Chapter 12
This chapter answers three questions: how many travellers now plan with AI assistants, what Google's AI Overviews and AI Mode have done to search clicks, and how far agentic booking and AI advertising have reached the UAE. The headline finding is that UAE travellers report the highest use of AI for travel planning among the markets measured: 77% of UAE adults have used AI to plan or research a holiday, while the booking infrastructure (Google's agentic hotel checkout) reached the US first and has no announced UAE date, and ChatGPT self-service advertising lists the UAE as available, with the advertising legal entity required to be based in a listed country (Marriott Bonvoy 2026 Ticket to Travel Report, Jul 2025; TravelDailyNews). Survey intent, referral traffic, AI citations, assisted bookings and completed transactions are five different measures. This chapter treats them separately.
In brief
- 77% of UAE adults have used AI to plan or research a holiday and 24% use it "all the time"; 81% of UAE AI users use ChatGPT, 41% Gemini and 23% Copilot (Marriott Bonvoy and Mortar Research, fieldwork 14 to 21 July 2025, n=4,017 UAE and KSA).
- 71% of UAE travellers surveyed are comfortable booking accommodation through AI and only 10% are uncomfortable, a stated attitude rather than measured booking behaviour (Marriott Bonvoy / Mortar Research via Zawya, Jul 2025); UAE and Saudi users show 81% confidence in AI trip planning against a 54% global average (Skyscanner, 22,000 travellers, July 2026), again a survey measure.
- In the US, 56% of active travellers used AI for planning, booking or in-destination help in the 12 months to 1H 2026, up from 43% in 2H 2025 and 33% in 1H 2025 on Phocuswright's definition; Deloitte's narrower measure puts US gen AI use for travel research at about 1 in 4 travellers (April 2026, n=4,003). The two definitions differ and do not form one adoption trend.
- Google said AI Overviews were broadly available to all users in the MENA region, with Arabic added globally, on 20 May 2025; the post does not name the UAE individually; AI Mode launched in English across MENA on 25 August 2025 and in Arabic on 8 October 2025 (Gulf News; Gulf Times/QNA).
- Click-loss studies disagree on scale but not direction, and none is UAE or hotel-specific: Ahrefs' adjusted estimates attribute a 34.5% fall in position-one CTR to AI Overviews (March 2024 to March 2025; the raw CTR moved from 7.3% to 2.6%, a 64.38% decline) and a 58% fall over December 2023 to December 2025 (raw 7.3% to 1.6%, a 78.1% decline); in Seer Interactive's sample of 3,119 informational queries, raw organic CTR moved from 1.76% to 0.61% (down 65.3%) and paid CTR from 19.7% to 6.34% (down 67.8%); a Similarweb summary with geography unspecified put zero-click searches at 69% in May 2025 against 56% in May 2024, 13 percentage points.
- In three small vendor query studies, none UAE, AI answers favoured OTAs: 55% of AI hotel citations were OTAs (Cloudbeds, 145 hotels, six destinations, 2025), 65.1% of Google AI Mode hotel responses linked to OTA pages (LuxDirect, 25 London luxury hotels, 2,700 queries, March 2026) and hotel websites were cited under 10% of the time (Tharro, 695 searches, June 2026); these are sample observations, not universal probabilities.
- Hotel booking inside Google AI Mode went live in the US in English in late August 2026 with Google Pay checkout and 10 launch partners, all chains or OTAs, superseding the earlier limited-test description; the US launch does not establish UAE booking capability, and no UAE date has been announced (TravelDailyNews; Hospitality ON).
- ChatGPT ads moved from a USD 60 CPM with a USD 200,000 minimum in the US pilot (February 2026) to self-serve with no US minimum (5 May 2026), historical US terms that are not current UAE prices; self-service opened to MENA on 31 August 2026 and reached 89 countries by 21 October 2026 (PPC Land; tbreak citing OpenAI, Reuters, CNBC). OpenAI's Ads Manager availability table lists the UAE as available for self-service, checked 26 October 2026, with the legal entity that advertises and is billed required to be based in a listed country.
- Among the 113 chains answering h2c's 2026 study (122 responses, 8,200+ properties, including the Middle East), 91% already use AI, 13% report measurable ROI and 22% systematically monitor AI search results; adoption, strategy and measured ROI are separate indicators and the sample is participating chains, not all hotels (h2c AI Opportunity Study 2026 via TravelDailyNews).
