This chapter turns the platform rules into a plan for nine UAE sectors. On 28 October 2026, OpenAI's policy (v1.6, updated 10 September 2026) and eligibility table open ChatGPT Ads to UAE hotels, education providers and most retailers, but not to dental, cosmetic or hospital services, legal services, most financial products, individual property listings or anything that promotes alcohol or tobacco. For the excluded sectors the work moves to Google search, Meta, organic AI visibility and the website, each under UAE rules that require prior approval for health, real estate, financial, education and food advertising (UAE Legislation portal).

In brief

  • OpenAI says ads during the initial period are "primarily limited to consumer verticals such as lifestyle and household goods, local services, travel and experiences, and digital products or education". Hotels, education and most retail fall inside that list.
  • Outside the US, "Ads for health services.. are generally prohibited"; the eligibility table marks cosmetic procedures, hospitals and urgent care, and medical testing as "Not allowed" (OpenAI; OpenAI Help Center). Dental has no separate row and falls under the general prohibition (OpenAI).
  • Legal services are "Not allowed" outside the US (OpenAI Help Center; OpenAI). Most consumer financial products are either "Restricted to Select Approved Advertisers" or "Not allowed" outside the US (OpenAI Help Center).
  • "Ads for individual job listings or housing rentals or sales are prohibited" everywhere, which affects UAE real estate directly (OpenAI).
  • Alcohol and tobacco promotion is "currently disallowed" on ChatGPT, banned in UAE advertising law, and not permitted for UAE targeting on Google. Nightlife ads cannot promote alcohol or shisha, and no shisha may appear in any ad image or video.
  • On Google, ads above and below AI Overviews run in all markets where the feature operates, including the UAE, but ads within AI Overviews exclude healthcare, finance and alcohol and are not offered in the UAE.
  • UAE law requires relevant-authority approval before advertising real estate, health services, financial services, education and food; advertising and website information must be in Arabic as a minimum (UAE Legislation portal; Pinsent Masons).
  • ONS's two early ChatGPT tests disclose no sector, so this chapter offers no sector benchmark from them.

How to read the playbooks

Each playbook answers four questions in the same order. What is the sector's status on ChatGPT Ads today, with the date the rule was read? What should the business do on other platforms? What website and content work comes first? How should results be measured? Eligibility statements come from OpenAI's ad policy page, version 1.6, updated 10 September 2026, and the help-centre eligibility table updated around 26 October 2026, both read on 28 October 2026. Where these conflict with older documents, they override them.

Three general rules apply to every sector. First, being listed for self-service in the UAE certifies the account location, not the category (OpenAI); OpenAI says "A registered or licensed business is not automatically eligible for every advertising category or market", and an ad "can pass review and still be ineligible to serve in its selected countries". Second, review covers "all ad assets, including copy, images or video, and landing pages", and ads "must be consistent end-to-end" (OpenAI). Third, OpenAI does not place ads in "Mental and personal health conversations" or other vulnerable contexts, whatever the advertiser's category.

"Candidate for review" in this chapter is ONS guidance, not platform approval. No ONS recommendation should be read as confirmation that a specific ad will be approved.

Category demand in the US gives a sense of who is advertising, but not of the UAE. Sensor Tower's share of US ChatGPT ad spend shows shopping and retail falling from 37% to 21% between April and August 2026 while financial services rose from 2% to 13%, travel from 5% to 11% and health and wellness from 1% to 5%. Much of that growth is in categories that are restricted or closed to UAE advertisers.

Hotels and hospitality

Eligibility now

Travel and experiences is one of the consumer verticals OpenAI names for the initial period, so a UAE hotel is a candidate for review, provided the complete offer and destination are eligible. Two rules shape the creative. Alcohol may appear only incidentally, "when alcohol is not the focus", and a hotel ad must not link to a page that introduces disallowed content (OpenAI). Casinos may advertise only for lodging, travel or entertainment where gambling is not the focus (OpenAI). The sector is large: UAE travel and tourism contributed AED 257.3bn, 13% of GDP, in 2024, and the country had 216,248 rooms in 1,246 hotels, with 79.2% occupancy in the first nine months of 2025; hotel revenue reached AED 44.4bn from January to November 2025, as reported by TradeArabia citing WAM (page unreachable on 28 Oct 2026).

Other platforms

Travel is where AI assistants are most commercial. A Wired test of 500 questions (US free tier, about March 2026) found travel triggered ChatGPT ads most often, Booking.com was the top US ChatGPT advertiser with over 50 million impressions in 30 days, and Similarweb puts ChatGPT citation presence for Travel and Hospitality at about 23% of US prompts, a citation rate rather than an ad rate. On Google, ads above and below AI Overviews are available in the UAE through ordinary Search, Shopping and Performance Max campaigns. Google's Direct Offers pilot is adding travel through Booking and Expedia "soon", with no countries stated.

