotation.

Male cosmetic surgery (gynaecomastia and other procedures): private assessment and procedure-specific information.

Revision and complex cases (revision surgery and scar-related assessment): specialist review and realistic options.

Demand signals

No official count of cosmetic surgery procedures exists for any emirate. Global context comes from ISAPS: plastic surgeons performed an estimated 17.9 million surgical procedures worldwide in 2025, and women accounted for 85.6% of them. In the 2024 survey, eyelid surgery was the top surgical procedure globally (AmSpa). These are global figures and do not describe the UAE.

UAE studies are small. In a 2025 survey of 783 female college students in the UAE, 47.6% viewed cosmetic surgery as necessary, improving appearance was the main motive at 67.9% and cost the main barrier at 49.4% (Al-Bashaireh et al., Heliyon 11; Al-Bashaireh et al., Heliyon 2025). In a University of Sharjah-led survey of 403 adult men in the UAE, 13.2% met a body dysmorphic disorder questionnaire cutoff, and those screening positive had 5.8 times the odds of considering cosmetic surgery (Haj Hussain et al., Frontiers in Psychiatry 16, 2025). That finding matters for marketing ethics: some of the people most drawn to surgical content are those for whom surgery may not be the right answer.

Market estimates are paid-report teasers. Grand View Research puts the UAE aesthetic surgery procedures market at USD 351.1m in 2023, forecast to reach USD 675.9m in 2030. Bonafide Research gives only a compound annual growth rate of "more than 10.20%" for 2024 to 2029. Neither publishes a method that would allow a resident-only figure.

Regulation: who, where and how much

Day surgery centres

Dubai's DHA Standards for Standalone Day Surgery Centres, version 4, were issued on 1 Sep 2023 and took effect on 1 Nov 2023; plastic surgery is a permitted specialty and centres are classed A, B, CM and C by sedation level (DHA). These limits determine which procedures a day surgery centre can offer.

RuleProvisionGradeSource
Deep sedation (Class CM)Maximum 2 hours[Official]DHA
General anaesthesia (Class C)Maximum 3 hours; multiple-site surgeries over 3 hours not permitted[Official]DHA
Timing and stayGA not to start after 5pm; no operation from 12am to 6am; no overnight stay; ASA I to III patients only[Official]DHA
Staffing and accreditationAccreditation within two years of licensure; consultant or specialist-led; full-time anaesthetist for classes CM and C; consent forms in English and Arabic[Official]DHA
LiposuctionOnly DHA-licensed specialist or consultant plastic surgeons; only in a general hospital, specialty hospital or day surgical centre (Issue 1, issued 4 Jul 2019; revision date 4 Jul 2024; no newer version found)[Official]DHA
Liposuction volumeMaximum aspirate 5,000 ml per procedure; Foley catheter above 3,000 ml; maximum 2,000 ml when combined with other procedures; contraindicated at BMI 40+ (Caucasian) or 37.5+ (Asian); ECG and chest X-ray at age 50+[Official]DHA
Invasive skin proceduresOnly licensed plastic surgeons may open the skin for tightening, lifting or dissolving fat on face and body[Official]DHA
Abu Dhabi anaesthesiaProcedures needing general anaesthesia only in facilities licensed for GA[Official]DoH Abu Dhabi
Northern emirates licence feeMOHAP one-day surgery centre AED 20,000 issuance and annual renewal[Official]UAE Legislation portal

The combination limits are directly relevant to marketing. A "mummy makeover" or "360 lipo plus tummy tuck" package combines procedures; under the DHA standard, liposuction combined with another procedure is limited to 2,000 ml of aspirate, and a day surgery centre may not run multiple-site surgery longer than 3 hours (DHA). A package advertised as one session may therefore require a hospital setting or staging.

Liability and consent

Federal Decree-Law No. 4 of 2016 on medical liability requires written consent for surgery, mandatory civil liability insurance for practitioners paid by the facility, and sets penalties for gross medical error of up to 1 year in prison and/or AED 200,000; it has no cosmetic-specific article (UAE Legislation portal). A 2026 academic study finds legal ambiguity on whether UAE cosmetic surgeons owe an obligation of means or of result, and notes that courts have in some cases imposed stricter standards (IJARAFMS).

ONS reading Where courts may hold cosmetic surgeons to a stricter standard, marketing that implies a specific result raises the clinic's exposure as well as breaching advertising rules. Surgical pages should describe what the procedure involves, who is eligible, the recovery and the risks, and avoid any wording that reads as a promised outcome.

