In this chapter
In UAE education the learner, the payer and the decision maker are often different people, and each journey resolves a different question. This chapter sets out who decides in each of the eight segments, what the published evidence says about how students and parents choose, and what they pay before the first class: tuition, visas and fees. The strongest UAE-specific finding is that subject availability and tuition fees lead students' decisions on UAE study, while the strongest global shift is the use of AI tools to choose an institution, which rose from 35% to 54% of prospective international students in a year (The PIE News, 2025; ICEF Monitor).
In brief
Keystone data name subject availability and tuition fees as the two leading factors in decisions on UAE study (The PIE News, 2025).
An older L.E.K. study found about 40% of UAE-bound international students cited career factors and about 40% lifestyle and culture; Indian students were described as highly price-sensitive (L.E.K. Consulting, 2008 to 2018).
Globally, 67% of prospective international students are concerned about living costs (QS 2025) (QS).
54% of prospective international students plan to use AI to choose an institution, up from 35% in August 2024 (IDP, global) (ICEF Monitor).
A university-sponsored first-year student visa in Dubai costs AED 7,068 to 10,074 at one university and AED 8,237 to 9,917 at another, with a refundable deposit.
Male children can be sponsored on a parent's visa to age 25, females at any age, so many resident students' payer is a parent (Gulf News, 2025).
UAE graduates with a GPA of 3.5 (Class A university) or 3.8 (Class B) within two years of graduating qualify for a 10-year Golden Visa (Abu Dhabi Residents Office; GDRFA Dubai).
The 2026 conflict cut GCC study demand on Studyportals by 43% from its December 2025 peak; about one-third of one platform's applicants asked about deferral or alternatives (The PIE News; GSRA).
Who decides
Identify who is making the decision rather than using the same enquiry form for every education product. The table below, from the ONS draft, sets out the participants, the qualification fields worth collecting and the first step that shows serious interest.
| Journey | Decision participants | Useful qualification fields | Quality event |
|---|---|---|---|
| Undergraduate | Student plus parent or sponsor | Programme, intake, prior study, country | Complete eligible application |
| Postgraduate or MBA | Professional plus employer or family | Experience, objective, schedule, funding | Admissions consultation attended |
| Certification | Learner and sometimes employer | Exam, eligibility, target window, mode | Eligible paid course start |
| Nursery | Parent or guardian | Age band, branch, start period, hours | Tour attended with place fit |
| Tutoring | Parent and learner | Curriculum, subject, year, objective | Diagnostic attended |
| Corporate | HR, function leader, procurement | Business need, audience, seats, timing | Qualified buying opportunity |
Who the learners are, by emirate
The resident population shapes who is in each journey. In Dubai at the end of 2025, under-20s were 16.52% of 4,580,300 residents, people aged 20 to 29 were 23.24%, and men were 68.52% (Gulf News, end 2025). In Abu Dhabi, 54% of residents were aged 25 to 44 in 2024 (DGE Abu Dhabi). Sharjah's 2025 census found 11% Emirati and 67% male residents (Khaleej Times). No comparable age profile was found for Ajman, Ras Al Khaimah, Fujairah or Umm Al Quwain.
For international students, Dubai is the only emirate with a published nationality split: India 43%, Russia 6%, Pakistan 6%, China 4% and Kazakhstan 3% of international students in 2024-25 (Gulf News citing KHDA). Keystone describes India as "by far" the biggest audience for UAE study, with notable interest from Pakistan, Indonesia, Hong Kong, China and Germany.
The parent as sponsor
Visa rules make parents the payer for many resident students. Student visas are sponsored either by an accredited university or by a UAE-resident parent; male children can be sponsored to age 25 (older with proof of at least one year of enrolment) and female children at any age (Gulf News, 2025). For a resident undergraduate, the parent therefore often holds both the budget and the visa. Social media access is also changing for younger learners: a June 2026 Cabinet resolution sets a minimum age of 15 for personal accounts on X, Facebook, Instagram, Snapchat and TikTok, with enhanced protections from 15 to under 16 and up to 12 months for platforms to comply (Ministry of Family).
For marketersA school leaver's campaign reaches the learner; the fee and visa conversation usually happens with a parent. Pages and counsellor scripts should address both audiences, and audiences under 16 should be reached through parents rather than social targeting.