Website and content

Show the room type, inclusions and booking conditions on the page the ad links to, not a generic home page; OpenAI asks advertisers to link to the most relevant page. If AI tools help produce images, a generated image must not imply rooms, views or facilities that do not exist. Keep rates and policies consistent across the website, booking engine and third-party listings, because assistants draw on several sources.

Measurement

Booking engines often sit on a separate domain. Confirm that the ChatGPT pixel or Conversions API records the booking, with the same event ID used to deduplicate the two, and allow for the 24 to 48 hours that recent conversions can take to appear (OpenAI Help; OpenAI).

Education and training

Eligibility now

OpenAI names "digital products or education" among its initial verticals, so adult education and training providers are candidates for review. OpenAI shows no ads where a user says, or OpenAI predicts, they are under 18, and logged-out users see ads "designed to be suitable for all ages". Schools should therefore write for parents and adult learners. UAE law requires authority approval for educational services advertising (UAE Legislation portal). Dubai private schools enrolled 406,563 students at the start of 2026-27 (Gulf News citing KHDA).

Other platforms

Google search remains the main paid channel and supports the UAE above and below AI Overviews. Google's announced "Business Agent for Leads", a brand chat agent in the ad replacing static lead forms, would suit enquiry-led education marketing, but it has been announced for "coming months" with no countries stated.

Website and content

A course page should state the next intake, format, fees and the verified awarding relationship. Generated certificates or accreditation logos must never stand in for genuine credentials. UAE law bans "incorrect or misleading claims" in advertising, and outcome promises such as guaranteed jobs or grades are difficult to substantiate (UAE Legislation portal). Training on a regulated subject is not the regulated service itself, but a training ad must not route visitors to a disallowed treatment or service (OpenAI).

Measurement

Education sales cycles run from enquiry to visit to enrolment. Track enquiries as the conversion event and reconcile enrolments in the CRM. ChatGPT reports 7, 14 and 30-day click windows and 0 or 1-day view windows, which will not capture an enrolment months later (OpenAI).

Retail and ecommerce

Eligibility now

Lifestyle and household goods are listed verticals, and most UAE retailers are candidates for review (OpenAI). Outside the US, dietary supplements, consumer medical devices, OTC medicines and online pharmacies are "Not allowed" (OpenAI Help Center). Alcohol, tobacco and vaping products are disallowed, and health products "that exploit body-image concerns" are not allowed anywhere (OpenAI). Retailers in mixed categories should check each product line, not the store as a whole.

Other platforms and formats

ChatGPT product feeds accept CSV or TXT files, a hosted HTTPS URL or SFTP; uploaded items lapse after two weeks, and product ads show images, titles, star ratings, prices, sale prices and brand (OpenAI Help). New product-feed campaigns support country-level targeting only (OpenAI Help). Shopify's ChatGPT Ads app has been international since 23 September 2026 in ChatGPT Ads markets (PPC Land). About 23% of US desktop ChatGPT ads placed from 15 to 30 August 2026 were carousels (PPC Land on Sensor Tower). On Google, Shopping and Performance Max can serve above and below AI Overviews in the UAE; Google's agentic checkout is for "eligible U.S. retailers" only, and Amazon Rufus sponsored prompts are described for the US only.

UAE shoppers are ready. Adyen found 70% of UAE consumers use AI to shop; a Visa-commissioned study found 85% have used AI tools to assist shopping and 32% would trust AI agents to complete checkout (fieldwork January to February 2026). A Checkout.com figure of 79% comfortable with AI completing a purchase conflicts in scale with Visa's 32%; the questions differ and Checkout.com does not state its method. UAE ecommerce was AED 42.2bn in 2025 by a Euromonitor estimate, not an official statistic.

Website and content

Feed accuracy is now visibility. Keep price, stock, delivery times and return terms identical in the feed, the product page and any marketplace listing. Publish product and policy pages in Arabic as well as English, as UAE consumer protection rules require (Pinsent Masons).

Measurement

Retailers can use conversion bidding: oCPC for product feed campaigns was announced on 24 August 2026 (Common Thread Collective). OpenAI's pixel can include modelled conversions in totals, so reconcile against order data weekly.

Real estate

Eligibility now

OpenAI prohibits "Ads for individual job listings or housing rentals or sales" globally, added in policy v1.4 in August 2026. The same rule says advertisers may link to listing platforms if the ad or landing page does not reference a specific listing (OpenAI). Mortgages are "Restricted to Select Approved Advertisers" outside the US, and OpenAI says it is not accepting applications for approval in certain categories. UAE law requires authority approval for real estate advertising (UAE Legislation portal). Dubai recorded AED 917bn of real estate transactions in 2025 across over 270,000 transactions (Government of Dubai Media Office).

