In this chapter
This chapter turns the book into a working plan for a venue's owner, general manager, reservations lead and marketing team: what to put in place in the first 30, 60 and 90 days, and how to run the following 6 to 12 months. The plan is an ONS planning recommendation, not a measured benchmark. Its central point is that approvals come before launch: entertainment events need a DET permit, paid or unpaid creator content needs a media permit, and alcohol and shisha cannot be promoted in Dubai advertising under UAE rules and platform policies.
In brief
Start with readiness, not media. A venue needs a confirmed programme, clear commercial terms, available capacity, a named reservations owner and access to booking and sales data before paid demand is worth buying.
Entertainment events require a DET e-Permit; ticketed events then need an E-Code through a DET-authorised ticketing provider, with attendance and sales reconciled to DET after the event. Performers need their own entertainment permits (Platinumlist).
The UAE Advertiser Permit was announced on 30 July 2025 and is mandatory from 1 February 2026 after an extension; it covers paid and unpaid promotional content (The National; National Media Authority). Resident permits are free for the first 3 years, then AED 1,000 a year; visitor permits cost AED 500 per 3 months and go through a licensed UAE agency (Gulf News; The National).
Google, Meta, TikTok, Snap and X all bar alcohol advertising targeted at the UAE, and all prohibit tobacco promotion, with Google, TikTok and X naming hookah lounges.
UAE music licence fees under Ministerial Resolution 136 of 2026 are collected from December 2026 (Khaleej Times). The published summaries do not name nightclubs or give their fee tier, so the licence status belongs on the pre-launch checklist (Khaleej Times, 2026; Emirates 24/7, 2026).
Visitor demand is recovering but not back: August 2026 hotel occupancy of 66% was 89% of the August 2025 level, and Emirates had restored 97% of its network (Gulf News). Plans for the next 12 months should keep a resident workstream alongside visitor campaigns.
The calendar is uneven. Dubai Shopping Festival 2024/25 carried 619 concerts and shows in 38 days, against 76 in Dubai Summer Surprises 2025 over 66 days (Zawya / DFRE). UNTOLD Dubai has moved to 19 to 22 March 2027 (DJ Mag, 2026).
Ad audiences in the UAE skew male: the adult ad audience is 73.2% male on Facebook and 66.0% on Instagram (Oct 2025) (DataReportal). Audience plans should start from the venue's actual guest mix, not from platform defaults.
Start from readiness, not from media
Marketing can only sell what the venue can deliver. Before any paid campaign, the operator should check six areas. The table is a self-assessment for the venue's own team; it is meant to show what to fix first, not to produce a numerical score.
| Readiness area | Ready when | Fix before scaling if |
|---|---|---|
| Programme | Recurring nights and dated events are confirmed for at least the campaign period, with artists and room allocation fixed | Nights change without notice, or artists are announced after promotion starts |
| Commercial terms | Each product has an approved basis (per person, per table, package, ticket), amount, inclusions and cancellation terms | Units are unclear, or staff quote different figures for the same night |
| Capacity | Inventory is available on the nights to be promoted | Target nights already sell out, so extra demand would only be turned away |
| Reservations | A named owner, published response hours and a reply standard across WhatsApp, phone and booking platforms | Enquiries wait overnight or go unanswered |
| Measurement | Booking export, arrival status and settlement data can be reconciled (Chapter 15) | Only platform-reported reach or clicks are available |
| Compliance | Permits, licences and platform eligibility are documented, and someone has authority to stop non-compliant content | There is pressure to run restricted content and hope it passes review |
Public venue pages show why the commercial-terms check comes first. Luna's hotel page and its own website give different start times for the same AED 300 minimum. High Society's directly fetched page gives a daily minimum of AED 250 per person, while an earlier indexed version still showed AED 150 from Thursday to Saturday (Dorchester Collection, 2026). The Myth's booking page carries table packages and per-person figures on two bases that are not reconciled. Guests, search engines and AI assistants read these pages. If they disagree, the venue's reservations team pays the cost in clarification messages and disputes at the door.
ONS reading A smaller venue with disciplined reservations and honest terms usually gets more from a modest budget than a well-known venue that cannot say which enquiries arrived. Where the readiness check finds gaps, we would fix the reservations response and the published terms before spending on reach. Paid media magnifies whatever process sits behind it.
