In this chapter

This chapter turns the evidence in the book into a practical plan for a clinic: a 90-day launch in four phases, review agendas, an approval checklist for each emirate, service-family sequencing, a measurement setup that respects UAE health data rules, pause rules and a 12-month calendar. The approval route differs by emirate: Abu Dhabi facilities log advertisements through the DoH "Log a Health Advertisement" e-service on TAMM, and Sharjah Health Authority will not issue its own medical advertisement licence without prior MOHAP approval. The seasonal evidence is thin: the only dated UAE figure is retail beauty growth of over 20% year on year during Ramadan 2025, with no clinic data (Redseer Strategy Consultants; AGBI).

In brief

The 90-day plan runs in four phases (days 1 to 15, 16 to 30, 31 to 60, 61 to 90), each ending with a decision gate rather than a date.

Dubai: the Medical Director must approve any post that names the facility, including influencer posts, and the facility is liable for influencer content (Dubai Health Authority, 2022). DHA warned in August 2026 that non-compliance with social media advertising standards "could result in disciplinary action" (The National).

Abu Dhabi: every licensed facility must nominate two representatives for training on the DoH Health Media and Advertising System under Circular 26/2023 (DoH Abu Dhabi).

Sharjah: SHA processing takes 8 working days after prior MOHAP approval (Sharjah Health Authority). Ajman, RAK, Fujairah and UAQ: MOHAP's social media advertisement licence costs AED 100 to apply plus AED 1,000 a month or AED 3,000 a year, per language, platform and content.

MOHAP gives an advertiser up to 3 working days after a warning email to license or remove an advertisement; the fine doubles if removal takes more than 5 working days.

Using patient information for non-health purposes needs written consent under Federal Law 2 of 2019; in Dubai, marketing is a secondary use of patient data needing consent and DHA permission.

Google blocks Customer Match and lookalike segments for cosmetic surgery and injections, and Meta restricts event tracking for health advertisers, so measurement must rely on the clinic's own deduplicated records.

Healthcare search impressions on one UAE directory were highest for Dubai (130,863) and lowest for Umm Al Quwain (3,111) in September to October 2026; this is a single-site proxy, not market volume (Zavis).

No dated UAE source was found on aesthetic seasonality for summer or wedding season; the calendar marks these as gaps (Redseer Strategy Consultants, 2025).

1. The 90-day launch plan

The first 90 days should establish a reliable baseline, not maximise volume. Each phase gathers the evidence needed for the next decision. A phase starts only when the requirements of the previous phase have been met. The four phases are those of the ONS draft; the owner and evidence columns are added here.

Why the first phase is about approvals and prices

Regulators now act on online health advertising. The UAE Media Council started legal proceedings against a social media advertising account over an advertisement with unverified medical or therapeutic claims lacking scientific backing and health authority approval, and publishing false or harmful content carries a fine of AED 5,000 to 150,000 (Khaleej Times, 2025). In Dubai, DHA bans absolute claims such as "the best", "100%" and "has no side effects", and treats prices without conditions or time-limited discounts that cannot be met as unacceptable (Dubai Health Authority, 2022). A price reconciliation in days 1 to 15 is therefore a compliance task as well as a commercial one: the published price, its basis and its conditions must match what reception quotes.

Response handling is the second early priority. 85% of UAE residents say they would prefer WhatsApp to interact with companies and 87% want a real person rather than a chatbot or AI (n=1,000, 2024) (Communicate Online). In US aesthetics data, staff taking a message accounted for 15.6% of non-booked enquiries (Liine, 2023). Booking workflow tests in days 16 to 30 should cover staffed and unstaffed hours separately.

ONS reading The gate at day 60 is the one most often skipped. Clinics tend to judge the launch on the number of leads in the first month, but a consultation booked in one month and treated in the next belongs to its original cohort. Expansion should follow a clear finding: a service has appropriate demand, a reliable consultation pathway, sustainable economics and additional capacity. A high click-through rate, a viral post or an isolated successful case is not enough evidence by itself.

2. Per-emirate launch checklist

Each emirate has its own health regulator and advertising route, and a multi-branch group needs one approval file per branch and channel. The table records what the research notes confirm and what they do not establish. Fees and processing times are those published by the regulator at the time of checking (October 2026).

