Chapter 10

This chapter sets out what hotels spend on marketing, what a click, a lead and a booking cost on each paid channel, and what the published return on that spend looks like. The headline finding is that the two most-quoted spend ratios measure different things: the USALI Sales and Marketing department line reached 9.2% of total revenue at 4,028 US hotels in 2019, but paid advertising was only 3.8% of that department's cost in 2017 (CBRE Hotels; CBRE via Hospitality Net). For the UAE, documented cost data exists only for Meta across all industries and for one hotel website conversion figure, 2.0% in October 2022; every other UAE cost figure in circulation is an agency estimate (Superads, Jul 2025-Jul 2026; The Hotels Network via Hospitality Net).

In brief

  • US hotels' Sales and Marketing department expense was 9.2% of total revenue in 2019, dominated by franchise fees (48.8%) and labour (28.5%); in 2017 advertising was 3.8% of that department's cost and S&M excluding franchise fees ran at USD 3,361 per available room (CBRE Hotels; CBRE via Hospitality Net).
  • US hotel marketing including payroll is put at under 2.5% of room revenue by one practitioner estimate, while practitioner recommendations (opinion, graded Estimate) range from 4 to 6% of revenue excluding payroll for established hotels to 10 to 15% for new or repositioned properties; none is a measured benchmark or a universal target (Max Starkov via Hospitality Net; attributed to STR/Cloudbeds elsewhere; Hospitality Net panel).
  • OTAs outspend hotels: as compiled by secondary reporting, Expedia's 2024 sales and marketing was USD 6.8bn (54% of revenue), Booking Holdings' USD 7.3bn (31%), and the four largest OTAs together USD 17.8bn against an expert estimate of roughly USD 11bn for all hotel marketing worldwide (Sovereign Magazine).
  • On Meta, Superads' global Recreation and Travel vendor sample for the trailing year to mid-2026 shows CPM USD 11.94, CPC USD 0.55, CTR 2.34%, CPL USD 27.87 and cost per purchase USD 110.40, each independently aggregated and not a single campaign. UAE all-industry Meta CPM in the same vendor sample averaged USD 15.80 for July 2025 to July 2026 with a November 2025 peak of USD 23.52 and a May 2026 trough of USD 8.92; this is not a hotel budget target (Superads, Jul 2025-Jul 2026).
  • Google travel search CPC disagrees by an order of magnitude across datasets: USD 0.23 (global medians, thin method), USD 2.14 (US search, April 2025 to March 2026) and USD 4.68, or AED 17.19 at the agency's assumed 3.6725 rate (a Dubai agency's own campaigns, period and sample unspecified).
  • Hotel median ROAS in the Varos summaries was 15.19x on Google Ads and 4.83x on Meta (attributed-revenue ratios, geography not stated); agency rules of thumb put hotel search ROAS at 4:1 to 8:1 (opinion); Cendyn warns that a 15:1 ROAS can be a sign of brand-search cannibalisation.
  • In D-EDGE's 2023 sample of 1,221 European and Asian hotels, paid-direct distribution cost averaged 7.1% of booking value (8.1% in 2019) and total direct cost 3.3%; D-EDGE's 2025 report gives an average direct distribution cost of 3.5% for its partner hotels against OTA costs it puts at 12% to 28%; these are different bases and years, and none is a UAE ceiling.
  • Two separate datasets: hotel website bookings averaged USD 516 against USD 312 for OTA bookings in SiteMinder's 2025 data (over 140m reservations, 20 markets, UAE not included), and OTA bookings cancelled at 21.8% against 10.6% for direct in Cloudbeds' 2026 report; the samples and guest mixes differ and are not combined into a net uplift.
  • UAE hotel websites converted 2.0% of visitors in a 25 September to 25 October 2022 sample, the only UAE-specific conversion figure found, and not a current target; globally, around 97% of hotel website visitors left without booking in Q2 2021, and travel booking abandonment was 81.31% in SaleCycle's 2018 data and 90.74% (hotels 84.63%) in its 2019 data, different samples that do not form a trend.
  • Not established in reviewed sources: TikTok, Snapchat, LinkedIn, YouTube or programmatic benchmarks specific to hotels in the GCC, and a UAE hotel marketing-spend ratio (BookingWhizz).

1. How much hotels spend on marketing

The trade press uses "marketing spend" for two different measures. Distinguishing between them resolves much of the disagreement about the right budget. The first is the USALI Sales and Marketing department line in a hotel P&L. CBRE's Trends in the Hotel Industry, built on a same-store sample of 4,028 US hotels, measured that line at 9.2% of total revenue in 2019 and 11.9% in 2020, the latter inflated by the collapse in the revenue denominator rather than by any rise in spending; this is a historical US accounting sample, not a UAE media-spend rule, and because the line includes costs well beyond advertising its inverse is not an advertising efficiency ratio. In 2019, franchise fees made up 48.8% of that department cost and labour 28.5% (CBRE Hotels). An earlier CBRE cut of 3,461 US hotels with on-site sales and marketing staff put the 2017 department cost excluding franchise fees at USD 3,361 per available room, ranging from USD 6,161 at resorts and USD 4,182 at convention hotels down to USD 1,116 at limited-service and USD 1,176 at extended-stay properties. Within that department, labour took 56.4%, website 9.7%, advertising 3.8% and public relations 3.2% (CBRE via Hospitality Net).

