Chapter 15
This chapter turns the evidence in the preceding chapters into practical plans for hotel general managers. The recommendations reflect ONS's judgement, and each identifies the facts behind it. The plans state when evidence comes from US or global sources rather than the UAE, and when they depend on figures that have not been published.
In brief
- The market is in a two-speed recovery: midscale and Abu Dhabi first, luxury and long-haul last (Khaleej Times citing Cavendish Maxwell, H1 2026; Skift citing CBRE report using CoStar, H1 2026). Plans differ by class more than they did in 2025.
- Where a property's booking data shows demand already searching for it, demand capture comes before demand creation for the next two quarters: brand search, Hotel Ads, metasearch and retargeting first; prospecting on social for residents and the Gulf second (D-EDGE, 2023; Cornell CHR, 2022).
- Increasing the share of direct bookings can help protect margins while room rates are discounted. D-EDGE's 2024 white paper observed a 7.1% paid-direct distribution cost in its Europe and Asia sample for 2023; its 2025 report gives a 3.5% average total direct distribution cost for partner hotels against the 12% to 28% it says OTAs typically charge, on a different basis. Neither is a UAE target; the property's own cost per booking is the reference.
- Short-haul and domestic markets led the 2026 recovery: IHCL names India its most reliable source market for its own hotels and targets markets five to six flight hours away; Dubai's visitor mix January to August 2026 was Western Europe 20%, South Asia 17%, Gulf 16%, CIS and Eastern Europe 14% (Dubai government, via The National, Jan to Aug 2026); RAK's domestic arrivals rose 47% in H1 2026 (RAKTDA, via Khaleej Times). Which markets matter for a given hotel depends on its own guest data.
- Plan the marketing calendar around Gulf summer holidays, Indian and Russian winter peaks, Ramadan and the two Eids, and the Chinese New Year holiday. Check each date for the intended travel year (Travel operators via Gulf News, 2023; Dragon Trail, 2025).
- Report monthly on revenue per dirham by channel, not clicks. Chapter 11 provides the reporting template.
Playbooks by hotel type
Luxury and upper-upscale resorts
Luxury had the lowest first-half 2026 occupancy of any Dubai class in Cavendish Maxwell's sample, 51.2%, and the deepest rate fall, 6.2%. Its demand is long-haul and leisure, the segment operators expect to return last: IHCL does not expect 2025 levels until Q4 2027 and calls long-haul recovery "wishful thinking" while jet fuel costs are high. Luxury is also 47% of Dubai's 12,861-room pipeline in Knight Frank's October 2025 report, a forecast rather than completed stock, so competition for the same guest will rise.
Maintain room rates where the brand can support them, and offer value through included benefits rather than headline discounts; IHCL cut rates by up to 40% at the peak of the crisis and Majestic Hotels expects its Q4 2026 rates to run 15% to 20% below last year, both operator-specific statements rather than market results. Shift paid prospecting to the markets a property's own guest data shows are flying. The candidates in the evidence are Russia and CIS (Mabrian's projections for Abu Dhabi put 42.7% of Russian stays in five-star hotels in 2024), the Gulf (Almosafer reported more than 75% of its Q1 2025 room nights at four- and five-star properties, a platform observation for Saudi travellers) and India's upper tier. Keep brand search and Hotel Ads always on where the property's own search data shows the guest researching it by name, because in Cornell's 2022 experiment on 26 independent boutique hotels a sponsored Hotel Ads link beside the free one raised bookings by about 41%. Use Meta and YouTube for inspiration content aimed at Gulf families before the Eid and summer windows, and measure the whole programme on direct revenue and cost of acquisition as a share of booking value, against the property's own prior cost per booking rather than any published figure; D-EDGE's 7.1% is a 2023 Europe and Asia observation, not a UAE ceiling.
Upper-upscale and upscale city hotels
Upscale and upper-upscale together held 47.0% of Dubai's rooms in H1 2025 (24.4% and 22.6%), and their first-half 2026 occupancy, 58.7% and 51.8% in Cavendish Maxwell's sample, sat between the luxury and midscale classes. They draw a mix of business, MICE, leisure and visiting friends and relatives, and are the properties most exposed to OTA share because they compete on rate inside a crowded category.
The two priorities are direct conversion and business demand. On direct, the only UAE website conversion figure found, 2.0% in The Hotels Network's September to October 2022 sample, is dated and not a current target, but it illustrates why paid traffic is wasted unless the booking engine is fast on mobile and the rate is at parity or better; the property's own booking-engine conversion is the number to manage. On business demand, Dubai Business Events submitted 747 bids in 2025 and secured 504 events to be hosted through 2029, and international event attendees at DWTC events spent almost seven times a local attendee and stayed 5.6 days in 2025 (Dubai Media Office); LinkedIn and search campaigns for meeting planners cost little and are measured on qualified enquiries. For leisure guests, use Meta prospecting to reach residents and Gulf travellers, with WhatsApp as the enquiry channel residents say they prefer in a YouGov poll for Zbooni.
