In this chapter
This chapter asks which approvals a UAE education provider needs before it advertises, which words it may use about accreditation and recognition, and which federal rules govern creators, prices, refunds, personal data and direct messaging. The headline finding is that advertising approval is a separate, time-limited step: in Dubai, training institutes need KHDA written approval before any advertising is published, at AED 100 per approval, valid for 3 months, and MoHESR has stated that an institutional licence does not allow a university to "offer, advertise or promote" a programme before CAA accreditation. Several legal points in this chapter are known only through press or law-firm summaries; those are graded Industry and the summarising source is named.
In brief
KHDA training institute ad approval: required before publishing any advertising, fee AED 100, 2 working days, valid 3 months. KHDA higher education ad approval: covers digital, print and outdoor, no fee, 3 working days, valid 3 months.
KHDA also runs an early childhood advertising approval service, and KHDA-regulated TVET providers must hold written approval "before you use any advertising or marketing material".
ADEK's School Marketing Policy treats social media profiles as marketing material and bans false claims of ADEK endorsement; nurseries are not named in it.
Training institutions need "the prior and written approval of KHDA/ACTVET in order to launch any advertising/marketing campaign", according to Al Tamimi & Company (2022).
MoHESR withdrew recognition of all Midocean University qualifications in Dec 2025 after its Fujairah office ran programmes without accreditation, as reported by Gulf News (Gulf News).
DHA CPD accreditation does not permit use of the DHA name or logo except to announce CPD or CME hours, and trading, pharma and marketing firms are rejected as providers (DHA). DoH requires promotional material to be consistent with the accreditation (DoH Abu Dhabi).
Sources conflict on when the UAE Media Council advertiser permit became mandatory: the end of Oct 2025, three months after the 30 Jul 2025 announcement (The National, Gulf Business) or 1 Feb 2026 (Gulf News) (The National; Gulf News, 2023). Fines for content breaches reach AED 1 million (Gulf News; Gulf News, 2023).
Under Federal Law 15 of 2020, a displayed price must be final and consumers have remedies where a service is denied or unreasonably delayed (LY Lawyers summary). No UAE rule specific to education course refunds was found.
Telemarketing rules set prior approval, DNCR controls and a 09:00 to 18:00 marketing-call window (Ministry of Economy and Tourism, 2024); TDRA describes prior consent for marketing SMS.

Verify the approval behind every educational promise
Operating permission, programme recognition and advertising approval are separate questions, and a provider can satisfy one while failing another. A trade licence lets a business trade; an education permit from KHDA, ADEK, SPEA, ACTVET or MoHESR lets it deliver a defined activity; programme accreditation from the CAA or an awarding body recognises a specific award; and in Dubai and Abu Dhabi an advertising approval is a further step for each campaign. The table maps the regulator for each segment by emirate where the research identified one.

ONS reading The draft of this book (checked 26 Oct 2026) could not read the full KHDA service pages and so deliberately did not reproduce fees or turnaround times. The live pages read on 27 Oct 2026 now give them. We report the newer figures with their access date, but service fees and times change without notice, and a provider should confirm the current route on the day it applies. This chapter is a marketing operating guide, not institution-specific legal clearance.
Dubai: KHDA advertising approval
KHDA regulates private training institutes, private higher education, early childhood centres and TVET providers in Dubai, and each has an advertising approval route. The training institute service requires approval before publishing any advertising or marketing material, costs AED 100, takes 2 working days, and is valid for 3 months; the applicant must comply with KHDA's Advertising and Marketing Materials Guide and hold a valid permit and trade licence. The higher education service covers digital, print and outdoor advertising, has no fee, takes 3 working days and is also valid for 3 months (KHDA). KHDA's guidance for TVET providers states: "you must have written approval from KHDA before you use any advertising or marketing material". An early childhood advertising approval service also exists; its current requirements were not readable in full (KHDA, 2026).
| KHDA route | Scope | Fee | Processing | Validity | Source |
|---|---|---|---|---|---|
| Training institute advertisement | Any advertising or marketing material | AED 100 | 2 working days | 3 months | KHDA [Official] |
| Higher education advertisement | Digital, print and outdoor | No fee | 3 working days | 3 months | KHDA [Official] |
| TVET responsibilities | Any advertising or marketing material | Not stated | Not stated | Not stated | KHDA [Official] |
| Early childhood advertising materials | Early childhood centres | Not read | Not read | Not read | KHDA [Official] (qualified) |
The permit accounts for most of the initial licensing cost. A compilation citing KHDA service pages lists training institute permit fees of AED 15,020 for 1 to 2 activities up to AED 25,020 for 7 or more, and AED 2,500 to add a programme (Business Dubai blog, 2026). KHDA's own historical count was 1,167 training institutes and 70,504 approved courses in 2021; the live directory showed "Showing 1731 Training" on 27 Oct 2026, which is a listing count rather than a published statistic. KHDA also issued 81 vocational education permits over three years, each valid for 1 year and extendable up to 3 years (Gulf News citing Ministry of Social Affairs, 2014).
