In this chapter
This chapter asks what UAE education providers publish as prices, how a provider should decide what it can afford to spend to acquire a learner, and which assumptions change that decision. Published course and programme prices run from AED 350 plus VAT for a BLS course in Ajman to AED 294,000 for a one-year MBA in Dubai, but they are quoted on different bases and cannot be averaged (Gulf Medical University, 2024; Khaleej Times, 2025). The second half of the chapter sets out ONS planning models D05 to D10. They are illustrative planning assumptions, not market data, and every calculation is shown so that a provider can replace the inputs with its own.
In brief
Published programme-level MBA prices range from AED 72,600 tuition at Ajman University (30 credits at AED 2,420, ONS arithmetic) to AED 294,000 all-inclusive at IIM Ahmedabad Dubai.
Fee bases differ: per credit (Zayed University AED 2,500 for non-nationals), per semester (AUS AED 52,510), per year (ADU BBA AED 49,745), per term (Ladybird Nursery AED 14,500) and per course (British Council IELTS preparation AED 2,950 for 24 hours).
UAE University's listed MBA tuition components sum to AED 77,100; the AED 85,300 total of all listed fees adds up to AED 8,000 for four bridging courses, which can be waived, and the AED 200 application fee.
The IELTS test fee is AED 1,590 on British Council and IDP UAE pages; a third-party 2026 fee guide gives a conflicting AED 1,470. This book uses IDP's AED 1,590.
No UAE cost-per-enrolment benchmark exists. The nearest are US: a median USD 2,795 to recruit one undergraduate at private four-year institutions in 2022 and USD 3,500 to USD 5,000 per graduate student (Ruffalo Noel Levitz; Inside Higher Ed, 2023).
US education search CPL was USD 77.48 in LocaliQ's 2026 data, down from USD 90.02 in WordStream's 2025 edition.
ONS planning model D05 sets a target total acquisition cost at 25% of contribution; on illustrative inputs the media ceiling per paid start is AED 350 for a short course and AED 2,500 for a university first year.
In ONS model D07, AED 20,000 of media yields 21 paid starts and AED 16,000 contribution after acquisition; in the weaker D09 scenario the same budget loses AED 11,600.

Published prices show why the fee basis matters
The table is a purposive sample of visible offers, not a representative UAE fee survey. It records each fee's basis and emirate. Where a total is derived from a per-credit or per-term figure, the arithmetic is shown and labelled. All derived totals are tuition only and exclude additional charges unless the source says otherwise.

The UAE University MBA row needs care. The fee page lists nine courses at AED 5,900, a capstone at AED 12,000 and a leadership programme at AED 12,000 (UAE University). Those components sum to AED 77,100 (9 x 5,900 = 53,100; plus 24,000). The AED 85,300 figure is the total of all listed fees: it adds up to AED 8,000 for four bridging courses, which are waived for some students, and the AED 200 application fee (UAE University). A student who is exempt from bridging pays AED 77,300 including the application fee (ONS calculation). Students must also budget at least AED 20,000 for a one-week international trip (UAE University). This book uses neither total as a market figure.
The IELTS test fee also conflicts across sources. British Council UAE and IDP UAE both list AED 1,590 for the computer test, AED 1,680 for UKVI, and IDP states 55 UAE test centres, 54 unique in its listing as at October 2026. A third-party 2026 exam-fee guide gives conflicting figures of AED 1,470 and AED 1,570 for Dubai, and older listings show lower, superseded fees (NUM8ERS; BestMyTest). The exam bodies' own pages should be preferred.

