This chapter asks what drives demand for English test preparation and language courses in the UAE, who the learners are, what tests and courses cost, and how a provider should run its marketing around recurring batches. The headline finding is a proficiency gap that is wider outside Dubai: the UAE scored 487 on the 2025 EF English Proficiency Index, one point below the global average of 488, while Dubai scored 513 and Ajman 454 (EF Education First). The official IELTS fee in the UAE is AED 1,590 for the standard computer test, but no exam body publishes UAE test-taker volumes, so the size of the market has to be read from indirect evidence.

In brief

The UAE scored 487 on the EF English Proficiency Index 2025 and ranked 72nd, against a global average of 488 (EF Education First).

Scores fall from Dubai (513) to Abu Dhabi (481), Sharjah (479), Ras Al Khaimah (459) and Ajman (454); writing (462) is the weakest of the four skills (EF Education First, 2025).

IDP lists the standard computer IELTS at AED 1,590, IELTS for UKVI at AED 1,680 and IELTS Life Skills at AED 810, and states 55 UAE test centres, of which 54 are unique in its listing (live page, as at October 2026); British Council UAE lists the same AED 1,590 and AED 1,680.

This book uses IDP's AED 1,590 as the IELTS fee. Third-party pages conflict with it: one 2026 guide lists IELTS in Dubai at AED 1,470, and older listings show AED 1,023.75 to AED 1,260 (NUM8ERS; BestMyTest).

The British Council UAE listed a 24-hour IELTS preparation course at AED 2,950 for Dubai and Abu Dhabi on an April to July 2026 timetable.

Pearson's test-centre finder listed three PTE Academic centres in the UAE, two in Dubai and one in Abu Dhabi.

UK migration rules tightened from 22 July 2025, including a rising English proficiency threshold; student visa applications to the UK from the UAE fell from 638 in 2022 to 257 in 2025 (Gulf News; The National, citing UK Home Office).

Dubai language course listings run from AED 650 for Arabic to AED 4,935 for Academic English (Edarabia, 2026).

No Nafis programme found names language training; Nafis vocational and merit support targets accounting, technology, nursing, law and coding (UAE Cabinet, 2021 to 2025).

No UAE test-taker volumes for IELTS, PTE, OET or TOEFL, and no UAE language-specific advertising benchmarks, were found.

What drives demand

Demand comes from four separate needs, each with a different learner, deadline and course. No source measures the number of learners in any of these groups; the evidence below is indirect.

1. Migration and study abroad

The clearest external driver is the English requirement attached to visas and admissions abroad. IELTS is accepted by more than 10,000 organisations, including Immigration, Refugees and Citizenship Canada and UK Visas and Immigration, and it reached 3.5 million tests a year globally in 2018 (British Council). That global volume figure is old and is not a UAE number. UK policy tightened from 22 July 2025: the settlement wait may extend to between 5 and 10 years, the Graduate visa was proposed to fall from 2 years to 18 months, roles at RQF levels 3 to 5 were removed from sponsorship and the English proficiency threshold is set to rise (Gulf News).

The UK outbound student figures point the other way on volume. UAE student visa applications to the UK fell from 638 in 2022 to 257 in 2025, according to UK Home Office figures reported by The National. An older Pearson release reported 2,950 UAE student applications to UK study through UCAS in 2022, up 17% year on year. Visa applications and UCAS applications are different measures and do not form a series. Canada set targets of 485,000 skilled workers in 2024 and 500,000 new permanent residents by 2025, and a UAE immigration consultancy reported "several successful cases each month" from UAE applicants (Gulf News).

2. University entry in the UAE

English-medium universities in the UAE create a domestic need for Academic test scores. UAE universities enrolled 218,241 students in 2025-26, of whom 64,859 were new students, across 103 institutions (WAM reporting the Minister of Higher Education, 2026). Dubai's private higher education sector had 42,026 students in 2024-25, with a 35% international share (KHDA and Dubai Media Office, 2025). International recruitment to Dubai grew 29% in 2024-25, and more than 42% of Dubai's international students are Indian, according to an industry source quoted by The PIE and UniNewsletter citing KHDA. How many of these students submitted IELTS, PTE or TOEFL scores is not recorded, so the link to preparation demand is reasoned, not measured.