- Dubai's Universal Blueprint for AI targets an AED 100 billion annual contribution to the Dubai economy, and DET's Chief AI Officer reports an AI itinerary planner already in use (September 2026) (u.ae, Jul 2026; Gulf News).
1. Traveller use of AI assistants for planning
UAE
The only UAE-specific dataset found on AI trip planning is commissioned brand research, so it carries an grade rather than Official. The Marriott Bonvoy 2026 Ticket to Travel Report, fielded by Mortar Research between 14 and 21 July 2025 with 4,017 respondents in the UAE and Saudi Arabia (22,266 across 11 markets), found that 77% of UAE adults have used AI to plan or research a holiday, against 72% for the UAE and KSA combined and 68% for KSA alone. Within the UAE, 24% of travellers said they use AI "all the time" for holiday planning (Marriott Bonvoy / Mortar Research via Zawya, Jul 2025). Among UAE AI users, ChatGPT was used by 81%, Gemini by 41% and Copilot by 23% (Marriott Bonvoy / Mortar Research via Zawya, Jul 2025). On booking, 71% of UAE travellers said they were comfortable booking accommodation through AI and 10% were uncomfortable (Marriott Bonvoy / Mortar Research via Zawya, Jul 2025). The same survey recorded an average UAE booking lead time of 2.5 months, against 1.6 months in KSA (Marriott Bonvoy / Mortar Research via Zawya, Jul 2025).
A second commissioned study points the same way. Skyscanner research covering 22,000 travellers, reported by Khaleej Times on 8 July 2026, found UAE and Saudi users showed 81% confidence in AI for trip planning against a 54% global average, a survey measure of confidence rather than of measured hotel conversion. In the same article Cleartrip estimated that 250,000 to 350,000 UAE-based travellers use AI for trip planning each month, and Skyscanner reported that about 60% of users of its "Explore with AI" prompts clicked through to recommended flights, which measures engagement rather than bookings.
United States
US figures come from two research houses with different definitions, and the two are not blended here or read as one adoption trend. Phocuswright's "The AI Surge" (March 2026) counts any AI use across planning, booking and in-destination help: 56% of active US travellers used AI in the past 12 months in 1H 2026, up from 43% in 2H 2025 and 33% in 1H 2025. Phocuswright also reports that 33% of US travellers use gen AI platforms such as ChatGPT for trip research, around five times the 2024 level, with 74% of Millennials and 72% of Gen Z having used AI for a trip in the past year. On booking intent, 44% of US travellers would book directly inside an AI platform and 40% would let an AI assistant handle flight and hotel bookings (Phocuswright via PhocusWire, 2026). The factors that prompted US travellers to act on an AI recommendation were price comparisons (44%), summarised reviews (33%) and recognised brands (32%) (Phocuswright via PhocusWire, 2026). Half of US travellers using AI in search engines still click through to source websites after reading the AI answer (Phocuswright, 2026).
Deloitte's 2026 Summer Travel Survey (fieldwork 2 to 9 April 2026, n=4,003 of whom 1,808 were travellers) asks specifically about gen AI for travel research: about 1 in 4 US travellers use it, with millennials at 36%, Gen Z at 33% and Gen X at 24%, and luxury travellers using it at twice the rate. Among US gen AI travel-research users (n=446), follow-through on recommendations was 54% for accommodations (up 8 points year on year), 52% for destinations, 58% for activities, 49% for restaurants, 42% for itineraries and 39% for flights (Deloitte, 2026). A smaller vendor survey (TakeUp via Pollfish, n=300) found 55% of US leisure travellers had not yet used an AI tool for travel planning, while 84% said a trusted AI recommendation would make them more likely to book a specific hotel.
Global and multi-market
Phocuswright's 2025 multi-country work found 78% of travellers rated GenAI results somewhat or very helpful, about one third fully trust GenAI, and between one quarter and one third are ready to let GenAI book. Accenture's Consumer Pulse (14 countries, n=18,000, 2025) reported that 80% of travellers use gen AI tools, 93% would trust gen AI to support purchasing decisions and 57% want autonomous cross-brand AI agents. Booking.com's Global AI Sentiment Report (37,000+ consumers, 33 markets, 2025) found 77% globally have at least some trust in AI; Australia was the only market with a usage figure in the article, at 50% having used AI for some aspect of travel, and no UAE figure was published (Booking.com via Travel Weekly AU, 2025). SiteMinder's Changing Traveller Report 2025 (12,000 travellers, 14 markets, no UAE) found 78% open to AI in the accommodation journey. BrightLocal's US consumer survey found 45% of consumers now ask AI tools for local recommendations, up from 6% in 2025.