Roles and responsibilities
Implementation fails most often at the hand-offs between marketing, reservations and the door. Each task below needs one accountable owner, even in a small team where one person holds several roles.
| Role | Accountable for | Signs off |
|---|---|---|
| Owner or general manager | Commercial terms, capacity release, budget, final go or stop decisions | Offers, prices and any new product before it is promoted |
| Reservations lead | Response standard, quotes, deposits, guest lists, nightly status close in the ledger | Booking terms as written on pages and in templates |
| Marketing manager | Pages, local profile, content calendar, campaigns, ad review log, weekly report | Creative and copy before submission to platforms |
| Compliance or legal adviser | Permits, licences, media law and platform policy checks; data protection advice | Pre-launch checklist and any sensitive content |
| Finance | Net revenue definition, settlement reconciliation, fee and tax treatment | Monthly contribution figures |
| Promoters and artist liaison | Artist confirmation, promoter codes, guest-list discipline | Artist names and dates before announcement |
| Creators and external partners | Content under brief, disclosure of commercial relationships, permit status | Nothing: their work is approved by marketing and compliance |
A short weekly meeting of the owner or general manager, the reservations lead and the marketing manager is the main control. It should review completed nights first, then next week's inventory and programme, and agree changes only in response to something found in the booking record.
Approvals before launch
Several approvals must be in place before a campaign or event goes live. Some apply to the venue, some to each event and some to each person making content.
Events, ticketing and performers
DET requires permits for entertainment events through its e-Permit route. Holders of a valid ticketed-event permit must then apply for ticketing and choose an approved ticket seller or registration provider (DET). Platinumlist's organiser guidance describes the sequence as an E-Permit followed by an E-Code through a DET-authorised ticketing provider, covering ticket tiers, prices, quantities and the floor plan, with attendance and sales reconciled to DET after the event. Performers need separate entertainment permits, and e-Permit fees "vary by category" with no AED amount published on the page (Platinumlist). In May 2026 Dubai's AED 1.5bn support package waived permit, postponement and cancellation fees for events, within initiatives running for 3 to 12 months; organisers should confirm whether the waiver still applies on their dates (Gulf News).
Creators, staff and disclosure
The National Media Authority's permit service covers paid and unpaid advertising and media content by individuals (National Media Authority). The UAE Advertiser Permit was announced on 30 July 2025 and is mandatory from 1 February 2026 after an extension (The National). Individuals promoting their own product or company on a personal account are exempt (The National, 2025). Applications are reviewed within 3 working days of complete documents, and no decision within 15 working days counts as a rejection (Gulf News). Visiting creators must register through a licensed advertising or talent management agency in the UAE, and the visitor route could not be fully re-read for this edition (The National; National Media Authority). Article 33 requires advertising to be clear and truthful and commercial relationships to be identified, and law-firm summaries note that influencers must disclose promotional content and material benefit (Cabinet Resolution 68 of 2024 via Dubai Development Authority; Al Tamimi & Co). On YouTube, creators must use the paid promotion declaration (Google). TikTok's branded content rules list the UAE among markets where food and beverage content "must respect and adapt to local culture and religious restrictions".
Licences and operating conditions
Ministerial Resolution 136 of 2026 introduces music licence fees collected from December 2026 by the Emirates Music Rights Association and Music Nation, on a one-year licence (Khaleej Times). The published list of payers names restaurants, cafes, hotels, malls, concerts and events but not nightclubs, and no nightclub fee was published; the only amounts reported are up to AED 50,000 a year for malls and AED 45,000 for airlines (Khaleej Times, 2026; Emirates 24/7, 2026). One blog citing a law-firm note says DJ sets and live performance sit above background music in the fee structure. Dubai Municipality's noise guideline for entertainment premises sets boundary limits of 55 dB(A) from 7am to 8pm and 45 dB(A) from 8pm to 7am and requires a sealed sound limiter, which matters when a campaign promotes a terrace or late outdoor set.
The legal minimum age for alcohol service is 21 (Gulf News). Federal law provides for imprisonment and/or fines that Gulf News reports at AED 100,000 to 500,000 for supplying alcohol to anyone under 21; venues should take legal advice (Gulf News). No campaign, audience or creator brief should reach anyone under 21, and age and entry policies are venue-specific (Four Seasons). Dress and entry policies vary by venue and should be checked against UAE anti-discrimination law before they are published.