Under MOHAP's federal schedule, printed, audio or audiovisual advertisements for a specialty clinic cost AED 1,100 a month or AED 11,000 a year, plus AED 100 per application, per language and product (UAE Legislation portal). A healthcare advertisement in a medical or commercial directory costs AED 100 to apply plus an AED 1,000 licence fee, and the approved design must show the licence start and end dates (MOHAP). Cabinet Resolution 82 of 2025 sets fines of AED 8,000 per language for an unlicensed advertisement that also breaches conditions, AED 6,000 for one that is compliant but unlicensed, AED 4,000 per advertisement for promoting a facility through influencers without a licence and AED 200 per advertisement for a missing or incorrect licence number (UAE Legislation portal). MOHAP's monitoring page still lists the older AED 4,000 and AED 8,000 schedule under Cabinet Resolution 7 of 2007; Resolution 82 of 2025, in force since 22 December 2025 (Official Gazette No. 802, 26 June 2025), sets a newer schedule of advertising fines that the monitoring page does not yet show (MOHAP; UAE Legislation portal, 2026).

At federal level, media law penalties also apply. Cabinet Resolution 42 of 2025 sets AED 10,000 for an advertisement breaching advertising conditions, which can be doubled, and AED 20,000 to 50,000 for advertising on social media without a licence (Bird & Bird). Reported regulations allow administrative fines up to AED 1m, doubling to AED 2m for repeat offences, and ban unauthorised content in regulated sectors, naming health advertisements as an example (Khaleej Times).

Demand context by emirate

No measured split of cosmetic demand by emirate exists. Two proxies are available. One healthcare directory's Google Search Console data for 19 September to 16 October 2026 shows healthcare searches naming Dubai at 130,863 impressions, Abu Dhabi 51,715, Sharjah 34,733, Ajman 28,962, Al Ain 20,027, Ras Al Khaimah 6,398, Fujairah 3,631 and Umm Al Quwain 3,111 (Zavis). These cover all specialties on one site and show where that site is visible, not total demand. Resident populations give the second proxy.

The population figures come from different years and methods, so they should not be summed into a UAE total. Ajman's 2023 figure, RAK's rounded estimate and UAQ's 2015 figure are compiled estimates, because no official current figure was readable for those emirates (City Population; City Population compiling emirate statistical offices). In the directory data, Ajman fell 23.8% while Fujairah and Umm Al Quwain rose, but the absolute numbers in the northern emirates are small and from one site (Zavis, 2026).

ONS reading A clinic should not set emirate budgets by population share. The first constraint is approval: a Sharjah branch faces two sequential approvals, while a Dubai branch's advertising control sits with its own Medical Director under the DHA standard. The second is capacity at each branch. The third is measured demand from the clinic's own search query reports, which the directory proxy cannot replace. ONS would launch first where the approval file is complete and the branch can answer and book within staffed hours, then add emirates one at a time.

3. Service-family sequencing

Service families differ in who may perform them, which terms platforms allow and how long patients take to decide. The table sets out the regulatory and platform gates found in the notes; the wave is ONS judgement.

Search interest gives a further input. One analysis of UAE average monthly Google searches for January to September 2025 puts Botox at 35,000, IV drip at 22,000, polynucleotide injection at 18,000, hair transplants and thread lift at 15,000 each, and hyaluronic acid filler at 8,000. The source's method section gives a different period, January to November, so the figures carry that inconsistency (Salon Today citing Fresha analysis of Ahrefs, Glimpse and Google Trends data, Jan to Sep 2025). High search interest in Botox does not make it the easiest family to launch, because "Botox" is a prescription drug brand name and Google bars prescription drug terms in UAE ad copy and landing pages; the notes record that Google's non-exhaustive drug list could not be checked.

ONS reading ONS would start with skin and laser services in wave 1 because their pages can be written without drug brand names and their decision cycle is short, so mature cohort data arrives within the 90 days. Injectables follow in wave 2 once the clinic has copy that names the treatment category rather than the drug and has its prescribing pathway documented. Surgery and hair transplant come in wave 3 because consultations convert over a longer period and theatre capacity limits volume. Weight management, PRP, regenerative and IV services stay on hold until the clinic's clinical, legal and platform reviews are complete.

4. Measurement setup checklist

Measurement in a UAE clinic must comply with health data law as well as platform requirements. Federal Law 2 of 2019 requires health data to be kept at least 25 years from the patient's last procedure and bars using patient information for non-health purposes without written consent (Latham & Watkins). Breaching its data localisation article carries a fine of AED 500,000 to 700,000 (Latham & Watkins). The PDPL does not apply to health personal data where Federal Law 2 of 2019 regulates it (protection regime, via Pinsent Masons Out-Law).