For always-on campaignsA 3-month approval validity means a Meta or Google campaign that runs all year needs at least four approval cycles (KHDA). Approval dates belong in the campaign calendar, and any change to the creative should be checked against the approved version.
Not located. The text of the KHDA Advertising and Marketing Materials Guide, which sets what approved material may and may not say. A later edition should obtain the guide directly from KHDA and summarise its prohibitions.
Abu Dhabi: ADEK, ACTVET and DoH
ADEK's School Marketing Policy (v1.1, Sep 2024) treats social media profiles as marketing material, bans false claims of ADEK endorsement, requires the school name and registration number to be shown, and bans misleading statements on facilities, curriculum and results; full compliance applies from AY 2025-26. The policy applies to private and charter schools and does not name nurseries (ADEK). Abu Dhabi had 233 nurseries as of 6 Oct 2025, so the advertising rules for a large part of the early years market there remain unconfirmed (ADEK).
For training, Al Tamimi & Company's 2022 law update states that training institutions need "the prior and written approval of KHDA/ACTVET in order to launch any advertising/marketing campaign"; that in Abu Dhabi CEC Resolution No. 152 of 2015 governs the licensing of training centres and ACTVET regulates technical and vocational institutions; and that in Dubai, Executive Council Resolution No. 50 of 2015 and Administrative Resolution No. 2 of 2018 are the main legislation for training institutions. The update dates from 2022, so later changes should be checked (Al Tamimi & Company). No ACTVET primary text on advertising was found, so this point rests on the law firm's summary.
Not found. ACTVET's own advertising rules and a count of ACTVET-licensed training centres; ADEK advertising rules for nurseries; and any Abu Dhabi higher education advertising approval route. Searched ADEK, ACTVET and press; a later edition should request the documents from both regulators.
Sharjah and Other markets: SPEA, MoE and MoHESR
SPEA regulates Sharjah's private schools, nurseries and training centres: more than 201,000 learners across those mixed categories in Sep 2025, and 135 licensed private schools and 161 licensed nurseries, 7 of them new, for AY 2026-27. The Sharjah Commission for Higher Education lists 11 government-accredited institutions. No SPEA advertising approval route or marketing policy was found in the research for this book. For Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain, federal regulators (MoE for schools and nurseries, MoHESR and the CAA for higher education) apply, but no northern-emirates advertising rule text was found (Gulf News, 2026).
Not found. SPEA advertising or marketing approval rules, SPEA training-centre counts (the directory showed no total), and MoE advertising rules for nurseries and training in the northern emirates. A later edition should request these from SPEA and MoE.
Federal higher education: MoHESR and CAA
In Sep 2026 MoHESR stated that an institutional licence does not authorise a university to "offer, advertise or promote any academic programme" until the programme has CAA accreditation; financial guarantees for new institutions range from AED 200,000 for fewer than 500 students to AED 1 million for more than 4,000 (Gulf News reporting MoHESR) (Gulf News). The CAA directory distinguishes institution, programme, emirate, level and active or inactive status (CAA, 2026). Ministerial Resolution 19 of 2024 gave universities autonomy on programmes and admission criteria (Gulf News, Arabian Post), which makes the programme-level check more important, not less (Gulf News).
Enforcement is real. In Dec 2025 MoHESR withdrew recognition of all Midocean University qualifications after its Fujairah executive office ran registration and programmes without accreditation, and changed its status to "not accredited"; the public can verify status through the MoHESR site or 800511 (Gulf News reporting MoHESR) (Gulf News). The Consulate General of India in Dubai advises Indian students to verify CAA, KHDA or ADEK accreditation and to use officially empanelled agents. India supplies 43% of Dubai's international higher education students, so that advice reaches the largest single source market (Gulf News citing KHDA, 2024).