Platform policy: what cannot be advertised
Under each major platform's advertising policy and UAE advertising rules, alcohol and shisha cannot be promoted in Dubai advertising (Cabinet Resolution 68 of 2024 via Dubai Development Authority; Google). Article 33(9) of Cabinet Resolution 68 of 2024 prohibits direct and indirect advertising promotion of alcohol, prohibited drugs, tobacco and smoking. The platform positions checked on 28 October 2026 are summarised below.
| Platform | Alcohol ads targeting the UAE | Tobacco, shisha or hookah lounge ads | Source |
|---|---|---|---|
| Google Ads | Not allowed: UAE not on the allowed-country list | Prohibited; "hookah lounges" and "cigar bars" named | Google [Platform] |
| Google Business Profile posts | Venue may post, but not content about alcohol or tobacco products | Same | Google [Platform] |
| Meta (Facebook, Instagram) | Not allowed: UAE among 18 listed countries; venues and events dependent on alcohol sales count as alcohol promotion | Prohibited; hookah pipe imagery shown as non-compliant | Meta Transparency Center; Meta [Platform] |
| TikTok | Alcohol products and alcohol-related events and establishments "Not allowed" in the UAE | Prohibited; venues "such as cigar bars, hookah lounges" named | TikTok Business Help Center; TikTok [Platform] |
| Snapchat | Not allowed: UAE listed | No depiction of smoking or vaping | Snap [Platform] |
| X | All alcohol advertising prohibited in the UAE | Prohibited globally, including cigar bars and hookah lounges; UAE not exempt | X Business [Platform] |
| WhatsApp Business | "Alcohol and tobacco" restricted; alcohol messaging must comply with local law | Commerce policy bars transactions in tobacco products and hookahs | WhatsApp; Rasayel [Platform] |
No shisha may appear in any ad, directly or indirectly. That covers images or video showing a shisha device, hose, smoke or smoking, and any copy or landing page promoting it (Google, 2026; Meta). Federal Law 15 of 2009 separately bans tobacco advertising in all forms (Gulf News).
On drinks, ONS's experience of running nightlife campaigns in Dubai is that images and videos of drinks without branding (no branded bottle, label or brand name) are sometimes accepted by platform review. This is experience, not a rule or a guarantee. Approval depends on each platform's review of the full ad and its destination.
Ticketed events need one more check on Google: businesses selling event tickets may advertise only after Google confirms eligibility for the account and domain. Apply early, because the confirmation is per account and domain.
Pre-launch approvals checklist
| Item | Applies to | Evidence to keep | Source |
|---|---|---|---|
| DET event permit (e-Permit) | Each entertainment event | Permit reference and conditions | DET [Official] |
| Ticketing approval and E-Code | Each ticketed event | Approved seller, tiers, prices, quantities, floor plan | DET; Platinumlist [Official] |
| Performer entertainment permits | Each performer | Permit per artist | Platinumlist [Platform] |
| Advertiser Permit for creators | Each individual creating promotional content | Permit number, expiry date, agency for visitors | The National; Gulf News; National Media Authority [Industry] |
| Music licence | Venue, from December 2026 | Licence and fee category, once published | Khaleej Times; Emirates 24/7 [Official] |
| Google event ticket eligibility | Ad account and domain selling tickets | Eligibility confirmation | Google [Platform] |
| Creative and landing page review | Every ad and destination | Review against Article 33(9) and platform policy; no alcohol or shisha promotion | Cabinet Resolution 68 of 2024 via Dubai Development Authority; Meta Transparency Center; TikTok Business Help Center [Official] |
| Disclosure of commercial relationships | Creator and partner content | Disclosure wording and platform tools used | Cabinet Resolution 68 of 2024 via Dubai Development Authority; Google [Official] |
| Messaging consent | WhatsApp and SMS programmes | Opt-in record and approved templates | WhatsApp [Platform] |
The penalties for getting this wrong are material. Fines run from AED 5,000 up to AED 1 million depending on the violation, and can double for repeat offences (Cabinet Resolution 42 of 2025, as summarised by law firms) (Clyde & Co; Hadef & Partners).
Days 1 to 30: foundation
The first month builds the base that later spending depends on. It needs little media budget and a lot of operational attention. The phase lengths are an ONS planning recommendation and should flex with the venue's readiness.
Facts audit. List every public page that states hours, prices, minimums, age rules and booking routes: the venue site, hotel pages, Google Business Profile, ticketing listings and directories. Correct conflicts at source. Luna's two pages with different start times show how easily this goes wrong.
Local profile. Google describes local results in terms of relevance, distance and prominence, and no ranking is guaranteed. Complete the profile accurately, and keep posts about the music, programme and experience: Business Profile posts in regulated industries must not include content about alcohol or tobacco products (Google).