2. Google AI Overviews and AI Mode
Availability in the UAE
Google's MENA blog of 20 May 2025 said AI Overviews were "now broadly available to all users in the MENA region and globally in Arabic", with Arabic and Turkish added in the global rollout; the post does not list individual countries, so UAE inclusion is inferred from "all users in the MENA region". Google stated at the time that AI Overviews were available in 200+ countries and 40+ languages, and claimed a usage lift of more than 10% on triggering queries in the US and India. AI Mode, the conversational search tab built on Gemini 2.5, expanded to 180 more countries in English on 21 August 2025 and was reported live in the UAE and MENA in English on 25 August 2025, with Google saying early users ask queries two to three times longer than standard searches (Outlook Business; Gulf News). Arabic AI Mode followed on 8 October 2025, in 35+ languages and 200+ countries, with questions nearly three times longer than standard searches. At Think Travel 2025, Google said AI Mode and AI Overviews were live in 40+ EMEA markets and that booking windows had lengthened from 53 days in 2023 to 61 days in 2025.

Click effects
No study isolates UAE or hotel queries; every figure below is cross-industry and most are informational-query based, so they are indicators rather than hotel benchmarks, and none proves that an AI feature caused the whole of any raw change. Ahrefs' first study (300,000 keywords, Google Search Console, US rollout period) found position-one CTR on keywords showing an AI Overview moved from 0.073 to 0.026 between March 2024 and March 2025, a raw decline of 64.38%; the 34.5% reduction Ahrefs reports is a separate model-adjusted comparison attributed to AI Overviews, not the raw arithmetic. Its follow-up, published 4 February 2026, extended the window to December 2023 against December 2025: the raw position-one desktop CTR moved from 0.073 to 0.016, a 78.1% decline, and Ahrefs' adjusted estimate of the AI Overview association is 58%. The two Ahrefs studies are not in conflict; they cover different periods, and both the raw and adjusted figures widen over time.
Seer Interactive's sample of 3,119 informational queries across 42 organisations (June 2024 to September 2025) saw raw organic CTR on queries with AI Overviews move from 1.76% to 0.61%, a 65.3% decline, and paid CTR from 19.7% to 6.34%, a 67.8% decline; brands that were cited inside the AI Overview earned 35% more organic clicks and 91% more paid clicks than those that were not. This is sample evidence, not a UAE hotel forecast (Seer Interactive via Search Engine Land, 2024). A secondary summary of Similarweb data, geography unspecified, put zero-click Google searches at 69% in May 2025 against 56% in May 2024 when AI Overviews launched, an increase of 13 percentage points, or 23.2% relative; it is not a UAE hotel-search estimate. Semrush and Datos found AI Overviews on 13.14% of US desktop searches in March 2025, up from 6.49% in January, with travel AI Overviews up 14.3% and a zero-click rate of 36.2% on their 10 million-plus keyword set. The two zero-click figures (69% and 36.2%) measure different things on different datasets and should not be compared directly; Similarweb measures all Google searches while Semrush measures its US desktop keyword panel.
One finding provides a counterpoint: Phocuswright found half of US travellers who use AI in search engines still click through to source websites after reading the answer. Booking Holdings' CEO told investors in August 2026 that Google's display changes "put some pressure on SEO", while the company's direct traffic mix stayed in the mid-60% range (Skift, Q2 2026). A UK agency's crawl of its own clients' Search Console data claimed a 74% AI Overview appearance rate for travel and hospitality queries in March 2026 and a 36% year-on-year fall in organic traffic; this is a single-agency sample and is graded (Visionary Marketing). Similarweb data compiled by a third party put travel AI referral traffic up 237% year on year in May 2026, with 23% of relevant ChatGPT prompts citing a travel source.
Studies put click loss on queries with AI Overviews between 34.5% (adjusted) and 67.8% (raw)
Reduction in click-through rate on queries where an AI Overview appears, %; the Ahrefs bars are model-adjusted estimates of the AI Overview association, the Seer bars are raw changes in a 3,119-query sample; cross-industry, geography unstated or US; periods differ (Ahrefs Mar 2024 to Mar 2025 and Dec 2023 to Dec 2025; Seer Jun 2024 to Sep 2025); not UAE or hotel-specific

Travel coverage
Travel was one of the fastest-growing categories for AI Overviews in the US. BrightEdge data reported by Search Engine Land showed AI Overview presence on travel queries rose 700% between September and October 2024, reaching 30% of travel queries. A second BrightEdge reading recorded travel AI Overviews up 108.09% from 25 to 26 April 2025, with 93.78% of the new travel AI Overviews being location-specific activity guides. No equivalent measurement exists for UAE or Arabic queries.
