Content and campaign production27 min read · Sources & credits
In this chapter

This chapter covers how a Dubai venue turns its programme into content: the calendar the content follows, production by format, filming consent and privacy under the UAE media content standards, creators and the Advertiser Permit, and the rules on alcohol and shisha. The headline finding is that the content rules are now clear on every major platform checked: Google, Meta, TikTok, Snapchat and X all exclude alcohol advertising to the UAE, all of them prohibit tobacco promotion, and UAE law prohibits direct and indirect advertising of alcohol, tobacco and smoking.

In brief

Alcohol and shisha cannot be promoted in Dubai advertising. Article 33(9) of Cabinet Resolution 68 of 2024 prohibits direct and indirect advertising promotion of alcohol, prohibited drugs, tobacco and smoking.

Meta lists the UAE among 18 countries where advertisers cannot run alcohol ads, and counts "Invitation to an alcohol venue" and venues whose primary business model depends on alcohol sales as alcohol promotion.

TikTok's market table lists the UAE as "Not allowed" for alcohol-related events and establishments and for alcohol products (updated September 2026).

No shisha may appear in any ad: Meta's tobacco policy shows hookah pipe imagery as non-compliant, and Google, TikTok and X name hookah lounges as prohibited.

The Dubai calendar is front-loaded into the cooler months: DSF 2024/25 ran 38 days with 619 concerts and shows, against 76 concerts and shows over 66 days for DSS 2025 (Zawya / DFRE).

In SevenRooms' 2025 UAE survey, 74% of diners found new restaurants on social media and 1 in 4 via influencers.

The UAE Advertiser Permit covers paid and unpaid promotional content on social media, was announced on 30 July 2025 and became mandatory from 1 February 2026; visitors must apply through a licensed agency (The National).

The UAE's 20 media content standards, in force from 29 May 2025, include respect for privacy; Cabinet Decision 42 of 2025 sets fines from AED 5,000 up to AED 1 million depending on the violation (Gulf News; Clyde & Co).

The programme calendar drives the content plan

Every promotional asset needs a date, a product and an accountable owner. The content calendar should be built from confirmed venue programming; marketing should not invent an event to fill a posting slot. The event owner supplies the approved programme and terms, and the content team turns them into formats for discovery, explanation and booking.

Dubai's city calendar sets the outer frame. Dubai Calendar lists over 1,000 events a year, and DET's 2026 retail calendar has 18 festivals and campaigns across 250 days (Zawya / DFRE, 2025; Zawya / DFRE). The two seasonal festivals show how unevenly entertainment supply is spread across the year. The 30th Dubai Shopping Festival, 6 December 2024 to 12 January 2025, ran 38 days with 619 "A-list concerts and entertainment shows" and 125+ events at 60+ venues (Zawya / DFRE). The 28th Dubai Summer Surprises, 27 June to 31 August 2025, ran 66 days with 76 concerts and shows at 35 venues (Zawya / DFRE). DSS 2026 ran from 2 July to 30 August 2026 with more than a dozen concerts and shows, depending on how they are counted (Gulf News).

The 2026 conflict changed the calendar (PRmoment MENA). By 12 March 2026, 89 UAE events had been tracked, with 11 postponed and 9 cancelled (PRmoment MENA). Spring 2026 postponements included Amr Diab at Coca-Cola Arena, later rescheduled to 7 November 2026, and five Dubai Opera shows (The National; Wego Travel Blog). A promoter told The National that the disruption "effectively doubled" the usual summer low-cash period (The National, 2026). UNTOLD Dubai's 2026 edition moved from November 2026 to 19 to 22 March 2027 at Dubai Parks and Resorts (DJ Mag). Every one of those changes left posts, stories, partner listings and paid ads describing a date that no longer applied.

Ramadan needs particular care because published guidance conflicts. Rules are set each year by circular. In 2023 and 2026, published guidance described venues open with music restrictions, and Gulf News wrote for 2026 that bars and restaurants may still play music in the evenings and that alcohol service continues at licensed venues (Gulf News; Khaleej Times). One 2023 organiser guide said nightclubs could not operate (Platinumlist for organisers). Check the current DET circular before planning Ramadan content, and do not publish a general statement about what is allowed.

Lead times differ by product. Coca-Cola Arena told Pollstar it promotes shows nine to ten months ahead, against a regional norm of three months. For club nights the cycle is weeks, and for weekly nights it is days. The content plan should hold three tracks at once: long-lead artist and festival content, a weekly cycle for recurring nights, and service content (arrival, terms, FAQs) that changes only when the venue's rules change.