The second quantity is marketing spend measured against room revenue rather than the department line. Max Starkov states that US hotels spend under 2.5% of room revenue on marketing including payroll, a figure attributed elsewhere to STR and Cloudbeds; it is a practitioner estimate, and the arithmetic inverse of 2.5% does not create a ROAS target, because advertising spend, total sales-and-marketing cost and attributed revenue are different bases. The CBRE 2025 edition, covering 2,216 US hotels, shows sales and marketing expense rising 3.2% year on year against total revenue growth of 2.6%, with a GOP margin of 34.8%, but does not state the department as a share of revenue.

What it meansWhen a UAE owner compares a proposed digital budget to "9% of revenue", the comparison uses different cost categories. The USALI line is mostly payroll and brand fees. The paid-media question is what sits inside the 3.8% advertising slice and the 9.7% website slice of that 2017 US sample, and whether a given property's own data justifies growing them (CBRE via Hospitality Net) .

Recommended ratios

Recommendations are practitioner opinion, not measurement, and are graded Estimate; this edition does not adopt any of their percentage allocations, cost ceilings or ROAS ranges as universal hotel targets. The Hospitality Net expert panel of August 2025 recommended 4 to 6% of total revenue excluding payroll for established hotels, up to 8% for luxury, up to 10% of projected revenue for new hotels (Erik Munoz) and, from Frederic Gonzalo, 15 to 25% for new or relaunched hotels and 5 to 10% for mature ones. Simone Puorto, on the same panel, framed targets as cost of acquisition rather than budget: 10 to 12% for direct channels, 15% for mid-funnel and up to 20% for top-of-funnel activity (Hospitality Net). A September 2026 viewpoint restated Starkov's 2027 "magic number" of 4 to 6% of room revenue excluding sales payroll, with Christine Malfair reporting that the independents she works with land near 6%, and OTA commission at 15 to 18% or more for comparison. Gourmet Marketing's tiering is 4 to 5% for established hotels, 6 to 8% in competitive markets, up to 12% for luxury in saturated markets and 10 to 15% for new builds or repositioning, all excluding S&M payroll. Cloudbeds alone recommends 8 to 15% of annual revenue, with newer or rebranded hotels near 15%, split 20 to 30% baseline (website, social, email and CRM, reputation), 60 to 70% performance (metasearch, Performance Max, retargeting) and around 10% experimentation.

Gartner's CMO survey, cited by Cloudbeds, puts Travel and Hospitality marketing budgets at 7.3% of revenue in 2023 and 8.4% in 2024. This is a cross-industry survey of companies that classify themselves as travel and hospitality, not hotel P&L data, and it is not a hotel operating ratio. Cendyn's budgeting guidance of August 2026, itself practitioner opinion, argues that percentage of revenue is the wrong starting point altogether and that a hotel budgets better from its target cost of acquisition; section 6 of this chapter follows that logic as an illustration.

OTA marketing spend against hotel spend

The difference in spending between intermediaries and hotels provides context for direct-booking budgets. According to secondary reporting (Sovereign Magazine, August 2025, citing hospitality.today and Max Starkov), Expedia's 2024 sales and marketing spend was USD 6.8bn, 54% of revenue; Booking Holdings' USD 7.3bn, 31%; the four largest OTAs together USD 17.8bn, against an expert estimate of roughly USD 11bn a year for all hotel marketing (Sovereign Magazine, 2024). The same compilation puts OTA commission at 15 to 30% for independents and 15 to 18% for chains against a direct cost of acquisition of 4.25 to 4.5% (Sovereign Magazine citing HospitalityNet/RevFine). These are secondary figures with an unlinked expert estimate for the hotel total, but the direction is not in dispute.

ONS READING The UAE has no published hotel marketing-spend ratio, and the US CBRE numbers are the only measured department data available. As an ONS planning assumption, not a benchmark, we start from the 4 to 6% of room revenue range for established UAE hotels and the 10 to 15% range for openings and repositionings, because those are the ranges on which independent practitioners converge. The assumption is conditional: a property whose contribution margin per room night, booking pace or inventory position differs from the norm has reason to sit outside those ranges, and the ratio is replaced by the property's own measured cost per booking as soon as that exists. Cloudbeds' 8 to 15% is an outlier among the recommendations and comes from a vendor whose customers are mostly small independents. Before comparing ratios, record whether the client's P&L figure covers the whole department or advertising alone.

2. The benchmark landscape by channel

The tables in this section record every published cost or performance figure in the notes, channel by channel, grouped by dataset with its geography, period, objective, sample and grade. They are deliberately not ranked against each other: the rows come from different populations, objectives and conversion definitions, and within any one row the separately aggregated CPC, CTR, conversion, CPM and CPA figures are not a coherent single campaign and must not be multiplied together to forecast spend, bookings or ROAS. No figure here is UAE hotel data from a documented dataset; the UAE-specific figures are gathered separately at the end of the section so that they cannot be confused with the global and US rows.

2.1 Google Search

Published travel search benchmarks vary widely because they use different methods. WordStream and LocaliQ's 2026 edition, on 13,474 US Google and Microsoft search campaigns from April 2025 to March 2026, gives travel medians of CTR 9.32%, CPC USD 2.14, conversion 5.83% and cost per lead USD 44.70, with travel CPL down 39.35% year on year; these are US medians, not UAE hotel benchmarks, and median CPC divided by median conversion need not equal median CPL. Two Minute Reports' global 2025 medians are far cheaper (CPC USD 0.23, CPA USD 3.62) on a thinly described method, and Pixis blends all campaign types across 100 brands (CPC USD 0.25, CPM USD 4.50). The conflict spans a factor of 20 on CPC, from USD 0.23 to the USD 4.68 a Dubai agency reports for its own UAE campaigns with no stated period or sample, and it reflects campaign mix (search-only against blended), geography and advertiser size. The platform trend is upward: Skai's same-store paid search CPC rose 11% to a record USD 1.10 in Q1 2026 with clicks down 6%, travel advertisers cut paid search spend by double digits that quarter, and platform spend rose 17% in Q2 2026.