Supply: who performs cosmetic surgery

DHA reports facilities by type, not specialty. Dubai had 58 day-care surgery centres in 2023, 60 in its 2024 statistical yearbook and 60 in a February 2026 release on 2025 (World Health Expo insights citing DHA; DHA). An unsourced 2020 press feature cited about 150 day-care surgery centres and about 400 aesthetic clinics in Dubai, which conflicts with the official count (Gulf News, 2019). The latest official count of plastic surgeons found is 141 practising in Dubai with 145 facilities offering plastic surgery, from data of c. 2014 (Gulf News, 2013). A directory built from the DHA Sheryan register lists 67 licensed plastic and cosmetic surgery professionals at 48 facilities matched to Jumeirah alone, without an as-of date (Zavis, 2026). In Ras Al Khaimah, the 2023 private sector included 1 private hospital and 3 day hospitals (RAK Statistics Centre, 2019).

Capacity has been added through dedicated surgical sites. NMC's CosmeSurge Hospital in Jumeirah was reported around 2020 as an AED 65 million investment with eight in-patient rooms (Zawya press release). CosmeSurge reports 16 UAE clinics across Abu Dhabi, Dubai, Sharjah, Ras Al Khaimah and Fujairah (Mediworld ME). Novomed opened its 10th branch, in Mohamed Bin Zayed City, in June 2024 with plastic surgery among its services (Gulf News partner content). Cocoona has announced plans for an aesthetic hospital in Abu Dhabi and a day surgery centre in Dubai, in an undated article (Arabian Business).

Published surgical prices

The table records clinic-published prices only. All are single-provider observations; most are "from" prices or ranges for a total procedure whose inclusions vary. VAT is not stated unless shown. Ranges are as published, including pages with internal inconsistencies, which are noted.

Two pages show why a headline price is not a quotation. Perfect Doctors' rhinoplasty page carries a headline of "AED 17999+" while its body text gives AED 23,299 to 30,000, and Royal Clinic's liposuction page headline of "starts from 2,000 AED" has no area breakdown and sits far below every other published liposuction figure.

Liposuction: one procedure, many bases

Liposuction shows the widest spread of published bases: by technique, by body area, by size of area with inclusions stated, and as a single starting price (Tajmeels; Dr Hardik Ganatra). The ranges below cannot be compared directly; they show how different pricing bases affect the figure a patient sees.

ONS reading The same caution applies: Novomed's starting prices are specific to that provider, not complete case quotes or market medians. The clearest published model is the all-inclusive fee that lists what is covered and states VAT. A clinic that publishes ranges by area and states inclusions gives residents a basis for comparison; a clinic that publishes a low "from" figure with no scope invites comparison it cannot honour and risks breaching the DHA rule that prices without conditions are not acceptable.

The aggregator's typical figures sit below most Dubai clinic-published ranges: Zavis gives AED 25,000 as typical for Dubai, while the lowest published Dubai package is AED 25,000 and the most common published upper bound is AED 30,000. Zavis' Abu Dhabi typical figure of AED 23,000 is also below Novomed's Abu Dhabi starting price of AED 30,000. The two sources conflict; the clinic figures are observed, the aggregator figures are not.

Procedure notes

Rhinoplasty. The most published surgical price in the UAE, with clinic figures from three Dubai and Abu Dhabi providers (Emirates Hospitals Group; Perfect Doctors). Zavis notes that cosmetic rhinoplasty is not covered by insurance.

Blepharoplasty and facelift. Only one clinic publishes prices: blepharoplasty AED 12,265 to 35,000 and facelift AED 34,099 to 45,000 (Perfect Doctors). A clinic blog estimates blepharoplasty at AED 10,000 to 40,000 and facelift at AED 15,000 to 60,000 (Snö Clinics). No price was found outside Dubai.

Breast surgery. Published Dubai augmentation ranges start at AED 19,999 at Perfect Doctors and for Royal Clinic's saline option, with upper bounds of AED 34,999 and AED 24,999, while Novomed lists AED 25,000 as its starting price in Abu Dhabi and Al Ain. The DHA basic plan excludes cosmetic breast surgery and replacement of an existing implant but covers reconstruction after mastectomy for cancer (Dubai Health Authority circular, hosted by April International, Jan 2025).

Liposuction and abdominoplasty. Tummy tuck ranges published by clinics run from AED 26,500 (Perfect Doctors) to AED 50,000 (Royal Clinic full tummy tuck). The DHA volume limits apply to any liposuction element (DHA).