How students choose
Decision factors
The UAE-specific evidence on why students choose is thin and partly dated. Keystone's 2025 data commentary names subject availability and tuition fees as the two leading factors in decisions on UAE study (The PIE News). L.E.K. Consulting's study of transnational education students in the UAE, using data from 2008 to 2018, found about 40% cited career factors and about 40% lifestyle and culture as key reasons, described Indian students as highly price-sensitive, and found 65% of Chinese students used agents or pathway providers. That study is older and should be cited with its period.
Global surveys add context but are not UAE samples. QS Global Student Flows 2025, with more than 70,000 responses in 191 locations, found 67% of prospective international students concerned about living costs and 62% rating a university money advice service very or extremely important (QS). IDP's Emerging Futures 8 found 85% of prospective international students consider more than one destination, and its destination ranking (Australia, UK, USA, Canada, New Zealand) does not include the UAE in the top five (ICEF Monitor; The Koala News, 2025). Among business school candidates, GMAC's 2026 survey found career outcomes and return on investment rose to the top research priority for full-time MBA candidates, interest in rankings declined, and 50% wanted AI tools in the ideal curriculum in 2025, up from 17% in 2022 (Poets&Quants). (global)
Where demand is moving
Before the 2026 conflict, demand signals for the UAE were rising (The PIE News, 2025; Gulf News, 2025). Keystone recorded search interest in UAE study up nearly 90% in June 2025 against June 2024, with the UAE taking 59% of all MENA study-destination searches; the fastest-growing audiences were India, Singapore, France, the US and Germany (The PIE News). Studyportals reports the UAE as the top MENA destination on its platform for five years. Gulf News linked a 53.5% rise in Heriot-Watt Dubai applications for September 2025 to US visa delays (Gulf News). GMAC's Prospective Students Survey found Central and South Asian candidates planning to apply to Middle East programmes rose from 2% to 9% between Q1 and Q4 2025, while plans to apply to US programmes fell from 72% to 51% (Poets&Quants, 2026).

Emirati demand is moving in a similar direction. About 15,000 UAE students go overseas each year, but UAE nationals' UK student visa applications fell from 638 in 2022 to 257 in 2025, and Emirati enrolment at Dubai's international universities rose 22% in 2024-25 (Times Higher Education, 2026; The National, 2022 to 2025).
Information sources and AI
AI tools have become a research channel in a year. IDP's survey of about 7,900 to 8,000 students in 134 countries, fielded in July and August 2025, found 54% plan to use ChatGPT or other AI to choose an institution (35% in August 2024) and 53% to choose a programme (38%) (ICEF Monitor). (global) Keystone's August 2025 survey of more than 1,700 respondents found 67% use AI at least monthly for study research but only 36% rate the information very or extremely trustworthy. INTO University Partnerships found 17% of newly enrolled international students in the US and UK used AI in their initial search; among Middle East and Africa students, 54% found AI "much more helpful" (ICEF Monitor, 2025).

Older channels still dominate in the US data, which should be read as directional only for the UAE. Among US graduate students, 84% say search engines are their most important information source, 71% began with a keyword search, 55% saw programme ads on social media and 37% used AI in their search (Ruffalo Noel Levitz, 2025). (US) Among US high-school students, in-person events (34%) and online resources (30%) are the most trusted sources, and AI chatbots rank last of 11 at 3% (ICEF Monitor, 2025).

Agents, fairs and admissions portals
No UAE-specific share of students recruited through agents has been published. Elsewhere, about half of UK universities' international students are placed by an agent (2022) and 75% of US institutions worked with agents in 2024, up from 37% in 2016 (The PIE News, 2021; ICEF Monitor). (UK, US) The Consulate General of India in Dubai advises Indian students to verify CAA, KHDA or ADEK accreditation and to use officially empanelled agents. Fairs remain part of the outbound journey: the September 2025 IDP Study Abroad Expo hosted 105 institutions in Abu Dhabi and 120 in Dubai (Gulf News GN Focus). For Emirati and resident applicants to federal and participating institutions, the MoHESR portal cut required documents by 86% and opened registration at 59 institutions for Fall 2025-26 (The PIE News).
ONS reading India's 43% share of Dubai's international students and the US evidence that most graduate students enrol with the first programme to respond point the same way: prompt follow-up to paid search enquiries and WhatsApp-based enquiry management matter more than reaching more people at the start of their search. The jump in AI-tool use makes visibility in AI answers a reasonable consideration for university marketing plans, but trust in AI answers is low, so official sources and the institution's own pages still have to carry the proof. US benchmarks are directional only.
