Chapter 01

The UAE entered 2026 at a record: more than 32 million hotel guests, AED 49.21 billion of hotel revenue and approximately 79% occupancy in 2025 (two official releases give 79.3% and 79.5%) (Ministry of Economy, via Gulf News; Government of Dubai Media Office). From late February 2026 a regional conflict disrupted flight operations, and Dubai's international visitors fell 44% for January to August 2026 (Gulf News; DET, via Skift, Jan to Aug 2026). Recovery began in August (Dubai government statement, via The National, 2026). This report explains what hotel marketers in the UAE need to know about the market, guests, booking channels, platforms, costs and performance measures. It includes sources and evidence grades and identifies gaps in the available public data.

In brief

  • The market. Dubai hosted 19.59 million international overnight visitors in 2025, up 5%, at 80.7% occupancy and an ADR of AED 579 across 154,264 rooms (DET, via Dubai Media Office). Abu Dhabi recorded 26.6 million total visitors, 5.9 million hotel guests and AED 9.1 billion of hotel revenue (TTN Worldwide citing DCT Abu Dhabi, 2025); Sharjah 2.1 million hotel guests, as reported by Cavendish Maxwell; Ras Al Khaimah 1.35 million overnight visitors (RAKTDA press release, 2025). The emirates publish different measures (visitors, hotel guests, overnight visitors) and the counts are not ranked against each other in this book.
  • The shock. In CoStar's weekly series, Dubai occupancy fell to 22.8% in the week ending 14 March 2026, the lowest since April 2020. On a separate half-year basis, JLL reports Dubai occupancy of 56.4% for H1 2026 with RevPAR down more than 35% (The National citing JLL). In Cavendish Maxwell's H1 2026 sample, luxury hotels fell furthest (51.2% occupancy, ADR down 6.2%) and Upper Midscale held best (65.7%).
  • The recovery. August 2026 brought 869,000 visitors and 66% occupancy, the best month since the conflict began (Dubai government statement, via The National; Dubai Media Office, via The National); UAE occupancy was 67.6% in September 2026 (CoStar), 12.3 percentage points below September 2025. Forecasts are dated: in July 2026 S&P Global Ratings expected occupancy to improve from Q4 2026 and a return to pre-conflict levels no earlier than the end of 2027; in August 2026 CBRE wrote that recovery was unlikely before early 2027; in October 2026 Ishraq Hospitality expected 2025 levels in Q4 2026 and IHCL not until Q4 2027.
  • Who is coming. Short-haul and domestic demand are supporting the recovery: Western Europe held 20% of Dubai's visits in January to August 2026, with South Asia (17%) and the Gulf (16%) ahead of CIS and Eastern Europe (14%) (Dubai government, via The National, Jan to Aug 2026); RAK's domestic arrivals rose 47% in the first half of 2026 (RAKTDA, via Khaleej Times, H1 2026); Dubai's resident population reached 4 million on 28 August 2025 (Gulf News).
  • The channels. Booking.com and Agoda together hold about 70% of the UAE hotel OTA category (Zawya press release, "ATM 2026 unveils new VIDEC research", 2025 to 2030). No UAE direct-versus-OTA split was found in the sources reviewed. For Europe, HOTREC reports 51.3% direct and 29.9% OTA for European hotels in 2025, on a survey of 1,882 independent hotels plus aggregated chain data; press and the study's own summary differ on whether the unit is bookings or overnights (WKO Austria; PhocusWire). Two separate global datasets describe the value of direct business: SiteMinder (20 markets, no UAE, 2025) records revenue per booking of USD 516 on hotel websites against USD 312 on OTAs, and Cloudbeds (independent hotels, 180 countries) records a cancellation rate of 10.6% for direct bookings against 21.8% for OTA bookings. The two figures come from different samples and are not combined here.
  • Search. StatCounter measures Google at 93.47% of UAE search engine referrals (September 2026). Free booking links convert below paid Hotel Ads in the datasets cited (D-EDGE 2022, Mirai), both Europe and APAC samples from 2019 to 2022; Mirai's finding that free links convert 62% below paid means paid converts at about 2.6 times the free rate, not 62% higher; Google made AI Overviews available across the MENA region and in Arabic in May 2025 (the UAE is not named individually) and AI Mode in Arabic in October 2025; in the limited query studies cited (145 hotels in six destinations; 25 London luxury hotels), AI answers cite OTAs more often than hotel websites.
  • Social. UAE internet users aged 16 and over use 8.69 social platforms a month, the most in the world, in GWI's 2025 waves (Fusion5 Outliers 2026 / GWI via Campaign ME). Among 1,000 UAE travellers surveyed by Skyscanner, YouTube (63%), Instagram (59%) and TikTok (51%) are the inspiration platforms. From 1 February 2026 the UAE Media Council Advertiser Permit applies to individuals who create advertising content on social media, paid or unpaid; individuals promoting their own business or a company they own, and under-18s in educational, sports, cultural or awareness activities, are exempt.
  • Costs. Superads' vendor series puts UAE Meta CPM across all industries at about USD 15.80 from July 2025 to July 2026, with a low of USD 8.92 in May 2026; it is not hotel-specific. Travel search CPC benchmarks disagree by an order of magnitude between datasets and none is UAE hotel-specific.
  • Returns. D-EDGE's 2024 white paper observed an ad-driven (paid) direct distribution cost of 7.1% of booking value in 2023, with total direct cost (paid and non-paid) of 3.3%, across hotels in Europe and Asia; its 2025 report gives an average total direct distribution cost of 3.5% for its partner hotels in Europe and APAC, against OTA commissions of 12% to 28%. Hotel ROAS medians were 15.19x on Google Ads and 4.83x on Meta in Varos's global dataset of larger advertisers (April 2025), as relayed by secondary sources; these are attributed-revenue ratios, not incremental profit. No UAE hotel ROAS benchmark was found in the sources reviewed.
  • AI. 77% of UAE adults have used AI to plan or research a holiday and 71% are comfortable booking accommodation through it; in h2c's 2026 survey of participating chains (122 responses from 113 chains), 91% use AI but only 13% report measurable ROI (Marriott Bonvoy 2026 Ticket to Travel Report, Jul 2025; Marriott Bonvoy / Mortar Research via Zawya, Jul 2025). OpenAI's availability table lists the UAE as available for self-service ChatGPT advertising, with the advertising legal entity required to be based in a listed country.