2.2 Google Hotel Ads and metasearch

Hotel Ads data is richer than generic search data because hotel technology vendors publish from their own client bases, and the table below holds the figures. Three points stand out. Costs are rising in one client sample: Cendyn's DMP hotels saw Google Hotel Ads CPC up 14% and total digital media costs up 20 to 40% year on year in the first half of 2025, while hotels in that sample that adopted Performance Max for travel goals cut cost of acquisition 19%. Conversion benchmarks conflict by dataset and year: D-EDGE's historical sample of 1,000 hotels in Europe and APAC measured Hotel Ads at 4.10% in 2022, free booking links at 3.66% (0.44 percentage points lower, or 12.02% relative) and Google Ads at 1.09%, Triptease's 2019 Americas figure was 6.07%, and Prostay's unsourced 3.55% is lower than both. Paid and free placements interact: the Cornell Center for Hospitality Research switchback experiment across 26 independent boutique hotels (country not stated) from 25 April to 15 August 2022 found that adding a sponsored Hotel Ad beside the free link raised total traffic by about 84% and, by the authors' estimate, bookings by about 41%, while cutting the organic link's CTR from 3.77% to 1.09%. In Mirai's separate client sample, paid placements converted at 3.60% against 2.08% for free in search results and 3.36% against 2.29% in Maps, which Mirai reports pooled as paid converting 62% higher; that pooled figure cannot be inverted into free converting 62% lower, and the Mirai and D-EDGE samples are not mixed. No Middle East Hotel Ads figure was found in any of these datasets (Triptease, 2019).

2.3 Meta (Facebook and Instagram)

Superads' vendor dataset, anonymised from more than USD 3bn of Facebook ad spend across all countries, gives Recreation and Travel figures for the trailing twelve months to mid-2026 of CPM USD 11.94, CPC USD 0.55, CTR 2.34%, cost per lead USD 27.87 and cost per purchase USD 110.40, against a global all-industry cost per purchase of USD 47.55; the page is inconsistent on whether the period runs to July or September 2026 and on whether the figures are medians or averages, and each metric is an independently aggregated observation from a global customer base rather than a single pooled campaign. In this sample travel is cheaper than average to reach and to click but more than twice as expensive per purchase, consistent with a long consideration cycle in which the click and the booking fall in different sessions (Superads). WordStream's US travel traffic campaigns (1,377 traffic and 452 leads campaigns, 1 April 2025 to 30 June 2026) show CTR falling from 2.76% in the 2025 edition to 2.28% in 2026 at a steady CPC of USD 0.42; there is no travel row for lead campaigns. Vaizle's small-tool global dataset conflicts with Superads on cost (CPM USD 7.23, CPC USD 1.88) and reports an average travel ROAS of only 1.00, which reflects its smaller-account mix. Triple Whale's 35,000-brand ecommerce dataset has no hotel category. The agency compilations in the table are weaker, and one row should be discounted outright: Trendtrack's "2025" travel CPC USD 0.63, CVR 2.82% and CPA USD 22.50 matches WordStream's February 2017 US study exactly.

2.4 TikTok

No hotel-specific or GCC TikTok cost benchmark from a documented dataset was found; the rows below are agency compilations without stated geography, and they conflict: travel CTR is 0.22% in Focus Digital's data and 0.98% in DigitalApplied's, more than a 4x spread. Stackmatix is the only source with a Middle East row, at CPM USD 3.40 to 7.80 and CPC USD 0.30 to 0.80 (25th to 75th percentile, Q4 2025 to Q1 2026), a vendor estimate. The only hotel-specific TikTok evidence is platform case studies, each a selected, self-reported campaign result rather than a benchmark, with no inference of incremental causality or a reusable target: TikTok reports 7x ROAS and 1.5x the prior-period bookings for Address Hotels and Resorts with Catalog Ads for Travel, with the campaign year and measurement basis unspecified, Accor's Dynamic Travel Ads test against standard conversion campaigns reported cost per booking down 46%, and a&o Hostels in Europe reached a booking CPA as low as EUR 2 with a 7 to 14 day conversion window.

The only YouTube cost figures in the notes come from secondary sources. Foundry CRO attributes a travel CPM of USD 4.70, CTR 0.78% and in-stream cost per view of USD 0.10 to 0.30 to Megadigital, undated and without geography. YouTube's weight in UAE travel inspiration is better documented than its cost: 63% of the 1,000 UAE travellers in Skyscanner's 2027 survey name it as an inspiration source (overlapping selections), ahead of Instagram at 59% and TikTok at 51%, and DataReportal records its UAE advertising reach at 8.37m in late 2025, an advertising-audience estimate rather than a count of people.

2.6 Snapchat

No CPM, CPC or CPA benchmark for Snapchat was found in the sources reviewed for hotels, the UAE or the GCC. What exists is reach and platform-reported effect. DataReportal records Snapchat's UAE advertising reach at 5.13m in late 2025. Snap, with OMG MENA and Annalect, states that Snapchat accounts for about 25% of total digital-platform sales volume in the GCC, a Snap-commissioned claim. Its 2022 Ipsos study found 86% of daily Snapchatters in the GCC and MENA use the app for pre-trip travel inspiration, and Etihad's selected case reported 318% higher average revenue per booking and an 87% higher flight search rate on Snapchat than on other channels; neither establishes a reusable target.