Cost concerns
Tuition
Published fees illustrate how providers charge, rather than market averages. Private undergraduate tuition at mainstream programmes ranges from AED 46,515 a year for Mass Communications at Abu Dhabi University to AED 77,000 at the upper end of Amity Dubai's engineering fees, while AUS charges AED 52,510 per semester. Federal universities charge non-nationals per credit hour: AED 2,500 for undergraduates at Zayed University and AED 1,600 to 5,000 for master's programmes at UAE University. NYU Abu Dhabi charges USD 65,622 in tuition, with a total estimated cost of attendance of USD 86,780 before need-based aid (NYU Bulletins, 2025). Abu Dhabi University adds a registration fee of AED 2,850 and 5% VAT, and Ajman University may raise fees by up to 10% a year.

| Ajman University, BSc Management | Other markets | AED 1,531 | Per credit, 120 credits, 2026-27 | Ajman University [Platform] |
Aid changes the net price. At AUS, 69% of new undergraduates received a grant or scholarship in Fall 2024, and merit scholarships range from 10% to 30% (American University of Sharjah). Housing is a separate line: AED 7,000 to 15,000 per semester at AUS and AED 14,200 to 32,600 a year at Abu Dhabi University.
MBA and postgraduate pricing
MBA prices span a wide range and use different bases. IIM Ahmedabad Dubai's one-year MBA costs USD 80,000 (AED 294,000) all-inclusive of tuition, visa and insurance, and requires at least four years' work experience (Khaleej Times, 2025). Middlesex University Dubai displays AED 84,872 including VAT for its daytime MBA. UAE University's MBA tuition components come to AED 77,100 by ONS calculation; the AED 85,300 total of all listed fees also includes up to AED 8,000 for four bridging courses, which can be waived, and the AED 200 application fee. AURAK's MBA is AED 75,600 in tuition alone, and Amity Dubai's MBA is about AED 66,000 a year. GMAC reports that globally, executive, online and part-time MBAs are declining while full-time in-person programmes grow.
Published MBA prices run from about AED 66,000 to AED 294,000

Nursery, test and course fees
For nurseries, published fees are branch-specific. Ladybird Nursery in Jumeirah charges AED 14,500 per term for five mornings (08:00 to 12:30) and AED 16,150 for five full days; Canadian Kids Nursery in Business Bay charges AED 12,700 and AED 15,250 for comparable three-month terms. Jumeirah International Nurseries varies fees by age, days and hours. Directory figures give Abu Dhabi nursery fees of AED 3,000 to 8,000 a month (Edarabia, 2026). At the low end, Abu Dhabi's public Al Ghad nurseries charge eligible families AED 800 a month, and ADEK checked that new private nursery fees were "reasonable and transparent" in March 2025 (Gulf News, 2026 to 2029; The National). For language learners, the British Council lists a 24-hour IELTS preparation course at AED 2,950 and the computer IELTS test at AED 1,590 (UKVI AED 1,680).
For marketersTuition fees are a leading decision factor in the UAE evidence and living cost a top concern globally (The PIE News, 2025; QS, 2025). A fee page that shows the basis (per credit, per semester, per term, all-inclusive) and lists VAT, deposits and visa costs answers the question that stalls most enquiries.
Visas and the Golden Visa
Student visa costs and rules
International students need a one-year, annually renewed student visa, normally sponsored by the university. Published first-year costs include a refundable deposit and health insurance, so they are a cash-flow item for families.
| Item | Value | Scope | Source |
|---|---|---|---|
| University of Birmingham Dubai, new visa total | AED 7,068 to 10,074 | Outside UAE normal to inside UAE express; AED 3,000 refundable deposit | University of Birmingham Dubai [Official] |

Dubai's 2033 targets include a new student visa system and graduate work visas, but the research notes contain no details of either (Arabian Business).
Golden Visa
The Golden Visa is a usable recruitment message only when stated exactly. Dubai's GDRFA lists a 10-year golden residence for top school students with a GPA of 95% or more, UAE university graduates with a GPA of 3.5 (Class A university) or 3.8 (Class B) who graduated within two years, and graduates of top-100 world universities with a GPA of 3.5; the permit is not renewed after expiry. Abu Dhabi's ADDED and Residents Office pages give the same 10-year graduate criteria. The federal u.ae portal describes 5 years for high school achievers and 10 years for top university students, which conflicts with the 10 years listed for school achievers on the GDRFA and ADRO pages. Providers should verify with ICP before citing a validity for school leavers.