Costs that sit outside the fee
The learner's total cost often includes items the headline omits. A university-sponsored student visa at the University of Wollongong in Dubai costs AED 8,237 applied from outside the UAE or AED 9,917 from inside, including VAT, an AED 2,500 refundable maintenance charge and 12 months of health insurance. At the University of Birmingham Dubai a new visa costs AED 7,068 to AED 10,074, with renewal at AED 3,061 to AED 3,859 and an AED 3,000 refundable deposit. Ajman University states that it may raise tuition and other fees by up to 10% a year. AUS lists lab fees of AED 1,470 to AED 1,610 per course and reports that 69% of new undergraduates received a grant or scholarship in Fall 2024; the published fee is therefore not the fee most new AUS students paid (American University of Sharjah).
On the provider's side, a Dubai training institute pays AED 15,000 to AED 25,000 a year for its KHDA permit and AED 100 for each advertisement approval, valid three months. Federal consumer protection law requires that a displayed price is final, according to a law-firm summary (LY Lawyers).
For marketersUse the same unit in the ad, the landing page and the adviser's reply. A per-credit fee, a programme total and a first instalment are not equivalent, and a nursery quote needs days, hours, term basis and mandatory extras.
How to present price in a campaign
A professional course should list exam and membership charges separately unless they are genuinely included; in the PMP example above the exam fee of AED 2,100 to AED 2,350 is listed separately from a course fee that starts at AED 2,500 (Edoxi Training Institute, 2026). A university should say whether a figure is per credit, per year or per programme, and whether VAT and registration are included. The examples illustrate the range of payment structures and the need for qualification. They should not be averaged into a sector tuition benchmark or used to infer an institution's margin. Prices change, and scholarships, refunds, tax treatment and additional charges affect the amount actually collected. All examples in the ONS draft were checked on 26 October 2026; current booking availability and personalised quotes were not obtained, and no enquiries were submitted.
What acquisition costs elsewhere
No UAE source publishes a cost per enrolled learner for any education segment. The figures available are US or global benchmarks, and one UAE agency claim. They give an order of magnitude for comparison, not a UAE target.

| Meta CPM, all industries | USD 15.80 average (global USD 20.60) | UAE, Jul 2025 to Jul 2026 (live page, as at Oct 2026) | Superads [Platform] |
Several of these figures move in opposite directions. Education search CPL fell from USD 90.02 in the 2025 edition to USD 77.48 in 2026, while an agency report built on more than USD 100 million of US higher-education spend said media costs rose 15% to 20% in 2024 and enquiry-to-enrolment rates fell. In the UAE, Meta CPM fell by USD 11.62 from February to March 2026, the largest monthly drop in the period, coinciding with the start of the regional conflict (Superads live page, as at October 2026). Global medians from one vendor (CPA USD 25.05 on Google) sit far below the LocaliQ US figure, which shows how much the results depend on the sample (Two Minute Reports, Jan to 31 Dec 2025).

Conversion through the funnel matters more than the lead price. US graduate benchmarks put qualified enquiry to submitted application at 45% and admit to register at 80%, and say more than 60% of graduate students are likely to enrol with the programme that responds first (Ruffalo Noel Levitz). For US first-year undergraduates in 2018, median enquiry-to-application conversion was 14.0% at private and 37.0% at public institutions, old (Ruffalo Noel Levitz). A US secret-shopper study in 2025 found 44% of continuing and online higher-education enquiries received no reply, with an average response time of 14 hours 23 minutes (UPCEA). Unbounce's 2024 landing-page medians range from 4.9% for primary education and tutoring to 18.3% for online courses, on a global platform sample.