2.7 LinkedIn

LinkedIn matters for MICE and corporate sales rather than leisure rooms, and there is no hotel or GCC row. ClickMinded's global B2B synthesis gives Sponsored Content CTR 0.4 to 1.0%, CPC USD 6 to 15, CPM USD 30 to 90, CPL USD 75 to 300 and Lead Gen Form conversion of 8 to 15%, a compiled vendor estimate. LinkedIn had 10.0m registered members in the UAE at end 2025, up 11.1%; registered members is not monthly active users and is not comparable with other platforms' advertising reach (DataReportal).

2.8 Programmatic display and retargeting

The only measured hotel retargeting figure is old. Fastbooking's 2017 metasearch report (Fastbooking is now part of D-EDGE), based on a panel of more than 1,000 independent hotels and hotel groups in Europe and Asia with no measurement period stated, recorded display advertising with retargeting at an average 10.2x ROAS and metasearch at 2.5x for hotels offering advantages on direct bookings such as lower direct rates. Gourmet Marketing's unsourced rule of thumb puts retargeting above 10:1, an opinion. Atlantis The Palm's Yandex campaign to Russian audiences in winter 2023/24 used video, brand search and retargeting banners and reported 1,039% ROI on 669,000 reach, a single self-reported case.

2.9 Email

Email is the one channel with hotel-specific benchmark data in volume, but provider samples and campaign types differ, open rate, click rate and click-to-open rate have distinct denominators, and open rates do not equal human engagement; privacy changes such as Apple Mail Privacy Protection are one possible factor behind rising reported opens. Revinate's hotel data moved from open 18.6%, CTR 2.4% and conversion 0.11% in its 2020 global dataset to open 42.78% on targeted lists under 5,000 and newsletter CTR 2.15% in its 2026 benchmark, two separate samples; opens rose while clicks were broadly flat. The provider rows conflict: hospitality opens are 20.2% in a Campaign Monitor chart reproduced by rasa.io with no year stated, 33.34% at Benchmark Email and 45.21% at MailerLite, with clicks between 1.4% and 2.43%. Benchmark Email's Middle East all-industry row (open 16.39%, click 0.89%) is the only regional figure. None of these is a UAE hotel target. Chapter 14 treats email and surveys in full.

2.10 UAE-specific figures, separated out

Only two UAE datasets in this chapter are documented: Superads' Meta series for the UAE across all industries, and The Hotels Network's October 2022 conversion snapshot. Superads' UAE all-industry Meta CPM averaged USD 15.80 for July 2025 to July 2026, with a high of USD 23.52 in November 2025, a low of USD 8.92 in May 2026 and USD 11.26 in July 2026, against a global all-industry baseline of USD 20.60; these are vendor sample estimates, not hotel-specific and not a UAE hotel budget target. The UAE all-industry CPC series averaged about 1.08 (high 1.66 in November 2025, low 0.50 in May 2026), with the currency not explicit on the retrieved series, so no AED conversion is applied; the UAE all-industry cost per lead series averaged about 41.08 for July 2025 to June 2026 (low 11.22 in March 2026, high 71.55 in January 2026), in the publisher's displayed currency basis (Superads). A UAE breakdown for the travel sector is not published: Superads' UAE filter on travel pages returns all-country data. Superads publishes the average and the turning points but not every month, so the chart shows the unpublished months as gaps.

The March to May 2026 trough in UAE Meta CPM, CPC and cost per lead coincides with the regional conflict that began in late February 2026 and the fall in Dubai hotel occupancy to a city average of 36% in March 2026 (Superads, Jul 2025-Jul 2026; Superads). Superads gives no cause; the ONS reading below records the coincidence as a judgement, not a finding.

The remaining UAE figures are agency estimates and are tabulated below with that grade. Digital Gravity's Travel and Leisure Google Ads figures come from its own UAE campaigns with no sample size or period; Branex describes its Dubai PPC budget band as rough estimates with no hotel figures; Andava's UAE CPC, conversion and email figures are tied to no dataset; Hikmah AI's Dubai CPC table has no travel row. Impulse Digital's UAE Meta CPM band of AED 25 to 60 (AED 20 to 60 in its FAQ) cites no dataset, but the documented Superads range of USD 8.92 to 23.52 sits inside it once converted at the 3.6725 AED per USD rate that Digital Gravity's own figures assume (USD 4.68 = AED 17.19), so the Edition 1 claim is consistent in order of magnitude with the data though wider than the average.

ONS READING The UAE Meta trough of March to May 2026 lines up with the start of the regional conflict and the fall in Dubai hotel occupancy to a city average of 36% in March 2026, as reported from DET figures. The likely mechanism is reduced auction competition as advertisers paused, but Superads does not say so, its series is all-industry rather than hotel-specific, and there is no UAE travel-vertical series to confirm it. The practical implication is that a UAE hotel's own Meta account history from that period will show unusually cheap reach, and any benchmark built on it will understate the cost of the recovery period that followed. Where a client's account history covers the trough, we treat the 13-month all-industry average of USD 15.80 and the November 2025 high of USD 23.52 as the more cautious reference points, while recognising that neither is a hotel budget target.

