In this chapter
This chapter asks whether a UAE business's website, crawler settings, enquiry channels and consent handling are ready for paid and organic visibility in AI assistants. The short answer is that the website is part of the campaign: OpenAI will not run ads whose landing pages its systems cannot review, and its help centre tells advertisers not to block OAI-AdsBot or OAI-SearchBot. For organic citation, Google states that a page needs only to be "indexed and eligible to be shown in Google Search with a snippet", and OpenAI states that "Any public website can appear in ChatGPT search" if OAI-SearchBot is not blocked.
In brief
- OpenAI runs four separate user agents: OAI-SearchBot for search, GPTBot for training, ChatGPT-User for user-initiated visits and OAI-AdsBot for ad landing-page checks; OAI-AdsBot "only visits pages submitted as ads" and is not used for training (OpenAI).
- Blocking GPTBot keeps content out of training without removing it from ChatGPT search, as long as OAI-SearchBot is allowed (OpenAI Help Center). For ChatGPT-User, "robots.txt rules may not apply" (OpenAI).
- Google says sites do not need "new machine readable files, AI text files, or markup" to appear in AI features, and is reported as saying it does not support llms.txt.
- ChatGPT adds utm_source=chatgpt.com to referral URLs automatically, and OpenAI's pixel stores an "oppref" click reference in a first-party cookie.
- Recent conversion figures in ChatGPT Ads can take 24 to 48 hours to settle, and reporting offers 7, 14 and 30 day click windows and 0 or 1 day view windows (OpenAI).
- In the two ONS client tests, 18 of 19 client-recorded leads were relevant (94.7%) and 5 were closed at reporting (26.3%), a small selected sample that is not a benchmark.
- The UAE PDPL has been in force since 2 January 2022, but its implementing regulations "have still not been issued" as of June 2026, and no later issuance was found by 28 October 2026 (Primerus / Reina Consulting; Morgan Lewis). DIFC lists prior opt-in consent for online behavioural advertising and ad personalisation (Baker McKenzie).
- In the UAE, ChatGPT holds 80.99% of AI chatbot share, but in StatCounter's Google versus ChatGPT referral view Google has 99.57% and ChatGPT 0.43% (September 2026).
- In US data, Google users clicked a traditional result in 8% of visits with an AI summary against 15% without, and clicked a link inside the summary in 1% of visits (Pew Research Center, 2025).

Treat the website as part of the campaign
Before spending, complete an actual customer journey on mobile and desktop. Open the destination, read the offer, submit an enquiry, confirm receipt and check the sales record. Test the call and WhatsApp paths as separate actions. A button click is not necessarily a completed conversation or a qualified lead.
The journey begins on several kinds of device. ChatGPT Ads can target the Android app, web on Android, desktop web, the iOS app and web on iOS (OpenAI Help). A visitor who clicks from the iOS app arrives in a different browser context from one who clicks on desktop, so each should be tested separately.
A useful page contains enough information to support a decision: service scope, suitability, location or delivery method, pricing approach, evidence, conditions and a clear next step. Explain exclusions before the visitor reaches the sales team. This can reduce unsuitable enquiries without relying on an unusually long form. The same page content also serves two other readers: OpenAI's review systems, which check the landing page before an ad can run, and AI assistants that may cite the page in an organic answer.
What it means for marketersOne page now has three audiences: the customer, the platform's ad reviewer and the assistant's search crawler. A page that is clear, reachable and accurate for the customer usually satisfies the other two. A page that hides its offer behind scripts, pop-ups or bot protection can fail all three.