OTA dominance in AI citations
Three small vendor query studies, none covering the UAE, point the same way: in their samples AI assistants routed hotel answers to intermediaries. Cloudbeds analysed 145 hotels across six destinations on ChatGPT, Perplexity and Gemini in 2025 and found 55% of AI citations for hotel recommendations were OTAs, while 72% of recommended hotels were chain-affiliated, carrying a 4.43-point visibility advantage; these describe that sample, not all AI answers or UAE hotel demand. LuxDirect ran 2,700 queries about 25 London luxury hotels across six AI platforms and found 65.1% of Google AI Mode hotel responses linked to OTA pages, with five hotels capturing 57% of all AI recommendations, again a sample observation. Tharro's one-month sample of 695 unbranded hotel searches in ChatGPT and AI Mode (June 2026) found the hotel's own website was cited under 10% of the time, which is not a universal probability for hotels. These studies can guide a visibility audit for an individual property, with the queries and date recorded. They should not be read as market shares.
3. Agentic booking: who can complete a reservation inside an assistant
Google extended its Universal Commerce Protocol (UCP) to hotels at I/O in May 2026 and on 7 August 2026 confirmed a limited, US-only test of agentic hotel booking inside AI Mode, with Amadeus as hotel technical partner, Sabre for air, and Booking Holdings among the first partners (Hospitality ON). Ask Maps, then about five months old, began showing real prices as part of the same test, on a Maps platform that passed 2 billion monthly users (Skift). By late August 2026 the limited test had been superseded by a launch: hotel booking was live in AI Mode in US English, with Google Pay checkout and 10 launch partners: Booking.com, Expedia, Hotels.com, Priceline, Trip.com, Marriott, Hilton, IHG, Wyndham and Choice; the hotel or platform remains merchant of record, and Google's James Byers stated there are "no paid placements within AI Mode hotel results" (TravelDailyNews). Byers had said in November 2025 that the commercial model for agentic booking would be a "similar model that we have today" (PhocusWire). None of this is available in the UAE as of October 2026, the US launch and plan terms do not establish UAE booking capability, current UAE pricing or permanent commercial policy, and Google has published no GCC timeline (Hospitality ON).
OpenAI and ChatGPT
OpenAI launched Expedia and Booking.com apps inside ChatGPT on 6 October 2025, built on the Apps SDK and MCP, available on Free, Go, Plus and Pro plans outside the EU, with Tripadvisor "coming soon"; OpenAI cited 800 million ChatGPT users, and bookings were completed off-platform on the partner site at launch (PhocusWire, 2025). Wyndham launched a native ChatGPT app covering about 8,400 hotels on 6 May 2026, in which the guest searches inside ChatGPT and is handed off to WyndhamHotels.com to complete the booking, so it is discovery rather than payment inside the assistant; Wyndham had become the first major hotel company live on Anthropic's Claude in 2025; its call-centre AI cut handle times 7% and Wyndham Rewards held 124 million-plus members. Wyndham's CEO described the company as one of a handful of partners in Google AI Mode agent booking, said it had connected hotel data to Claude, and stated the goal was direct bookings cheaper than OTA bookings, adding "It's early days" (Skift, Q4 2025; Skift).
Hotel groups and OTAs
Marriott began rolling out "Ask Bonvoy", a conversational AI search on its site and app, on 16 June 2026 as an English beta for a subset of members across 10,000+ hotels, with global rollout planned for later in 2026 and about 283 million Bonvoy members at the time (Skift). Hilton announced the Hilton AI Planner, a gen AI concierge on hilton.com, on 10 March 2026 as a desktop and tablet beta (TheStreet via AOL). Booking Holdings told investors in February 2026 that AI automation had cut customer-service cost per booking 10% year on year while bookings rose 10%; the two changes have different denominators, and if strictly comparable they imply total service cost about 1% lower, not 20%. It described its first agentic AI implementation as "small but promising"; by Q2 2026 it called AI referrals a "relatively small contributor", with connected-trip transactions at a low double-digit share of the total (PYMNTS, Q4 2025; Hotel Dive). Expedia Group said in its Q2 2026 results that answer engine optimisation was a "small channel" but "one of the fastest growing", that natural-language Vrbo search yields 60%+ more traveller-intent information, and that organic search was "stable to slightly up" (PhocusWire). Trip.com appears as one of Google's 10 AI Mode launch partners (TravelDailyNews). Skyscanner's "Explore with AI" prompts drew about 60% click-through to recommended flights in early testing.