Ten decision rules the evidence supports

The ten points below are ONS's reading of the evidence in chapters 2 to 14. Each is a judgement based on the cited facts and should be tested against the property's own booking data. These are conditional recommendations, not instructions for every hotel.

ONS reading

1. PLAN FOR A TWO-SPEED RECOVERY. In the H1 2026 advisory samples, Abu Dhabi and the midscale classes held occupancy better than Dubai and the luxury classes (Skift citing CBRE report using CoStar; Khaleej Times citing Cavendish Maxwell); IHCL's regional head described long-haul recovery as unlikely while jet fuel costs stay high. A luxury resort and a midscale city hotel are likely to need different plans for the next twelve months.

2. PUT BUDGET WHERE THE PROPERTY'S OWN DEMAND ALREADY IS. IHCL describes India as the most reliable source market for its own hotels; for Dubai as a whole, Western Europe (20%), South Asia (17%) and the Gulf (16%) were the largest source regions in January to August 2026; RAK's domestic arrivals rose 47% in H1 2026 (RAKTDA, via Khaleej Times). Where a property's booking data shows the same pattern, short-haul and domestic campaigns should take priority in paid budgets until long-haul capacity returns. Where it does not, the property's own guest mix should guide the budget.

3. PROTECT DIRECT SHARE WHILE RATES ARE DISCOUNTED. OTA commissions of 12% to 28%, as quoted by D-EDGE, weigh heaviest on discounted rates. In SiteMinder's 20-market dataset, hotel-website bookings carried a higher value than OTA bookings; in Cloudbeds' separate sample, direct bookings cancelled less often than OTA bookings. Both compare different groups of guests. Neither measures the improvement caused by switching channels. Brand search, Hotel Ads and a fast booking engine are the usual defences, and the property's own cancellation-adjusted booking value by channel is the measure to track.