3. Healthcare careers

OET assesses English in a healthcare setting, with profession-specific writing and speaking tasks, and the accepted delivery mode depends on the receiving organisation. The pool of possible candidates in the UAE is large and growing: Dubai's private-sector healthcare workforce exceeded 69,400 in 2025, up from 64,100 in 2024 (Dubai Media Office / DHA, 2024 to 2025). WHO projects a global shortage of 4.1 million nurses by 2030, with 70% in Africa and the Eastern Mediterranean (Gulf News, 2025). That is a global and regional figure. No source states how many UAE-based clinicians sit OET.

4. Proficiency at work and in daily life

The fourth driver is general and business English, and Arabic. The UAE's EF EPI score of 487 sits just below the global average of 488 (EF Education First, 2025). For Arabic, the most recent demand evidence dates from 2018: Eton Institute reported teaching Arabic to more than 11,500 students over 12 years, Pomegranate 785 students in two years, and Golden Age 500 registrations, with Arabic its top language (Khaleej Times). The same 2018 report put basic Arabic at 30 to 40 hours and conversational Arabic at 100 to 150 hours (Khaleej Times).

What it means for marketersA migration candidate works to a visa date, a university applicant to an admission cycle, a nurse to an employer or regulator requirement, and a general learner to no external date. Plan campaigns and follow-up timing around each learner's purpose, rather than the language alone.

Audience: who the learners are

The age profile of the UAE favours this segment. In Dubai, people aged 20 to 29 made up 23.24% of residents at the end of 2025, and those aged 20 to 24 alone were 8.74% (Gulf News, end 2025). Dubai's population reached 4,807,185 on 28 September 2026 (Gulf News citing Dubai Data and Statistics Establishment). Abu Dhabi had 4,135,985 residents in 2024, 54% of them aged 25 to 44, and Sharjah counted 2,135,888 in its 2025 census (DGE Abu Dhabi; Khaleej Times). Across the UAE, DataReportal puts 25 to 34 year olds at 28.7% of the population and 18 to 24 year olds at 10.2%.

The digital audience is close to universal. The UAE had 11.3 million internet users in late 2025, 99.0% of the population (DataReportal). Advertising reach was 9.70 million on Facebook, 8.37 million on YouTube, 8.05 million on Instagram and 12.5 million adults on TikTok, with 10.0 million LinkedIn members (DataReportal, late 2025). These are reach figures, not unique users, and they cannot be added together (DataReportal Kepios, late 2025). Women are a minority of every platform's UAE ad audience, from 38.0% on Snapchat to 25.8% on Facebook (DataReportal, late 2025). On Coursera, the UAE had 1.3 million learners with a median age of 36, 41% learning via mobile and women at 32% (Economy Middle East, 2025).

Source-market behaviour matters because a large share of the audience is from South Asia. Leap Scholar reports that about 75% of Indian students use AI tools such as ChatGPT to choose study-abroad programmes, that cost is the top factor for 75%, and that interest in the UAE as a destination rose 5,400% (Careers360, 2020 to 2025). IDP's global survey found 54% of prospective international students plan to use AI tools to choose a university, up from 35% in 2024 (Insider Guides). Both concern study choice rather than test preparation, but they argue for stating fees, test versions and batch dates in plain text that AI assistants can read.

English proficiency by emirate

EF's index is the only source that splits English proficiency by emirate. It is a self-selected online test, so it measures those who chose to take it, but the spread is large enough to inform targeting.

Dubai scores 513 on English proficiency; Ajman scores 454, below the global average of 488

Dubai is the only emirate above the global average; Abu Dhabi and Sharjah sit just below it, and Ras Al Khaimah and Ajman further below (EF Education First, 2025). The gap between Dubai (513) and Ajman (454) is 59 points (ONS calculation from) (EF Education First, 2025). City scores follow the same order: Dubai 509, Abu Dhabi 484, Sharjah 477, Al Ain 452 and Ajman 425 (EF Education First, 2025). Al Ain's city score is 32 points below Abu Dhabi city's (ONS calculation from), which means a single Abu Dhabi emirate campaign hides two different audiences (EF Education First, 2025).