3. ROAS and cost of acquisition by channel

Published return on ad spend for hotels spans an order of magnitude, and the spread is explained less by channel quality than by what is counted. Every ROAS figure in this section is an attributed-revenue ratio, not incremental profit, and none is a UAE hotel target. Varos data, restated by WhatConverts and Superscale and updated April 2025, gives median ROAS across 28 industries with a skew to larger advertisers and no stated geography: hotels 15.19x on Google Ads and 4.83x on Meta; travel services 7.71x and 3.52x; all industries 3.31x and 2.19x. Vaizle's smaller-account global dataset puts travel and hospitality Meta ROAS at 1.00 on average and 2.00 in the top quartile, and Triple Whale's ecommerce all-industry Meta ROAS at 1.86; Foundry's compilation claims 6.9x for travel on Meta. The three Meta figures conflict, and the gap between Vaizle's 1.00 and Varos's 4.83x is the gap between small-account averages and large-advertiser medians.

Agency rules of thumb, which are opinion rather than measurement, sit below the Varos hotel median: Gourmet Marketing calls 4:1 to 8:1 healthy for hotel Google Ads, with brand at 8:1 or more, non-brand 3:1 to 5:1 and retargeting above 10:1, and Foundry estimates chains at 4 to 8x, boutique 3 to 6x and luxury 5 to 10x. Vendor case studies sit far above: Hotel Ambit Barcelona, a 36-room Spanish hotel, reported Hotel Ads ROAS of 2,465%, equivalent to 24.65 times, with a 9.5% conversion rate in a Google case from around 2016; Dreamplace, a Spanish resort group, reported metasearch ROAS of 28:1 on Cendyn's DMP in its 2025 comparison; Makarem reported ROAS up 122% (Cendyn via Hospitality Net, 2024); Expedia cites Sonder at nearly 16:1 on TravelAds; Minor Hotels' Performance Max case shows CPA down 51% and ROAS up 76% (Google blog). These are single clients selected by the vendor, not averages, and not forecasts of UAE results.

The main caution is that paid ads may claim bookings that would have happened anyway. Cendyn's August 2026 guidance states that a 15:1 ROAS can be a warning sign, because a return that high usually means the account is buying brand-name searches from guests who would have booked direct anyway; the Varos hotel median on Google of 15.19x is consistent with exactly that mix. Two measured tests show the mechanism. In D-EDGE's comparison, Performance Max replacing manual campaigns raised bookings 17% with spend up 69%, which implies cost per booking up 44.44%, while PMax alongside manual campaigns gave 15% more bookings for 7% more spend, implying cost per booking down 6.96%, assuming like-for-like conversion definitions; neither ratio determines whether profit was positive or negative. Cornell found the organic Hotel Ads link losing most of its clicks (CTR 3.77% to 1.09%) when a paid link appeared beside it, even though total bookings rose by about 41% on the authors' estimate. In both cases, last-click ROAS would have made the paid activity look more effective.

Acquisition cost as a share of booking value

Cost of acquisition expressed against booking value is the metric that lets paid channels be compared with OTA commission, provided the bases match. D-EDGE's 2024 white paper, on 1,221 three to five star hotels in Europe and Asia, measured paid-direct (ad-driven) distribution cost at a mean 7.1% of booking value in 2023, against 8.1% in 2019, a fall of 1.0 percentage point or 12.35% relative; total direct distribution cost (paid and non-paid, a different denominator) was 3.3%, non-paid direct 1.5%, top-quartile hotels 5.2% and bottom-quartile hotels 14.5% paid direct cost; 66% of direct bookings were non-paid; the worked example is EUR 2,980 of cost on EUR 41,971 of booking value. D-EDGE's 2025 report, on 2024 data from its partner hotels in Europe and APAC, puts average direct distribution cost at 3.5% against OTA costs it puts at 12% to 28%; the OTA comparison uses a different basis, and the sample size and reference year of the data are not stated on the report page. The 3.3% and 3.5% figures are different years and samples, not a conflict, and the 7.1% is historical Europe and Asia context, not a UAE ceiling. Google took 61% of ad-driven direct booking revenue in the 2023 data, a share of ad-driven direct revenue rather than of all hotel revenue, and D-EDGE's earlier series put Hotel Ads distribution cost at 8%.

Kalibri Labs, on US data from 2016, found direct bookings 9% more profitable than OTA bookings and put all-channel acquisition cost at 15 to 25% of guest-paid revenue, with OTA business requiring up to 6.5x the acquisition investment of direct; these are historical US sample observations, not a guaranteed uplift from switching a UAE booking to direct and not a UAE threshold. Practitioner and compilation estimates are gathered in the table below with their grade; they are opinion or vendor compilation, not measured benchmarks, and are not adopted as targets. OTA commission figures quoted by vendors are dated commercial context, not verified current UAE tariffs: Booking.com's commission is cited at 10 to 25%, Preferred Partner typically 18%, and Agoda's Growth Program adds 10%, 12% or 15% on top; a property's own agreement and partner portal hold the current terms.

The difference between quartiles supports careful measurement rather than higher spending, and the observed differences are not a guaranteed uplift from moving any one booking to direct.
ONS READING We advise UAE clients to set channel targets as cost per booking divided by stayed booking value, with the target set from the property's own contribution margin rather than from any published ratio; D-EDGE's 7.1% mean and its 5.2% to 14.5% quartile range are useful only as a historical Europe and Asia reference for where other hotels have landed. Brand-search activity belongs at a much lower ratio and only when it is measured against a brand-term holdout. A blended account ROAS above the Varos hotel median of 15.19x is a prompt to check the brand and non-brand split rather than a result to celebrate. None of the ROAS figures in this chapter are UAE figures, and the two most-quoted high numbers (24.65 times and 28:1) are single-client vendor cases.