4. TREAT GOOGLE HOTEL ADS AS A DIRECT-BOOKING CHANNEL TO BE MEASURED, NOT AN EXPERIMENT. In D-EDGE's 2023 sample of 1,221 hotels in Europe and Asia, Google produced 61% of ad-driven direct booking revenue, and in a Cornell switchback test across 26 independent boutique hotels in 2022, adding a paid link beside the free one raised bookings by about 41%. Neither sample is UAE-specific; the property's own cost per booking decides the allocation.

5. USE META AND TIKTOK FOR DEMAND CREATION WITH RESIDENTS AND THE GULF, AND MEASURE THEM ON BOOKINGS. The platforms' own UAE and GCC hospitality cases report strong results, but they are self-reported and selected, and UAE hotel benchmarks for these platforms were not found in the sources reviewed. Judge them on the property's own cost per booking.

6. PREPARE FOR AI SEARCH AS A DISTRIBUTION CHANNEL. In the query studies cited, AI answers cited OTAs in 55% of hotel-recommendation citations (145 hotels, six destinations) and linked to OTA pages in 65.1% of Google AI Mode responses (25 London luxury hotels) (Cloudbeds via Hotel Technology News, 2025; LuxDirect via Hospitality Net). These are sample observations. Accurate structured data, prices and reviews are the inputs an assistant can read; whether they change citations is for the property to test. Chapter 12 sets out a measured approach.

7. GET THE CREATOR PERMIT QUESTION RIGHT BEFORE THE WINTER SEASON. From 1 February 2026 the Advertiser Permit applies to individuals creating advertising content on social media, paid or unpaid, with exemptions for own-business promotion and for under-18s in educational, sports, cultural or awareness activities; posting without registration carries fines, as summarised by Pinsent Masons. Alcohol advertising is not permitted directly or indirectly (Al Tamimi & Company).

8. TRACK CALLS AND WHATSAPP, NOT ONLY FORMS. In a YouGov poll of 1,000 UAE respondents, 85% said they prefer to contact companies on WhatsApp. A website conversion rate such as the 2.0% The Hotels Network observed for UAE hotels in October 2022 understates demand that arrives by message.

9. REPORT MONTHLY ON REVENUE PER DIRHAM, BY CHANNEL. The KPI hierarchy in chapter 11 puts direct revenue, cost of acquisition as a share of booking value (the measure D-EDGE uses for distribution cost) and cancellation rate above clicks and impressions.

10. EXPECT THE BENCHMARKS TO BE WRONG FOR YOU. Almost every cost and conversion benchmark in this book is US, European or global. The UAE-specific figures are few and mostly carry an Estimate grade (Digital Gravity). Chapter 16 lists what is missing. ONS intends to address this with permissioned, aggregated campaign data, subject to client consent and data readiness.

How to read this book

Each chapter starts with an "In brief" list, presents the evidence in tables and charts, and ends with evidence gaps and sources. Figures are attributed in the text by publisher and period; each chapter ends with a list of its sources, and the bibliography at the end records the publisher, date, scope and link of every document. Every source carries an evidence grade: Official for government and tourism authorities, Industry for research firms, advisers and trade press citing named data, Platform for figures published by an advertising or booking platform about itself, Estimate for agency, blog or compilation figures without a stated dataset, and ONS for our own data or planning assumptions. Where two sources disagree, both are shown. Where a figure was not established in the sources reviewed, a gap box says so and names the body most likely to hold the data.

The master source list holds 693 fact references, drawn from about 630 distinct documents. This book is a secondary research synthesis: facts were recorded from the pages fetched, and selected material claims were checked against the original publishers in an editorial review in October 2026, but not every fact reference was independently re-verified. The grade identifies where the information comes from; it does not confirm accuracy. Chapter 16 explains what was verified.

Geography matters. A benchmark is labelled US, global, Europe, APAC or UAE every time it appears, because most published marketing benchmarks come from US datasets and should not be read as UAE figures.

Gaps in the evidence

Not established in reviewed sources. The largest gaps across the book are a UAE direct-versus-OTA booking split, UAE hotel-specific ad cost and conversion benchmarks on any platform, country-level visitor counts for Dubai after 2019, hotel operator market share after 2024, and any head-to-head return comparison between OTA advertising programmes, Google and Meta. Chapter 16 lists every gap with the body most likely to hold the data.

Sources & evidence notes

Evidence grades describe provenance. Verification status records the supplied editorial review, not a guarantee of accuracy. Cite the original publisher when using a figure.