Other platforms

Google search remains the core paid channel, eligible above and below AI Overviews in the UAE. Meta's Facebook and Instagram, with UAE ad reach of 9.70 million and 8.05 million, remain the main social channels for project launches (DataReportal, late 2025).

Website and content

Developers and brokerages that want to appear in AI answers need factual pages on communities, developers, handover status and buying process, kept current. Each listing or project ad must carry the approvals the regulator requires. Assistants will repeat outdated prices or handover dates if the site still carries them.

Measurement

Track qualified enquiries and viewings in the CRM; property cycles run far beyond ChatGPT's 30-day maximum click window (OpenAI).

Dental clinics

Eligibility now

OpenAI states: "Ads for health services outside the US are generally prohibited." Dental services appear only in the list of US categories that approved advertisers may run case by case. The eligibility table has no separate dental row (OpenAI). ONS's position, read on 28 October 2026, is that UAE dental services, including paediatric dentistry, should not launch paid ChatGPT campaigns (OpenAI). ONS gives no workaround, euphemism or exemption route.

Other platforms

Google search ads above and below AI Overviews remain available to UAE clinics under Google's ordinary healthcare policy, but healthcare ads are excluded within AI Overviews. Google's healthcare ad test inside AI Mode is US only and English only (Feedbagel, 2026). Meta does not use health topics from Meta AI chats for ads. Every health advertisement needs regulator approval: MOHAP licenses health ads on "multiple media channels and electronic platforms", processing in 1 to 3 working days, with the licence number displayed on the material.

Website and content

Dubai's Health Authority issued social media standards for medical advertising on 17 August 2026; they ban claims such as "has no side effects", "100 per cent" and "immediate results", and require before-and-after images of the same person, same lens, unedited, with a disclaimer and written patient consent. ONS applies the same standard to website content. Factual pages on services, clinicians, locations and fees help patients and assistants alike. Health content should never be promoted as a disguised paid ChatGPT campaign.

Measurement

Measure organic AI visibility and Google search separately: ChatGPT referrals arrive tagged utm_source=chatgpt.com (OpenAI Help Center). Track booked appointments, not form fills alone.

Cosmetic clinics

Eligibility now

The eligibility table marks minimally invasive cosmetic procedures "Not allowed" in all countries other than the US (OpenAI Help Center; OpenAI). Invasive or high-risk medical procedures, and health products "that exploit body-image concerns", are not allowed anywhere (OpenAI). ONS's position is not to launch (OpenAI).

A beauty product, an ordinary non-medical salon service and a medical procedure are different offers, and each is classified on what it actually is (OpenAI). That classification does not create a route for a medical procedure: review covers the copy, images, video and landing page, and an ad must not link to a destination that introduces disallowed content (OpenAI). When classification is uncertain, hold the campaign and ask the platform for a determination.

Other platforms, website and measurement

As for dental clinics, Google search above and below AI Overviews remains open under Google's healthcare policy, but not within AI Overviews. Google's healthcare policy page as read contained no UAE-specific section, which is an absence in the fetched text rather than proof that no UAE rule exists. The DHA standards on claims and before-and-after images apply to clinic content (Gulf News); UAE authorities have already acted against a social media ad making medical claims without health authority approval (Gulf News). Measure appointments and consultation attendance in the clinic system.

Hospitals

Eligibility now

Hospitals and urgent care, and medical testing and diagnosis, are "Not allowed" outside the US; so are telehealth, online pharmacies and prescription medicines, which are also not allowed in the US (OpenAI Help Center). ONS's position is not to launch, and not to present US approval as UAE eligibility (OpenAI). OpenAI also excludes ads from "Mental and personal health conversations" for every advertiser. Health software and infrastructure is a separate "Allowed" category; it applies to genuine software products and is not a route for hospital services (OpenAI Help Center; OpenAI).

Other platforms

Google search remains open under its healthcare policy outside AI Overviews. Dubai had about 5,800 licensed healthcare facilities in 2025, up from 5,340 in 2024, so competition for search visibility is high (Government of Dubai Media Office citing DHA).

Website and content

Nearly six in ten UAE respondents use AI to manage their health, and 65% are willing to rely on information from an AI system (Edelman; KPMG Lower Gulf). Hospitals should keep departments, clinicians, insurance networks, locations and opening hours accurate and crawlable, in Arabic and English (Pinsent Masons). Abu Dhabi facilities log advertising materials on DoH systems under Circular No. 26 of 2023 (Department of Health Abu Dhabi); Dubai facilities follow the DHA social media standards (Dubai Health Authority).

Measurement

Track appointments by source and keep clinical data out of ad tags. Health data falls under sector laws rather than the general data protection law (Primerus / Reina Consulting).