Visa and residence claims
Universities often market student visas and the Golden Visa. The rules are published, but the sources differ in detail. Abu Dhabi's Residents Office lists a 10-year Golden Visa for high school students scoring 95%+ and for UAE university graduates with a GPA of 3.5+ (A-class university) or 3.8+ (B-class) who graduated within 2 years; GDRFA Dubai gives the same graduate thresholds and states the permit is not renewed after expiry; ADDED Abu Dhabi lists the graduate route for Bachelor's, Master's or PhD holders. The federal u.ae page describes 5 years for high school achievers and 10 years for top university students (UAE Government portal u.ae). The two official sources conflict on the validity for school achievers (10 years in, 5 years in); a provider should cite the issuing authority for its emirate and confirm with ICP (Abu Dhabi Residents Office; UAE Government portal u.ae).
First-year student visa costs published by Dubai universities range from AED 7,068 to AED 10,074

| UOWD (1-year visa) | 8237 | 9917 |
| GBS Dubai per Gulf News | 5500 | 6500 |
The published visa costs include refundable elements: UOWD includes an AED 2,500 refundable maintenance charge and 12-month health insurance, and Birmingham Dubai holds an AED 3,000 refundable deposit. A visa cost claimed in an ad should state what is included and that the visa is valid for 1 year and renewed annually for full-time students only (University of Birmingham Dubai, Jan 2025). Visa decisions sit with the authorities, so "visa support" is a fair description and "visa guaranteed" is not.
Healthcare CME and CPD approvals
Healthcare training has two layers of approval: the provider's education or facility licence, and accreditation of each CPD activity by the health regulator. DHA requires the organiser to hold a UAE trade licence as a hospital, clinic, medical training centre or conference organiser; trading, pharma and marketing licences are rejected; applications made fewer than 5 working days before the event are rejected; and accreditation does not permit use of the DHA logo or name except to announce CPD or CME hours (DHA). Attendance and evaluation are due within two weeks (DHA).
DoH Abu Dhabi grants 1 credit per hour, requires promotional materials to be accurate and consistent with the accreditation, and bans advertising of sponsor products; training centres with an Abu Dhabi trade licence are auto-approved as CME facilities via TAMM (DoH Abu Dhabi). Activities must last at least 60 minutes and be at least 25% interactive (Department of Health Abu Dhabi). BLS and ILS are mandatory for all healthcare professionals in Abu Dhabi but do not count toward the CME minimum (Department of Health Abu Dhabi).

The DHA and MOHAP point values come only from a consultancy compilation, which gives DHA 40 points a year for physicians and 20 for nurses and allied health with a 30% cap on online learning (Neelim Healthcare Consulting; Neelim Healthcare Consulting, 2026). DHCC's official guideline allows online or journal reading up to 50%. These figures apply to different regulators and should not be merged; a CME provider advertising "counts toward licence renewal" should name the regulator and confirm the current policy text.
Not published in readable form. The current DHA CPD policy with point values (the licensure policy defers to a separate CPD policy) and MOHAP's official CPD hours (Neelim Healthcare Consulting, 2026). A later edition should obtain both from the regulators.
Awarding bodies and recognised partners
Training providers often borrow the authority of an awarding body. Each body sets its own rules for how partners may describe themselves, and recognition by an awarding body is distinct from local operating permission (NEBOSH, 2026).

"Accredited", "recognised" and "certified": what each word can mean
The three words are used loosely in UAE education advertising, but each points to a different approval. The official sources reviewed set four limits: no advertising of a programme before CAA accreditation; no false claims of ADEK endorsement; no use of the DHA name beyond stating CPD hours; and promotional material consistent with the DoH accreditation.
| Word in the ad | Defensible only if | Evidence to keep | Wording to avoid | Source |

| Approved (KHDA, ACTVET) | The permit and the ad approval are both current | Permit, ad approval number and expiry | "KHDA approved course" where only the institute holds a permit | KHDA; Al Tamimi & Company [Official]/ [Industry] |
| Accredited CME/CPD | The activity is accredited by the named regulator for stated hours | Activity accreditation and hours | DHA logo used as an endorsement | DHA; DoH Abu Dhabi [Official] |
| Certified / official partner | The awarding body lists the provider at the stated level | Directory entry and partner level | "Official" without the body's level; pass guarantees | ACCA; NEBOSH [Platform] |
| Endorsed by a regulator | Never, unless the regulator has issued a written endorsement | Written endorsement | Implied endorsement through logos or wording | ADEK [Official] |
ONS reading The Midocean case and the MoHESR statement on programme advertising change the risk for any provider that promotes a degree or a "recognised" award with a foreign partner. We would treat accreditation status as a programme-level field in the CRM and the offer register, checked against the directory before each campaign launch and each 3-month approval renewal, and we would remove a badge rather than give a reader the wrong impression of the award.