Crawlers and access
Each AI platform uses named crawlers for distinct purposes, and robots.txt rules apply to them separately. OpenAI's crawler overview, read on 28 October 2026, describes four user agents. Its publishers FAQ explains how they interact: to be included in ChatGPT search, "make sure you aren't blocking OAI-SearchBot"; to exclude content from training, "disallow the GPTBot user-agent"; and to keep a page out of results, use the noindex meta tag, which the crawler must be allowed to read (OpenAI Help Center). OpenAI's search systems adjust to robots.txt changes in about 24 hours, and if both OAI-SearchBot and GPTBot are allowed, one crawl may serve both.
| Crawler | Platform | Purpose | Control | Grade | Source |
|---|---|---|---|---|---|
| OAI-SearchBot | OpenAI | ChatGPT search inclusion | robots.txt; must not be blocked for search inclusion or ad landing pages | [Platform] | OpenAI Help Center; OpenAI; OpenAI Help |
| GPTBot | OpenAI | Model training | robots.txt disallow excludes content from training | [Platform] | OpenAI Help Center; OpenAI |
| ChatGPT-User | OpenAI | User-initiated visits; "not used for crawling the web in an automatic fashion" | "robots.txt rules may not apply" | [Platform] | OpenAI |
| OAI-AdsBot | OpenAI | Checks landing pages submitted as ChatGPT ads; not used for training | Must not be blocked for ads to be reviewed | [Platform] | OpenAI; OpenAI Help |
| Googlebot (Search) | Search index, including AI Overviews and AI Mode | nosnippet, data-nosnippet, max-snippet, noindex | [Platform] | Google Search Central | |
| Google-Extended | Use of content to train Gemini models | "does not control Search features" | [Platform] | ||
| PerplexityBot | Perplexity | Surface and link websites in Perplexity results; not used for foundation model training | Perplexity recommends allowing it in robots.txt | [Platform] | Perplexity Docs |
| Perplexity-User | Perplexity | User-requested fetches | "generally ignores robots.txt rules"; changes may take up to 24 hours | [Platform] | Perplexity Docs |
Two features of this table matter for UAE businesses. First, blocking a crawler does not always remove a page from view: OpenAI states that a disallowed page's link and title may still appear when there are "signals the page is relevant to a user's query". Second, Google's training control and its search control are separate. Google-Extended "does not control Search features", and Google said in January 2026 that it is "exploring updates to our controls" so sites can opt out of Search generative AI features, with no launch date. The only current way to keep content out of Google AI Overviews is the ordinary snippet and index controls.
Bot protection and geo-blocking
Many UAE sites sit behind content delivery networks, firewalls or bot protection that challenge unfamiliar user agents. OpenAI states that "Ads or landing pages that cannot be reviewed or evaluated by our systems are not eligible to run". A landing page that serves a challenge page to OAI-AdsBot will therefore fail review even if it loads normally for a person in Dubai (OpenAI Help; OpenAI).
ONS reading ONS checks crawler access as a launch gate, not an afterthought. The website team should allow OAI-AdsBot and OAI-SearchBot on the specific landing pages submitted as ads, check that bot protection rules do not challenge them, and leave unrelated security controls in place. Whether to allow GPTBot is a separate business decision about training use; blocking it does not affect ChatGPT search inclusion. ONS recommends recording each decision with its date, because robots.txt changes take effect within a day and are easy to forget.
Structured data, feeds and machine-readable content
The platforms differ on whether special files or markup help. Google Search Central states: "You don't need to create new machine readable files, AI text files, or markup to appear in these features", and "There are no additional technical requirements" beyond being indexed and snippet-eligible. Gary Illyes of Google was reported, secondhand, as saying Google "doesn't support LLMs.txt and isn't planning to" and that "To get your content to appear in AI Overview, simply use normal SEO practices" (Search Engine Land). No OpenAI or Perplexity statement on llms.txt was found in the research for this book.
For paid product visibility in ChatGPT, structure matters in a different way. Product feed campaigns take a CSV or TXT upload, a hosted HTTPS URL or SFTP; uploaded items lapse after two weeks; and product ads display images, titles, star ratings, prices, sale prices and brand (OpenAI Help). PPC Land reports feed management for up to 1 million SKUs per advertiser. A feed that lapses or carries stale prices shows the customer an offer the landing page does not match, which the end-to-end consistency rule addresses directly (OpenAI).