Event pages. Give each real, dated event its own page. Google's event structured data is for specific events, not general opening hours, and rich results are not guaranteed. Ordinary SEO eligibility applies to Google's AI features, without guaranteed inclusion.
Booking record. Set up the reconciled booking record and metric definitions from Chapter 15, including source codes for each channel and promoter, deposit and credit fields, and consent fields.
Response standard. Publish reply hours, set a target response time and give the reservations team approved wording for each product's terms. In a 2024 YouGov poll for Zbooni, 87% of UAE residents wanted a real person rather than a chatbot (Communicate Online).
Approvals. Work through the pre-launch checklist above for the first 90 days of programme, including creators' permits and Google ticket eligibility where relevant.
Test bookings. Make test bookings through each route (WhatsApp, phone, booking platform, website) and confirm each appears in the ledger with the right source and status.
Move to the next phase whenPublished terms agree across pages, approvals for the next programme are in hand, and test bookings from every channel reconcile in the ledger.
Days 31 to 60: controlled launch
The second month adds content and limited paid tests on eligible offers, and measures them against matured booking cohorts rather than platform reports.
Content production. Film the real room, music and atmosphere under the content rules: no shisha in frame, no branded drinks, guest consent for identifiable people, and respect for private lives under NMA standards (National Media Authority). Keep rights records for performers' and DJs' likenesses and music.
Limited paid tests. Choose one or two products with available capacity, such as a recurring weeknight or a dated artist event, and run eligible campaigns with a fixed budget and a fixed end date. Log every ad's review result in the ad review log (Chapter 15).
Audience setting. Set age targeting at 21 and above, consistent with the venue's policy (Gulf News). UAE ad audiences skew male, so a product aimed at a mixed or female audience needs its own creative and its own audience check rather than default settings (DataReportal, 2025; DataReportal, late 2025).
Search. Google held 93.47% of UAE search in September 2026 (StatCounter Global Stats). Brand and venue-name searches are often the last step before a booking; make sure the result leads to accurate terms and a working booking route.
Creators and partners. Brief only creators with a valid permit, give each a tracked code, and require disclosure (National Media Authority; The National, 2025).
Platform audience sizes help with planning reach, but they are not unique people (DataReportal). DataReportal's October 2025 UAE figures are shown below. TikTok is reported on a different basis (12.5m users aged 18 and above in its ad tools) and conflicts with a 15.5m figure from another report with no stated age base, so it is left out of the chart (DataReportal, late 2025; Campaign Middle East, 2026).
Facebook reports the largest UAE ad reach at 9.70m, X the smallest at 2.85m
Advertising reach, millions, UAE, Oct to late 2025; ad-tool estimates, not monthly active users or unique people; TikTok excluded (different basis)

|---|---|

Move to the next phase whenAt least several weeks of test nights have passed, their bookings have matured into arrivals and settlement, and the weekly meeting has made at least one change based on the ledger.
Days 61 to 90: conversion, retention and the first decision
The third month fixes the losses the ledger has exposed and starts a permission-based repeat programme. It ends with a product-by-product decision.
Conversion repairs. Use the ledger to find where bookings are lost: slow replies, unclear quotes, deposit drop-off, late cancellations or no-shows. Fix the step, not the campaign. Where cancellation terms exist, publish them as clearly as venues such as Jass Lounge (AED 100 per person under 24 hours) and Malibu Sky Lounge (free cancellation up to 24 hours) do.
Repeat programme. Build an opt-in list for programme updates. Approved templates are needed to start WhatsApp conversations and to message outside the 24-hour service window. In SevenRooms' 2025 survey, 89% of UAE diners said they returned or planned to return after a unique experience.
Reviews. Ask for reviews without incentives; Google prohibits fake engagement and review incentives, and in 2025 it blocked or removed more than 292 million policy-violating reviews worldwide.
Partner tests. Test hotel concierge, promoter and ticketing partners with their own source codes, and count only arrived, settled bookings.
Contribution review. For each product, compare net realised revenue, variable delivery cost and acquisition cost for matured cohorts.
At the end of day 90, decide for each product whether to scale, revise or stop. A successful VIP table test does not prove a standard-entry campaign will work, and a strong resident night says nothing about visitor acquisition. Expansion should go only where contribution is positive and capacity is available.
ONS reading We would rather end a pilot with one product that is clearly profitable and measured than with five that are busy and unexplained. The first decision point is also when the venue should check that it can still get its own data: the ad accounts, booking exports, creative files and guest permissions should belong to the venue, whoever runs the campaigns.