As at October 2026, IDP states 55 IELTS test centres in the UAE; its listing contains one duplicate (Al Dhaid Language Center appears twice), leaving 54 unique centres in Abu Dhabi, Al Ain, Dubai, Sharjah, Ajman, Ras Al Khaimah and the Dibba/Fujairah area. A Khorfakkan centre was not confirmed in that check, and IDP does not publish a count per emirate (IDP IELTS UAE, 2026). The PTE network is much thinner: Pearson's finder listed three UAE centres, two in Dubai and one in Abu Dhabi, out of more than 390 centres in more than 110 countries. The finder was read on a mirror domain, so the count needs rechecking.

By skill, the UAE scored 494 for reading, 486 for listening, 485 for speaking and 462 for writing (EF Education First, 2025). A provider that can show how it marks written work and gives feedback has a message that fits the weakest skill in the data.

ONS reading The emirate scores suggest that the northern emirates and Al Ain hold proportionally more learners who need foundation English before test preparation, while Dubai learners are more likely to need a short, score-focused course. We would test separate campaigns and offers rather than one UAE-wide IELTS campaign: a diagnostic and foundation-to-test pathway for Ajman, Ras Al Khaimah, Sharjah and Al Ain, and a shorter intensive offer for Dubai and Abu Dhabi city. The EF sample is self-selected, so this is a targeting hypothesis to test against the provider's own diagnostic results, not a conclusion.

Test fees and preparation fees

The test fee and the preparation fee are separate purchases, often paid to different organisations. The British Council illustrates this: its preparation page listed a 24-hour IELTS course at AED 2,950 for Dubai and Abu Dhabi, with an April to July 2026 timetable, while its booking page lists standard computer IELTS at AED 1,590. The preparation course is a dated published offer, not confirmation of a place in October (British Council UAE, Jul 2026). The distinction shows why an advertisement must say whether it sells teaching, a test or a bundle.

The IELTS fee is the one figure here with two agreeing exam-body sources: IDP and British Council UAE both list AED 1,590 for the computer test and AED 1,680 for UKVI. Other pages conflict. NUM8ERS, an independent guide published in April 2026, lists IELTS in Dubai at AED 1,470 and UKVI at AED 1,570 (NUM8ERS). That is a conflicting third-party listing, not an exam-body fee; this book uses IDP's AED 1,590 and AED 1,680 (IDP IELTS UAE, 2026). An undated test-centre directory shows British Council at AED 1,120 (paper) and AED 1,260 (computer), IDP at AED 1,130 and Zayed University at AED 1,023.75 including VAT, which appear to be superseded (BestMyTest). Because search snippets and AI assistants can repeat an old figure, a provider should quote the exam body's current price with a date.

For PTE, OET and TOEFL no AED fee was found. PTE Academic is listed at USD 220 as a global price and OET at AUD 587 for all four sub-tests, both from the same independent guide (NUM8ERS, 2026); ETS displays the UAE TOEFL iBT fee only after a location is selected, and lists express registration at USD 49 and rescheduling at USD 69 (ETS, 2026). On language courses, a Dubai directory lists Arabic courses from AED 650 (MNR) to AED 1,950 (Inlingua), Pomegranate at AED 1,615 for A1.1 and AED 4,000 for a general course, university Arabic programmes at AED 14,000 to AED 14,313, and Academic English from AED 4,400 (ES Dubai) to AED 4,935 (Murdoch) (Edarabia, 2026).

UAE consumer protection law, as summarised by a law firm, requires the displayed price to be final and gives consumers remedies where a service is denied or unreasonably delayed (LY Lawyers). For a language provider this means the advertised course fee should state whether the official test fee, materials and VAT are included.

Separate test preparation from general language learning

British Council UAE states that IELTS Academic and General Training serve different purposes, and acceptance must be confirmed for each candidate's destination or institution. Pearson distinguishes PTE Academic, Core and UKVI, and advises candidates to check institutional requirements. OET's writing and speaking are profession-specific (Cambridge English OET, 2026).

Prevent predictable intent mismatch

Exam booking, test results, free practice material and paid coaching are different search intents. A preparation provider can publish helpful information on each, but should make its commercial service clear. If it is not a test centre, it should not imply that a course enquiry books an official examination.

OET assesses language in a healthcare setting, with profession-specific writing and speaking (Cambridge English OET, 2026). That creates an opportunity for relevant teaching demonstrations, but not a basis for claiming clinical competence or professional registration. Similarly, a general PTE keyword should not send every visitor to one test route, because Pearson distinguishes the purposes of its products.