Nightlife

Eligibility now

OpenAI disallows ads that "promote or facilitate the sale, use, or consumption of alcohol or tobacco", including alcohol over 0.5% ABV, cigarettes, vaping and nicotine products, "as well as alcohol or tobacco-focused activities". Gambling is disallowed (OpenAI). UAE advertising law separately bans direct or indirect promotion of alcoholic beverages, tobacco and smoking (UAE Legislation portal). Google does not permit alcohol ads targeted at the UAE, under a policy update effective 30 September 2026.

The ONS rule for nightlife clients is plain: alcohol and shisha cannot be promoted in Dubai, and no shisha appears in any ad image or video, on any platform. ONS gives no indirect wording or exemption examples. Any venue ad is reviewed as a whole, including its landing page, and if the offer cannot be described without alcohol or shisha, it is not an advertising candidate (OpenAI).

Other platforms

Within Google AI Overviews, alcohol and gambling ads are excluded in every market. Meta campaigns remain subject to the same UAE legal ban (UAE Legislation portal).

Website and content

Venue information that assistants can repeat accurately (location, opening hours, dress code, age policy, booking method, music and events) is the organic priority. Keep it consistent across the website, maps listings and social profiles.

Measurement

Measure table bookings and guest-list sign-ups, with source recorded at booking.

ONS reading

For nightlife, AI platforms change little about what may be advertised and a great deal about how venues are found. Organic accuracy in AI answers and maps is where the effort pays. A venue that has no compliant offer to advertise should not spend on ChatGPT Ads at all.

Financial and legal services

Eligibility now

OpenAI's policy says "Ads for financial services outside the US are generally prohibited", while budgeting apps and finance education are generally permitted. The eligibility table is more detailed. Outside the US, deposit accounts, credit cards, non-health insurance, auto loans, mortgages and investing are "Restricted to Select Approved Advertisers"; personal loans, buy now pay later, payments and remittances, financial planning, credit monitoring and cryptocurrency are "Not allowed"; financial software is "Allowed" (OpenAI Help Center). The policy text and the table differ, so treat financial categories as qualified until the advertiser's own eligibility is confirmed (OpenAI). OpenAI says it is "not accepting applications for approval in certain policy categories".

Legal services: "Ads for legal services outside of the US are currently prohibited", and the table marks them "Not allowed" (OpenAI; OpenAI Help Center). Policy v1.5 in August 2026 permitted legal services in the US only (OpenAI). UAE law firms should hold paid ChatGPT launches (OpenAI).

Other platforms

Finance is excluded within Google AI Overviews, but ordinary search ads above and below remain open subject to Google's financial services rules. Financial firms in DIFC face prior opt-in consent requirements for online behavioural advertising and ad personalisation, and UAE law requires authority approval for securities and financial services advertising (Baker McKenzie; UAE Legislation portal).

Website, content and measurement

Professional services earn few AI citations: Similarweb puts ChatGPT citation presence for Professional Services under 4% of US prompts (a citation rate, not an ad rate). Clear practice-area pages, named practitioners, fees where possible and regulatory status give assistants something accurate to cite. Measure consultations booked and track referral sources in the CRM; for DIFC firms, confirm consent before any pixel fires (Baker McKenzie).

What ONS tests can and cannot say by sector

ONS ran two anonymised UAE client tests with 25,460 combined impressions and 647 clicks, but their sectors are not disclosed, and no sector benchmark is inferred from them. Independent UAE or GCC ChatGPT performance data does not exist in public sources reviewed. US CPCs and CTRs should not be used as UAE sector forecasts (chapter 12).

ONS outlook

OpenAI's policy history shows categories opening in the US first: medical, legal and financial advice contexts were unblocked in April 2026, health and finance were clarified in July, and legal services opened in the US in August. ONS expects any change for UAE health, legal or financial advertisers, if it comes, to follow the same pattern of US first and approved advertisers before open access. No date has been published, and ONS does not plan restricted-sector campaigns on the assumption that it will happen.

Gaps in the evidence

No public data. OpenAI's eligibility table has no rows for dental, real estate, education, alcohol, tobacco or gambling; positions here rest on the policy text. A future edition should record any new rows with their date.

No public data. UAE or GCC sector performance for ChatGPT Ads (CPC, CTR, conversion by sector). The Similarweb panel covers nine markets, none in the Middle East (PPC Land). ONS test sectors are not disclosed.

No public data. Whether the UAE Advertiser Permit applies to paid platform ads such as ChatGPT Ads or Google Ads: no source applies it explicitly; businesses promoting their own products are exempt (Aletihad, citing UAE Media Council). UAE-wide official market sizes for healthcare and education were not found; Dubai figures are used.