Set the acquisition ceiling from contribution
The amount a provider can afford to acquire a learner depends on collected value and costs, not on the advertised tuition headline. Start with expected collected fees over a specified period after discounts, refunds and non-collection. Deduct delivery costs and other costs that finance assigns to the enrolment. Decide how much of the remaining contribution can be spent on acquisition while preserving the required operating return. Include admissions effort and partner commissions where relevant. Do not treat gross multi-year tuition as immediately available acquisition value: retention, collection, teaching cost and the timing of cash receipts all matter.
ONS planning model D05: acquisition ceilings
ONS illustrative planning assumptions, not market data. Every input in models D05 to D10 is hypothetical. None is an observed UAE price, margin, conversion rate or ONS service quotation. The calculations check the arithmetic, not the likelihood of the inputs. D05 applies one rule: target total CAC equals 25% of contribution before acquisition, and the media ceiling is the target total CAC less non-media acquisition cost. D06 then converts each media ceiling into an affordable media cost per valid lead by multiplying it by an assumed valid-lead-to-paid-start rate.
| Illustrative product | Collected fees less delivery costs (AED) | Target total CAC at 25% (AED) | Non-media acquisition cost (AED) | Media ceiling per paid start (AED) | Assumed lead-to-start rate | Media cost ceiling per lead (AED) |
|---|---|---|---|---|---|---|
| Short course | 3,000 - 1,000 = 2,000 | 2,000 x 25% = 500 | 150 | 500 - 150 = 350 | 10% | 350 x 10% = 35 |
| University first year | 40,000 - 26,000 = 14,000 | 14,000 x 25% = 3,500 | 1,000 | 3,500 - 1,000 = 2,500 | 4% | 2,500 x 4% = 100 |
| Nursery first year | 36,000 - 24,000 = 12,000 | 12,000 x 25% = 3,000 | 600 | 3,000 - 600 = 2,400 | 12% | 2,400 x 12% = 288 |
| Corporate contract | 40,000 - 24,000 = 16,000 | 16,000 x 25% = 4,000 | 2,000 | 4,000 - 2,000 = 2,000 | 20% (qualified opportunity win rate) | 2,000 x 20% = 400 per qualified opportunity |
All values are AED and recomputed for this edition; they match the ONS draft register. The corporate figure is an affordable media cost per qualified opportunity, not a raw enquiry CPL, and the cost of creating and qualifying that opportunity must stay visible. The lead-to-start rates are assumptions and must be replaced with the institution's mature cohorts.
ONS planning model D05: on illustrative inputs, the media ceiling per paid start ranges from AED 350 for a short course to AED 2,500 for a university first year
ONS illustrative planning assumptions, not market data. Target total CAC (25% of contribution) split into non-media acquisition cost and media ceiling, AED per paid start.

View chart data
| Label | Non-media acquisition cost (AED) | Media ceiling (AED) |
|---|---|---|
| Short course | 150 | 350 |
| University first year | 1000 | 2500 |
| Nursery first year | 600 | 2400 |
| Corporate contract | 2000 | 2000 |
The nursery planning value can be set beside published fees, though it was not derived from them. The illustrative AED 36,000 collected fee lies inside ADEK's range of AED 17,750 to AED 51,375 for its 2025 cohort and below the AED 43,500 that Ladybird's half-day rate would give over three equal terms. Contribution, not fee, sets the ceiling, and no published source gives a UAE nursery's delivery cost. The one audited reference is Kids First Group's EBITDA margin of 29.5% in the six months to February 2026, which is a group margin after all costs, not a per-child contribution (Taaleem).
ONS reading The 25% policy in D05 is a planning choice, not a norm. A provider with spare capacity in a room or class that will run anyway can justify a higher share, because the marginal delivery cost of one more learner is low; a provider at capacity should spend less, or nothing. We would agree the policy with finance before any campaign, write it down, and revisit it when occupancy changes.
A worked course model connects spend to paid starts
ONS planning model D07: worked short course
ONS illustrative planning assumptions, not market data. The model is deliberately simple and exposes every conversion assumption.
| Input or calculation | Illustrative value | Arithmetic |
| Media spend | AED 20,000 | Planning input |
| Cost per click | AED 10 | Planning input |
| Clicks | 2,000 | 20,000 / 10 |
| Click to valid enquiry, 10% | 200 enquiries | 2,000 x 10% |
| Enquiry to qualified, 70% | 140 qualified | 200 x 70% |
| Qualified to paid start, 15% | 21 starts | 140 x 15% |
| Media CAC | AED 952.38 | 20,000 / 21 |
| Other acquisition costs | AED 6,000 | Planning input |
| Fully loaded CAC | AED 1,238.10 | (20,000 + 6,000) / 21 = 26,000 / 21 |
| Contribution before acquisition | AED 42,000 | 21 x (3,000 - 1,000) = 21 x 2,000 |
| Contribution after acquisition | AED 16,000 | 42,000 - 26,000 |
| Break-even paid starts | 13 | 26,000 / 2,000 |
The model assumes an AED 3,000 collected fee and AED 1,000 delivery cost per start, the same economics as the short course in D05. Positive contribution does not mean the campaign meets the institution's target return. Model D08 shows the test. ONS planning model D08 (illustrative): if finance sets a maximum fully loaded CAC of AED 1,000, then 21 starts allow 21 x 1,000 = AED 21,000 of total acquisition cost; less AED 6,000 of other acquisition cost, AED 15,000 is available for media, against the AED 20,000 spent. The team must improve conversion, reduce acquisition cost or revisit the offer economics.
D05 and D07 also disagree with each other, which is the point of writing both down. D05's 25% policy gives a target total CAC of AED 500 for a course with AED 2,000 contribution, but D07's fully loaded CAC is AED 1,238.10 and D08's policy is AED 1,000. A provider using these figures would need to decide which policy governs before launch, not after.
What to replace first
Replace the assumed CPC with account evidence, the web conversion rate with valid enquiries, and the qualification and payment rates with mature CRM cohorts. Check that delivery cost includes the relevant class economics. If there is a fixed batch cost or a minimum viable class, model that explicitly rather than assuming every cost varies smoothly per learner. All outputs are recomputed from the stated inputs; they are examples of a decision method, not a forecast of ONS or UAE education campaign performance.
Test how changing the assumptions affects the decision
ONS planning model D09: three scenarios
ONS illustrative planning assumptions, not market data. A plausible range is more useful than a single promised CPL. In each scenario media is AED 20,000, other acquisition cost AED 6,000 and contribution before acquisition AED 2,000 per paid start. Fractional starts are mathematical expected values, not learner counts.
| Scenario | CPC (AED) | Clicks | Web enquiry rate | Qualified rate | Paid rate from qualified | Expected starts | Fully loaded CAC (AED) | Contribution after acquisition (AED) |