UAE Media Council advertiser permit
The UAE Media Law, in force from 29 May 2025, lists social media advertising by individuals among the activities needing a Media Council licence (Khaleej Times). The advertiser permit applies to individuals creating paid or unpaid promotional content on social media, with exemptions for people promoting their own products or a company they own. It is free for the first three years, companies are told to engage only licensed advertisers, and the permit number must be shown on the account (The National; Gulf Business, 30 Jul 2025) (The National). Exemptions cover individuals promoting their own product or service or a company they own from a personal account, and under-18s taking part in educational, cultural, athletic or awareness activities (The National). A visitor permit lasts 3 months with one renewal, through a council-approved licensed agency (Gulf Business). The National Media Authority's own page confirms the framework, though its full text did not load (National Media Authority, 2026).
The sources conflict on the start date. The National and Gulf Business reported the permit as effective three months after the 30 Jul 2025 announcement, which falls at the end of Oct 2025 (The National). Gulf News reported it as mandatory from 1 Feb 2026 under Federal Media Law 55 of 2023 and Cabinet Resolution 42 of 2025, with organisations required to verify that advertisers hold permits (Gulf News). Both are press reports. By Sep 2025 more than 1,800 permits had been issued to creators from 75 countries, with validity of 1 year for residents and 3 months for visitors (Khaleej Times citing the Media Council).

A separate Gulf News report gives a fine range of AED 5,000 to AED 1,000,000 for content breaches and AED 10,000 for a first unlicensed offence (Gulf News, 2023). All fine figures here come from press summaries of the law (Gulf News).
For tutors and small providersA tutor promoting their own service from a personal account falls within the own-business exemption; a creator paid to promote a tutoring centre does not (The National). A tutor still needs the MoHRE private teacher permit (Aletihad, 2023). Whether the exemption covers a tutor who also sells group classes through a company has not been confirmed in any source found and needs legal advice.
Private tutoring permits
Individual tutors need the Private Teacher Work Permit issued by MoHRE with MoE under Decision 710 of 2023 (Aletihad). It is free, valid for 2 years, open to registered teachers, public and private employees, unemployed teachers, students aged 15 to 18 and university students, and tutoring without it attracts fines under labour law (Aletihad). MoHRE's own service page confirms the route and the two-year validity. The 2026 application rules list 5 steps and documents including a good conduct certificate, medical fitness, an approved tutoring charter and an employer NOC for employees (Emarat Al Youm) (Sharjah Education Academy, 2025).
The sources differ on uptake. The market and regulation notes found no figure for permits issued, while Al Bayan, citing MoHRE, reported about 1,500 permits issued between Dec 2023 and Jun 2024 (Aletihad; Gulf News, 2025). The second figure is dated mid-2024 and no later count was found (Gulf News, 2025). A 2021 lawyer column, written before the permit existed, cited a fine of AED 50,000 per employee for employing a person without a work permit; it is not a statement of the current tutoring penalty (Gulf Today, 2026).
Consumer protection, prices and refunds
Federal Law 15 of 2020 on consumer protection and its Executive Regulation require that a displayed price is final, that warranties cover services, and that consumers are entitled to a refund, replacement or compensation where a service is denied or unreasonably delayed (LY Lawyers summary, Feb 2026). No UAE rule specific to education course refunds was found.
Enforcement against education sellers has precedent. In 2018 Dubai Economy's consumer protection unit shut an unlicensed course website: about 600 planned courses worth about AED 33 million were suspended, the certificates were unaccredited, and the hotel hosting the courses was also fined (Gulf News) (Gulf News). The case is historical, but it shows that venues and buyers are expected to check the provider's licence.
Fee terms on UAE institution pages show what a complete price statement includes. Abu Dhabi University states that 5% VAT applies; Middlesex University Dubai displays its MBA fee inclusive of VAT; Ajman University states it may raise tuition and other fees by up to 10% per academic year; Heriot-Watt Dubai lists an AED 525 application fee and an AED 1,000 refundable deposit. In Dubai, KHDA confirmed no private school fee increase for 2026-27 and exempted early childhood centres from licence renewal fees and fines (YouGov, 2014).
ONS reading We would treat refund and deferral terms as marketing content, not small print. The 2026 conflict made deferral a mainstream question: one recruitment platform reported about one-third of Gulf-bound applicants asked for contingency options. A fee page that states the refundable and non-refundable parts, the deferral rule and the VAT position answers that question before it becomes a complaint, and it supports the "final price" requirement in the consumer protection summary.