Midscale, upper midscale and hotel apartments
These classes held up best in 2026: upper midscale ran at 65.7% and midscale 63.7% in the first half in Cavendish Maxwell's sample, hotel apartments led DET's class table for January to September 2025 at 81% to 82%, and PriceLabs data quoted in April 2026 show 35,316 active Dubai short-term rental listings against 31,265 a year earlier while booked nights fell 57%. Demand is domestic, regional, corporate and long-stay.
This is the class with the clearest paid-media case right now. Capture demand with Google Search on hotel-name, area and "monthly" or "long stay" terms, and with Hotel Ads where the property is listed. Run always-on Meta offers to residents, and to Saudi and Omani road travellers around Eid and the summer break; the Saudi school-calendar and holiday-travel figures in the evidence date from 2023 and should be checked for the intended travel year, and the 2022 announcement that GCC citizens may enter on national ID cards should be confirmed against current ICP conditions (Travel operators via Gulf News; NCEMA/ICP via Gulf News). Price long-stay packages openly where the property's own mix supports it; Majestic Hotels reports that long stays are 25% to 30% of its business. Use OTA visibility programmes to help fill available rooms, but support direct bookings with a benefit the OTA cannot show, such as late checkout or parking, rather than a lower price that breaches rate parity.
Holiday home and short-term rental operators
Vendor counts of Dubai short-term rental supply come from different listing populations and are not one series: Valustrat, via AGBI, reported 18,000 listings in August 2024, up 38% year on year; PriceLabs data quoted in April 2026 show 35,316 active listings against 31,265 a year earlier (+13.0%) and 183,410 booked nights against 426,992 (down 57.0%) (Rental Scale-Up); AirDNA and operator-index snapshots differ again. AirDNA's forward bookings were down 36% for November 2026, 8% for December and 6% for January 2027. Every unit needs a DET permit, and under Executive Council Resolution 49/2014 conducting the activity without a licence carries a fine; the current permit fee should be taken from DET's holiday-home service rather than from vendor tariffs, which were not verified (Houst, 2026; Al Tamimi & Company).
Operators live on Airbnb and Booking.com, so the marketing job is listing quality, pricing and reviews first, and a direct channel second. A direct site with a booking engine earns its keep only for repeat and long-stay guests; for those, Google Search on "monthly rental" terms and WhatsApp follow-up are the channels to test first against social prospecting. Expect December and January to recover first on AirDNA's forward data and plan creative and pricing for the resident staycation market: in Visa's cardholder cohort over 5 to 8 June 2025, Dubai took 70% of observed domestic Eid spend.
MICE-led and wedding-led properties
Abu Dhabi hosted 6,600 events and 2.2 million delegates in 2025 (Abu Dhabi Media Office); RAK's MICE and wedding revenue rose 25% in 2025; destination weddings from Indian Tier II and III cities are a stated DET focus (RAKTDA press release; Bader Ali Habib, DET, via India Outbound). Cost per MICE lead and lead-to-proposal rates were not established in reviewed sources (chapter 11).
Treat this as business-to-business lead generation: LinkedIn and Google Search for planners, Instagram and YouTube for wedding families, and a response process that answers within the hour, because proposals and site visits, not clicks, are the measures. Track every enquiry by channel, including calls and WhatsApp, and build the property's own benchmark for cost per qualified MICE lead from its own data; no published UAE figure was found.
Playbooks by source market
The table below is a reference for the markets with the most evidence in the source-market and segment chapters; it is not a budget rule. Each count carries its own year and is not comparable across years or emirates, and which markets a property should prioritise depends on its own PMS nationality, channel and lead-time data. A hotel whose guest history shows a market that is absent here should trust its own data.
| Market | Why it matters now | Hotel fit | Where to reach them | When | Source |

The twelve-month calendar
The plan below runs from November 2026 to October 2027. It assumes the recovery continues at the pace recorded for August 2026, when Dubai received 869,000 international overnight visitors, its strongest month since the conflict began, and September 2026, when UAE hotel occupancy was 67.6%, down 12.3 percentage points year on year, and that long-haul demand returns during 2027 (Dubai government statement, via The National; CoStar, via Skift). That timing is an operator expectation, not a market forecast: Ishraq Hospitality expects a return to 2025 levels in Q4 2026 and IHCL not until Q4 2027, while Moody's Analytics' May 2026 outlook, a dated forecast, expected occupancy to stay depressed through 2026 with a return to pre-conflict conditions unlikely before early 2027. If the recovery stalls, the budget shifts further toward residents and the Gulf and the long-haul lines are delayed, not cut.