ONS reading Keep an asset register that records, for every piece of content, the event date, the programme it describes, permissions and their expiry, and every channel it was published to. When a date moves or an artist changes, the register tells you which stories, pinned posts, partner listings and ads to withdraw. In our experience, when a date moves, finding every live asset matters more than posting the update first.

Where guests discover venues

Social media is the main discovery channel in the UAE evidence, although no nightlife-specific survey exists. SevenRooms' 2025 survey of 1,000 UAE consumers found that 74% of diners discover new restaurants on social media, 1 in 4 via influencers and 1 in 3 through Google, with Instagram the leading channel. Among international visitors, DET's 2024 survey found social media or influencers were the main inspiration for 10% (Emarat Al Youm citing DET). Fusion5's synthesis of Digital 2026 data puts UAE weekly online video viewing at 15 hours 8 minutes, seventh globally (Campaign Middle East). Older 2023 data show average daily social media time of 2 hours 33 minutes and 30.4% of users using social media to find inspiration for things to do and buy (Meltwater, early 2023).

Platform reach determines where production effort pays. DataReportal's Digital 2026 report, using ad-tool data from late 2025, gives these UAE ad reach figures: Facebook 9.70 million, YouTube 8.37 million, Instagram 8.05 million, Snapchat 5.13 million and X 2.85 million, with TikTok reporting 12.5 million users aged 18 and above. DataReportal warns that ad reach "does not represent monthly active user figures". Fusion5 reports TikTok reach as 15.5 million with no stated age base, which conflicts with DataReportal's 12.5 million adults; this book leads with DataReportal.

The audience on each platform skews male and is concentrated at 25 to 34 (NapoleonCat, 2026). DataReportal's adult ad audiences are 73.2% male on Facebook, 66.0% on Instagram, 67.1% on TikTok and 61.3% on Snapchat. NapoleonCat's September 2026 Meta ad-tool data give 10,963,300 Instagram users in the UAE, 67.6% men, with 44.7% aged 25 to 34. The 18 to 24 band in these platform figures includes people under 21 (NapoleonCat, 2026). Dubai's legal drinking age is 21 (Gulf News). Nightlife content and any paid targeting should be set to 21 and over, whatever the platform's minimum, and venue entry ages should be stated as each venue publishes them (Gulf News; Four Seasons).

Music taste gives the content its hooks. Spotify's 2025 UAE top artists were Drake, The Weeknd, Taylor Swift, Arijit Singh and Pritam (tbreak). Anghami's 2024 MENA data show Amr Diab as top artist for a seventh year and Afro House streams up 250%, led by Adam Port's "Move". Platinumlist reports Arabic music ticket purchases up more than 300% year on year (period not stated) and, separately, spending or prices for Arabic and classical concerts up 30%, two different measures (IQ Magazine, 2026; Gulf News, The Hustle podcast, 2026). Its CEO also said EDM ticket prices had fallen by half (The National, 2021 to 2026). Content built around the actual artist and genre gives a guest a reason to choose a specific night.

Content production by format

The production process should be the same for every format: a brief from the event owner, capture of rights-cleared material, an edit for each channel, a review against the content rules, publication with tagged links, and monitoring of comments and booking issues.

The ONS creative plan below sets out twelve content themes, each tied to a question a guest asks and a booking action. It is ONS planning content, not market evidence, and every theme is subject to the content rules later in this chapter.

Formats map onto these themes. Short vertical video suits programme announcements, performer introductions and recaps on Instagram, TikTok and YouTube Shorts. Carousel and static posts suit terms, arrival guides and FAQs, which guests save and send to their group. Longer YouTube video suits venue walkthroughs and artist depth. Content frequency is a staffing and audience decision, not a fixed sector rule: post enough to explain the programme and answer questions without repetitive pressure, and judge content by the bookings it helps qualify and the misunderstandings it prevents.

The content rules on alcohol and shisha

Under each major platform's advertising policy and under UAE advertising rules, alcohol and shisha cannot be promoted in Dubai advertising. This applies to paid ads, boosted posts, creator content and the landing pages they lead to.

The UAE rule is Article 33(9) of the executive regulations of the media law, Cabinet Resolution 68 of 2024, which prohibits direct and indirect advertising promotion of alcohol, prohibited drugs, tobacco and smoking. Al Tamimi's summary of the Executive Regulation, effective 31 October 2024, says ads may not promote alcoholic beverages, narcotics, tobacco or smoking, directly or indirectly. Federal Law 15 of 2009 separately bans "Tobacco advertising in all forms", including e-cigarettes and vapes (Gulf News).