BBL and mummy makeover. Only one clinic publishes these: BBL at AED 22,350 to 40,000 and mummy makeover at AED 69,999 to 92,000 (Perfect Doctors). A clinic blog gives BBL "from 30,000+" (Snö Clinics). Both are combined or multi-site procedures to which the DHA combination limits and day surgery duration limits apply (DHA).

Gynaecomastia. One Dubai clinic publishes AED 17,999 to 35,000 (Perfect Doctors). A marketplace gives VASER gynaecomastia in the UAE from about USD 3,300, general gynaecomastia surgery from USD 10,000, and claims Dubai prime districts cost 15 to 20% more (Bookimed, 2026). The same marketplace's listing says Aster Hospitals Dubai gynaecomastia surgery "may cost around $4,850 to $4,860" (Bookimed). With men at 68.52% of Dubai's residents, this is the surgical procedure with the largest potential male audience, yet it is among the least published (Gulf News, end 2025).

Consultation fees

Surgeon consultation fees are rarely published by clinics. Several clinics advertise free consultations, such as Royal Clinic for breast augmentation, while Perfect Doctors states that the consultation is typically charged separately.

On booking sites, Doctify shows initial specialist consultation fees of AED 0 to 500 in a brow lift search for Al Zahiyah, Abu Dhabi, and AED 250 to 600 for initial consultations with AED 0 to 350 for follow-ups in a face lift search centred on Al Nahda, which mixes Sharjah and Dubai practitioners. A Dubai clinic blog states that some clinics charge AED 200 to 500 (Noor Al Mamzar Medical Center). Zavis' indicative specialist consultation ranges, which are not specialty-specific, are AED 250 to 1,000 for Abu Dhabi city and AED 220 to 800 for Al Ain, AED 200 to 800 for Sharjah, AED 200 to 700 for Ajman, AED 200 to 750 for Ras Al Khaimah, AED 200 to 700 for Fujairah and AED 200 to 650 for Umm Al Quwain, all indicative.

For marketersA published consultation fee, and a statement of whether it is credited against surgery, is a simple trust signal that few UAE surgical pages offer. It also filters enquiries: a paid surgical consultation tends to attract people who have already researched the procedure.

The complete quotation

A quotation needs to state whether it includes anaesthesia, hospital charges, tests, garments, follow-up and revisions. The published pages confirm how much these items vary. Emirates Specialty Hospital's rhinoplasty package includes the pre-operative anaesthesia consultation, tests, routine medicines, consumables, imaging and two weeks of follow-up, and excludes take-home medicines (Emirates Hospitals Group). Dr Nazmi Baycin's liposuction fee includes surgeon, anaesthetist, JCI hospital stay, garment, follow-ups and VAT. A Dubai clinic blog prices general anaesthesia at AED 8,000 to 12,000 and a one-night hospital stay at AED 1,500 to 3,000 as separate components (Dr Tarek Aesthetics). A marketplace abdominoplasty package at NMC Royal Hospital Sharjah lists a 1 to 2 day hospital stay, anaesthesia, surgeon fee and tests within USD 7,897 (MediGence).

VAT can materially affect the total cost. Elective cosmetic treatment is standard-rated at 5% unless prescribed to treat or prevent a medical condition (Gulf News; PwC Middle East). Of the pages read for this book, only one surgical page stated that its price includes VAT (Dr Nazmi Baycin).

Financing is part of the quotation. Novomed offers 0% instalments over 3, 6 or 12 months with named bank cards, Perfect Doctors states it has no 0% plan currently, and Dr Tarek Aesthetics offers an instalment plan for tummy tucks. Tabby lists a plastic surgery clinic, Aesthetics International, with payment split into 4 interest-free instalments, and Tamara lists cosmetic surgery centres among the healthcare providers it serves.

Medical tourism context

Residents are the main audience, but surgery is also sold to visitors. Dubai received 691,478 international health tourists in 2023, who spent AED 1.034bn on healthcare services (Government of Dubai Media Office; DHA news 909 and 913). Women were 58% of health tourists, and plastic surgery health tourists came mainly from Arab and GCC countries (43%), Asia (21%) and Europe (21%) (Government of Dubai Media Office, 2023); DHA did not publish an overall plastic surgery share (DHA news 909, 2023). A P&S Intelligence estimate puts cosmetic surgery at 35% of the GCC medical tourism market in 2025, with the UAE holding 45% of that market. Abu Dhabi's official medical tourism network lists 40 facilities and more than 287 packages but excludes cosmetic specialties (DoH Abu Dhabi).