ONS reading Golden Visa eligibility can support a university's graduate-outcomes message, but only as a factual, sourced statement of the criteria. Promising a visa, or implying that enrolment leads to one, is a claim the institution cannot control. Use the GPA thresholds and the two-year window exactly as published, link to the authority page, and do not quote a validity period for school leavers until the conflict between portals is resolved.
Parents, professionals and employers
Parents choosing a nursery
Nursery journeys centre on routine. In Dubai in 2023, two-thirds of children in early childhood centres were aged 2 to 4 and about 80% attended five days a week (AGBI). The sector served 163 nationalities in 2025, with Indian, British and Emirati families the largest groups (Dubai Media Office, 2024). A parent who has already shortlisted nurseries may need a tour slot and an accurate fee schedule for the days and hours they want, which is how the published fee schedules are structured.
Professionals and employers
People taking certification and professional courses often make decisions in response to an external requirement. PMI has announced changes to PMP live training eligibility from 1 December 2026, and awarding bodies run their own provider checks: ACCA's Platinum, Gold and Silver approval levels, CFA Institute's prep provider directory and NEBOSH's learning partner directory, which warns about guaranteed passes. Healthcare professionals renew licences against CPD requirements that a consultancy guide puts at 40 points a year for Dubai physicians, with a 30% online cap. Employers and venues are expected to check a provider's licence: in a 2018 Dubai case, an unlicensed course website was shut and the host hotel fined (Gulf News).
ONS reading A professional may want the next scheduled course; an HR or operations team may need a tailored schedule, attendance reporting and a proposal for several sites. Combining both in one course form loses the information that tells admissions which journey the enquiry belongs to. Employer pages should show the provider's licence and the awarding body's approval status up front, because those are the first things a B2B buyer will check.
The 2026 conflict and applicant behaviour
The conflict changed the timing of decisions. Studyportals recorded GCC study demand down 43% from its December 2025 peak and about 30% since early February 2026 (The PIE News). MSM Unify reported that about one-third of applicants asked about contingency options (deferral, an alternate intake or a second destination), and Collegify expected a "timing shock" rather than a volume drop (GSRA, 2026; ICEF Monitor, 2026). An aggregator reported that BITS Pilani Dubai moved fully online, about 80% of IIT Delhi Abu Dhabi's about 200 students returned to India, and IIM Ahmedabad Dubai moved its executive MBA batch to Ahmedabad (Collegedunia, 2026). Times Higher Education reported in April 2026 that no measurable change in UAE application patterns was visible yet.
ONS reading Campaigns for the 2027 intake should plan for deferral handling and reassurance content: safety, online continuity and visa processing times. Record "deferred" as its own enquiry outcome so a timing shift is not reported as lost demand.
Recording the journey
Match the next step to readiness. A first-time university researcher may need a programme comparison; a prospect who has chosen a course may need a document check. Admissions should record why an enquiry cannot progress: entry requirements, wrong course, unsuitable location, schedule, total cost, funding, visa or document issue, no available place, delayed decision or duplicate. A campaign attracting enquiries for the wrong course needs a different fix from a strong campaign whose prospects receive no timely response.
Follow-up is regulated. Resolution 56 of 2024 requires prior approval, company-registered local numbers, Do Not Call Registry controls and a 09:00 to 18:00 window for marketing calls (Ministry of Economy and Tourism); TDRA describes prior consent for marketing messages; and the federal personal data framework sets consent obligations with exceptions.
ONS reading Two parents enquiring about one child may be one enrolment opportunity; one person may request three courses; several employees may be contacts for one corporate contract. Keep person, household or organisation, opportunity and enrolment identifiers separate, and deduplicate within the chosen reporting definition. Capture only the information needed for the next step; collect transcripts, identity documents, children's details and sensitive support information later through a controlled admissions process.
Gaps in the evidence
No public data. A UAE-resident survey of how students, parents or employers choose education providers, split by Dubai, Abu Dhabi, Sharjah and Other markets. International student nationality data exist only for Dubai (KHDA); none were found for Abu Dhabi, Sharjah or the northern emirates. Future editions should seek the QS International Student Survey UAE cut and ADEK or SPEA nationality tables.
No public data. The UAE share of students recruited through agents; Middle East figures in GMAC's Application Trends Survey; scholarship catalogues beyond AUS; executive education demand in the UAE; official KHDA or ADEK nursery fee ranges; details of Dubai's planned student and graduate work visas.