4. ChatGPT advertising
OpenAI confirmed its advertising plans on 16 January 2026 and began a US pilot on 9 February 2026 for logged-in adults on the Free and Go plans; an Ads Manager followed on 10 April 2026, CPC bidding on 5 May 2026, expansion to Canada, Australia and New Zealand was announced on 26 March 2026 and to the UK, Japan, Korea, Brazil and Mexico on 7 May 2026 (PPC Land). US launch pricing was a USD 60 CPM with a USD 200,000 minimum commitment; the minimum was cut to USD 50,000 on 10 April 2026, CPMs were reported as low as USD 25 by mid-April 2026, recommended CPC maximum bids were USD 3 to 5, and the minimum was removed for US self-serve advertisers from 5 May 2026 (PPC Land). These are historical US pilot terms that changed over time; they are not current UAE advertising prices, OpenAI has published no pricing for non-US markets, and a live account offer is required before budgeting.
The ad unit carries the advertiser name, favicon, a headline of around 16 characters, a description of around 32 characters, a URL and an image, shown below the response and labelled sponsored; Plus, Pro, Business, Enterprise and Edu plans are ad-free, and under-18 users and Temporary Chats are excluded (PPC Land; origami.sa citing OpenAI help centre, 2026). Similarweb measured an overall ChatGPT ad CTR of 0.68% in the US pilot, with a top-quartile rate of 1% and the best brands at 1.57%.
The self-serve Ads Manager opened to advertisers in India, Europe and MENA from 31 August 2026, and OpenAI reported a USD 1 billion annualised run rate in under 200 days. By 21 October 2026, after 26 further countries were added, ChatGPT ads were available in 89 countries with 100,000+ advertisers since launch and 1.2 billion-plus weekly ChatGPT users; the billing entity must be based in a listed country (Digital Applied citing OpenAI announcements).
UAE availability. Secondary reports in September 2026 differed on whether the UAE appeared in OpenAI's country table (origami.sa; PPC Land). OpenAI's own Ads Manager availability page, checked on 26 October 2026, lists the United Arab Emirates as "Available" for self-service access, with the condition that the legal entity that will advertise and be billed must be based in a listed country; this supersedes the earlier secondary reports. Advertising access is separate from consumer ad coverage, and the listing does not establish UAE hospitality pricing or performance (OpenAI Help Center, 2026).
The ChatGPT ads minimum commitment fell from USD 200,000 to zero in three months

5. Generative engine optimisation: what credible sources say
Google's own guidance, "Optimizing your website for generative AI features on Google Search" (May 2026), states that GEO and AEO "is still SEO": no special schema, llms.txt file or content chunking is needed, and Google recommends a maintained Google Business Profile and Merchant Center for local and product visibility in AI answers, referencing UCP for agents. For hotel pricing specifically, Google's Hotel Prices integration requires schema.org Hotel, HotelRoom and Offer markup with prices including taxes that match the visible page, with Microdata recommended and JSON-LD deprecated for that price-validation integration only; this does not mean JSON-LD is deprecated for general structured data or that every search result requires the integration. Hotels can enter rates in their Business Profile for free booking links (Hospitality Net reporting GML 2022).
The evidence on what assistants cite points to three inputs. First, intermediary and brand presence: 72% of hotels recommended by AI assistants in Cloudbeds' study were chain-affiliated, and recognised brands were a trigger for 32% of US travellers acting on an AI recommendation. Second, reviews: summarised reviews triggered action for 33% of US travellers, and reviews are examined in Chapter 14 (Phocuswright via PhocusWire, 2026). Third, listing completeness: BrightLocal's historical observational study of 45,000 businesses across categories found listings with 100+ images had 1,065% more website clicks and 2,717% more direction requests than the median, an association that does not prove adding photos causes the uplift or set a hotel-specific photo target. The payoff for being cited is measurable in Seer's data: brands cited inside AI Overviews earned 35% more organic and 91% more paid clicks. Yet h2c found only 22% of the chains in its study systematically monitor AI search results and 20% do not monitor them at all (h2c AI Opportunity Study 2026 via TravelDailyNews, 2026). None of this evidence shows that structured data or listing work causes AI citations; it shows what the cited pages tend to have.