ChatGPT search also does not rely only on its own crawl. OpenAI states that "ChatGPT search sometimes partners with other search providers", rewrites the query into one or more targeted queries, ranks on "a number of factors", and that "There is no way to guarantee top placement". Google's AI features may use a "query fan-out" technique across subtopics and data sources.
ONS reading ONS keeps structured data such as organisation, location, product and FAQ markup accurate because it supports ordinary search, and because ChatGPT search draws partly on other search providers. ONS does not sell markup or AI text files as a way to win AI citations: Google says they are not needed, and no source in this book's research shows that they cause citation. Where a business sells products, an accurate, refreshed product feed is the structured data that has a documented role in ChatGPT.
Page speed and mobile performance
UAE network conditions are not the usual constraint. DataReportal reports 11.3 million internet users and 99.0% penetration, 23.0 million cellular connections (202% of the population) and a median mobile download speed of 614.42 Mbps. Slow pages in the UAE are therefore more often caused by page weight, scripts, third-party widgets and redirects than by the network.
Review readability, mobile controls, speed, form errors, accessible labels and the clarity of pricing and terms. Prioritise defects that block the intended action. A practical acceptance test is more useful than a decorative readiness score with arbitrary weights. For each defect, record an owner and evidence of resolution.

Define what counts as an enquiry
The enquiry definitions below are ONS recommendations. Map them to supported platform events without relabelling weak signals as sales. A business may deliberately optimise for an earlier event while it gathers enough evidence, but reporting should retain the distinction.
| Action | Suggested measurement | What it does not prove | Source |
|---|---|---|---|
| Form accepted successfully | Enquiry event with unique reference | That the enquiry is genuine | ONS |
| WhatsApp link clicked | Contact-intent event | That a message was sent | ONS |
| Incoming message received | Enquiry in CRM or approved log | That the customer is qualified | ONS |
| Call connected | Call record under the business's approved process | That the call produced a sale | ONS |
| Qualification completed | Qualified lead status | That revenue has been earned | ONS |
| Sale completed | Customer and revenue record | That the ad alone caused the purchase | ONS |
How ChatGPT Ads records the click and the conversion
OpenAI's pixel captures an "oppref" click reference into a first-party cookie; the same event ID deduplicates pixel and Conversions API events; Automatic Advanced Matching hashes data with SHA-256 in the browser; and reported totals may include modelled conversions (OpenAI Help). TechWyse reports that the pixel supports hashed phone, first name, last name, region and postal code, and that the Conversions API adds hashed email, external ID, city, country and Android GAID. Conversion-optimised campaigns need a supported standard event, and click or impression billing stays distinct from the outcome objective: OpenAI states "you don't pay per conversion". PPC Land reports an Event Quality Score from 1 to 10 under Tools, Conversions.
Reporting has its own timing. Impressions, clicks and CTR refresh about every 15 minutes, while spend may lag 7 to 8 hours (OpenAI Help). Recent conversions can take 24 to 48 hours, and attribution windows are 7, 14 or 30 days after a click and 0 or 1 day after a view (OpenAI). HubSpot is OpenAI's first CRM partner and Shopify its first ecommerce partner, which matters for businesses that want qualified-lead status, not only form submissions, to flow back as a conversion (PPC Land).
Organic AI traffic is tracked separately. ChatGPT automatically adds utm_source=chatgpt.com to referral URLs, and Google includes AI feature clicks within the Search Console "Web" search type rather than reporting them separately.
WhatsApp and phone enquiries
Many UAE customers prefer to message or call. A WhatsApp button click records contact intent, not a conversation, and a phone tap records a dial attempt, not a connected call. These channels are where the gap between platform-reported conversions and real enquiries is widest, because the conversation happens outside the website. Conversational lead capture is also moving inside the platforms: Meta reports that its Business Agent on WhatsApp and Messenger serves more than 1 million businesses weekly, Google announced "Business Agent for Leads", a brand chat agent in the ad that replaces static lead forms, for "coming months" without stated countries, and OpenAI is testing sponsored agents with select US advertisers.
