In this chapter
ChatGPT Ads moved from a US test on 9 February 2026 to self-service availability in 89 countries, and OpenAI's Ads Manager availability list, checked on 28 October 2026, includes the United Arab Emirates. Availability is not eligibility: outside the US, OpenAI's policy marks most health, legal and many financial categories as not allowed and prohibits individual housing listings, alcohol and tobacco everywhere. This book sets out, with sources and dates, what UAE businesses can do now, what they must prepare, and what is not yet known.
In brief
- The UAE can buy ChatGPT Ads now. Ads Manager self-service lists the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman as "Available" (read 28 October 2026) (OpenAI Help Center). A listing confirms account access, not category approval (OpenAI; OpenAI Help Center).
- Check category eligibility before setting a budget. Outside the US, minimally invasive cosmetic procedures, hospitals and urgent care, medical testing and diagnosis, and telehealth are "Not allowed" (OpenAI Help Center). Health services outside the US are "generally prohibited", and dental has no separate row (OpenAI). Legal services are not allowed outside the US (OpenAI Help Center).
- Some sectors are open. During the initial period OpenAI lists consumer verticals such as lifestyle and household goods, local services, travel and experiences, and digital products or education. Hotels, education and most retail sit inside that list.
- Real estate and nightlife face hard limits. Ads for individual housing rentals or sales are prohibited in every market (OpenAI). Alcohol and tobacco promotion is disallowed on ChatGPT and banned in UAE advertising law (OpenAI; UAE Legislation portal). Alcohol and shisha cannot be promoted, and no shisha may appear in any ad image or video.
- The entry cost is low; the evidence is thin. The minimum daily budget for AED-billed accounts is AED 65 (OpenAI). Independent CTR panels cover nine markets, none in the Middle East, ranging from 0.60% to 1.91%, with Brazil and Mexico based on about one month of data (PPC Land). No UAE cost benchmark has been published.
- ONS's two UAE tests are early signals. Together they recorded 25,460 impressions, 647 clicks and a combined CTR of 2.54%, with 18 of 19 client-recorded leads judged relevant. They are a small, undated sample, not a benchmark.
- Google remains the larger channel. Google held 93.47% of UAE search engine share in September 2026, while ChatGPT took 80.99% of AI chatbot referral share (StatCounter). Ads within Google AI Overviews run in 12 countries in English only; the UAE and Arabic are not listed.
- Set up measurement before launch. OpenAI offers a pixel and Conversions API, 7, 14 and 30 day click windows, and conversion reporting that can take 24 to 48 hours to settle. Advertisers never receive chats or personal data from ChatGPT (OpenAI Help).
- Websites decide organic visibility. OpenAI uses separate crawlers for search, training, user visits and ad review; blocking the wrong one can remove a site from ChatGPT search or prevent an ad from passing review.

Where each sector stands on ChatGPT Ads today
The table summarises OpenAI's published position for UAE advertisers as read on 28 October 2026. Chapter 6 gives the full eligibility table and chapter 15 the sector playbooks. An advertiser may still be refused approval within a listed category, and OpenAI says it is not accepting approval applications in certain categories.

What the evidence suggests
The points below are ONS's reading of the evidence in chapters 2 to 16, informed by ONS's early ChatGPT Ads tests for UAE clients. Each depends on a business's own category, data and current platform approvals.
ONS reading
1. Check eligibility first. Confirm the category against OpenAI's current eligibility table and the UAE approvals that apply before planning creative or budget. The UAE listing confirms account access, not approval for every category (chapter 6).
2. Test where the category is open. Hotels, education, retail and local services can run a controlled test now, measured on qualified enquiries and completed sales rather than clicks (chapters 7, 10 and 12).
3. Do not look for workarounds. Clinics, hospitals, legal services, individual property listings and alcohol or shisha promotion are excluded or restricted. Those businesses should invest in Google, organic AI visibility and their own website until a platform states otherwise (chapters 13 to 15).
4. Fix the website and enquiry path before spending. Allow the right crawlers, make offers and prices clear, and track calls, WhatsApp and forms back to source (chapters 8 and 9).
5. Keep Google as the base. Search still carries most UAE demand, and Google's ads around AI Overviews already reach UAE users through existing campaign types (chapter 13).
6. Treat early results as signals. ONS's two tests show what the channel can deliver for an eligible offer, not what every business will see (chapter 11).
ONS outlook
OpenAI has opened categories in the US first and given no date for changes elsewhere. ONS expects the rules, formats and markets to keep changing through 2027 and will update this book monthly. Nothing in this outlook is a platform commitment.
How to read this book
Chapters 2 and 3 cover the AI advertising landscape and how conversational discovery works. Chapters 4 and 5 cover ChatGPT Ads access, formats and UAE availability. Chapter 6 sets out sector eligibility and exclusions. Chapters 7 to 10 cover campaign structure, creative and landing pages, website and enquiry readiness, and measurement. Chapter 11 reports ONS's early UAE tests, and chapter 12 covers budgets and acquisition economics. Chapters 13 and 14 cover Google AI Overviews and AI Mode, other AI platforms and organic visibility. Chapter 15 gives sector playbooks, chapter 16 the implementation plan and future scenarios, and chapter 17 the method, gaps and changelog. Figures are attributed in the text by publisher and date, each chapter lists its sources at the end, and the book closes with a bibliography. Benchmarks are labelled US, global or UAE every time. This book gives no legal advice.
Sources
- The figures in this summary are drawn from chapters 2 to 16; each chapter lists its sources, and the bibliography at the end lists every document cited.