Marketplace price comparisons set the UAE against Turkey and Europe. These are USD "from" prices from patient requests and quotes, not resident prices.

Other marketplace data gives hospital starting prices in USD: breast augmentation from USD 10,000 at Burjeel Medical City and USD 9,000 at NMC Royal Hospital Khalifa City, rhinoplasty from USD 7,500 at Burjeel Medical City, and abdominoplasty from USD 8,500 at NMC Royal Hospital Sharjah, on a page where hospital names and links appear swapped (MediGence, 2026). Bookimed lists a Dubai tourist package for breast implants with lift at USD 12,500 including 7 nights' hotel. A medical tourism seller claims UAE plastic surgery costs USD 7,000 to 18,000 against USD 2,500 to 6,000 in Turkey, with no data source (PlacidWay, 2026).

Turkish providers are also in Dubai. Este Medical Group invested more than AED 40 million in a Dubai clinic that opened in May 2024 (Gulf News partner content, 2024 to 2025). The 2026 regional conflict cut travel: more than 5,000 flights were cancelled in the first 48 hours (TradeArabia). The only claim of lower bookings at high-end UAE cosmetic clinics comes from an unsourced blog (Nomad Lawyer, 2026; Nomad Lawyer travel news, 2026).

ONS reading A resident-focused surgical practice can explain continuity: where consultations take place, who handles post-operative questions, which visits are included and how the patient reaches the team after the procedure. This describes how the service is organised; it does not claim that local care produces better clinical outcomes. Against Turkish package prices, the honest comparison for a resident is the complete local quotation, including follow-up and revision policy, against a package that also requires travel, time off work and follow-up arrangements at home.

Digital marketing implications

Dubai cost data for surgical keywords exists only as agency claims: "rhinoplasty dubai" at AED 25 per click, "facelift dubai" AED 28, "plastic surgeon dubai" AED 24 and a cosmetic surgery cost of AED 300 to 800 per qualified consultation, with no method or date. For comparison, the WordStream 2026 US median for physicians and surgeons is USD 4.76 per click and USD 40.04 per lead; these are US figures.

Google lists cosmetic surgery and other invasive procedures as a sensitive health category; Customer Match, own data segments, audience expansion and lookalikes cannot be used (Google Ads Policies).

Meta requires cosmetic surgery and procedure ads to target people aged 18 or over; agency readings of its July 2026 rewrite on before-and-after images conflict.

Snap requires 18+ targeting for plastic surgery ads. TikTok allows UAE cosmetic clinic ads only with proof of local regulator approval and 18+ targeting; its March 2026 cosmetic surgery update applies to the US and Canada only.

DHA bans filming or live-streaming in theatres while a patient is under surgery or general anaesthesia, requires doctors practising in Dubai and abroad to keep a separate Dubai account, and bars featuring Dubai patients on international accounts (Gulf News, 2026; DHA).

A DHA circular in August 2026 warned that edited before-and-after images could lead to disciplinary action (The National).

ONS reading Surgical campaigns should be measured on collected case revenue after cancellations and refunds, with the full variable delivery cost subtracted, not on enquiry volume. Track consultation quality and case suitability, and preserve the surgeon's freedom to advise against treatment. Sales incentives that pressure a patient to proceed are inconsistent with the consent rules and, given the body dysmorphia evidence, with patient welfare.

Gaps in the evidence

No public data. No clinic-published surgical price was found from a verified branch in Sharjah, Ajman, Ras Al Khaimah, Fujairah or Umm Al Quwain; those emirates are covered only by aggregator ranges and USD marketplace listings. No blepharoplasty or facelift price was found outside Dubai. No official count of cosmetic surgery procedures, plastic surgeons or cosmetic day surgery centres by emirate exists after c. 2014. No published revision policy or complication-cover policy was found on any page read. A future edition should collect written surgical quotations by procedure and emirate with a standard inclusion checklist, and request DHA, DoH and MOHAP specialist counts.

No public data. No DoH or MOHAP cosmetic surgery standard was found beyond the DHA liposuction, hair transplant and day surgery standards, and the DHA liposuction standard of 2019 passed its revision date of 4 Jul 2024 with no newer version online (DHA). Dubai health tourism data after 2023 has not been published, and no data on the 2026 conflict's effect on surgical bookings was found. UAE keyword volumes and costs for surgical terms are available only as agency claims.