ONS reading ONS records WhatsApp and calls in three steps: the click (intent), the first inbound message or connected call (enquiry), and the qualification outcome recorded by the sales team. Only the last two are reported as leads. Where the business can pass a hashed phone number and an event ID back through the Conversions API, a qualified WhatsApp or phone lead can be matched to the ad click, but this depends on the business's consent basis (below) and on staff logging every conversation. A pre-filled WhatsApp message that names the campaign helps the sales team record the source without asking the customer.
What the ONS tests show about definitions
The two ONS client tests illustrate why the definitions matter. They are anonymised UAE client tests, with no dates, spend or revenue published, and no raw exports audited. The figures below are as reported by the clients' own records.

Counts by lead stage; two anonymised UAE client tests; dates, spend and revenue not published; not a benchmark

The recalculated shares are simple ratios of the combined counts: 18 relevant out of 19 recorded gives 94.7%, and 5 closed out of 19 gives 26.3% (ONS calculations D05 and D06). The closed share is not a final close rate, because 13 relevant enquiries were still active at reporting. Neither figure is a market benchmark: the sample is two selected clients, and no sectors were disclosed. What the tests do show is that the clients' own records separated recorded, relevant, closed and active enquiries. Without that separation, the platform's conversion count would be the only number available, and it would not say whether any lead was genuine.
Set a response process before launch
Assign ownership for new enquiries, define working hours and agree an achievable response standard. Route enquiries to the correct service or branch. Record a reason when a lead is unsuitable, duplicated, unreachable or lost. The reason matters: the remedy for a wrong service area differs from the remedy for a price objection or a missed callback.
Prepare a pause procedure for excess demand. A service business should not continue buying enquiries it cannot handle properly. Two platform rules make this harder than it looks. ChatGPT Ads treats the daily budget as a 7-day average target, so daily spend can reach up to 2x the daily budget and weekly spend up to 7x (OpenAI Help). An agency reading of OpenAI's help notes that ads may run for up to 24 hours after a pause and are billed (Origami). A busy day can therefore bring more enquiries than the daily budget implies, and pausing does not stop them at once. The ONS tests make this operational issue visible, but each client needs its own capacity threshold rather than borrowing the observed lead counts.
Consent and data protection: PDPL, DIFC and ADGM
The legal basis for pixels, conversion uploads and remarketing in the UAE depends on where the business is established. The federal Personal Data Protection Law (Federal Decree-Law 45 of 2021) has been in force since 2 January 2022, requires consent to be "clear, specific, and unambiguous", and excludes DIFC, ADGM and other free zones with their own data laws; health and banking data fall under sector laws (Primerus / Reina Consulting). Its implementing regulations "have still not been issued", and "no supervisory authority has been unambiguously designated for private sector oversight", according to Morgan Lewis in June 2026; no later issuance was found by 28 October 2026. A Federal Authority for AI and Data was announced on 14 June 2026, absorbing the UAE AI Office, the TDRA digital government sector and the Emirates Data Office (Morgan Lewis).
| Regime | Status | Rule relevant to tracking and ads | Grade | Source |
|---|---|---|---|---|
| UAE PDPL (onshore) | In force 2 Jan 2022; implementing regulations not issued as of Jun 2026 (no later issuance found by 28 Oct 2026) | Consent "clear, specific, and unambiguous"; no published cookie or pixel rule found | [Industry] (law firm) | Primerus / Reina Consulting; Morgan Lewis |
| Federal Authority for AI and Data | Announced 14 Jun 2026 | Absorbs the Emirates Data Office | [Industry] (law firm) | Morgan Lewis |
| DIFC Data Protection Law No. 5 of 2020 | In force | No specific cookie rules; prior opt-in consent listed for online behavioural advertising, social media targeting and ad personalisation | [Industry] (law firm) | Baker McKenzie |
| DIFC Regulation 10 | Effective 1 Sep 2023 | "A clear and explicit notice must be provided upon the initial use or access to the System" where AI processes personal data | [Industry] (law firm) | Clyde & Co |
| ADGM Data Protection Regulations 2021 | Fees and fines rules from 14 Aug 2021 (new entities) and 14 Feb 2022 (existing) | Direct marketing and cookie detail not fetched | [Industry] | Gulf News |
| Health and banking data | Sector laws | Outside the PDPL's general scope | [Industry] | Primerus / Reina Consulting |
OpenAI's own data rules frame what the advertiser receives. Advertisers never receive chats, chat history, memories, name, email, precise location or IP address; they receive only aggregated views and clicks (OpenAI Help). Ads data is deleted from OpenAI servers within up to 30 days. Ad personalisation is on by default with an opt-out in the US, while the EU and UK require opt-in consent (Crypto Briefing via Gizmodo). At the European launch, personalisation using conversation context, general location and device was withheld, and OpenAI advises against custom audiences for the EEA and Switzerland until personalisation is available. No OpenAI statement on the UAE consent model was found.