Make readiness visible

A diagnostic should establish current level, required outcome and available study time. Offer a realistic learning plan rather than a guaranteed band or score. For learners with an imminent test, clarify what the course can cover within the available period. Keep score claims tied to documented cohorts and permitted use of results.

What a landing page should contain

Show the course level, delivery mode, batch dates, hours, class format, feedback method, mock-test arrangements, teacher credentials and fee inclusions. Provide a direct route to a level assessment and a clear distinction between preparation fees and official test charges. Use bilingual explanations only where staff and teaching support can fulfil them.

Primary outcome: paid starts in a suitable preparation or language course. A booked diagnostic and an official test registration are separate events.

ONS reading Most wasted spend we would expect in this segment comes from mixing intents: an advertiser bids on "IELTS test date" or "PTE result", pays for a click from a candidate who wants the exam body, and records the bounce as a lead problem. Separate campaigns for test-version searches, preparation searches and general language searches, with negative keywords between them, are the first structural fix. The second is a level diagnostic that tells the learner, in writing, which course is suitable and how many hours it involves, before requesting payment.

Regulation, licensing and advertising rules

No federal or emirate rule found makes language training mandatory for adults. The rules that apply are provider licensing and advertising rules, which differ by emirate.

Dubai. Language and test-preparation institutes are licensed as KHDA training institutes. KHDA's education directory showed "Showing 1731 Training" on 27 October 2026, a listing count that may include multi-branch entries and is not a published statistic. The last published count was 1,167 training institutes and 70,504 approved courses in 2021, a historical figure (KHDA). A compilation citing KHDA puts the training institute permit at AED 15,020 for one or two activities and AED 25,020 for seven or more (Business Dubai blog, 2026). Every advertisement needs KHDA approval before publication: the fee is AED 100, the service takes 2 working days and the approval lasts 3 months.

Abu Dhabi. CEC Resolution No. 152 of 2015 governs the licensing of training centres in Abu Dhabi, ACTVET regulates technical and vocational institutions, and training institutions need "the prior and written approval of KHDA/ACTVET in order to launch any advertising/marketing campaign", according to a 2022 law firm summary (Al Tamimi & Company). MoHESR lists ACTVET among the jurisdiction-specific vocational approval routes.

Sharjah and other markets. SPEA reports more than 201,000 learners across private schools, nurseries and training centres combined, so the figure cannot isolate language learners. No SPEA training-centre count or northern-emirates advertising rules were found.

Social media creators. Providers using creators must check the UAE Media Council advertiser permit, and sources disagree on its start date. Gulf News reports it mandatory from 1 February 2026 for individuals advertising on social media, paid or unpaid, with organisations required to verify permits, and fines from AED 5,000 to AED 1,000,000 for content breaches and AED 10,000 for a first unlicensed offence (Gulf News, 2023). The National and Gulf Business reported it as effective three months after the 30 July 2025 announcement, about the end of October 2025, and free for the first three years (The National). Both sources agree that individuals promoting their own business from a personal account are exempt (Gulf News, 2023; The National).

What it means for marketersAlways-on Dubai campaigns need a KHDA approval calendar, because each approval lasts 3 months, and new batch creative is new material to approve.

Emiratisation and Nafis

No Nafis programme or Emiratisation subsidy aimed at language training was found. Nafis committed up to AED 24 billion over 2021 to 2025, with a target of 75,000 Emiratis in the private sector (UAE Cabinet). Its AED 1.25 billion Talent Programme funds vocational skills in property management, accounting, business management and technology, with salary support of up to AED 8,000 a month in the first training year; its Merit Programme adds AED 5,000 a month for nursing, accounting and auditing, law, financial analysis and coding (UAE Cabinet, 2021 to 2025). Language is not named in either list.

The indirect connection is through employers hiring Emiratis under Nafis targets, who may need workplace English or business Arabic for new staff. That is a business-to-business sale, and no data shows how often it happens.

Business language, employers and LinkedIn

Team language training is sold to an HR or learning leader and follows the buying process described in Chapter 09. LinkedIn matters here for reach: it had 10.0 million registered members in the UAE in late 2025, equal to 87.6% of the population, although members are not active users (DataReportal). LinkedIn's UAE reach grew by 1.00 million (11.1%) in the year to late 2025 (DataReportal, late 2024). A compilation of 2026 sources gives education LinkedIn CPL ranges of USD 64 to USD 112 and CPC of USD 3 to USD 6.25, with geography mostly not stated (Web Tonic, Jan to Jul 2026). Those costs are high relative to an individual IELTS candidate's test fee of AED 1,590, but not necessarily for an employer cohort.