4. Booking value and cancellation by channel

SiteMinder's Hotel Booking Trends, which its current publisher page describes as covering over 140 million reservations across 20 markets with 2025 data (the UAE is not one of them), puts average booking value at USD 516 for hotel websites, USD 445 for wholesalers, USD 392 for GDS and USD 312 for OTAs, so website bookings were USD 204 or 65.38% higher than OTA bookings in these observations; different guests, properties and stay mixes sit behind each channel, so this is an observed difference in booking composition, not a causal uplift from switching a booking to direct. The same report gives direct revenue share within 1.5 points of the prior year in 95% of markets, an average lead time of 32.15 days and global ADR of USD 194. The 2024 data showed the same ordering: USD 519 for websites, over 60% above OTAs at USD 320, over 35% above GDS at USD 380 and over 15% above wholesalers at USD 446, with 78% of stays one night and an average booking window of 32 days. The UAE is not among SiteMinder's 20 markets. D-EDGE's European and APAC data gives revenue per booking of EUR 329 for Hotel Ads, EUR 258 for free booking links and EUR 327 for Google Ads.

Cancellation is a separate dataset and a separate question. Cloudbeds' State of Independent Hotels 2026, as reported second-hand, covers 90m bookings in 180 countries and records OTA cancellation at 21.8% against 10.6% for direct, a ratio of about 2.06, with OTAs taking 63.4% of independent hotel bookings and direct 36.6%; the OTA and direct cohorts have different customer mixes, so no causal channel-switch saving follows, and cancellation-adjusted booking value is best measured within a property's own comparable cohort. D-EDGE's APAC booking-engine panel shows Booking.com cancelling roughly one in four bookings, nearly triple the direct rate, a regional cancellation rate of 13.4% in 2025 and a Booking.com lead time of 68.6 days for cancelled bookings against 27.1 days for confirmed; this is a vendor-panel measure, not a UAE estimate (PhocusWire, 2022). SiteMinder's average cancellation rate fell to 19.15% in the 2025 data, a level rather than a decline, and was below 20% in 2024. Hotel Ambit's Google case reported cancellations of 5% or less on Hotel Ads bookings for that one hotel. The SiteMinder booking-value and Cloudbeds cancellation figures come from different samples with different hotel and guest mixes; they are presented here as two separate observations and are not combined into a net direct-channel uplift. The notes contain no UAE figure for either measure.

5. Conversion: website, booking engine, device and abandonment

The one UAE conversion figure comes from The Hotels Network's BenchDirect snapshot for 25 September to 25 October 2022: UAE hotel websites converted 2.0% of visitors, with more than 24,000 monthly users per site, against 2.3% in Qatar and around 1.15% in Turkey, and OTAs undercut the hotel's own rate in more than 15% of searches in every country covered; it is a dated regional comparison and does not establish a current UAE hotel conversion target. Globally, around 97% of hotel website visitors left without booking in The Hotels Network's Q2 2021 data, with the visitor-to-booking-engine rate highest in North America at 55.6% and the booking-engine-to-booking rate highest in Northern Europe at 13.7%; its Middle East and Africa price-disparity frequency of 30.4% is from 2021 with the quarter not specified. The h2c 2020 study is the clearest segmentation: independent hotel websites converted 0.73% of visits and their booking engines 3.28%; hotel groups converted 1.9% and 6.8% (h2c via Prostay). Compilation figures cluster around 2 to 3% for websites, and BookingWhizz states that it could find no published conversion benchmark by hotel segment that it could cite. Unbounce's landing page data puts the travel and hospitality median at 4.8% against 6.6% for all industries, with the top quarter of travel pages at 15.6% or more, and Google's 37-site study found a 0.1 second speed gain worth 10% more booking-rate progression.

Mobile against desktop

Mobile carries most traffic and desktop most bookings, in every dataset in the notes. Desktop delivered 63% of bookings and 71% of revenue in Cendyn's H1 2025 client campaigns, an observation that does not establish mobile's causal role or a universal budget split; in Pixel and Polish's small boutique portfolio mobile was around 62% of booking-engine sessions and desktop conversion is reported at 1.8 to 2.3 times mobile, a publisher-reported multiplier that is not a representative baseline; Unbounce finds desktop converting 10.4% better on travel landing pages; Condor Ferries' undated figure is 0.7% mobile against 2.4% desktop. The exceptions are formats built for mobile: 68% of free booking link bookings were mobile in D-EDGE's data and Dreamplace's mobile metasearch ROAS of 29:1 exceeded its overall 28:1. Statista figures relayed by Foundry, putting 60% of hotel reservations on mobile, conflict with the Cendyn and Pixel and Polish booking shares.

Abandonment

SaleCycle's datasets are the largest but oldest, and booking abandonment uses people who started a booking as its denominator, not all visitors: 2018 tracking of 280m bookings gave travel abandonment of 81.31%, with 17.6% of visitors starting a booking and 3.1% completing, and January to October 2019 data put travel at 90.74% and hotels at 84.63%. The 2018 and 2019 travel-wide figures come from different samples and years and cannot be read as a trend; the hotel-only 84.63% (2019) is the hotel-specific figure. Secondary vendor compilations with unspecified underlying dates cluster at the same level, with mobile abandonment around 85% against desktop around 73%, and the only recent primary figure is Pixel and Polish's 62% of booking-engine entrants not finishing in a small boutique sample. SiteMinder's 12,000-traveller survey found 52% had abandoned a booking because of a poor experience. Revinate's cart-abandonment emails are quoted at 66% open and 10% conversion in the same secondary compilation, an estimate rather than a measurable expected recovery uplift (Hotel-Online/HFTP).