In Dubai, the DHA confidentiality policy classes marketing as a secondary use of protected health information that needs the data subject's consent, written consent for non-health purposes and DHA permission, and treats full-face photos as identifiers. The same policy says protected health information should not be transferred outside the UAE except under exemptions in the UAE ICT Health Law and Decision 51 of 2021 with DHA approval; third parties processing it need a signed data sharing agreement or contract, and processors may not engage sub-processors without prior written authorisation; WhatsApp and messaging apps are not mentioned (Dubai Health Authority). A US government summary states that DHA asset policies allow cross-border flows, which conflicts with the DHA policy clause. In Abu Dhabi, ADHICS V2 has applied since August 2024 to facilities and to health tech, web and mobile app providers, and personally owned devices must not store healthcare data (DoH Abu Dhabi).

No public data. No source in the notes says whether exporting WhatsApp Business conversations or storing enquiries in an overseas-hosted CRM is permitted for a UAE clinic, and the PDPL executive regulations had not been issued by the end of 2024, with later status unconfirmed (Dubai Health Authority; Baker McKenzie Global Data and Cyber Handbook). A future edition should obtain the current DHA, DoH and MOHAP positions on messaging apps and cloud CRMs, and the PDPL implementation status.

5. Weekly and monthly review agendas

A dashboard without decisions and owners will not improve conversion. The weekly review addresses day-to-day operations. The monthly review assesses financial results for groups of enquiries that have had enough time to progress through consultation and treatment. Clinical questions stay with the care team and marketing changes with the agency.

Retention deserves a fixed slot because published data point to its weight in clinic revenue: 73% of US med spa patients were repeat patients in AmSpa's 2024 report, and top North American med spas retain 70% to 80% of patients, with below 60% described as a structural problem. Review practice also matters to new patients: in a 2026 US survey, 89% expect owners to respond to reviews and 50% are put off by templated replies (BrightLocal).

ONS reading Do not optimise only to the current month's easiest-to-measure leads. The monthly review should compare service lines on contribution after acquisition and on patient experience, using cohorts rather than calendar months, and should record each decision with the evidence that supported it so the next review can test it.

6. Pause rules

Pause or constrain a campaign when approval evidence is missing, the destination misrepresents the service, enquiry response fails, appointment capacity is exhausted or the data cannot distinguish real new patients from duplicates. 7. A 12-month calendar

The calendar below is relative (Month 1 is the launch month) because religious and seasonal dates move from year to year and the notes do not give future dates. Seasonal markers are included only where the notes support them.

Ramadan is the one season with UAE evidence, and it is retail, not clinical: UAE Ramadan 2025 retail sales were estimated at about USD 10 billion, with grocery and beauty and personal care up over 20% year on year (Redseer Strategy Consultants). A second report confirms beauty products led Ramadan growth at over 20% and notes there is no clinic or aesthetic data (AGBI, 2025). The only clinic campaign tied to Ramadan in the notes is a Riyadh aesthetic clinic's TikTok campaign, year not stated, which recorded 3,496 website clicks at a CPC of SAR 1.32. Eid Al Adha offers were observed at two providers: a Dubai hospital dermatology package of 20% off Botox, fillers, exosomes, skin boosters and Profhilo, valid 1 May to 15 June 2026, and an Abu Dhabi hospital laser hair removal promotion (Emirates Hospitals Group).

Media cost also moves through the year. Superads' all-industry UAE Facebook CPM peaked at USD 23.52 in November 2025 and fell to USD 8.92 in May 2026. The notes give no cause for the May low and advise against attributing it to the regional conflict that began on 28 February 2026 without evidence (from Superads accounts, Jul 2025 to Jul 2026; Arab Gulf States Institute). High-end cosmetic clinics in Dubai and Abu Dhabi were described as experiencing lower bookings during that conflict, with no data or named clinics (Nomad Lawyer travel news, 2026).

A future edition should collect monthly enquiry and booking counts by service family from consenting clinics across at least two years, and monthly search interest for named treatments in Arabic and English.

Gaps in the evidence

No public data. No DHA advertisement permit fee or validity, and no DoH advertisement approval fee, validity or document list, was found; the TAMM service names exist but the service card was not read (DoH Abu Dhabi; Dubai Health Authority, 2025). Sharjah Health Authority fees depend on advertisement type and were not stated. The role of a separate Ras Al Khaimah health authority in advertising was not researched. No MOHAP cosmetic standard for the northern emirates and no Sharjah aesthetic clinic licensing rules were found. A future edition should read the DHA Sheryan and DoH TAMM service cards, the SHA fee schedule and any RAK health authority rules, and confirm the in-force date of Cabinet Resolution 82 of 2025 (UAE Legislation portal).