Not found. A UAE regulation or regulator guidance on refunds for education and training courses, and the primary text of Federal Law 15 of 2020 (only a law-firm summary was read) (LY Lawyers). A later edition should read the law and the Ministry of Economy's guidance directly.
Children, personal data and direct messaging
The Ministry of Family's June 2026 briefing describes a minimum age of 15 for personal accounts on specified social platforms, enhanced protections for users aged 15 to under 16, and a platform transition of up to 12 months; the initial list is X, Facebook, Instagram, Snapchat and TikTok. The legislation download was blocked, so this book does not state an exact Gazette commencement date or that the transition is complete (Ministry of Family, 2026). Do not design a nursery or child-tutoring plan around children's social accounts; reach parents and guardians. Platform targeting options do not establish legal permission.
Child age. Initial enquiry approach: Age band where sufficient. Later controlled process: Exact date when admissions needs it.
Academic documents. Initial enquiry approach: Ask whether prerequisites appear met. Later controlled process: Secure document submission.
Support or health information. Initial enquiry approach: Offer a private contact route. Later controlled process: Restricted specialist assessment.
Contact permission. Initial enquiry approach: State purpose and capture the channel choice. Later controlled process: Maintain withdrawal and suppression.
Advertising measurement. Initial enquiry approach: Only necessary permitted events. Later controlled process: Review integrations and access.
The UAE government portal identifies a federal personal data framework with consent obligations and exceptions; full content was not available in this research and jurisdictional exceptions, including free zones, apply. The responsible adviser should confirm lawful basis, notices, retention, processors and cross-border transfers. An education enquiry does not authorise every later marketing use.
For direct contact, the Ministry of Economy's 2024 briefing on Resolution 56 of 2024 sets prior approval, company-registered local numbers, DNCR controls, caller identification and purpose, call recording notification and a 09:00 to 18:00 marketing-call window, applying across the UAE including free zones (Ministry of Economy and Tourism). TDRA describes prior consent for marketing SMS; the full page could not be retrieved. A requested admissions response and a later promotional call are different activities. No WhatsApp-specific rule was found; the UAE consumer preference for WhatsApp does not mean the same permission applies to WhatsApp, SMS, email and calls (Communicate Online).
Not found. A UAE rule or regulator guidance specific to WhatsApp Business marketing messages, and the full text of the federal personal data law as it applies to education enquiries (TDRA, 2026; protection laws, via UAE Government portal, 2026). A later edition should read TDRA's full SMS guidance and the data protection law directly.

A practical sign-off sequence
Academic staff check the programme and prerequisites; admissions checks the process and capacity; finance checks prices and conditions; the compliance owner checks approvals and claims; marketing checks consistency across channels. Keep the approved version and review it when the offer changes or the approval expires.
Guaranteed job, salary, grade or pass. Pre-launch question: Is the claim both permitted and evidenced? Disposition if unsupported: Remove the guarantee.
Accredited or approved. Pre-launch question: Which exact institution, course or activity is covered? Disposition if unsupported: Use precise verified wording.
Scholarship or discount. Pre-launch question: Are conditions, availability and deadline clear? Disposition if unsupported: Disclose conditions or withdraw.
Limited seats. Pre-launch question: Does current capacity support the statement? Disposition if unsupported: Update or remove urgency.
Visa or professional licence. Pre-launch question: Who makes the final decision? Disposition if unsupported: Describe support without guarantee.
Review incentive. Pre-launch question: Is any benefit conditional on a review? Disposition if unsupported: Separate referral offer from reviews.
ONS reading Several of the rules in this chapter are known only through indexed official pages, press reports or law-firm summaries, and two sets of sources conflict (the advertiser permit start date and the Golden Visa term for school achievers). We would not let that uncertainty stop a campaign, but we would launch only the claims that are verified and reword the rest to describe the actual service while the check is completed.
Gaps in the evidence
Not found. The KHDA Advertising and Marketing Materials Guide; ACTVET, SPEA and MoE (northern emirates) advertising rules; ADEK rules for nurseries; Abu Dhabi and Sharjah higher education advertising routes. The emirate split in this chapter is therefore complete for Dubai, partial for Abu Dhabi, and largely missing for Sharjah and Other markets.
Primary text not read. The Media Council permit legal text (uaemc.gov.ae and WAM did not render), the federal consumer protection and personal data laws, and the current DHA and MOHAP CPD policies. Each is summarised here from press reports, law-firm summaries or consultancy material and graded accordingly.