WhatsApp Business"Alcohol and tobacco" are restricted; businesses may not transact in the sale of alcoholBusinesses may not transact in tobacco products, including hookahsWhatsApp; Rasayel [Platform]

Meta's definition matters for nightlife because it reaches the venue, not only the drink. Meta states that ads that promote alcohol include "Venues and events in which the primary business model depends on alcohol sales", "Invitation to an alcohol venue", "Availability of alcohol sales", "Depiction of alcohol brands/logos", "Consumption of alcohol beverages", "Promotion of alcohol brands" and "Recipes for alcoholic beverages". TikTok's UAE row likewise names "Alcohol-related events and establishments" as not allowed, with alcohol clubs and alcohol-sponsored events as examples. Ads for a nightlife venue therefore need to be built around what the platform allows to be promoted in the UAE: the music, the artists, the programme, the space, the food and the experience.

Shisha: none, in any form

No shisha may appear in any ad, directly or indirectly. That includes images or video showing a shisha device, a hose, smoke or smoking, and any copy or landing page that promotes shisha. Meta's tobacco policy uses hookah pipe imagery as its example of a non-compliant image. Google, TikTok and X each name hookah lounges as prohibited, and Snapchat bans any depiction of smoking. Google's policy also covers the destination: a venue whose landing page promotes shisha makes the ad ineligible, whatever the ad shows. In Dubai, shisha cafes also face municipal siting rules, and shisha is banned in public parks, beaches and recreational areas (Gulf News).

Drinks in images and video

ONS's experience of running nightlife campaigns in Dubai is that images and videos showing drinks without any branding (no branded bottle, no label and no brand name) are sometimes accepted by platform review. This is an observation from campaign practice, not a rule and not a guarantee. Approval depends on each platform's review of the full ad, its copy and its destination, and an asset approved once can be rejected later. Nothing in this observation changes the plain statement above: alcohol cannot be promoted in Dubai advertising.

Penalties

Fines under the media regime run from AED 5,000 up to AED 1 million depending on the violation, and can double for repeat offences (Cabinet Resolution 42 of 2025, as summarised by law firms) (Clyde & Co; Hadef & Partners). Hadef & Partners records general violations including "violating advertising regulations" at AED 5,000 to 40,000. Gulf News gives a range of AED 10,000 to 1 million for media content violations, which conflicts with the AED 5,000 lower bound in the law-firm summaries (Gulf News, 2025). The research did not find the specific fine line for alcohol or tobacco advertising.

ONS reading Review every asset as if it will be read by the platform, the regulator and a guest's parent. Build ads around the artist, the music, the room and the date, and keep drinks incidental, unbranded and secondary to the people and the performance. Check the landing page as carefully as the ad: a compliant video that links to a page selling a shisha package or a drinks offer is a non-compliant campaign.

Filming consent and privacy

The UAE's media content standards set the frame for anything a venue films and publishes. Gulf News reports 20 mandatory standards in force from 29 May 2025, including standard 10 on respect for privacy, standard 12 barring content that "violates public morals, offends young people", standard 18 requiring that "Advertising must respect UAE culture, identity, and values", and standard 19 on the Media Council Age Rating System (Gulf News). The National Media Authority's published standards require respect for private lives (National Media Authority). Those standards show the privacy and cultural obligations but do not set out filming permissions for a venue; those need venue review (National Media Authority). Clyde & Co's summary of Cabinet Decision 42 of 2025 records fines of AED 5,000 to 100,000 for violations of privacy or children's rights.

Venue policies add a second layer. Ushuaia Dubai Harbour's box office states that professional cameras are banned for guests. The venue's own content team should therefore work under a written policy that covers who may film, where, and how guests are told.

Music rights are changing. Ministerial Resolution 136 of 2026 introduces music licence fees collected from December 2026 from restaurants, cafes, hotels, malls, concerts and events, with one-year licences, the Emirates Music Rights Association and Music Nation as collecting bodies, and 10% to a Cultural Support Fund (Khaleej Times). Nightclubs are not named in the reporting, and no nightclub fee amounts were published; the reported figures are up to AED 50,000 a year for malls and AED 45,000 for airlines (Khaleej Times, 2026; Emirates 24/7, 2026). One law-firm note cited by the press says live performances and DJ sets sit above background music in the fee structure. Venues should confirm how the licence covers recorded and edited music used in their own social content.

Article 33 also requires advertising to be clear and truthful and to identify advertising and commercial relationships (Cabinet Resolution 68 of 2024 via Dubai Development Authority). A recap video with an artist's sponsored message, or a creator's visit that was paid in kind, must be identified as promotional.