ONS reading With the PDPL's implementing regulations still unissued, there is no published onshore UAE rule on cookies or pixels to follow. ONS therefore applies the stricter available standard by default: a consent banner that blocks advertising pixels and Conversions API uploads until the visitor agrees, a privacy notice that names the advertising platforms, and hashing of any contact data sent to a platform. For DIFC-based clients, prior opt-in for behavioural advertising is listed by Baker McKenzie. Clinics and financial firms should take advice under their sector laws before uploading any customer data. This is a planning standard, not legal advice.
What AI assistants need from a site to cite it
Organic citation in AI answers is separate from paid advertising, and no platform sells it (OpenAI; OpenAI Help Center). The published requirements are short. For Google AI Overviews and AI Mode, a supporting link must be "indexed and eligible to be shown in Google Search with a snippet". For ChatGPT search, "Any public website can appear" provided OAI-SearchBot is not blocked (OpenAI Help Center). ChatGPT search is available to Free, Plus, Team, Edu and Enterprise users, including logged-out Free users, and searches automatically when a question "might benefit from information on the web" (OpenAI Help Center). For Perplexity, PerplexityBot surfaces and links websites in results.
| Assistant | Published inclusion requirement | Placement guarantee | Grade | Source |
|---|---|---|---|---|
| Google AI Overviews and AI Mode | Indexed and snippet-eligible; no extra files or markup | None; ordinary SEO eligibility | [Platform] | Google Search Central |
| ChatGPT search | Public website; OAI-SearchBot not blocked | "There is no way to guarantee top placement" | [Platform] | OpenAI Help Center |
| Perplexity | Allow PerplexityBot | Not stated | [Platform] | Perplexity Docs |
Beyond access, third-party studies suggest where citations come from. BrightEdge reports that 34% of AI citations come from sources brands can influence through PR, and nearly 10% from social platforms. Pew found that Wikipedia, YouTube and Reddit together made up 15% of sources cited in Google AI summaries in the US in March 2025 (Pew Research Center). Similarweb reports that ChatGPT citation presence on US prompts rose from about 1.6% in June 2025 to about 6.8% in May 2026; travel and hospitality prompts carry a citation about 23% of the time and professional services under 4% (citation rates, not ad rates). All three are US or global data and none covers the UAE.
The traffic a citation brings
Citation does not guarantee a visit. Pew found that US Google users clicked a traditional result in 8% of visits with an AI summary against 15% without, and clicked a link inside the summary in 1% of visits (March 2025, 900 adults) (Pew Research Center). Ahrefs found that AI Overview presence "correlates with a 58% lower average clickthrough rate" for the top-ranking page. Seer Interactive found, mainly in US data, that organic CTR on queries with an AI Overview was 0.70% when the brand was cited against 0.52% when it was not, and 1.45% on queries with no AI Overview; the author states "We cannot definitively prove that citation causes higher CTRs".