| Stronger assumptions | 8 | 2,500 | 12% | 75% | 18% | 2,500 x 12% x 75% x 18% = 40.5 | 26,000 / 40.5 = 641.98 | 40.5 x 2,000 - 26,000 = 55,000 |
| Base assumptions | 10 | 2,000 | 10% | 70% | 15% | 2,000 x 10% x 70% x 15% = 21.0 | 26,000 / 21 = 1,238.10 | 21 x 2,000 - 26,000 = 16,000 |
| Weaker assumptions | 14 | 1,428.57 | 7% | 60% | 12% | 1,428.57 x 7% x 60% x 12% = 7.2 | 26,000 / 7.2 = 3,611.11 | 7.2 x 2,000 - 26,000 = -11,600 |
ONS planning model D09: the same AED 20,000 media budget returns AED 55,000, AED 16,000 or a loss of AED 11,600 depending on four assumptions

To see which single assumption matters most, ONS varied one input at a time from the base to its stronger and weaker value in D09, holding the others at base. This extension uses the same hypothetical inputs. A CPC of AED 8 gives 26.25 starts and AED 26,500 contribution after acquisition; AED 14 gives 15.0 starts and AED 4,000. A web enquiry rate of 12% gives 25.2 starts and AED 24,400; 7% gives 14.7 starts and AED 3,400. A qualified rate of 75% gives 22.5 starts and AED 19,000; 60% gives 18.0 starts and AED 10,000. A paid rate of 18% gives 25.2 starts and AED 24,400; 12% gives 16.8 starts and AED 7,600. Each figure is starts x 2,000 - 26,000.
ONS extension of D09: the web enquiry rate and CPC each swing contribution by more than AED 20,000, more than the qualification rate does
ONS illustrative planning assumptions, not market data. Contribution after acquisition, AED, when one input moves from its weaker to its stronger D09 value and the others stay at base. Base result AED 16,000.