Creators, promoters and permits

Creators are a real discovery route: 1 in 4 UAE diners in the SevenRooms survey discover restaurants through influencers. They are also the area with the most new regulation.

The UAE Media Council announced the Advertiser Permit on 30 July 2025 (The National). It is required for anyone displaying promotional content on social media, paid or unpaid, with exemptions for individuals promoting their own product or company on a personal account and for under-18s in educational, athletic, cultural or awareness activities (The National, 2025). The initial announcement said it would take effect in three months; after an extension it became mandatory from 1 February 2026, as reported by Gulf News (The National, 2025). The National Media Authority's permit service covers paid or unpaid advertising and media content by individuals (National Media Authority).

Platform rules apply on top of the permit. Meta stopped allowing influencers to promote vaping and tobacco products through branded content in December 2019 (NBC News). TikTok's branded content rules list the UAE among markets where food and beverages "must respect and adapt to local culture and religious restrictions". YouTube creators must use the paid promotion declaration in Studio (Google). Visiting DJs and performers also need DET entertainment permits, which require a passport copy and photo (Platinumlist).

A creator brief should cover seven clauses:

Permit. Creator's Advertiser Permit number, or the licensed agency route for visitors (The National, 2025; The National).

Disclosure. How the commercial relationship is labelled on each platform, including payment in kind (Cabinet Resolution 68 of 2024 via Dubai Development Authority; Al Tamimi & Co).

Content rules. No alcohol promotion, no brand names or bottles, no shisha in any form, no smoking (Cabinet Resolution 68 of 2024 via Dubai Development Authority; Meta).

Privacy. No identifiable guests without consent (Gulf News; National Media Authority).

Accuracy. Date, price with unit, age and dress rules as published by the venue (Cabinet Resolution 68 of 2024 via Dubai Development Authority).

Attribution. Unique link or code so arrivals can be counted.

Review and usage. Venue approval before posting; usage rights and term for reposting or paid amplification.

Promoters who run branded nights inside a venue should be held to the same brief. The What's On Nightlife Awards 2025 included a public-vote category for best promoter night, won by "Plus44" at BLU Dubai, which shows how visible promoter brands are to guests. When the promoter posts, the venue's name and terms are on the line.

What it means for marketersBefore a creator posts, hold three documents: the permit details, a signed brief with the content rules, and a link or code for attribution. Judge the creator on attended bookings from that code, not on views.

Testing one question at a time

Creative testing should teach the venue something it can act on. Define the primary outcome before publishing: a reservation explainer should be judged on completed and fulfilled bookings, not video completion.

Five hypotheses from the ONS draft plan are worth testing first:

Guests do not understand the format. Test: add a clear room walkthrough. Change if: better booking fit and fewer expectation complaints.

Group organisers need price clarity. Test: show the total-quote process with unit. Change if: higher qualified quote acceptance.

Arrival uncertainty causes no-shows. Test: improve entrance, floor and timing information. Change if: fewer arrival support requests.

The programme is hard to distinguish. Test: lead with the actual artist or music. Change if: more event-specific enquiries.

Visitors distrust intermediary links. Test: name the official booking route. Change if: higher completed booking rate.

Avoid changing offer, audience, landing page and creative at once when the aim is to learn which factor mattered. Keep a dated experiment record with spend, available inventory, programme changes and external conditions. Do not declare a winner from a handful of bookings or an immature event cohort; review completed operating dates and refunds first. Where a controlled test is impractical, say the result is observational.

Gaps in the evidence

No public data. No survey measures how Dubai residents or visitors discover nightlife specifically; the UAE discovery figures cover restaurants (SevenRooms) or general travel inspiration (DET). No public benchmark exists for Dubai nightlife content performance, creator conversion or post frequency. A future edition should seek a nightlife discovery question in DET's visitor survey or a commissioned resident survey, and anonymised creator-code attribution data from participating venues.

Regulatory detail not found. The specific Cabinet Decision 42 of 2025 fine for alcohol or tobacco advertising, any Dubai Municipality or DET rule specific to shisha advertising, the nightclub rates under Ministerial Resolution 136 of 2026, and the full official visitor permit route were not retrieved (Hadef & Partners; Khaleej Times). A future edition should fetch the Arabic text of Resolution 42 and the Media Council's visitor permit page. All platform alcohol and tobacco pages listed in this chapter were read on 28 October 2026; the ONS observation on unbranded drink imagery comes from campaign experience, not from published policy text.