6. AI in hotel marketing operations
Adoption is high and measured return is low in every survey found; only one covers the Middle East and none breaks out the UAE. h2c's AI Opportunity Study 2026 (122 responses from 113 participating hotel chains, 8,200+ properties across EMEA including the Middle East, APAC and the Americas, published October 2026) found 91% of responding chains already use AI, 13% report measurable ROI, 28% have a company-wide AI strategy, 60% of day-to-day use is external tools including ChatGPT, and 70% expect AI booking channels to lift direct bookings within one to two years. The NYU SPS Tisch Center, RateGain and HEDNA State of Distribution 2026 (270+ brands, 58,000+ properties, 53 countries, December 2024 to November 2025) found more than 50% of hotels use or are procuring gen AI but fewer than 1 in 10 have cut manual work by more than 30%; OTAs generated close to twice the bookings of hotel-owned digital channels, and 55% reported no or minor change to distribution strategy.
On pricing, RoomPriceGenie's 2026 State of Revenue Management (450 revenue decision-makers in the UK, US, Canada, Mexico, DACH, Spain, Australia and New Zealand; not UAE) found 53% of hoteliers use AI to support pricing, 16% extensively, 43% have no revenue management system, 77% trust AI to some degree and only 10% would let it make most pricing decisions. Canary Technologies' survey of 400+ hotel technology decision-makers in North America, EMEA and APAC (early 2026) found 82% expect AI usage to increase within a year, 85% expect to allocate at least 5% of IT budget to AI and 71% call AI's impact significant or transformative. Wyndham's Owner Trends Report (US, Canada and Caribbean owners) found 98% have begun incorporating AI, 32% say it is embedded across most operations, and the leading use cases are operational efficiency (64%), energy (54%) and revenue optimisation (53%).
Company-level results are sparse. Wyndham's call-centre AI cut handle times 7%; Booking Holdings cut customer-service cost per booking 10% year on year (PYMNTS, Q4 2025); Accor's CEO cited the "rapid integration of artificial intelligence into our digital roadmap" alongside double-digit RevPAR growth in the Middle East-Africa sub-region including the UAE in Q4 2025 (Lodging Magazine). On the paid-media side, Cendyn reported that hotels using Performance Max for travel goals on its platform saw customer acquisition cost fall 19%, bookings rise more than fourfold and conversion rate rise 262% in January to June 2025 against 2024, while digital media costs rose 20 to 40% year on year; this is vendor data.

7. UAE government AI and tourism initiatives
Dubai's Universal Blueprint for AI, published on the UAE Government portal and updated 1 July 2026, targets an AED 100 billion annual contribution to the Dubai economy and a 50% productivity gain, places a chief AI executive in each government entity, introduces an AI commercial licence, and is linked to the D33 economic agenda (u.ae, Jul 2026). In June 2024 Sheikh Hamdan announced 22 Chief AI Officers across Dubai government entities, including the Department of Economy and Tourism (DET) (Middle East AI News). DET's Chief AI Officer, Dr Marwan Al Zarouni, told the Arabian Travel Market in September 2026 that an AI-powered itinerary planner was "already in use" and mobile hotel check-in had been rolled out; the event (14 to 17 September 2026) drew 210+ speakers and 180+ ATM Travel Tech exhibitors from 30 countries (Gulf News). A city AI assistant for visitors, "DubAI" at chat.dubai.ae, offering trip planning, hotel booking help and itineraries, was reported as launched in 2023, though no official source was fetched (Scoop Empire). At federal level, as summarised by the law firm Morgan Lewis on 15 June 2026, the Federal Authority for Artificial Intelligence and Data was announced on 14 June 2026 and consolidates the UAE Artificial Intelligence Office, TDRA's Information and Digital Government Sector and the Emirates Data Office; the firm adds that the PDPL Implementing Regulations had not been issued as of that date and that no supervisory authority had been unambiguously designated for private-sector PDPL oversight, which is the firm's assessment. Separately, Dubai's SME agency and Google ran a pilot with 10 Emirati SMEs in December 2025, with costs split one third each (tbreak / Dubai Media Office).