What it meansHotel booking abandonment of 84.63% in SaleCycle's 2019 data means roughly four of five guests who started a booking in that sample did not finish it (SaleCycle via The Drum) . Recovery emails, quoted second-hand at 66% open and 10% conversion, are a low-cost candidate for incremental bookings because they require no media spend, but the figure is a vendor estimate and the uplift a property will see is not measurable from it (Hotel-Online/HFTP) .

6. Budget frameworks for UAE hotels

Everything in this section is an illustrative ONS planning assumption, not a benchmark. It uses only inputs cited above and from the market chapters, shows the arithmetic, and is replaced by the client's own conversion and cost data as soon as 90 days of it exist. Four quantities are kept apart throughout: media-only cost per booking (media spend divided by attributed bookings); fully loaded acquisition cost (media plus agency fees, tooling, creative and tracking, divided by the same bookings); channel contribution (stayed booking value less variable operating cost, commission and acquisition cost); and incremental return, which only a holdout or geo test can measure and which none of the arithmetic below establishes.

ONS PLANNING ASSUMPTION (ILLUSTRATIVE): BUDGET AS A SHARE OF ROOM REVENUE, BY CLASS AND STAGE. As a starting assumption, not a fixed allocation, we use the practitioner ranges of 4 to 6% of room revenue excluding sales payroll for established hotels and 10 to 15% for openings and repositionings, both opinion-grade. Applied to a 150-room Dubai hotel at the 2025 city average of 80.7% occupancy and AED 579 ADR, room revenue is 150 x 365 x 0.807 x 579 = AED 25.58m a year. Four to six per cent of that is AED 1.02m to 1.53m a year, or AED 85,000 to 128,000 a month; the 10 to 15% opening tier is AED 2.56m to 3.84m a year, or AED 213,000 to 320,000 a month. A midscale property in Sharjah at Cavendish Maxwell's reported 2025 ADR of AED 305 would scale the same ratios down to roughly half. For a luxury property, the Gourmet Marketing tier of up to 12% in a saturated market is the relevant opinion, and Dubai's supply of 154,264 rooms across 827 establishments at end 2025 supports the description. For 2026 these ratios apply to a smaller base: advisory data put Dubai H1 2026 occupancy at 56.4% and June ADR at AED 375.60, so a budget fixed as a percentage of 2025 revenue would run at roughly double the intended ratio. The ratio a given property can afford depends on its contribution margin per room night, its booking pace and its unsold inventory; a hotel with high contribution and unsold rooms can justify the top of the range, and one with low contribution or compressed inventory cannot.
ONS PLANNING ASSUMPTION (ILLUSTRATIVE): MINIMUM VIABLE PAID MEDIA BY HOTEL SIZE. The only UAE spend bands in the notes are agency estimates: Branex's Dubai PPC band of AED 5,000 to 25,000 or more a month, with management fees of 10 to 15% of spend, and Impulse Digital's Meta minimum of AED 5,000 to 10,000 a month and AED 20,000 to 50,000 for acquisition. Read against the revenue arithmetic above, those bands are too small for a 150-room upscale hotel (whose 4% floor alone is AED 85,000 a month) and about right for a 30 to 60 room boutique or a single-outlet F&B budget. Our working split starts from Cloudbeds' allocation of 20 to 30% baseline (website, CRM, reputation), 60 to 70% performance (metasearch, search, retargeting) and 10% test, with Munoz's digital split of 45% ads, 35% email and loyalty and 20% website technology as the cross-check; both are practitioner opinion and the split moves with the property's own measured cost per booking by channel. We weight metasearch and search first because Google took 75% of Mirai clients' marketing investment (Spain-centric, 2019) and 61% of D-EDGE hotels' ad-driven direct revenue (Europe and Asia, 2023), evidence that other hotels have concentrated spend there, not evidence that every UAE hotel should.

Deriving a budget from target bookings, conversion rate and CPC

The Cendyn method of budgeting from cost of acquisition rather than from revenue reduces to three inputs: the number of direct bookings the hotel wants from paid channels in a month, the conversion rate of the traffic the channel sends, and the cost per click. Clicks needed equal target bookings divided by conversion rate; budget equals clicks multiplied by CPC; media-only cost per booking equals budget divided by bookings; and that cost divided by booking value gives the media-only acquisition ratio to compare with section 3. Fully loaded acquisition cost adds fees and tooling on top, and none of the arithmetic measures incremental return.