| Period | Demand context | Marketing focus | Budget weight (illustrative) |
|---|---|---|---|
| November to December 2026 | Winter peak begins; December 2025 occupancy in Dubai was 84.3% with the highest December RevPAR since 2007 (CoStar); AirDNA short-term rental forward bookings for December 2026 were down 8% CoStar/STR press release (Dubai hotel industry posts best December performance in nearly two decades); Skift, data AirDNA | Brand and area search, Hotel Ads, metasearch at full budget; Gulf and resident festive packages on Meta; Russia and CIS New Year through operators; UK Christmas through packages and Google | High |
| January to February 2027 | Hoteliers expected December and January 2025 to be peak for India, CIS and Russia; Chinese New Year 2026 was a nine-day holiday, so the 2027 dates should be checked Smart Travels (DMC) and WTTC via Gulf News; Dragon Trail | Keep demand capture at full budget; China content on Xiaohongshu and Trip.com; UK February half-term; MICE season campaigns on LinkedIn and search | High |
| Ramadan and Eid Al Fitr 2027 | Saudi Eid Al Fitr 2025 trips averaged two days longer than 2024; residents took short trips at Eid Al Adha 2025 in Visa's cohort Wego via Hospitality Net; Visa newsroom (UAE Travelers Seek Cooler Weather Abroad This Eid Al Adha; Local Staycations Also Rise) | Resident and Gulf staycation offers, iftar and suhoor F&B on Meta and Snapchat; respect content rules in chapter 13; pause alcohol-adjacent creative | Medium |
| April to May 2027 | Shoulder season; May 2026 was RAK's strongest month on record, with domestic arrivals up 47% in H1 2026; Chinese May Day Khaleej Times (Ras Al Khaimah tourism hits record 670,000 visitors), data RAKTDA; Dida report via Khaleej Times | Domestic and Gulf weekend packages; long-stay offers; MICE and wedding enquiries for autumn; creative production for summer | Medium |
| June to August 2027 | Saudi summer break (68 days on the 2023 calendar; check the 2027 dates); Dubai Summer Surprises 2025 ran 66 days from 27 June to 31 August with Kids Go Free promotions and about 24 hotels offering staycation packages; Eid Al Adha Travel operators via Gulf News; DFRE/DET via Arabian Business | Gulf families on Snapchat, YouTube and Instagram; resident staycations on Meta; road-trip messaging for Saudi and Oman; value packages with inclusions | Medium to high for resorts, lower for city hotels |
| September to October 2027 | Season restart; Indian festive travel toward December; Gulf school year resumes | Rebuild long-haul prospecting (UK, Germany) if capacity has returned; India wedding and MICE outreach; refresh Google Business Profile, reviews and structured data before the peak; AI-search readiness check (chapter 12) | Medium rising to high |
Budget allocation framework
The paid media chapter sets out the benchmarks and the budget tiers. The chart below is an illustrative ONS planning assumption for a recovery-phase budget, not a benchmark and not a rule; it is to be replaced by the property's own cost per booking by channel as soon as that data exists. Four factors guide the budget split for each hotel. Contribution margin: the lower the margin on a booking after commission, cost of sale and variable operating cost, the smaller the share that can go to channels without a measured cost per booking. Booking pace: where pace against the same period last year is behind, capture channels take more; where pace is ahead, prospecting can rise. Inventory: a property with unsold inventory in a window needs demand creation for that window, while a near-full property needs rate protection, not reach. Lead time: markets booking far ahead, such as package-led long-haul guests, need prospecting earlier in the calendar than short-haul and resident guests who book within days. Hotels should adjust the budget split each month as these four factors change.
Illustrative ONS planning assumption: demand capture about two thirds of a recovery-phase budget, prospecting one third, to be replaced by the property's own cost per booking
Illustrative ONS planning assumption, not a benchmark: suggested share of monthly paid media, %, by hotel type, UAE, October 2026; to be replaced by the property's own cost per booking by channel; shifts with contribution margin, booking pace, inventory and lead time

Three rules sit behind the split. First, Google produced 61% of ad-driven direct booking revenue in D-EDGE's sample of 1,221 three- to five-star hotels in Europe and Asia in 2023; that is a share of ad-driven direct revenue in a historical sample, not a share of all hotel revenue and not evidence that every UAE hotel should allocate the same way, but it is the reason search and Hotel Ads anchor the starting point. Second, the platforms' own UAE hospitality cases on TikTok and Snapchat are selected, self-reported examples, so video platforms earn budget only after they prove cost per booking in the hotel's own data. Third, the share of prospecting rises with the hotel's dependence on long-haul leisure, because that demand has to be created in the source market while short-haul demand can be captured at the point of search.
The monthly operating rhythm
- Week 1. Review last month's revenue per dirham by channel, cost of acquisition as a share of booking value, cancellation by channel and direct share (chapter 11 template). Move budget to the channels that produced bookings.
- Week 2. Check rate parity and OTA visibility programmes; confirm the direct rate carries a benefit; review booking-engine conversion on mobile against the property's own prior months, with the 2.0% UAE figure from a 2022 sample as dated context only (The Hotels Network via Hospitality Net).
- Week 3. Refresh creative for the next calendar window; brief paid creators with Advertiser Permits in place and check which in-house accounts fall under the own-company exemption; update Google Business Profile photos and respond to reviews, since mid-luxury hotels in Shiji's Middle East sample responded to more than 80% in 2025.
- Week 4. Read the month's market data (DET, DCT, CoStar, JLL releases); adjust source-market weights against the property's own guest data.