Interpret the drivers
Lower click cost helps, but the quality and conversion of enquiries matter as much. On these inputs the web enquiry rate moves the result over a range of AED 21,000 and CPC over AED 22,500, while the qualification rate moves it over AED 9,000. No single input turns the base into a loss; it took all four weaker values together to do that in D09. A cheaper channel can underperform if it attracts unsuitable learners, and a higher-cost query can be commercially sound when it reaches eligible people who are ready to start. Evaluate the complete progression rather than optimising one metric.
Agree when to pause and review
Before launch, agree the spend envelope, minimum observation period, lead-quality review and decision date. A low-volume programme may need a longer period to reveal starts. Pause at once for false claims, broken tracking or unavailable provision; scale decisions should use enough mature outcomes rather than a few early clicks. A positive scenario is not permission to raise spend indefinitely: class capacity, auction cost, admissions workload and conversion rates can change as volume grows.
ONS reading The sensitivity analysis shows a provider where to focus first. Landing-page and enquiry-form quality, response speed and qualification discipline sit inside the institution's control; CPC mostly does not. We would fix tracking and the enquiry-to-start stages before focusing on click costs, and we would never present a single CPL as a promise to a client or a board.
Budget for the admissions system as well as media
ONS planning model D10: monthly budget envelopes
ONS illustrative planning assumptions, not market data. The envelopes illustrate resource allocation. They are not recommended UAE market prices, an agency fee proposal or a forecast.
| Monthly planning envelope (AED) | Focused pilot | Growing portfolio | Multiple locations |
|---|---|---|---|
| Paid media | 18,000 | 45,000 | 90,000 |
| Content and landing pages | 6,000 | 15,000 | 30,000 |
| CRM and admissions enablement | 3,000 | 10,000 | 20,000 |
| Measurement and analysis | 3,000 | 5,000 | 10,000 |
| Total | 18,000 + 6,000 + 3,000 + 3,000 = 30,000 | 45,000 + 15,000 + 10,000 + 5,000 = 75,000 | 90,000 + 30,000 + 20,000 + 10,000 = 150,000 |
| Paid media share of total | 18,000 / 30,000 = 60% | 45,000 / 75,000 = 60% | 90,000 / 150,000 = 60% |
The line items add up to the stated totals. All three envelopes put 60% of the total into paid media and 40% into the systems that turn media into starts. Confirm whether each line is an internal cost, a supplier fee or a one-time investment; avoid double counting and account for applicable taxes separately.
A focused pilot
Use one or a few related offers with confirmed capacity and a working response process. The pilot's job is to establish demand quality, tracking reliability and initial economics. It should produce a query map, a usable landing page, creative evidence, CRM stage definitions and a cohort report as well as enquiries.
A growing portfolio
Expand when the institution can identify which programmes, audiences and locations produce suitable starts. Reuse the common measurement and content system while keeping programme-level economics. Do not allocate equally to every course; capacity, contribution and evidence should guide the mix.
Multiple locations
Build a central reporting standard with local availability and ownership. Compare branches only after accounting for offer, capacity, catchment and cohort maturity, and reserve resources for maintaining fees, schedules, local profiles and adviser training. A central campaign can create operational pressure if the local branch cannot respond. For a provider in more than one emirate, this includes separate regulator approvals: in Dubai a training institute's advertisement approval lasts three months, and in Abu Dhabi training campaigns need prior written approval (KHDA; Al Tamimi & Company).
Media allocation
Begin with channels that match the offer's intent and evidence. For a certification course, named search may lead; for a nursery, local search and adult-directed social content may complement each other; for B2B training, search and professional content serve different buying stages. Use measured downstream quality to change the mix, not a fixed universal percentage. The right budget cannot be set from sector statistics alone: it needs available places, contribution, geographic demand, admissions capacity and a defined risk tolerance for the test.
Gaps in the evidence
Not published. A representative fee survey for any UAE education segment, by emirate. Regulators publish no average nursery, training or tutoring fee; university fees are published institution by institution on different bases. A later edition could compile fees by segment, emirate and fee basis from regulator directories.
Not published. UAE delivery costs, contribution margins or acquisition costs per enrolled learner for any segment; the only audited figure is one nursery group's EBITDA margin. All inputs to models D05 to D10 are therefore hypothetical and must be replaced with each provider's own cohort and finance data.