Worked example, illustrative, cited inputs only. This combines inputs from different publishers, samples and periods, so it is an illustration of the method, not a validated UAE hotel acquisition cost. Target: 100 paid direct bookings a month. Conversion rate: 2.0%, the UAE hotel website figure from THN's 2022 snapshot (The Hotels Network via Hospitality Net) . CPC: AED 17.19, Digital Gravity's UAE Travel and Leisure Google Ads figure, an undocumented agency estimate converted at its assumed 3.6725 AED per USD (Digital Gravity (Dubai)) . Clicks needed: 100 / 0.02 = 5,000. Budget: 5,000 x AED 17.19 = AED 85,950. Media-only cost per booking: AED 859.50. Against SiteMinder's website booking value of USD 516, which is AED 1,895 at the same assumed rate, that is a media-only acquisition ratio of 45%, far above the 7.1% mean paid-direct cost in D-EDGE's 2023 Europe and Asia sample and above any OTA commission in the notes (SiteMinder via ColorWhistle; Digital Gravity (Dubai); D-EDGE 2024 white paper; D-EDGE) . Three substitutions show how the inputs affect the result. Using the h2c booking-engine conversion rate of 3.28% instead of the website rate cuts clicks to 3,049 and media-only cost per booking to AED 524 (28%) (h2c via Prostay) . Using WordStream's US travel search CPC of USD 2.14 (AED 7.86 at the same assumed rate) with 2.0% conversion gives AED 393 per booking (21%) (WordStream/LocaliQ, 2026 Google Ads Benchmarks) . Using Superads' UAE all-industry Meta CPC of about 1.08, which would be AED 3.97 if the series is in US dollars (the tool does not state its currency), with 2.0% conversion gives AED 198 per booking, or 10.5%, inside Puorto's 10 to 12% direct opinion target (Superads; Hospitality Net) . To reach the D-EDGE sample's 7.1% ratio at Digital Gravity's CPC, the campaign would need to convert 12.8% of clicks, which only the Hotel Ambit single-hotel case (9.5%) approaches (D-EDGE 2024 white paper; Google case study) . The lesson of the arithmetic, subject to every caveat above, is that at the Dubai search price this agency reports, generic search for room nights closes only if it lands in a booking engine converting well above the website average; Meta and metasearch are where the illustrative arithmetic closes.
What it meansBudget is an output of the conversion rate, not an input. In the illustration above, a hotel that improves booking-engine conversion from 2.0% to 3.28% cuts its media-only cost per booking by 39% at any CPC (The Hotels Network via Hospitality Net; h2c via Prostay) .

7. What to expect in the first 90 days

ONS READING The first quarter of a new paid programme will not show its longer-term costs and returns, for four reasons supported by the notes. First, bookings arrive after the click: SiteMinder's average booking-to-arrival lead time is 32.15 days and Profitroom's UK direct window was 41.5 days when reported in November 2023, so a campaign launched on day one has produced perhaps two months of attributable stays by day 90, and revenue-based ROAS is understated. Second, early prospecting returns are low by design: Impulse Digital's UAE expectation for new Meta prospecting is 1.5 to 2.5x in the first 60 to 90 days, an agency planning assumption that sits well below the Varos hotel medians. Third, automation needs data: in D-EDGE's comparison Performance Max run alone showed spend up 69% against a 17% booking gain (cost per booking up 44.44%), while PMax beside manual campaigns gave 15% more bookings for 7% more spend; Cendyn's hotels only reached a 19% CAC reduction on PMTG with established conversion tracking. Fourth, in the UAE the seasonal cost curve is steep in the one all-industry series available: Meta CPM moved from USD 23.52 in November 2025 to USD 8.92 in May 2026, so a 90-day window starting in autumn will look expensive and one starting in spring cheap, regardless of skill. We therefore set 90-day targets on leading indicators (booking-engine entry rate, engine conversion, cost per engine session, brand and non-brand split) and defer ROAS judgement to the second quarter, with the first review against the property's own target acquisition ratio at day 120 or later.

Gaps in the evidence

Not established in reviewed sources. Hotel marketing spend as a percentage of revenue for UAE or GCC hotels. Looked for in HotStats MENA releases, CBRE, JLL and Colliers MENA operating cost studies and HSMAI Middle East; the only MENA cost lines found were HotStats' February 2019 TRevPAR USD 211.72, GOPPAR USD 79.45 and payroll 28.1% of revenue, with no S&M line. The HotStats MENA S&M department ratio would be the likely source.
Not established in reviewed sources. UAE or MENA travel-vertical Meta CPM, CPC or CPL. Superads renders all-country data when the UAE filter is applied to travel pages. A country cut from Superads, Madgicx or Revealbot would hold it. ONS intends to address this with permissioned, aggregated campaign data, subject to client consent and data readiness.
Not established in reviewed sources. UAE hotel Google Search or Hotel Ads CPC and conversion from a documented dataset. The only figure is Digital Gravity's undocumented agency claim. Keyword Planner exports for Dubai hotel terms and a Middle East metasearch cut from Cendyn, Koddi, Derbysoft or Triptease, which Triptease's 2019 regional data omitted, would hold it.
Not established in reviewed sources. TikTok, Snapchat, LinkedIn, YouTube and programmatic or display benchmarks for hotels or the GCC. Rows in section 2 for these channels are global agency compilations or platform case studies; the one Middle East TikTok range is an agency estimate (Stackmatix). TikTok for Business MENA, Snap Inc. MENA, LinkedIn's B2B benchmark team and Sojern are the likely holders.
Not established in reviewed sources. Retargeting-specific hotel benchmarks newer than Fastbooking's 2017 figure of 10.2x. Sojern, Adara, RateGain and Criteo travel reports are the likely holders.
Not established in reviewed sources. Hotel booking-engine abandonment from a large primary dataset for 2024 to 2026. SaleCycle's data is from 2018 and 2019; the only recent figure is a small boutique portfolio. Current cuts from SaleCycle, SiteMinder, Cloudbeds, D-EDGE or THN BenchDirect would hold it.
Not established in reviewed sources. Primary-publisher confirmation for several figures recorded here from secondary coverage: Cloudbeds' 63.4% OTA share and 21.8% / 10.6% cancellation, the h2c 2020 study, the Varos hotel ROAS summaries, Unbounce travel landing page conversion and The Percentage's Hotel Ads CPA range. Each carries its secondary-source grade in the tables above; SiteMinder's USD 516 booking value was checked against the publisher's current page.