Months 4 to 12: scale and the seasonal calendar
From the fourth month, the plan becomes a rolling calendar. Budget should follow the programme and the season, with a standing resident workstream so that the venue does not depend only on visitor peaks or occasional large bookings.
Visitor demand: recovering, with a different mix
Visitor arrivals fell 44% in January to August 2026 against the same months of 2025 (Malay Mail). By August 2026, hotel occupancy of 66% stood at 89% of the August 2025 level, and visitor numbers had grown by double digits month on month since March (Gulf News). Emirates had restored 97% of its network, and the UK, US, Australia and Canada had eased travel advice from mid-June 2026 (Gulf News; Khaleej Times). Dubai Airports put capacity at 84% of pre-war levels in September 2026 (Zawya / Reuters). The source mix shifted only slightly: Western Europe remained the largest region, and South Asia's share rose.
South Asia's share of Dubai visitors rose to 17% in Jan to Aug 2026, from 15% in 2025

Residents carried live entertainment through the downturn. Platinumlist reported H1 2026 concert ticket sales up 75% and Desi events up 69% year on year, platform-reported with no base given, and more than 80% of its ticket buyers live in the UAE. Dubai had 4,580,300 residents at the end of 2025, with 30 to 34 the largest five-year age band at 707,796 (Gulf News citing Dubai Health Authority, end 2025; Gulf News citing Dubai Health Authority). These figures describe the population, not the number of people who go out at night.

Summer needs its own plan. A promoter told The National in August 2026 that the year's disruption had effectively doubled the usual June to August low-cash period (The National). In a 2026 Majid Al Futtaim survey, 47% of UAE residents planned to stay in the country over the summer (Gulf News). Large venues book long ahead: Coca-Cola Arena promotes shows nine to ten months in advance, against about three months typical in the Middle East (Pollstar, 2025). A venue that wants to programme around arena dates in summer 2027 needs to know them by the end of 2026.
Scaling rules for months 4 to 12
Increase budget only on products with positive contribution after acquisition and spare capacity on the promoted nights.
Repeat the pre-launch checklist for every new event, artist, creator and offer; permits and eligibility are per event, per person or per account (DET; The National, 2025).
Refresh the facts audit every month and after every change of hours, prices or booking route.
Review the market log each quarter alongside results (Chapter 15), and re-read the platform policy pages, which change: TikTok's alcohol country page was updated in September 2026.
Keep the resident workstream running through peak visitor months, so that repeat guests and consented contacts are still there when visitor numbers fall back.
Checklists
Before any campaign goes live
Programme, artist and date confirmed and signed off by the owner or general manager.
Terms written with basis, amount, inclusions, age policy and cancellation, identical on every page.
Event permit, ticketing approval and performer permits in place where they apply (DET; Platinumlist).
Creators hold a valid Advertiser Permit and have agreed to disclose (The National, 2025; Cabinet Resolution 68 of 2024 via Dubai Development Authority).
Creative and landing page checked: no alcohol or shisha promotion, no shisha device, hose, smoke or smoking, no branded drinks (Cabinet Resolution 68 of 2024 via Dubai Development Authority; Google, 2026).
Audience set to 21 and above; no audience that could include under-21s (Gulf News).
Source codes live and tested in the booking record.
Reservations team briefed on the offer, terms and expected volume.
Every weekly review
Completed nights: arrivals, no-shows, covers and net revenue by product and source.
Response times and unanswered enquiries.
Ad review log: approvals, rejections and reasons.
Unknown-source share and data-quality checks.
Next week's inventory, programme and any approvals still pending.
One named decision, with an owner and a date.
Gaps in the evidence
No public data. DET e-Permit fee amounts in AED and processing times were not published on the pages reached; the music licence fee for nightclubs and bars was not published; and no official source gives nightclub operating hours or closing times. A future edition should fetch the DET fee schedule and the published music licence rate card.
No public data. The research found no Dubai benchmarks for how long a nightlife venue takes to move from launch to stable bookings, or for typical campaign test durations. The phase lengths in this chapter are ONS planning recommendations [ONS]. Dates for DSF 2026/27 and Ramadan 2027 were not in this edition's sources and should be added once announced.
Not re-verified. The issuer of venue liquor licences was recorded from a 2017 law-firm article, and the visitor Advertiser Permit route could not be fully re-read (Al Tamimi & Co; National Media Authority). Both should be confirmed with the authorities before a venue relies on them.