Use recurring batches to build a repeatable acquisition cycle

A reliable schedule and timely follow-up make recurring demand easier to manage. The batch is the unit of planning: a start date, a minimum viable class, a teacher and a fee.

Segment the creative

An IELTS learner may want feedback on writing; a beginner language learner may need confidence and practical conversation; an OET candidate may need role-play practice. Demonstrate the actual teaching method. A broad motivational video can introduce the institute, but course-specific evidence should help learners decide whether to enrol. Writing feedback is a strong lead for IELTS creative, as writing is the UAE's lowest-scoring skill at 462 (EF Education First, 2025).

Economics and capacity

Set a batch-level acquisition ceiling from available seats, realised fees and delivery costs. Track transfers, cancellations and no-shows. A full class does not prove every channel was efficient: organic enquiries, referrals and previous learners may have filled much of it.

Keep a permission-based list for the next appropriate batch. A learner who declines a particular date has not necessarily agreed to unlimited future promotions. Record the requested follow-up timing and respect channel permissions. UAE telemarketing rules require prior approval, company-registered local numbers, Do Not Call Registry controls and a 09:00 to 18:00 window for marketing calls, and TDRA describes prior consent for marketing messages. Report repeat learners separately from newly acquired students so retention does not inflate acquisition performance.

Recommended experiment: compare a level-assessment offer with a direct course-enquiry offer. Evaluate suitable paid starts per unit of spend after the same follow-up period.

Digital benchmarks the segment can borrow

No UAE benchmark for language or test-preparation advertising was found. The nearest figures are US or global education benchmarks, listed with their geography so none is read as a UAE cost.

Two points apply directly. Unbounce's median conversion rate for online-course pages (18.3%) and general-course pages (13.0%) exceeds education overall (8.4%), which favours specific course pages over general institute pages. And UAE residents prefer WhatsApp for business contact: 65% used it to contact a business in the past year against 48% for email (Communicate Online). For a batch with a fixed start date, response time decides whether the enquiry reaches this batch or the next.

The 2026 regional conflict

The MoE and MoHESR moved schools and universities to distance learning from 2 March 2026, extended to 17 April, with in-person return on 20 April; universities went remote again from 5 to 8 May, with in-person exams exempt (Annahar English; The National). No published data on the effect on IELTS, PTE, OET or TOEFL sittings, test-centre operations or language-course enrolment was found. Superads data show the UAE Meta CPM fell by USD 11.62 from February to March 2026, the largest monthly drop in its July 2025 to July 2026 series, but it does not attribute a cause (live page, as at October 2026).

ONS reading This is a segment where demand is real but unmeasured. The most defensible marketing position is precision rather than volume: exact test versions, exact fees from the exam bodies with dates, exact batch dates and hours, and a diagnostic that sets expectations in writing. The tightening of UK rules and the falling UK student visa count point in different directions on volume, so we would not plan growth on migration demand alone. The stronger structural case is the proficiency gap outside Dubai combined with university intake growth, which supports foundation-to-test pathways in Sharjah, the northern emirates and Al Ain.

Gaps in the evidence

Not published. Test-taker volumes for IELTS, PTE, OET and TOEFL in the UAE or by emirate; IDP, British Council, Pearson, Cambridge OET and ETS publish fees and centre lists only. Also missing: which UAE universities and health regulators accept which tests at what scores, and how many UAE clinicians sit OET. A later edition should request UAE sitting counts from IDP and British Council and read university and DHA, DoH and MOHAP guidance.

Not published. Official AED fees for PTE Academic, OET and TOEFL iBT in the UAE. Only global or third-party prices were found. These should be read from each exam body's booking flow with a UAE location selected and dated.

Not published. Data for Sharjah and the other markets: no SPEA training-centre count, no MoE training licence data for Ajman, Ras Al Khaimah, Fujairah or Umm Al Quwain, and no EF score for Fujairah or Umm Al Quwain. Arabic course demand data are from 2018.

Not published. UAE advertising benchmarks for language or test-preparation campaigns on any platform, and any survey of UAE learner preference for online versus classroom or weekday versus weekend batches.