The UAE picture
In the UAE, ChatGPT dominates chatbot traffic but not referral traffic. StatCounter puts ChatGPT at 80.99% of UAE AI chatbot share in September 2026, then Gemini at 13.25%, Copilot at 2.26%, Perplexity at 2.25% and Claude at 1.23%. In StatCounter's Google versus ChatGPT referral view for the same month, Google has 99.57% and ChatGPT 0.43% across all platforms, and 99.94% against 0.06% on mobile. Semrush ranks chatgpt.com third by UAE visits in September 2026, with 27.73 million visits against 258.97 million for google.com. These measures differ: StatCounter counts referral page views, Semrush counts visits to the sites themselves, and neither counts people.
Share of referral page views, %, Google versus ChatGPT only; UAE; September 2026; StatCounter network
Source: StatCounter, Google vs ChatGPT market share, United Arab Emirates, Sep 2026
The UAE reader is also inclined to trust AI answers: KPMG found 65% of UAE respondents willing to rely on information provided by an AI system. A customer who reads an AI answer that names a business may therefore act on it without clicking at all, by searching for the business by name, calling or messaging. Those enquiries will not carry utm_source=chatgpt.com, which is one reason the enquiry log should ask, or record, how the customer heard of the business (OpenAI Help Center).
ONS reading What an assistant needs in order to cite a business is mostly what a customer needs: a reachable, indexable page that states plainly what the business offers, where, for whom, at what price basis and under what conditions, in Arabic and English. Pages that answer a specific question in their first lines give a query fan-out something precise to retrieve. Third-party mentions in sources that brands can influence through PR appear to matter as well. ONS does not offer a citation guarantee, because no platform offers one.
ONS outlook Lead capture is moving into the assistant itself: Google has announced Business Agent for Leads, Meta's Business Agent runs on WhatsApp, and OpenAI is testing sponsored agents in the US. If these reach the UAE, part of the enquiry would happen inside the platform rather than on the website. ONS expects the website to remain the record of the offer that agents draw on, so the work in this chapter carries forward. No UAE date has been published for any of these features.
Launch readiness: all gates together
Launch readiness requires the essential checks to be complete together: eligible offer, reachable destination, valid measurement, correct routing and available sales capacity. Passing one does not compensate for failure in another.
| Gate | Pass condition | Evidence to record | Source |
|---|---|---|---|
| Eligible offer | Category allowed for the UAE in the current OpenAI table; UAE approvals obtained where required | Policy version and date read; approval reference | OpenAI Help Center; UAE Legislation portal [Platform] |
| Reachable destination | OAI-AdsBot and OAI-SearchBot receive the page; specific page, not homepage | Crawler test result and date | OpenAI Help; OpenAI [Platform] |

| Valid measurement | Pixel or CAPI event fires once per real enquiry, deduplicated; consent respected | Test enquiry reference; event ID | OpenAI Help; OpenAI [Platform] |
| Correct routing | Form, WhatsApp and call each reach a named owner | Test message and call logs | ONS |
| Sales capacity | Team can handle demand at up to 2x daily budget pacing; pause procedure agreed | Capacity threshold and pause owner | OpenAI Help; Origami |
Gaps in the evidence
No public data. No source in this book's research shows that schema markup, llms.txt or other machine-readable files increase citation in ChatGPT, Gemini, Copilot or Perplexity. Google says they are not needed. A future edition should look for controlled studies, not vendor correlations.
No public data. No page speed, Core Web Vitals or mobile conversion data for UAE landing pages, or for traffic from AI assistants, was found. A future edition should seek panel data on load times in the ChatGPT in-app browser.
No public data. No onshore UAE rule on cookies or pixels was found, because the PDPL implementing regulations had not been issued as of June 2026, and no later issuance was found by 28 October 2026 (Morgan Lewis). Dubai mainland pixel rules and ADGM direct-marketing and cookie detail were not found or not fetched (Gulf News). No OpenAI statement on the ad personalisation consent model for UAE users was found.
No public data. No AI referral traffic data for the UAE or GCC was found in Similarweb, Ahrefs, Seer, BrightEdge or Pew material; the click studies cited are US or global. No UAE data on response times, WhatsApp conversion or call answer rates for AI-driven enquiries was found.
